EU Association Lab – інкубаційна програма для імплементації Угоди про асоціацію між Україною та з ЄС
У липні 2018 року перед українськими держуправлінцями відкрилась унікальна можливість реалізації інноваційних проектів – стартувала перша в Україні інкубаційна програма у сфері держсектору «EU Association Lab».
EU Association Lab – це конкурсна програма нових ідей, що сприяє інноваційним підходам у держуправлінні та покликана надати новий імпульс реалізації Угоди про асоціацію між Україною та ЄС.
У багатьох випадках фахівці міністерств, відповідальних за реалізацію Угоди, завдяки офіційним документам точно знають, ЩО саме вони повинні робити, але при цьому не завжди до кінця розуміють, ЯК. Завдання EU Association Lab – допомогти держфахівцям спільно з бізнесом і громадянським суспільством знайти відповідь на це питання та втілити власні ідеї для реалізації Угоди.
EU Association Lab створена спільно з Урядовим офісом координації європейської та євроатлантичної інтеграції та GIZ. Вона імплементується за підтримки 1991 Open Data Incubator та є складовим компонентом проекту «Консультаційний фонд підтримки асоціації Україна-ЄС», який фінансується Федеральним Урядом Німеччини.
Програма складається з трьох циклів та триватиме до 2020 року.
Пріоритетними темами для програми 2018 року Урядовий офіс визначив наступні:

ABOUT EU ASSOCIATION LAB
EU Association Lab – an incubation program for the implementation of the Association Agreement with EU
In July 2018, Ukrainian public servants received a unique opportunity to implement their innovative projects – EU Association Lab, the first incubation program in the public sector in Ukraine, was launched.
EU Association Lab is a contest-based program for new ideas that fosters the innovative approach in public management and aims to give a new impulse to the implementation of the Association Agreement with EU.
In many cases, employees at the ministries responsible for the implementation of the Agreement know WHAT exactly they must do in accordance with the official guidelines. However, there is often lack of clear understanding of HOW to do this. Therefore, the purpose of EU Association Lab is to help public servants – in a joint effort with business and the civil society – find the answer and to enable them to implement their own ideas concerning the implementation of the Association Agreement.
EU Association Lab was founded jointly by the Government Office for Coordination of European and Euro-Atlantic Integration and the GIZ. It is an activity of the project “Advisory Fund for EU Association of Ukraine” that is funded by the Federal Government of Germany. The incubation program is implemented with the support of 1991 Open Data Incubator.
It consists of three cycles and runs from 2018 until 2020.
The Government Office set the following priority areas for the EU Association Lab in 2018:
• Market supervision• Legislation on companies and corporate management (especially concerning the disclosure of information about the subsidiaries of foreign companies)• Public procurement (especially non-pricing criteria in public procurement)• Strategies of integration in the EU digital market• Sustainable management of forest resources (trade and environmental aspects)

Команда взялася будувати новий формат взаємодії між громадянами, бізнесом та державою щодо контролю безпеки нехарчової продукції.
Уявіть: ви купуєте дитині іграшку, однак на пакуванні немає жодної інформації про норми безпеки товару. Що робити? На допомогу покликаний прийти додаток «КУПУЙ БЕЗПЕЧНЕ».
Завдяки сервісу кожен громадянин зможе легко надіслати звернення про сумнівну продукцію до відповідного органу, а також власноруч перевірити товар за ступенем небезпеки. Органи ринкового нагляду, своєю чергою, зможуть швидше адресно обробляти скарги, зокрема, завдяки зручному чек-лісту. Процес перевірки стане прозорішим для всіх сторін.
У планах команди на найближчі півроку — запуск додатку з базовими функціями, тестування зі споживачами та бізнесом, а також проведення національної промо-кампанії проекту. Проект сприятиме зближенню систем ринкового нагляду Євросоюзу та України.
The team is building up a new format for interaction between citizens, business and the government concerning safety control of non-food products.
Just assume that you want to buy a toy for a kid, but you cannot see any product safety data on the package. What can you do? The application “BUY SAFE” shall help you.
Using this app, every citizen will be able to send a message about a suspicious product easily to the responsible state body as well as to check the safety of the product by her/himself. Based on this application, market supervision bodies will be able to speed up the processing of consumers’ complaints, which is also possible thanks to a user-friendly checklist. The check process thus becomes more transparent for all parties.
For the next six months the team plans to launch the application with its basic functions, to test it together with consumers and business as well as to conduct a national promotion campaign for its project. The project aims to contribute to the harmonization of the market supervision systems of the EU and Ukraine.

