MINUTES OF 10th MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 30TH MAY 2009 AT DIU
The TCC and 10th WRP Committee meetings were held on 29th & 30th May 2009
respectively at Diu. The lists of the participants are at Annexure-I (A) & I (B)
respectively.
Shri P. Patel, Member Secretary, WRPC welcomed the Members and participants to
the 10th meeting of Western Regional Power Committee. He intimated that Shri S.
Jagadeesan, Chairman, WRPC/GSECL and Principal Secretary (Energy), Govt. of
Gujarat could not attend the meeting and as desired by him, the meeting is being
chaired by Shri G. Mohapatra, Chairman, Uttar Gujarat Vij Co. Ltd.
Shri P. K. Gupta, Secretary (Power), UT of Daman & Diu and Dadra & Nagar Haveli
welcomed the Members and participants to the 10th meeting of Western Regional
Power Committee at small beautiful island of Diu. He stated that UTs of Daman &
Diu and Dadra & Nagar Haveli were under Portuguese regime and were liberated in
the year 1961. He further stated that after formation of State of Goa in the year 1987
UT of Daman & Diu was formed. Diu district remained vital sea port & naval base for
considerable strategic importance from 14th Century onwards and has a colorful
culture and mix of gujarathi and Portuguese tradition & custom in its spectrum of life
and art. He further stated that around the year 1987-88 govt. of India declared tax
holidays of 15 years for local taxes, excise & income tax loading to rapid
industrialization of territories of Daman and Diu and Dadra & Nagar Haveli. Power
demands of these UTs have grown very fast thereafter. He further stated that
demand met for DD & DNH is around 230 MW and 450 MW respectively but the
actual demand is much higher resulting in huge shortage of power. He requested
all the members to help these UTs in meeting their growing power demand.
Shri G. Mohapatra, Chairman, UGVCL welcomed members and participants of the
10th WRPC meeting. He briefly reviewed the performance of Western Regional grid
during the period from January 2009 to April 2009. He stated that from 1st April 2009,
CERC has amended the permissible frequency range for system operation to

49.2 Hz – 50.3 Hz. He observed that the frequency profile during the period was
generally satisfactory except on a few days in February, 2009 and April,2009, when
drawal by NR and ER increased due to sudden weather changes / generating unit
outages
He informed that during the period January 2009 to April 2009, total 1182.5 MW
capacity were added in WR grid which comprise of 250 MW Trombay TPP in
Maharashtra, 382.5 MW by Torrent PGL in Gujarat, 300 MW, Lanco in Chhattisgarh
and second 250 MW by NSPCL in Chhattisgarh. He further informed that 400 kV
D/c Zerda-Kankroli line associated with N-W transmission corridor strengthening
scheme has been commissioned and certainly enhanced the inter-regional capacity
between WR & NR. He thanked the administration of UTs of Daman and Diu and
Dadra & Nagar Haveli for willingly hosting the WRPC meeting at Diu and making
excellent arrangements for the same. He then requested Shri P. Patel, Member
Secretary, WRPC to take up the agenda items.
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 9th MEETING OF WRP
COMMITTEE 1.1 Member Secretary, WRPC stated that the minutes of 9th meeting of WRP
Committee held on 9th January 2009 at Lonavala were sent to the members vide
letter No. WRPC/Minutes/AS/2008-09-1218 dated 3rd Feb. 2009.
He stated that comments have been received from ED, MPPTCL vide letter dated
17th Feb. 2009 on Item No. 4.5 “Transmission System for evacuation of power from
Krishnapattam UMPP and requirement for additional transmission capacity between
SR – WR”. MPPTCL have proposed the following amendment in last 4 lines of Para
4.5, Page –15:
“WR Constituents agreed to share only 25% transmission charges” may
be replaced by “WR Constituents (except Madhya Pradesh &
Chhattisgarh) agreed to share only 25% transmission charges”.

1.2 The WRP Committee discussed the matter and the following amendment in
last line of 4.5, Page –15 of 9th Minutes of WRPC meeting was agreed:
“WR Constituents agreed to share only 25% transmission charges” will be
replaced by “WR Constituents (except Madhya Pradesh & Chhattisgarh)
agreed to share only 25% transmission charges. The cost component that
corresponds to Madhya Pradesh and Chhattisgarh will also be borne by
Maharashtra.”
WRP Committee confirmed the minutes of 9th WRPC meeting with the above modification.
ITEM No. 2: LTSA ARRANGEMENT FOR SCADA / EMS UNDER WR ULDC SCHEME
2.1 Member Secretary, WRPC stated that in the 8th meeting of WRPC held on
12th September 2008, WRLDC had intimated that ULDC project was under extended
AMC period upto 31.05.2009 and stressed the need for going in for a
comprehensive Long Term Service Agreement (LTSA). In this connection, it was
informed to the Committee that M/s GE had submitted their offer to take up AMC
which broadly covered the scope of SCADA / EMS / DTS software as well as
hardware at ten control centers commissioned under the ULDC project. The WRP
Committee discussed the matter and opined that ULDC / SCADA O&M committee
may discuss and negotiate the cost with M/s GE and also examine the alternative
options and the outcome should be placed before WRP Committee for consideration
and approval.
2.2 Based on the feedback given by WRLDC the matter was further deliberated
by the TCC in the meeting held on 15th January 2009 and further deliberated during
the 9th meeting of WRPC held on 16th January 2009. The WRP Committee agreed to
the recommendation of the TCC that (i) Negotiation Committee being nominated by
PGCIL may negotiate the cost with M/s GE to a reasonable acceptable level and
(ii) alternatively, PGCIL may go for inviting quotation etc. on limited bidding and

formulate the specification. However, while formulating the specification by WRLDC /
PGCIL, views of SLDCs may also be taken care of. The WRP Committee felt that it
would be preferable to include five years support as a part of procurement,
considering the present scenario. After discussions, it was felt that latest features
like integration of PMUs, better GUI etc. could be specified and the replacement
system should be evergreen with the vendor providing the latest updates. It was
also agreed that WR constituents would be associated while finalizing the technical
specifications.
2.3 In this context WRLDC vide letter dated 7th May 2009 intimated the following:
(i) As per the directive of WRPC, Negotiation process with GE was initiated.
Three Negotiation Committees viz., one of WR constituents, other
POWERGRID Negotiation Committee followed by Senior level
POWERGRID Negotiation Committee held comprehensive negotiations
with M/s.GE, the original equipment manufacturer (OEM) of WR
SCADA/EMS systems. The initial price quoted by M/s.GE was Rs.46.14
crores which was brought down to Rs.32.5 crores after three rounds of
negotiations.
(ii) In respect of alternative arrangement suggested by WRPC a proposal
was received from M/s. OSI, however the same has many issues like
IPR, OSI not being the OEM and absence of competitive bidding. Based
on the experience of all other RLDCs, it is felt that OEM would be the
best option.
(iii) The extended AMC is to end on 31.05.2009, it is proposed that
maintenance be got done through M/s GE, the Original Equipment
Manufacturer in light of the above, considering all the related aspects to
ensure interrupt-free operation of the SCADA/EMS functionality at all the
Control Centers in WR.
2.4 Member Secretary, WRPC further stated that the above matter was discussed
in the TCC meeting held on 29th May 2009 and the various constituents expressed
their views.

