(2) The Government ICT Authority will serve as a knowledge

and professional consultancy center for government ICT

needs, will take action to streamline the ICT system and

promote technological innovation at government ministries

and units, will set up advanced technologies, will act to

improve government services to the public and reduce the

bureaucratic burden and will promote a policy of open

governance.

(18.a) Act to transfer the infrastructure of government

ministries and units to the cloud computing model, which

will allow online access to infrastructure, platforms and

applications and payment based on their use.

Israel’s national procurement system

uses public tenders, pursuant to the

Mandatory Tenders Law, 1992 and the

Mandatory Tenders Regulations, 1993

This legal framework enables a

transparent and competitive working

environment, inter alia by establishing

broad obligations and providing tools

for improving competition in public

tenders

Both the Tenders Law and the Tenders

Regulations apply to most public entities,

including government ministries,

government agencies and authorities,

health care establishment, government

companies and others

THE AUTHORITY OF THE GPA

Other public entities (The Knesset, Office of

the President of Israel, The State

Comptroller, Bank of Israel, State-owned

enterprises, Municipalities etc.) can buy

from the GPA suppliers instead of

publishing a tender for themselves.

Article 14B(a) of the Mandatory Tenders Regulations: In

a place where the GPA has conducted a central tender

for the government ministries, a ministry may not hold a

tender for or otherwise enter into a contract which is

the subject of the central tender.

CONSUMING CLOUD SERVICES FROM A REGION IN ISRAEL

Service provisioning by a local entity of a global supplier which is subject to the laws of the State of Israel.

All services (data

processing, storage,

management services,

etc.) will be governed

by Israeli laws and

regulations.

Maximizing efficiency

optimal performance

and minimal latency.

Maintaining operation

in case of connection

loss to the global

internet backbone.

The winning provider will be the sole supplier of cloud services to the Government. The Government will be able to procure cloud services from the

winning provider even prior to the establishment of the region in Israel according to the terms of the Tender