У 2015 році Україна однією з перших країн світу зробила інформацію про власників юридичних осіб публічною, і централізований реєстр юридичних осіб став загальнодоступним. Однак, ця історія успіху поки є неповною: у реєстрі вказується бенефіціарний власник юрособи, та немає жодних додаткових відомостей про структуру власності, а у випадку багатьох старих компаній — навіть імені бенефіціарного власника.
Для вирішення цього виклику команда створює ресурс, завдяки якому громадяни, бізнес та держоргани завжди зможуть отримати точну та правдиву інформацію про структуру власності будь-якої юридичної особи, яка зареєстрована та здійснює свою діяльність в Україні.
Команда працює над розробкою нормативних актів, створює алгоритми автоматизованого крос-чекінгу по різним реєстрам. За словами учасників, найбільше у досягненні цілей допомагає розуміння методології scrum. Серед великих планів — розробити концепцію системного механізму валідації і верифікації даних в Україні.
In 2015, Ukraine became one of the first countries to disclose information about the owners of legal entities and to open the central register of legal entities for the public. However, this success story is not complete yet: The register lists beneficiary owners of legal entities, but it does not contain any additional data about the ownership structure; as far as many companies founded long ago are concerned, the register does not even contain the names of their beneficiary owners.
To solve this issue, the project team is building up a web resource enabling citizens, business and state bodies to retrieve accurate and credible information about the ownership structure of any legal entity registered and operating in Ukraine.
The team is now preparing relevant regulations and developing algorithms for the automated cross-checking of data in different registers. According to the team members, the scrum methodology is most helpful in achieving their goal. One of the ambitious plans of the team is to develop a concept for the mechanism of systemic validation and verification of data in Ukraine.

Система електронних держзакупівель ProZorro — візитівка України у світі та приклад для наслідування у просторі цифрового врядування. Однак і тут Україні ще є куди рухатись. Наразі 99% замовників нехтують критеріями екологічності та енергоефективності при закупівлі товару, не використовуючи нецінові критерії у закупівлях. Розвивати цей новий підхід взялася велика група спеціалістів на чолі з представниками Мінекономрозвитку.
Команда створює сервіс, що допоможе замовникам тендерів використовувати при відборі підрядника не лише критерій найменшої ціни, а й екологічності та енергоефективності. Нововведення матиме подвійний ефект: держава при закупівлі керуватиметься ознакою якості, безпеки та довгострокової економії, а бізнес буде мотивований пропонувати інноваційні, енергозберігаючі та екологічні рішення. Проект сприяє реформуванню системи держзакупівель відповідно до Угоди про асоціацію між Україною та ЄС.
На часі для команди — запуск MVP, пілотні тестування, популяризація сервісу, навчання клієнтів та інтеграція з іншими сервісами системи електронних закупівель.
The electronic public procurement system ProZorro is the showcase for Ukraine worldwide and a benchmark in the electronic government. However, Ukraine still has room for improvement in this area. Presently, 99% of buyers ignore the criteria of environmental performance and energy efficiency and thus do not use the non-pricing criteria for their procurement operations. A big team of professionals led by representatives of the Ministry of Economic Development and Trade is developing this approach now.
The team is developing a service enabling buyers to select suppliers taking into account not only the lowest price, but also environmental performance and energy efficiency. This innovation is supposed to have a double impact: the state will pay attention to quality, safety and long-term savings when selecting suppliers, and business will have the incentive to propose innovative, energy-saving and environmentally safe solutions. The project contributes to the reform of the public procurement system in line with the EU-Ukraine Association Agreement.
The current objectives of the team — launch of MVP, pilot tests, promotion of the service, trainings for customers and integration with other services of the electronic procurement system.

Команда проекту має на меті змінити підхід до якості надання фінансових послуг в Україні. Учасники створюють Єдиний інтернет-портал для споживачів фінпослуг. Сервіс об’єднає інформацію щодо продуктів та послуг банків та інших фінансових організацій, міститиме бази даних, реєстри та модулі для аналізу та зберігання даних.
Проект бореться одразу з кількома викликами. По-перше — відсутністю в Україні дієвої системи захисту споживачів фінансових послуг. По-друге — браком інструментів для вирішення суперечок між постачальниками та споживачами фінансових послуг на досудовому рівні.
На старті програми команда мала кілька основних завдань, та вирішила сконцентрувати увагу саме на створенні єдиного порталу, або «Єдиного вікна». Для запуску прототипу учасники планують отримати підтримку від регуляторів, створити необхідне законодавче підґрунтя та об’єднати професійні асоціації для адвокації проекту.
The project team wants to change the approach to the quality of financial services in Ukraine. It is building up a single web portal for the consumers of financial services. It will consolidate information about the products and services of banks and other financial organisations as well as contain databases, registers and modules for the analysis and storage of data.
The project is tackling several challenges in one go. First, it addresses the lack of an effective system for the protection of financial service consumers in Ukraine. Second, it addresses the lack of tools for settling disputes between providers and consumers of financial services in the pre-court procedure.
At the initial stage, the project team had several objectives but decided to focus on the creation of a single web platform or a “single-stop” resource. For the launch of the prototype the team members are going to receive support from the regulating bodies, to create the necessary legal basis and to unite professional associations for the advocation of the project.