Executive Director, WRLDC informed the TCC about the action taken by the SCADA
O&M Committee and WRLDC / PGCIL regarding LTSA arrangement for SCADA /
EMS under ULDC of WR. He stated that after two negotiations with M/s. GE, the
original equipment manufacturer (OEM), followed by third at Senior level PGCIL
Negotiation Committee constituted by Chairman, PGCIL the initial price of Rs. 46.14
Crores quoted has been brought down to Rs.32.5 Crores for 5 years maintenance.
He stated that with the stringent regulations from CERC, the RLDCs / SCDCs can
not afford to have any interruption in the process of monitoring the power system
through SCADA / EMS. This ULDC SCADA / EMS project is very complex and
having application software which is proprietary in nature and cannot be maintained
by other vendor. The third party cannot maintain the system unless they replace the
existing system. Further the kind of exposure and manpower we have, it will not be
possible to maintain the ULDC equipment by RLDC and SLDCs. In PGCIL the issue
has been seriously thought of and it has been opined that this maintenance should
be got done through OEM route. Also, this particular activity has been outsourced in
all other regions to OEM. The cost after negotiation has substantially come down
and accordingly the monthly charges will be of the order of about Rs. 5 to 8 Lakhs
per month per centre. Further, considering the distinct advantage of going through
OEM route and the kind of application we are spending for, the negotiated cost is
justified. He earnestly requested the TCC members to consider this favourably.
General Manager I/c (LD &C), PGCIL stated that the life expectancy of SCADA/EMS
system is about 7 years and the system becomes obsolete not totally but in terms of
software and the technological development and new addition that are going on. In
WR the SCADA / EMS system was commissioned in Feb. 2006 and as its cost-
recovery has not been fully made, replacement of the existing system cannot be
thought of at this stage. He further stated that PGCIL is now in process of planning
back up and up-gradation of Control Centres at RLDC as well as at SLDCs. The
future systems will be equipped with latest up to date technology available in the
market at the time of replacement / up gradation. So far as LTSA is concerned, he
stressed that there are always advantages of going through OEM route in this field
as it is highly technical area and the OEM has all historical data base besides issues
like IPR, source code protection etc. He added that other regions have also gone for
maintenance of their system through OEM route only. He further stated that the cost

per control centre of WR with the negotiated price Rs. 32.5 Crs for 5 years works out
lower than the cost paid in SR. He felt that above negotiated price is reasonable and
the maintenance of WR SCADA/EMS can be entrusted to M/s GE. He assured that
PGCIL would make efforts to ensure that pending issues, if any, besides training etc.
will be looked into.
OSD, MPPTCL stated that though in their view the negotiated cost of Rs. 32.5
Crores is not reasonable, we do not have any alternative other than going to OEM.
He stated that earlier WRLDC had given the impression that third party can maintain
the system. Executive Director, WRLDC stated that earlier in WRP Committee
meeting held at Jabalpur, WRLDC told the Committee that maintenance of SCADA /
EMS is of proprietary nature and the third agency cannot maintain the application
software. However, as per the directions of WRP Committee, the SCADA O&M
Committee of WR looked into the matter and the progress was reported to the WRP
Committee.
Chhattisgarh State Power Transmission Co. Ltd. representative stated that even
though the WRP Committee was considering the maintenance through OEM route,
they advised to explore the alternate route so as to put pressure on bringing down
the cost offered by M/s GE. He felt that this has been done and the negotiated price
of Rs. 32.5 Crores is reasonable and may be accepted.
Chief Engineer (LD), MSETCL also felt that the price has now come down but still it
is felt that the same is more. He further stated that after 3-5 years we may have to go
for new system. He suggested that we may go for maintenance with M/s GE for
three years instead of 5 years and look for other alternative system within this period.
He opined that we should go for OEM route with exit option after 3 years as 2-3
years time will be required for establishment of new system. In this context, ED,
WRLDC stated that we could exit from the contract after 3 years, however, about
10% extra cost of the balance period will be required to be paid.
Chief Engineer (LD), GETCO stated that today we have not any alternative other
than OEM. He enquired whether any up-gradation of the existing system will be
possible during LTSA period. In this context, ED, WRLDC stated that this issue was

discussed during the SCADA O&M committee meeting and M/s GE said that any up-
gradation would have to be done at extra cost. MD, Chhattisgarh State Power Transmission Co. Ltd., who chaired the TCC meeting
said that the TCC may recommend for LTSA through OEM route and the action for
going for alternate new system should be started two years earlier before expiry of
contract. After detailed deliberation, the TCC recommended the following:
(i) Real time Data availability is of utmost importance for grid operation,
for which interrupt free maintenance of LD equipment has to be
ensured.
(ii) In view of the above, it is preferable to assign the maintenance of
sophisticated load dispatch system to OEM.
(iii) So far as the alternative proposal of M/s. OSI is concerned, the same
has many issues like IPR, proprietary rights concerning the source
code, legal problems, etc. Awarding of contract on single bid to the
OSI will have its own problems and going for open tenders at this
stage will end up in non-availability of any maintenance service to the
existing SCADA facilities for a considerable period.
(iv) TCC recommended that LTSA be taken up with M/s GE for five years
at about Rs. 32.5 crores. Further action may be initiated in advance
i.e. in the 3rd year itself for alternative scheme.
2.5 The matter was further deliberated in the WRPC meeting. Director (O),
MSETCL said that the OSI had made earlier presentation and offering the good
system at very competitive rates. He also opined that there is still scope for further
negotiation with M/s GE.
Executive Director (F), GUVNL stated that during last meeting, WRLDC was
requested to go for alternative option also, prepare new specification, go for bidding

for entirely new system. Further, the issue of IPR would have been arisen, if the
existing system is offered for maintenance to third party. It was also suggested that
while making specifications, provisions should be made for 10 years AMC. He
enquired the action taken in this regard.
2.6 Executive Director, WRLDC explained the background of the efforts taken to
finalize LTSA arrangements for SCADA / EMS system in Western Region. While
stating the actions taken in regard to the directions of WRPC in their 9th meeting for
exploring the alternative options, he emphasized the need for adopting OEM route
for ensuring interrupt-free availability of SCADA / EMS system for real time
monitoring and control of Western Region. He explained the difficulties likely to be
encountered in the gap period i.e. the period of commissioning of the replacement
system if the alternative option is adopted. In the light of this he strongly advocated
that WR constituents should unitedly opt for OEM route as the finally negotiated
price of Rs.32.5 Crores for five years i.e. Rs.6.5 Crores per year is comparable to the
LTSA arrangements tied up in Southern Region with the same OEM.
2.7 General Manager (LD & C), PGCIL stated that the present ULDC scheme in
WR is relatively new, just commissioned about three years ago and as such this is
not the right time to discard the same. He informed that the Pradhan Committee
report recommends that the RLDC / SLDC SCADA scheme have to be replaced and
re-looked after 7 years of service. He suggested that right now, the present ULDC
SCADA / EMS scheme of WR be continued and maintained through OEM and after
3 years or so, replacement of it could be thought of. He added that replacement of
the existing system with new system is not an easy task as lot of activities such as
operation of new system in parallel with the existing one; its evaluation etc. will go
into it.
Director, ESSAR Power Ltd. stated that new system should not be introduced for the
sake of changing the system. Studies may be carried out and whatever up-gradation
is possible may be done. While going for the new system, it may be ensured that the
vendor will be responsible for up-gradation/maintenance, which is required in future
also as the life of the equipment is around 10 years plus. He opined that LTSA may

be done through OEM who will take responsibility if something goes wrong
tomorrow. He further observed that the price has been negotiated to the best value.
2.8 Director (O), PGCIL also highlighted the need and advantages of OEM route
and stated that there is no need for replacement as the existing system is
commissioned only in February, 2006 and the capability of the systems are required
to be fully explored. Further, the existing system should be continued till there is a
major technological change like integration of PMUs etc. takes place and available in
the market. He further stated that in future we need a dynamic & intelligent system
as compared to passive system what we have today as many actions in real time
have to be done automatically due to complexity of the grid. He added that PGCIL
has already initiated action in this area. He desired that the maintenance of
SCADA/EMS of ULDC of WR may be awarded for five years to OEM with a provision
of coming out of it after three years.
Director (O), MSETCL suggested that one more round of meeting may be held with
M/s GE, wherein MD, GETCO and CMD, MPPTCL should also be requested to
participate. Date of this meeting could be fixed in consultation with them.
2.9 The matter was deliberated in detail. The WRP Committee agreed for LTSA through OEM route and decided that senior level officers of WR constituents would also interact with M/s GE for further negotiation, if any. It was tentatively proposed to have the meeting of WR constituents with M/s GE on 9th June, 2009 and Member Secretary, WRPC would coordinate the same. It was also agreed that after the negotiation with M/s GE at the senior level, WRLDC/PGCIL would go ahead with awarding of maintenance of SCADA/EMS system in Western Region to M/s GE and LTSA arrangements with them. The WR constituents further opined that replacement action for the new system should be initiated before the end of three year period so that the new system could be in place by the end of the LTSA period. PGCIL agreed to take necessary action in this matter.

