3. ARRIVALS 3.1 Arrival by Air The official airports are DOMODEDOVO & SHEREMETYEVO-2, which are situated 75/40 km from Moscow. Teams arriving at Vnukovo airport should inform LOC in advance. 3.1.1 Welcome Service Upon arrival in Moscow, each team delegation should proceed to the Arrivals area. Once the delegation has been processed through entry formalities and customs clearance, they will be met by Local Organising Committee. Welcome Desks will be located in the Arrival Halls of official airports. The delegations will then be driven to the Teams’ hotels where at LOC Information desks the Team Leaders will be asked to confirm the number and name of all team members and provide all the passports and a rooming list (to shorten procedures and avoid delays, it is strongly advisable to prepare a rooming list in advance and send it to the LOC prior to arrival). If luggage is lost during the flight, LOC will make every effort to help to locate it. The Team Leader is nevertheless requested to make, in any case, the appropriate declaration at the lost and found office. The same procedure must be followed in case of lost vaulting poles. 3.1.2 Transportation of Equipment The delegations should carry their luggage to the transport (coaches) provided for the competition. Regarding the vaulting poles, after athletes have collected them personally in the baggage reclaim area, LOC will be responsible for their transportation to the stadium. 3.2 Arrival by Train There will be no Welcome Desks at the main railway stations in Moscow. Teams arriving by train will be met by LOC representatives and taken to the teams hotel, according to the arrival times and railway stations mentioned in the final entry system by the Member Federations. 3.3 Visa Requirements Participants of the European Youth Olympic Trials requiring visa to enter Russia should obtain it before leaving to Russia from the Russian Embassy or Consulate in their country. To apply for a single entry visa for Russia, your passport must be valid for 6 (six) months after your programmed date of return from Russia. As a first step the enclosed chart should be submitted to the LOC Visa Department fully filled in with information about all team members travelling to Moscow.

Upon receiving the information LOC issues the official invitation (it can be individual or for the whole group of people) and sends the originals to the National Federation by email attachment. The applicants should take the invitation and all the documents required by a certain Embassy/ Consulate. Those who are still in the process of getting visas should send detailed list(s) with names to LOC as soon as possible in order to ensure that visas are issued in time. Teams can send their lists of participants with possible substitutes to avoid last minute applications. Applicants/teams are requested not to use agencies to apply for the visa but to bring all the documents to the consulate directly. When applying for the visa to the Russian Consulate the applicant is to submit his personal documents (passport, photos, forms, consular fee, etc.) and the above mentioned invitation. The list of the necessary documents can be obtained at the Consulate or on the internet site of the Embassy. If there is no Russian Embassy or Consulate in the country of the participating team, LOC should be contacted and we will suggest the list of the nearest Russian Consulates where the visa can be issued unless the applicant has already chosen a certain Consular Office.

4. TRANSPORT IAAF will pay travel subvention to and from the venue (by air travel to the official airport) for all athletes and officials within the IAAF Quota (see appendix 5.). No subvention shall be made in respect of athletes representing the host European Athletics Member Federation. A lump-sum per quota athletes/official for each Member Federation has been fixed according to the travel distance to Moscow (RUS). The amount will only be paid for athletes and one official that actually travelled to Moscow.

Please note that European Athletics intend to make the transfer of travel subvention to Member Federations’ bank account only after the event. 4.1 Transport and Accommodation Desk The LOC information, transportation and accommodation desk will be located in the lobby of each teams’ hotel. The Transport and Accommodation Desk will be open according to the arrival/departure dates of the Delegations between 08:00-22:00 (or according to the shuttle transportation schedule). The final information will be displayed on the Information board in each hotel. 4.2 Bus Shuttle Service A regular bus shuttle service will be provided between the team hotels, training venues, social functions, the technical meeting and the competition venue. Full details of the schedule will be displayed at the Information desk in each hotel. Transfer times between the hotels and the competition venue will be between 30-45 minutes depending on the hotel location and traffic conditions. Further information will be available from the hotel information desks. Teams will be asked to provide full travel details in the final entries. Teams will also receive a departure form, which should be completed and returned to the LOC Information Desk in the hotel, at least 24 hours before departure, especially if there are any changes to the preliminary confirmed details. 4.4 Transportation of Vaulting poles From the airports to the stadium: Vaulting poles will be delivered in the stadium from the airports by LOC. The poles will be kept in a locked store and will be brought to the competition/ training sites in due time by the organisers. From the stadium to the airport: Teams are requested to take their own poles from the stadium Sportgorodok (storage area – see the map – appendix 4) to their hotel on the last competition day (Sunday, 23 May) and the team members should take care of further transportation of poles to the buses leaving for the airport of team’s departure. LOC will be responsible for providing the buses of adequate size. More detailed information will be displayed in the Teams’ hotels.