КУЛЬТУРНА СПАДЩИНА CULTURAL HERITAGE
Культурна спадщина - це індивідуальність держави.
Cultural heritage forms the individuality of the state.
Незалежній Україні вже 27 років, але у нас досі діє радянський перелік пам’яток культури, а його облік ведеться у паперовій формі. Команда Міністерства культури працює над створенням електронного реєстру культурної спадщини. За задумом, він допоможе зібрати, обробити, проаналізувати та оптимізувати процес переміщення 14+ мільйонів предметів музейного фонду та 130+ тисяч об’єктів матеріальної та нематеріальної культурної спадщини.
Проект актуальний ще й тому, що має потенціал вирішити проблему відсутності методів захисту та повернення культурних цінностей з тимчасово окупованих територій. У разі коректної інтеграції у бази даних ЄС проект дозволить збільшити рівень відкритості країни, посилити інвестиційну та туристичну привабливість. Ресурс сприятиме виконанню Угоди про асоціацію у контексті збереження і оцінки культурної та історичної спадщини.
Один з найбільших викликів для проекту — пошук оптимального ІТ-рішення, що б дозволило структурно поєднати на одному ресурсі різні реєстри та модулі для обліку культурної спадщини.
Вже навесні 2019 команда планує створити MVP порталу«Культурна спадщина».
The independent Ukraine has already celebrated its 27th birthday, but it still has the list of its cultural heritage objects prepared back in the Soviet times that is still maintained in printed form. The project team is developing the electronic register of the cultural heritage. The idea behind it is to consolidate, process, analyze and streamline the transfer of more than 14 million of museum items and more than 130,000 objects of material and immaterial cultural heritage.
This project is also relevant, because it can solve the problem of the missing mechanism for the protection and return of cultural objects from the temporary occupied territories. In case of its correct integration into the EU databases the project will make the country more open and attractive for investors and tourists. The register will contribute to the implementation of the Association Agreement in terms of the preservation and evaluation of cultural and historical heritage.
One of the biggest challenges for the project is to find the optimal IT solution to consolidate different registers and modules for the registration of cultural heritage objects. In spring 2019 the team plans to create the MVP of the portal “Cultural Heritage”.

Ініціатором інкубаційної програми є проект «Консультаційний фонд підтримки асоціації Україна-ЄС», створений у рамках німецько-української міжурядової співпраці. Мета проекту полягає у покращенні умов для реалізації Угоди про Асоціацію між Україною та Європейським Союзом.
Одним із ключових завдань є підсилення спроможності інституцій, відповідальних за реалізацію Угоди. Проект надає консультаційну підтримку галузевим міністерствам та основним суб’єктам з реалізації реформ у адаптації їхніх функціональних напрямів до стандартів ЄС, підвищенні ефективності роботи та якості послуг, а також заохочує їх до реалізації на конкурсних засадах проектів, які стосуються реформ зі зближення з ЄС.
Для фахівців та керівників державних інституцій проект регулярно проводить спеціалізовані тренінги з розвитку потенціалу. Виконавцем проекту є німецька урядова компанія «Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH», що реалізує його на замовлення Федерального міністерства економічного співробітництва та розвитку Німеччини (BMZ).

Advisory Fund for EU Association of Ukraine, GIZ
The initiator of the incubation program is the project Advisory Fund for EU Association of Ukraine. It is a part of the German-Ukrainian government cooperation. The goal of the project is to improve conditions for the implementation of the EU-Ukraine Association Agreement.
One of the key tasks is to enhance the capacities of the institutions responsible for the implementation of the Agreementмм. The project provides advisory support to the line ministries and the key bodies concerning reforms aimed to adjust their responsibilities to the respective EU standards, the improvement of the effectiveness of their operations and quality of their services as well as motivates them to take part in contests for the implementation of projects related to harmonization with the EU.
The project conducts regular trainings for the specialists and senior officials of state bodies wishing to develop their capacities. The project is implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH commissioned by the Federal Ministry of Economic Cooperation and Development (BMZ).