ITEM No.3: TRANSMISSION SYSTEM ASSOCIATED WITH THE TILAIYA ULTRA MEGA POWER PROJECT (4000 MW) IN JHARKHAND, NABINAGAR (1000MW) OF RAILWAYS AND NTPC, BARH-II (1320 MW), RIHAND-III (1000MW), VINDHYACHAL-IV (1000MW) AND MAUDA (1000MW) OF NTPC, AND IPPS IN JHARKHAND, ORISSA, MP, CHATTISGARH AND MAHARASHTRA
3.1 Member Secretary, WRPC stated that in 28th meeting of the Standing
Committee on Power System Planning in WR held at Aurangabad on 6th December
2008, the transmission system associated with Tilaiya Ultra Mega Power Project
(4000 MW) in Jharkhand, Nabinagar (1000 MW) of Railways and NTPC, Barh-II
(1320 MW), Rihand-III (1000 MW), Vindhyachal-IV (1000 MW) and Mauda (1000
MW) of NTPC, and IPPs in Jharkhand, Orissa, MP, Chhattisgarh, and Maharashtra
were discussed and identified. The transmission scheme were identified in four
groups, viz. (i) generation specific, (ii) system strengthening common for WR and
NR, (iii) system strengthening for WR and (iv) pooling stations for IPPs in Orissa.
Also, proposal for sharing of transmission charges had been discussed and
recommended in the above Standing Committee Meeting. Further, the
recommendations of the above Standing Committee were discussed in detail during
9th meeting of WRP Committee held on 16th January 2009 wherein some of the
members expressed that the minutes of Standing Committee Meeting were received
only few days earlier and they needed time to examine the same. After discussions
in the 9th WRP Committee meeting, it was decided that:
(i) The constituents will furnish their comments on the minutes of
28th Standing Committee Meeting on power system planning in WR to
CEA at the earliest.
(ii) The constituents if so desire may seek any clarification from CEA and
communicate their views to them.
(iii) CEA will convey a meeting to discuss and finalize the transmission
scheme and in case, the clearance is given, by the constituents of WR to
the same, the matter will not again put up to WRPC for its approval.
3.2 Member Secretary, WRPC informed that subsequently, comments were sent
to CEA by Chhattisgarh, MPPTCL and MSETCL. CEA accordingly clarified the
matter in a Special Meeting of the Standing Committee on Power System Planning
Minutes of 10th meeting of WRP Committee held on 30th May 2009 at Diu 10
of WR held on 18th April 2009. Member (PS), CEA in the meeting stressed that the
proposal circulated in the agenda for the 9th WRPC meeting identifying the
transmission scheme etc. was basically a sort of master plan for evacuation of power
from various IPPs and other projects anticipated in the same time frame. Also, as
desired by MSETCL in their comments, PGCIL made a presentation in the above
Special Standing Committee meeting, highlighting how the transmission charges
would vary with the commissioning of System strengthening for WR and System
strengthening common for WR and NR and its impact on pooled transmission
charges. Members desired that the details of the calculations and the assumptions
made should be circulated to the various constituents of the WR along with the
calculation of corresponding transmission charges of NR which is likely to share the
capacity of the project(s). CSPTCL suggested that only one Rourkela-Raigarh 400
kV D/c line be LILOed at Jharsurgada instead of all the 4 circuits, as proposed in the
28th SCM. Member (PS), CEA explained that LILO of all the 4 circuits is a temporary
arrangement, and once the Jharsurgada-Dharamjaygarh-Jabalpur link is available,
LILO of one D/c will be removed at Jharsurgada.
3.3 Member Secretary, WRPC stated that the detailed transmission scheme as
decided in the 28th meeting of the Standing Committee on Power System Planning in
WR held at Aurangabad on 6th December 2008 and subsequent modification therein
suggested by PGCIL in name of pooling station etc. during Special Meeting of the
Standing Committee on Power System Planning of WR held on 18th April 2009 is
enclosed at Annexure- 3. The actual programme with each of the projects once
finalized would be brought forth in the SCM. He added that the matter was
discussed in detail in the Special Meeting of the Standing Committee on Power
System Planning of WR held on 18th April 2009 and all the constituents agreed with
the proposal.
3.4 In the TCC meeting held on 29th May 2009, representative of Chhattisgarh
State Power Transmission Co. Ltd. (CSPTCL) stated that in the Special Meeting of
the Standing Committee on Power System Planning of WR held on 18th April 2009,
CEA stated that the above transmission scheme is a master plan for evacuation of
power from various IPPs and other projects anticipated in the same time frame. The

actual programme with each of the projects, once finalized, will brought forth in the
Standing Committee meeting.
3.5 In the TCC meeting held on 29th May 2009, the members agreed to the scheme and stressed that the actual programme with each of the projects, once finalized, will be brought forth in the Standing Committee meeting and to WRPC meeting. Also, any change in the transmission scheme, if any, subsequent to discussion in other region, will have to be brought to the notice of WRP Committee for its approval. It was also stressed that as discussed in the Special SCM, held on 18th April 2009, the details of cost of transmission scheme should be sent to all the constituents by PGCIL. 3.6 WRP Committee discussed the matter and endorsed the views of the TCC. PGCIL representative stated that the details of the transmission cost will be furnished to all the concerned by 5th June 2009.

ITEM No.4: TRANSMISSION SYSTEM CONNECTED WITH VINDHYACHAL POOLLING STATION AND PHASING OF TRANSMISSION WORK
4.1 Member Secretary, WRPC stated that during the Special meeting of Standing
Committee on Power system Planning of WR held on 18th April 2009 at WRPC
office, Mumbai, it was intimated that Vindhyachal-IV, Rihand-III and Aryan Coal were
presently proposed to be connected to 765/400 kV Vindhyachal pooling station. As
the generators would be coming in different time frame, the transmission system
from Vindhyachal pool onwards up to Gwalior would need to be initially operated at
400 kV to avoid reactive power management problem. Therefore, CEA suggested
the following phasing of transmission system interconnected from Vindhyachal pool.
(i) When the initial unit at Vindhyachal stage-IV and Rihand-III generation are
commissioned they could be connected to Vindhyachal Pooling point and
the Vindyachal Pooling-Satna-Gwalior 765 kV link be charged at 400 kV
level.
(ii) In this time frame few units at Sasan would only be commissioned and
there would not be any short circuit level problems at Vindhachal 400 kV

generating bus due to LILO of Vindhyachal- Jabalpur 400 kV D/C at
Sasan.
(iii) When the entire planned generating stations connected to Vindhyachal
pooling station are commissioned, at that stage the Vindyachal Pooling-
Satna-Gwalior link can be charged at 765 kV level along with
interconnection of Sasan-Vindyhachal 765 kV S/C.
(iv) After charging at 765 kV level the LILO of Vindhyachal – Jabalpur 400 kV
D/C line at Sasan could be disconnected with suitable switching
arrangements at Sasan 400 kV switchyard to meet its starting power
requirements in future.
The above was agreed to in the Special meeting of Standing Committee and it was
also decided that for implementation the following works could be taken up as a
separate project associated with Vindhyachal-IV and Rihand-III.

• Satna-Gwalior 765kV 2XS/C (initially to be operated at 400 kV)
• Vindhyachal-Sasan 765 kV S/C
4.2 Member Secretary, WRPC stated that in the TCC meeting held on 29th May
2009, NTPC requested that the transmission scheme from the generator to the
nearest pooling point may be taken up by PGCIL. In this context, it was pointed out

that as per the minutes of Standing Committee on Power system Planning of WR
held on 18th April 2009, the lines mentioned under generation specific system are
under NTPC purview. PGCIL, however, stated that they could take up the job on
deposit basis.
4.3 General Manager (Comml.), NTPC stated that allocation of power from
Vindhyachal-IV (1000 MW) will be done to the various beneficiaries of WR by the
MoP and as such for Vindhyachal IV – Vindhyachal pooling 400 kV D/c line should
be pooled in the regional transmission scheme. GUVNL representative enquired
whether the full generation of Vindhyachal –IV will be allocated to WR beneficiaries.
NTPC stated that allocation will be made by the Ministry of Power. It was also
clarified by NTPC that Rihand-III is for Northern Region and as such charges for the
line from Rihand-III to Vindhyachal pooling will be borne by NR beneficiaries.
4.4 WRP Committee deliberated the matter in detail and agreed to the transmission scheme as proposed in the para 4.1 above. So far as sharing of transmission charges for Vindhyachal IV – Vindhyachal pooling line was concerned, the WRP Committee requested NTPC to discuss the matter again in the Standing Committee on Power System Planning of WR and thereafter may be taken up in TCC and WRPC for further discussion. NTPC agreed to the same.
(Action: NTPC) ITEM NO. 5: ALLOTMENT OF TRANSMISSION CAPACITY TO IPPs AGAINST
THEIR APPLICATION FOR AVAILING LTOA 5.1 Member Secretary, WRPC stated that various issues raised by the
constituents concerning granting of Long Term Open Access were deliberated in the
last meeting of TCC held on 15th Jan. 2009 and in the 9th meeting of WRPC held on
16th January 2009, and it was recommended that:
(i) CTU should circulate a paper to the constituents of WR on the criteria,
procedure etc. being followed by them in processing of application for
granting of Long Term Open Access.

(ii) A meeting should be convened by PGCIL by first week of Feb. 2009 to
discuss the above issues on LTOA.
(iii) It was also suggested that LTOA meeting may be separately held well
before Standing Committee meeting on Power system Planning of WR.
5.2 Accordingly, General Manager (Engg), PGCIL vide letter dated 23rd Feb. 2009
circulated a base paper on procedure for granting of LTOA to all the beneficiaries.
Subsequently, in the Special Meeting of the Standing Committee on Power System
Planning of WR held on 18th April 2009, PGCIL made presentation regarding the
methodology, procedure and the payment security mechanism being adopted by
them for grant of Long Term Open Access.
5.3 In the above Special meeting, PGCIL clarified that grant of LTOA was being
done in four stages. In the first stage discussion were held with the IPPs regarding
achieving of various milestones viz. acquisition of land, allocation of coal and water,
environment clearance, placement of orders for equipment, payment of advance to
manufacturers, EPC contractors etc., and only after some progress was noted and
after observing the progress of project take off, further discussion were held with the
IPPs and grant of LTOA was considered. In the second stage discussions with IPPs
and beneficiaries were undertaken in the SCM and LTOA meetings. The third and
fourth stage was security mechanism like Bank Guarantee from IPPs along with
signing of BPTA and 6 months advance transmission charges corresponding to the
capacity for which PPA had not been signed by the IPP with beneficiary states(s).
Regarding time frame for granting LTOA, PGCIL informed that as per draft open
access regulations the nodal agency was required to dispose of the application for
connectivity within 60 days and norms for medium term open access were even
stringent and suggested holding of Standing Committee Meetings every two months.
In the special SCM, it was also clarified by Member (PS), CEA that as per the
Electricity Act 2003 and the existing regulations, non-discriminatory open access had
to be granted in case existing margins were available. In case the existing
transmission margins were not adequate for grant of LTOA, additional transmission
lines were being planned and built. The transmission capacity was for the
beneficiaries and was not allocated to the generators. As and when the allocation

from the generator would get finalized and the beneficiary signs BPTA with the CTU
then the transmission capacity would get allocated to the beneficiary. Many of the
IPPs were indicating target beneficiaries because the distribution / transmission
licensees could procure their power requirements only through competitive bidding
process and this process took time. To facilitate IPPs, the above methodology was
being adopted. In case of Merchant Power Plants if the actual sale of power was
different from the one indicated and for which open access had been granted then as
per present regulations, in addition to long term open access charges, short term
open access charges would also be applicable. Regarding planning of transmission
system CEA further clarified that planning of transmission was being done
considering various perspective load generation scenarios during different periods of
the year and transmission was being planned considering the worst case scenario.
CEA also further clarified that any transmission capacity built and not allocated to
any agency on long-term basis would be allocated to other agency on medium term
or short-term basis. In the event there is a delay in commissioning of any IPP, the
long term transmission capacity granted to it would be made available to any other
generator coming up in the time frame and the additional transmission required for
the delayed IPP would be built to match with its commissioning so that unutilized
transmission capacity is not built up and the Transmission companies are not
unnecessary burdened with additional transmission charges. The transmission
system would be optimal to take care of the requirement meeting the planning
criteria.
5.4 Representative of CSPTCL stated that transmission system over loading
problems have been experienced in their system after injection of generation by
LANCO-Amarkantak station, which has been granted LTOA. He requested that
LTOA to various IPPs from the existing transmission capacity should not be granted
till Hon’ble CERC issues new regulations concerning to LTOA etc.
In the above context, representative of PGCIL stated that they have granted LTOA
after consultation with all the constituents and CEA in accordance with existing
CERC regulation. Further, till Hon’ble CERC issues the new regulations, LTOA
applications received by them have to be processed on the basis of existing
regulations only.

5.5 ED (L & RA), M.P. Trading Co. Ltd. stated that MP Tradco has entered a long
term power purchase agreement with M/s PTC India Ltd. for availing entire power
generated by Unit No. 1 (300 MW) of LANCO-Amarkantak TPS. However, M/s
LANCO-Amarkantak Pvt. Ltd., issued notice vide letter dated 13.03.2008 for
termination of PPA which has been stayed by Hon’ble High Court of M.P. vide order
dated 31.3.2008. As the matter is sub-judice, M.P. Tradco requested that M/s
LANCO should not be granted either long term or short term open access for supply
of power to any utility other than Madhya Pradesh. He requested the WRP
Committee to accordingly address the issue and take a decision in the matter.
In this context, Member Secretary, WRPC stated that responsibility of granting long
term or short term open access, as the case may be, vests with CTU / RLDC as per
the provisions under the CERC regulations and WRP Committee is not empowered
to give any directions in the matter.
Director (O), PGCIL while endorsing the views of Member Secretary, WRPC, stated
that, as the matter is sub-judice, it should not be discussed. The request of M.P.
Tradeco not to grant either long term or short term open access to LANCO-
Amarkantak for supply of power to any utility other than Madhya Pradesh is a legal
issue and have to be addressed accordingly.
5.6 During the TCC meeting held on 29th May 2009, the members stressed that
the details regarding the status of LTOA applications granted by PGCIL should be
made available on their web site. PGCIL was accordingly requested to do the
needful, which was agreed to by PGCIL.
The WRP Committee members noted as above.
(Action: PGCIL) ITEM No.6: PERFORMANCE OF WR GRID DURING JAN. 09 TO MAY 09 6.1 SYSTEM PERFORMANCE Member Secretary, WRPC stated that during the period January 2009 to March
2009, the grid operated in the frequency range of 49.0 Hz to 50.5 Hz for 98.51% of