Урядовий офіс координації європейської та євроатлантичної інтеграції
Бенефіціаром Консультаційного фонду є Урядовий офіс координації європейської та євроатлантичної інтеграції.
Урядовий офіс здійснює координацію діяльності органів виконавчої влади з розроблення та здійснення заходів, спрямованих на виконання Угоди про асоціацію між Україною та Європейським Союзом, а також спрямування та контроль політичного та політико-військового діалогу і практичного співробітництва з НАТО та державами-членами Північноатлантичного Альянсу.
Ключові завдання нового Урядового офісу координації європейської та євроатлантичної інтеграції:
• координація процесу адаптації законодавства України до права Європейського Союзу (acquis ЄС) та стандартів і рекомендацій НАТО;• аналіз залучення і використання міжнародної допомоги, спрямованої на підтримку виконання завдань у сферах європейської та євроатлантичної інтеграції;• розроблення та реалізація стратегій, програм та інших документів з інформування громадськості та комунікації у сферах європейської та євроатлантичної інтеграції;• забезпечення здійснення перекладу acquis ЄС українською мовою, оновлення глосарію термінів acquis ЄС;• проведення спільних засідань органів асоціації Україна – ЄС та секретаріатство української частини таких органів;• оцінка результативності виконання завдань у сферах європейської та євроатлантичної інтеграції.

Government Office for Coordination of European and Euro-Atlantic Integration
The beneficiary of the Advisory Fund is the Government Office for Coordination of European and Euro-Atlantic Integration (GOCEEI).
The Government Office coordinates the activities of the bodies of executive power concerning the development and implementation of measures to fulfill the EU-Ukraine Association Agreement. It as well steers and monitors the political, political-military dialogue and practical cooperation with the NATO and its member states.
The key tasks of the Government Office for Coordination of European and Euro-Atlantic Integration are as follows:
• Coordination of the adjustment of the Ukrainian legislation to the laws of the European Union as well as NATO standards and recommendations;• Analysis of the acquisition and use of international aid to support the implementation of the objectives of European and Euro-Atlantic integration;• Development and implementation of strategies, programs and other documents for public information and communication in the field of European and Euro-Atlantic integration;• Translation of the EU acquis into Ukrainian, update of the glossary for the EU acquis;• Joint meetings of the bilateral bodies responsible for the EU-Ukraine Association • Performance assessment in the field of European and Euro-Atlantic integration.

1991 Open Data Incubator
Програма реалізовується за підтримки 1991 Open Data Incubator (1991). 1991 — перший в Україні некомерційний інкубатор, який допомагає перетворити тонни відкритих даних на реальні стартапи, що надають сервіси громадянам, бізнесу та державним органам.
Завдяки синергії з найталановитішими ІТ-патріотами України 1991 прагне надати нове цифрове життя найбільш недигіталізованим секторам економіки. Інкубаційні програми 1991 допомагають стартапам порозумітися з бізнесом та держсектором для створення спільних проектів.
Команда інкубатора провела 17 навчальних програм у партнерстві з держорганами, міжнародними організаціями та бізнесом. Випускниками інкубатору стали понад 150 проектів, які сумарно залучили інвестицій на суму понад 1 мільйон доларів.
1991 — проект, створений громадською організацією SocialBoost за підтримки міжнародних донорів, урядових організацій та бізнесу. В 2012 році SocialBoost починалася як серія хакатонів для ІТ-волонтерів та всіх небайдужих до України для створення цифрових сервісів на основі державних даних. За перші три роки існування команда провела 10 національних хакатонів та серію регіональних заходів. До активностей SocialBoost долучилося понад 1000 людей. Вони згенерували 800 ідей, з яких понад 20 проектів отримали фінансування.

1991 Open Data Incubator
The Program is implemented with the support of 1991 Open Data Incubator. This is the first non-commercial incubator in Ukraine helping to transform tons of open data into real startups providing services to citizens, business and state bodies.
Thanks to synergy with the most talented IT-patriots of Ukraine, 1991 strives to provide the benefits of digitalization to the sectors of the economy that are lagging behind most in this field. The incubation programs of 1991 Open Data Incubator help startups get in touch with business and the public sector to deploy joint projects.
The incubator’s team has implemented 17 training programs in partnership with state bodies, international organizations and business. The graduates of the incubator are more than 150 projects that have attracted investments totaling more than USD 1 million.
1991 is a project established by the civil organization SocialBoost with the support of international donors, government organizations and business. In 2012, SocialBoost was founded as a series of hackathons for IT-volunteers and all citizens wishing to support Ukraine in creating digital services based on public data. In the first three years, the project team conducted 10 national hackathons and a series of national activities involving more than 1,000 people who generated 800 ideas more than 20 of which received funding.