time. The percentage time when frequency was within this range varied between
97.79 % to 99.66 %. During this period, frequency remained below 49.0 Hz for 2.43
% of time. From 1st April 2009, CERC has amended the permissible frequency
range for system operation to 49.2 Hz – 50.3 Hz. During the months of April and
May 2009, grid frequency remained in the revised frequency band for 80.93 % and
91.21 % respectively time and it remained below 49.2 Hz for 18.75 % and 6.45 % of
time respectively . The frequency profile during the period was generally satisfactory
except on a few days in February, 2009 and April, 2009, when drawal by NR and ER
increased due to sudden weather changes / generating unit outages. The
comfortable system performance during most of the period was due to marginal drop
in unrestricted demand as compared to last year and improved availability due to
synchronization of new generating units at Sugen, NSPCL-Bhilai, Sipat and
Trombay. The details of frequency profile during the period from January 2009 to
May 2009 are furnished at Annexure 6.1(a).
The unrestricted demand of Western Region during the period varied between 35700
MW to 37400 MW. The corresponding figures for the previous year were between
36600 MW to 39800 MW. The maximum demand met during the period was 31608
MW and the region faced capacity shortage in the range of 5300 MW to 6400 MW.
The details of Unrestricted Demand vs. Demand Met and Energy Requirement vs.
Availability are furnished at Annexure.6.1 (b).
During the discussions in the TCC and WRPC meetings, ED, WRLDC pointed out
that though the frequency regime during the period was generally satisfactory, on
some days frequency was quite low. During the month of April 2009, system
frequency touched 48.8 Hz for more than 300 times. However, operation of under
frequency relays installed under AUFLS Scheme was found to be inadequate .He
stated that UF relays are required to be kept in service to act as defense mechanism
against any unforeseen incidents. He requested the constituents to ensure
healthiness of UF relays and to keep them in readiness to provide desire load relief.

6.2 Voltage Profile 6.2.1 Committee noted the month wise details of voltages at 400 kV & 765 kV sub-
stations during the month of January, 2009 to May, 2009 is placed at Annexure-6.2.
6.2.2 During the period low voltage was observed at Sipat and Seoni 765 kV sub-
stations which touched 726 kV & 720 kV respectively on few occasions.
High voltage was recorded at 400 kV throughout the period at Dhule, Itarsi and
Karad S/s in the order of 415 kV to 440 kV. To contain high voltages WRLDC had to
resort to opening of 5 to 6 lines on many days. In order to control incidences of high
voltages during low load periods, installation of reactors at following locations has
been planned by various utilities:-

Constituents were also requested to ensure timely commissioning of these reactors
as this would help in smoothening of high voltage profile in Western Regional Grid.
MS, WRPC informed that the issue regarding high voltage in Dhule area was
discussed in the 9th meeting of WRPC held on 16th January, 2009. It was pointed
that even after taking all other actions, including opening of a number of lines, high
voltage problem was still persisting. PGCIL was therefore requested to carry out
fresh studies to examine the requirement of bus reactor around 400 kV Nagda /
Rajgarh sub-station.
He further informed that the matter was also discussed in the special meeting of the
Standing Committee on Power System Planning in Western Region held on
18th April, 2009. In this meeting, PGCIL intimated that according to studies carried

out by them, installation of 1 X 125 MVAR bus reactor at Nagda / Rajgarh would be
beneficial to control over voltages. After examining various options, installation of
1 x 125 MVAR bus reactor at Rajgarh sub-station was agreed to in the standing
committee meeting.
WRP committee discussed the matter and concurred with the proposal. ITEM No.7: WIDE AREA MANAGEMENT SYSTEM OF WR
7.1 Member Secretary, WRPC stated that WRLDC vide letter dated 7th May 2009
intimated that the existing SCADA / EMS provides the data which are steady state in
nature and not suitable for dynamic monitoring and control of Grid due to high
degree of latency of telemeter data and also non-synchronization of sampling of
data. Emerging technologies like Wide Area Measurement System (WAMS) using
Phasor measurement Unit (PMU) provide more advanced measurement system that
will utilize synchronized measurements from geographically distant locations and
increase the situational awareness by monitoring a wide area of power system in
real time.
In this regard WRLDC intimated that TCS has approached PGCIL to join the
consortium team of TCS, IIT Bombay and Tata Power for executing a PMU based
project which has been approved by Council of Scientific and Industrial Research
(CSIR) of Department of Science & Technology, Government of India, under the
NMITLI (New Millennium India Technology Leadership Initiative) program. CSIR will
provide Loan for the project. The main features of the project are as follows:
(i) Installation of PMUs (Phasor Measurement Units) at around 25 to 30
locations in Western Region Grid. The data from PMUs shall be acquired
at Western Regional Load Despatch Centre (WRLDC)
(ii) Development of software functions using PMU data.
WRLDC further intimated that the PGCIL share of total estimated cost of the project
is Rs. 8.76 crores. The loan from CSIR is to be repaid over 10 years at an interest
rate of 3% after completion of the project. The annual installments shall be ranging
from Rs. 90.267 lakhs to Rs. 127.01 lakhs. WRLDC further informed that a Pilot

Project for implementation of PMUs in Northern Region has been agreed upon in
Northern Region during the last NRPC meeting held on 22.04.2009. WRLDC have
proposed that the PMU project in respect of Western Region could be funded
through UI CAP fund or Additional UI funds. Alternatively the constituent may finance
the project and make yearly advance payment to PGCIL.
7.2 In the TCC meeting held on 29th May 2009, GM I/C (LD & C), PGCIL made
detailed presentation on CSIR approved project under their NMITLI (New Millennium
India Technology Leadership Initiative) programme namely “Intelligent monitoring &
Control of the interconnected Power Grid using Wide Area Measurements (WAM)”. A
copy of the presentation is enclosed at Annexure- 7.2. The presentation was well
received and appreciated by the constituent members. However, as this project is of
high/new technology area, the TCC recommended that the technical details etc. of
the project may be discussed in a meeting of all the constituents of WR at working
level and thereafter the matter should be put up to TCC/ WRPC for further direction.
7.3 During the RPC meeting, Director (O), MSETCL stated that in Maharashtra
they had already commenced the work relating to Wide Area Measurement in
collaboration with CPRI and IIT, Kanpur after discussing the same with CEA and
MoP. At such a juncture, parallelly doing the same in WR is not desirable. In
Maharashtra they are quite serious about this project, which is highly technical and
first of this nature. He desired that let this project be implemented in small system
and then can be thought at region as whole. Further, in PGCIL proposal what
activities are going to carried out under the proposed cost of Rs. 8.76 crores is not
clear.
Director (O), PGCIL stated that taking up the above project at Regional level is not a
duplication of work. It is a development work, which is complex in nature. Executive
Director, WRLDC stated that for Regional Grid like WR, which is very large,
technically getting exposed to WAM technology is the need of the day. The
integration of heterogeneous PMU of Maharashtra with matching protocol with rest of
regional system will certainly needs expertise and experience. He requested that this
matter could be discussed separately to understand the WAM technology etc.

7.4 The matter was deliberated in detailed and the WRP Committee endorsed the
decision of TCC. It was decided that technical details of the project may be
discussed in the Regional Protection Committee meeting and hereafter the matter
will be put up to TCC / WRPC for further direction.
ITEM No. 8: BILLING OF TRANSMISSION CHARGES FOR WHEELING OF
CENTRAL SECTOR POWER TO UT OF DD, DNH & GOA 8.1 Member Secretary, WRPC stated that WRTS-I, PGCIL during 52nd meeting of
Commercial Committee held on 9th April 2009, intimated that Service Tax Cell of
Central Board of Excise and Customs have issued summons for furnishing data
regarding Service Tax recovery. PGCIL therefore felt that collection of wheeling
charges by POWERGRID for MSETCL / MSEDCL and GETCO / GUVNL may have
to be discontinued from April 2009 and the concern transmission companies viz.
GETCO and MSETCL should take up the billing/collection from April 2009. During
the above meeting of Commercial Committee, it was pointed out that the decision of
pooling of wheeling charges in PGCIL bill was taken in WRE board meeting.
Further, the matter regarding fixation of and adjudication of the transmission charges
of GETCO system used for transmission of Central Sector power to DD / DNH was
under consideration of Hon’ble CERC and was scheduled for hearing shortly. As
such, constituents of WR stressed that till such time any order is given by CERC, the
present methodology of billing of transmission charges for wheeling of central sector
power to DD & DNH and Goa should be continued. This would facilitate the
adjustment/recovery of any transmission charges, as the entire record and billing
details are available with PGCIL.
8.2 The above matter was discussed in the TCC meeting held on 29th May 2009
and TCC agreed to the views of CCM i.e. till such time any order is given by the
Hon’ble CERC in respect of determination of transmission charges for GETCO
system for wheeling of Central Sector power to DD & DNH, the present methodology
of billing of transmission charges for wheeling of central sector power to DD & DNH
and Goa through PGCIL should be continued. This would facilitate the
adjustment/recovery of any transmission charges, as the entire record and billing
details are available with PGCIL. Thereafter the billing of the transmission charge for

wheeling of central sector power should be done by GETCO / MSETCL directly, as
per REA issued by WRPC.
WRP Committee endorsed the decision of TCC. ITEM No. 9: RENOVATION AND MODERNISATION OF WRPC OFFICE
BUILDING Member Secretary, WRPC informed the Committee that WRPC office building is
around 30 years old and is in urgent need of major repairs. The building also needs
architectural renovation and improvement in facilities such as conference Hall, guest
house etc. He further informed that according to preliminary assessment the
complete R&M of the building is estimated to cost about 4 crores. However, the
actual estimate will have to be prepared by the executing agency. He proposed that
the cost of R&M be shared by the members of WRPC who are sharing the
establishment expenditure of WRPC Secretariat. Also agency for carrying out these
works needs to be decided.
Member ( GO& D) , CEA stated that Powergrid have sometime back renovated the
WRLDC building which is adjacent to WRPC. He, therefore, proposed that R & M of
WRPC could also be carried out by Powergrid so that the similarity of the two
buildings can be maintained.
WRP Committee discussed the matter and agreed that the R & M of WRPC building
could be carried out by Powergrid on deposit basis. Cost of R & M shall be equally
shared by the members of WRPC who are bearing the establishment expenditure of
WRPC Secretariat. WRP Committee also authorized the Chairman, WRPC to
approve the estimate submitted by Powergrid.
ITEM No. 10: PAYMENT OF TRANSMISSION CHARGES FOR INTER-STATE
TRANSMISSION Member Secretary, WRPC informed that in accordance with Central Electricity
Regulatory Commission (Terms & Condition of Tariff) Regulation, 2009, the monthly
Energy account (REA) issued by RPC shall also include a statement specifying the

ratio in which transmission charges for interstate transmission system for that month
are to be shared by transmission users in accordance with regulation 3.3. Also, the
bill for transmission charges (inclusive of incentive) for transmission charges for a
month should be raised by the transmission licensee based on its estimate of
Transmission System Availability Factor (TAFM) for the month and adjustment, if
any, has to be made on the basis of TAFM to be certified by the Member Secretary
of WRPC within 30 days from the last day of the relevant month.
This matter was discussed in 52nd meeting of Commercial Committee held on 9th
April 2009 and it was proposed that PGCIL would make available the details of
outages (certified by WRLDC) to all the beneficiaries by 10th of the following month.
Concerned beneficiaries, after examining these details, should furnish their
comments / observations, if any, to WRPC by the 20th of the month. For example,
outage details for the month of April 2009 will be made available by PGCIL to
beneficiaries by 10th of May 2009. Comments of beneficiaries should be furnished to
WRPC 20th May 2009. In case of non-receipt of the same by this time period, it will
be taken, as no comments. Member Secretary, WRPC, will certify the TAFM
accordingly. All the members agreed to the same.
WRP Committee noted as above. ITEM No.11: COMPUTATION OF PAYMENT OF CAPACITY CHARGES FOR
THERMAL GENERATING STATION
Member Secretary, WRPC informed that Clause 21(4) of Central Electricity
Regulatory Commission (Terms and Conditions of Tariff) Regulation, 2009, which
has come into force w.e.f. 1.04.2009, envisaged that in case of fuel shortage in a
thermal generating station, the generating company might propose to deliver a
higher MW during peak-load hours by saving fuel during off-peak hours. The
concerned Load Despatch Centre may then specify a pragmatic day-ahead schedule
for the generating station to optimally utilize its MW and energy capability, in
consultation with the beneficiaries. Average Declared Capacity i.e. DCi in such an
event shall be taken to be equal to the maximum peak-hour ex-power plant MW
schedule specified by the concerned Load Despatch Centre for that day.”

Member Secretary, WRPC further stated that the matter was deliberated in 52nd
meeting of Commercial Committee held on 9th April 2009 and it was decided that the
following methodology will be adopted in WR for computation of DCi in case of fuel
shortage:
(i) Peak Hours would generally be worked out by taking into regional load of
previous days or similar day of the previous week.
(ii) It would be of continuous 5 Hrs. (20 time blocks of 15 minutes)
(iii) The entire year will be divided in two seasons i.e. April to September as
summer and October to March as winter season.
(iv) Peak Hours during the month of April to September- 1800 Hrs to 2300 Hrs.
(v) Peal Hours during the month of October to March – 1700 Hrs to 2200 Hrs.
(vi) DCi will be taken equal to maximum ex-power plant MW schedule
specified by the WRLDC continuously during the above defined peak
hours for that day
WRP Committee noted the same. ITEM No.12 : IMPLEMENTATION OF REVISED UI CHARGES W.E.F. 01.04.09 Member Secretary, WRPC informed that Central Electricity Regulatory Commission
(Unscheduled Interchange charges and related matters) Regulation, 2009 has been
notified by the Commission vide Notification No.L-1(1)/2009-CERC dated 30th March
2009. These regulations have come into force on 01.04.2009. Clause 7 of the above
regulation “Limit on UI volume and consequences of crossing limits envisages the
following:
(a) The over-drawal of electricity from the schedule by any beneficiary or a buyer
during a time-block shall not exceed 12% of its scheduled drawal or 150 MW (whichever is lower) when frequency is below 49.5 Hz, and 3% on a daily aggregate basis.
(b) The under-injection of electricity from the schedule by a generating station or by a seller during a time-block shall not exceed 12% of the scheduled injection of such generating station or seller when frequency is below 49.5 Hz, and 3% on daily aggregate basis.

(c) In addition to UI Rate corresponding to frequency of 49.2 Hz, as stipulated under regulation 5, an Additional Unscheduled Interchange Charge at the rate equivalent to 40% of the UI Rate corresponding to frequency of 49.2 Hz shall be applicable for over-drawal or under-injection of electricity for each time-block when grid frequency is below 49.2 Hz. Provided that for under-injection of electricity during the time-block when grid frequency is below 49.2 Hz for the generating stations using coal or lignite or gas supplied under Administered Price Mechanism (APM) as the fuel, Additional Unscheduled Interchange Charge shall be equivalent to 40% of the UI Cap Rate.
(d) Payment of Unscheduled Interchange Charges under regulation 5 and the Additional Unscheduled Interchange Charge under (c) above, shall be without prejudice to any action that may be considered appropriate under section 142 and section 149 of the Act for contravention of the over-drawal and under-generation limit specified in these regulations, for a time block when frequency is below 49.5 Hz.
(e) The Commission may from time to time, if considered necessary, prescribe the Additional Unscheduled Interchange Charge for over-drawal or under-injection of electricity during the time-block when grid frequency is below 49.5 Hz and up to 49.2 Hz.
(f) Any over-drawal and under-injection of electricity shall be computed in
accordance with the methodology used for preparation of ‘Regional Energy Accounts’.
(g) Provided that the Regional Load Despatch Centre shall prepare and publish on its website the records, on monthly basis, of the UI Accounts, specifying the quantum of over-drawal/under-generation and corresponding amount of UI paid/received for each beneficiary or buyer and generating station or seller for the time-blocks when grid frequency was below 49.2 Hz and between 49.5-49.2 Hz separately.
Further, UI rate in a time block (15 minute) will be capped at 408 paise per kWh for
all generating stations using coal or lignite or gas supplied under Administered Price
Mechanism (APM) as fuel in case when actual generation is higher or lower than the
scheduled generation in the frequency range between 50.3 Hz and upto 49.2 Hz.

In view of the above, the procedure to be followed w.e.f. 1st April 2009 for
preparation of UI charges was discussed in 52nd meeting of Commercial Committee
held on 9th April 2009 and agreed.
So far as Application of fund collected through UI is concerned, Clause 11 of Central
Electricity Regulatory Commission (Unscheduled Interchange charges and related
matters) Regulation, 2009 envisages that the amount left after final settlement of
claims of Unscheduled Interchange charges of the generating station and the
beneficiaries shall be utilised, with the prior approval of the Commission, for either or
both of the activities viz. (a) Servicing of investment for transmission schemes of
strategic importance and (b) Providing ancillary services including but not limited to
‘load generation balancing’ during low grid frequency as identified by the Regional
Load Despatch Centre, in accordance with the procedure prepared by it, to ensure
grid security and safety. However, the amount of fund, allocable for the above
purposes shall be decided by the Commission from time to time.
WRP Committee noted the same.
ITEM No. 13: SHIFTING OF SLDC BHILAI TO RAIPUR 13.1 Member Secretary, WRPC stated that in order to improve the data reliability
from SLDCs to RLDC and vice versa, scheme for backup communication links from
SLDCs and strategic locations in the network of ULDC scheme of WR was
discussed and approved in the 7th meeting of WRP Committee held on 3rd May 2008.
During this meeting, CSEB intimated that SLDC, Bhilai is to be shifted to Raipur and
as such the corresponding expenditure for data communication link from Raipur to
Bhilai shall required to be pooled in regional system. The WRP committee had
agreed to the same. Subsequently, during 9th meeting of WRP Committee held on
16th Jan. 2009 WRTS-I, PGCIL intimated that cost estimates (about Rs. 5.16 Crores)
have been worked by them based on inputs from CSEB and requested WRP
Committee for its approval. The WRP Committee members deliberated the matter
and gave in principle approval for the same. However, it was suggested by MPPTCL

that the SCADA Committee of WR may examine the cost estimates worked out by
PGCIL.
13.2 In view of above, in the meeting of Regional SCADA/Communication Co-
ordination group (RSCG) held at WRLDC, Mumbai on 12th March 09, the details of
break up of cost estimates of Rs. 5.16 Crores was examined and discussed in detail.
The SCDA/ Communication Committee found the above estimates technically
justified. However, some of the constituent states of Western Region did not agree to
pool the expenditure. CSEB insisted that the issue of sharing the above expenditure
has been agreed in WRP Committee meeting and the decision already taken should
not be reviewed. In view of this, WRLDC, PGCIL requested to discuss the matter by
the member of Commercial Committee.
13.3 Member Secretary, WRPC informed that the matter was discussed in the 52nd
meeting of Commercial Committee. It was stressed that this Committee cannot
review the decision taken by WRP Committee for pooling the expenditure in the
regional system. Further, it was reiterated that the WRP Committee gave the
mandate to the SCADA Committee to the extent of examination of the cost estimate.
13.4 In the TCC meeting held on 29th May 2009, Chief Engineer (SLDC), GETCO
pointed out that the proposed work of Chhattisgarh including wideband equipment at
400 kV Bhilai to Urla S/s, 400 kV Urla to Gudiyari and Urla to Raipur includes the
requirement of Chhattisgarh only and is not the requirement of SLDC to WRLDC link
and as such its cost should not be pooled.
In this context, WRTS-I representative clarified that the above link is essentially
required for transmission of data/communication from SLDC to WRLDC and is part
of scheme for shifting of SLDC Bhilai to Raipur. As such its cost needs to be pooled.
WRP Committee deliberated the matter and approved the cost estimates of Rs 5.16 crores towards extending the data communication link from Raipur to Bhilai for pooling in regional system.

ITEM No.17 ANTICIPATED POWER SUPPLY POSITION IN WESTERN
REGION FOR THE PERIOD FROM JUNE 09 TO AUG. 09.
The Committee noted the anticipated power supply position in the region for the period from June, 2009 to August, 2009 as furnished at Annexure-17. It was noted that this period under consideration was monsoon season and the regional demand was likely to be low as compared to summer period. The unrestricted demand would vary from 31900 MW to 33800 MW and deficit would vary from 0.22 % to 11.40 %. In terms of energy, the unrestricted requirement would be varying from 20769 MUs to 21375 MUs with regional deficit varying from 7.59 % to 16.31 %. The anticipated Peak demand shortages for Gujarat, Chhattisgarh, Maharashtra, MP, Goa, DD and DNH was 910 to 1989 MW, 223 to 396 MW, 2816 to 3940 MW, 144 to 1336, 84 to 122 MW, 29 to 45 MW and 28 to 63 MW respectively.
Although deficit was expected to be comparatively less than other peak period due to monsoon season, Constituent states were requested to be vigilant as regards to frequent tripping of lines and high voltages in certain pockets. Also, maintenance programme of generating units will have to be planned after taking into consideration regional demand and also diversity in demand of NR and ER in an integrated combined N-E-W grid. WRP Committee noted.

WRP Committee noted the same. ITEM No.19 PROVISION OF 400 kV FEED TO UNION TERRITORY OF DAMAN &
DIU. Member Secretary, WRPC stated that in the 9th Meeting of WRP Committee held on
16.01.2009, request of Union Territory of Daman & Diu for providing 400 kV feed to
the Union Territory by establishment of 400 kV substation in Daman was considered
and the Committee gave in-principle approval to the proposal. PGCIL were
requested to carry out the survey and identify a suitable location in the territory for
the proposed 400/220 kV sub-station.

In this context, Executive Director (WR-II), PGCIL, vide his letter No.WRTS-
II.VDR:Engg: dated 14.05.2009 intimated that joint exercise for identification of land
in Daman was carried out by them alongwith the Electricity Department of Daman &
Diu. However, no Government land could be located for the proposed substation.
As such, they requested that Daman & Diu administration may provide 10-12 acres
of land (preferably Government owned) for construction of GIS substation at Daman.
In the TCC meeting held on 29th May 2009, Special Secretary (P), UT of Daman &
Diu informed that private land is available at the market price. PGCIL accordingly
agreed to interact with DD authorities for taking further action.

ITEM No.20: CONTRIBUTION TOWARDS INCIDENTAL EXPENSES FOR VARIOUS MEETINGS ETC.
20.1 Member Secretary, WRPC stated that the erstwhile WRE Board in its 120th
meeting held on 20th December 2002 passed Resolution to create Board Fund for
meeting the expenditure of Board viz. periodic and special forum meetings,
seminars, workshop, meetings with deferent power sectors / advisors, management
consultant of power sector of WR at WREB head quarters etc. Subsequently, due to
the formation of WRPC and change in the membership of WRPC as per GoI
Resolution, the WRP Committee in its 4th meeting held on 29th June 2007 decided
that the contribution towards the above fund be made by the following:
(i) All State GENCOs (ii) All State TRANSCOs (iii) All State owned DISCOMs (by rotation, if more than one in a State) (iv) NTPC Ltd., PGCIL, NPCIL, IPPs having IC above 1,000 MW – contribution
to be made by each separately. (v) Representative of IPPs and (vi) Representative of Trading Company
Accordingly, the above members are making the contribution @ Rs. 50,000/- per
year to the Board Fund.
20.2 Member Secretary, WRPC further stated that with the subsequent
amendment to the Resolution regarding establishment of Western Regional Power

Committee made by MoP vide Resolution dated 9th May 2008, there is some change
in the membership. Accordingly the details of members of WRP Committee that will
contribute Rs. 50,000/- each towards the Board Fund for the year 2009-10 and
thereafter is enclosed at Annexure-20.
WRP Committee members noted the same and agreed to send their contribution accordingly. ITEM No. 21: ADDITION OF DIGITAL ACCESS CROSS CONNECT SWITCH
(DACS) AT JABALPUR AND ITARSI Member Secretary, WRPC stated that during 7th meeting of WRP Committee held on
3rd May 2008 PGCIL intimated that Western Region ULDC network is expanding
continuously with the addition of new transmission lines and sub-stations by all
constituents resulting in congestion of wide band communication channel between
Jabalpur 400 kV S/s and Itarsi 400 kV S/s. As such there was a necessity of
addition of DACS (Wide Band Communication Equipment) at Jabalpur 400 kV S/s
and Itarsi 400 kV S/s. This proposal was also discussed by constituents of WR in the
4th O & M Meeting held on 16th April 2008 at WRLDC to review SCADA / EMS
issues. In this meeting, constituents agreed to the proposal of PGCIL to add DACS
(Wide Band Communication Equipment) at Jabalpur 400 kV S/s and Itarsi 400 kV
S/s. PGCIL intimated that the estimated cost of the above will be Rs. 10 lakhs. The
matter was discussed and the WRP Committee accorded their approval to the above
proposal.
Member Secretary, WRPC further stated that PGCIL, vide letter dated 15th May 2009
have intimated that based on the offer from M/s Aastra (earlier M/s Ericsson), the
original equipment manufacturer (OEM), the cost estimate got revised to Rs.
25lakhs approximately excluding taxes and duties. In view of change in the
estimated cost, PGCIL have requested for concurrence.
The matter was discussed in the TCC meeting held on 29th May 2009 and TCC agreed to the same. WRP Committee endorsed the decision of TCC and gave their concurrence.

ITEM No.22: LONG TERM SERVICE AGREEMENT FOR WIDEBAND TELECOMMUNICATION EQUIPMENT SUPPLIED UNDER SYSTEM COORDINATION & CONTROL PROJECT OF WR
22.1 Member Secretary, WRPC informed that PGCIL vide letter dated 15th May
2009 intimated that during the SCADA coordination meeting held at WRLDC Mumbai
on 06.01.2009 WR constituents principally agreed to give AMC for Wideband
Telecommunication Equipment to M/s Ericsson India Pvt Ltd for a period of 3years
and requested POWERGRID to finalise the terms and conditions and price with M/s
Ericsson keeping in view of expiry of the existing AMC for wideband
telecommunication equipment by 09.04.2009. Accordingly, PGCIL finalised terms
and conditions and technical specifications and price for Long Term Service
agreement for AMC of wideband telecom equipment supplied and commissioned
under System Coordination and Control project of Western Region with M/s Ericsson
India Pvt. Ltd for 3years at a price of Rs. 6,59,16,762.00 ( inclusive of service tax @
10.36%). The contract may further be extended for 2 years at the same terms and
conditions and technical specifications on mutually agreed rates. The price has been
negotiated from the earlier offered price of Rs 6,83,55,770 (inclusive of service tax
@10.36%). The new AMC shall be effective from 10.04.2009 retrospectively. The
cost sharing shall be on the basis of cost ratio of the equipment cost to the total
equipment cost submitted to CERC for telecom equipment. The Cost sharing by
POWERGRID, Madhya Pradesh, Chhattisgarh and Gujarat for their portion of AMC

The payment of AMC to M/s Ericsson shall be done by PGCIL on monthly basis. Madhya Pradesh, Gujarat and Chhattisgarh need to provide quarterly advance to POWERGRID for their portion of AMC cost. The reconciliation of accounts shall be done on annual basis.
The matter was discussed and WRP Committee gave their approval for the same. ITEM No.23: SIGNING OF PPA WITH RGPPL AND ITS SCHEDULING In the TCC meeting, Special Secretary (P), UTs of DD & DNH stated that MoP had
allocated power to the tune of 1.5 % capacity of RGPPL each to DD and DNH about
a year back. However the scheduling of power from RGPPL to them has yet not
commenced. He stated that the matter was discussed during the last WRP
Committee meeting and accordingly RGPPL was requested to address the issues
concerning signing of PPA etc. urgently so that the scheduling of power form RGPPL
could be commenced immediately.
In this context, the representative of RGPPL stated that the issue concerning
allocation of 5% power from RGPPL by the MoP was discussed in the RGPPL Board
meeting held in Feb. 2009 and it was decided that scheduling of 5 % power to other
states should be commenced only after the project reaches its full capacity.
Subsequently, the RGPPL Board decision was discussed in the review meeting
taken by Secretary (P), GoI and it was requested to keep the above allocation in
Minutes of 10th meeting of WRP Committee held on 30th May 2009 at Diu 36
abeyance till the project start generating at it full capacity. Accordingly, Director
(OM), MoP was requested to initiate action.
The beneficiaries of WR viz. DD & DNH, Madhya Pradesh and Goa unanimously stated that no communication has been received by them from MoP till date, as such the allocation made to them out of 5% capacity from RGPPL stands as on date. They requested RGPPL to take urgent steps for scheduling of the above allocated power immediately. Representative of RGPPL stated that he would look into the matter and revert back.
(Action: RGPPL) ITEM No.24: UNREQUISTIONED POWER AT KAWAS AND GANDHAR Member Secretary, WRPC stated that NTPC representative in the TCC meeting
made a presentation regarding the un-requisitioned power at Kawas and Gandhar
and proposed that they may be allowed to schedule the same to other regions a
variable cost only. MSEDCL representative stated that the same should be
scheduled as per the present practice to outside the region (Fixed Charge + Variable
charge) whereas within the region it can be scheduled at variable charge as
proposed by NTPC.
The matter was discussed and NTPC was requested to come out with detailed
Agenda item highlighting the cost implication etc. so that the same will be discussed
in CCM and thereafter in TCC/WRP Committee meeting. NTPC representative
agreed to the same.
ITEM No.25: DATE AND VENUE OF NEXT WRPC MEETING
The next meeting i.e. 11th WRP Committee meeting will be held in Aug/Sept 2009.
Chhattisgarh State Power Transmission Co. Ltd. agreed to host the same. The
venue of the meeting will be intimated separately.

The transmission system requirements were identified based on studies carried out by CEA and PGCIL. The evolve transmission scheme was deliberated during the 28th meeting of the Standing Committee on Power System Planning held on 6th December 2008 at Aurangabad and its Special meeting held on 18th April 09 at WRPC office Mumbai The transmission scheme agreed is in four parts, viz. (i) Generation specific transmission scheme, (ii) System strengthening common for WR and NR, (iii) System strengthening common for WR and (iv) Pooling Stations for IPPs in Orrissa A. Generation Specific Transmission System Tilaiya UMPP (4000MW)

These IPPs in Orissa would connect to 765kV and 400kV system specifically proposed in ER for Orissa IPPs. Three 765/400kV pooling stations at Jharsuguda, Angul and Denkenal together with Jarsuguda-Angul-Denkenal-Jharsuguda 2xS/C 765kV lines would be connected to WR system through following provision: 1. LILO of all four circuits of Rourkela-Raigarh 2xD/C 400kV lines at
Jharsuguda. 2. Jharsuguda-Dharmjaygarh 2xD/C 765kV lines.

• Project Duration – 3 Years– Implementation Completion 2 Years and testing

Intelligent Monitoring of the Interconnected Power Grid using Wide Area Measurements
(WAM)
Project details:• Installation of PMUs(Phasor Measurement Units) at around
25 to 30 Locations in Western Region Grid. The data from PMUs shall be acquired at Western Regional Load Dispatch Center (WRLDC)
• Development of Dynamic State estimator/Monitor including the development of algorithm for optimal placement of PMUs
• Supervised Zone-3 Blocking functionality to prevent tripping of distance relays on Power Swing, voltage stability, Load encroachment etc.
• Emergency control schemes for mitigating system instabilities. Schemes for controlling angular instability (i.e out of step protection & smart islanding)