5. 5.4 Costs, IAAF and European Athletics Quota For all athletes and officials within the IAAF Quota (see appendix 5.), IAAF will pay for full board accommodation, as stipulated in the European Athletics Competition Regulations (1211.5), limited to the number of competition days plus one. No contribution shall be made in respect of athletes representing the host European Athletics Member Federation. Additional Team Officials are allocated per team as detailed in appendix 6. Please note that prices are done in RUR and USD. Recalculation will be done in Euro on the day of sending the bill by the exchange rate of the Central Bank of Russia.

Each team will be allocated a minimum number of single rooms equivalent to 10% of the total number of athletes and officials within the quota. Any single rooms above the 10% threshold will be charged at the rate of 5200 RUB. The team leader must settle any extra charges (bar, laundry, telephone etc) at the hotel reception desk, before departure. The team leader will be requested to provide a credit card at the time of checking in at the reception desk to cover any extras. All payments on site must be made in RUB. 5.5 Payment Procedures An invoice will be sent to each Federation detailing the amount they owe based on their final entries. Federations are kindly encouraged to make 100% advance payment. It is essential to show the accreditation card to enter the dining room. Vouchers for lunch and dinner will also be given to the teams and will be collected by the hotel staff at the dining room entrance. All meals will be served according to the timetable indicated below: Breakfast 06:00 - 10:00 Lunch 12:00 - 15:00 Dinner 17:00 - 22:00 For lunch and dinner, mineral water and one soft drink per person are available free of charge. All other drinks have to be paid for. A late serving provision will be made for those athletes detained at the stadium due to doping controls or protests. 5.7 Meeting Rooms for Teams

Arrangements can be made for team meeting rooms through the information desk in the teams’ hotel. Requests shall be made at reasonable time in advance. 5.8 Medical Services in the Hotels The medical centre is located on the ground floor of each Team Hotel and will be open 24 hours a day. There will be a doctor or a nurse on duty. The medical station staff in the hotel can provide the first aid kit. In case of the necessity of emergency rescue please contact the LOC information desk and the doctor on duty Mr Alexander Rezepov +7 909 959 0159 or +7 495 9171945. 5.9 Telephone Calls The telephone will be automatically activated to make room-to-room calls. Any athlete or official requiring the use of the room phone for outgoing calls must make arrangements with the information desk at the hotel. The telephone will be made available upon the presentation of a credit card to cover all charges. All delegations will receive a telephone contact list of important telephone numbers for the European Youth Olympic Trials Moscow-2010. 6. ACCREDITATION 6.1 General Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 6.2 Accreditation Procedure Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the final entry submitted trough the Teams On-Line Entry System. No changes will be accepted after the final entry deadline. Accreditation cards will be distributed in the teams’ hotels at the LOC information desks during the check-in procedure. The Team Leader will be responsible for collection and distribution of the teams’ accreditation cards. 6.3 Loss of an Accreditation Card Any lost or damaged accreditation cards should be reported to the European Athletics office. Duplicate cards can be obtained where proof of identity can be established. Unauthorised use of an Accreditation card will result in the card being confiscated. 6.4 Access Areas for Teams

All team accreditation cards will allow access to the team seating area, warm up areas, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room and to the infield. Separate cards will be issued to Team Leaders, for access to the Mixed Zone and TIC. Tickets/separate cards will also be distributed to the coaches (1 per competing athlete) for the coaching areas. 7. TECHNICAL INFORMATION 7.1 Technical Information Centre (TIC) The main function of the centre is to ensure smooth communication between each Team Delegation, the LOC and European Athletics Technical Delegates and the Competition Administration, regarding technical matters. The TIC is located on the main competition arena – Sportgorodok - in the tent on the mini football pitch next to the Call Room close to the entrance to the infield (see Appendix 4). The TIC will be open at the following times: 20 May 09:00 – 20:00 21 May 08:00 – 21:00 22 May 08:00 – 20:30 23 May 14:00 – 21:00 The TIC will be linked to all information desks set up for this event and shall be responsible for the following:

• Receipt of written questions to be answered during the Technical Meeting • Competition information (start lists, results, qualification to the YOG, etc) • Liaison points concerning technical matters between Team Delegate(s), Technical

Delegate(s), European Athletics and LOC • Urgent notices – collection and delivery of any urgent written notices to the Team

Delegations from Technical Delegates, European Athletics and LOC • Settlement of technical enquiries from the teams • Registration and collection of personal implements. (e.g. shot put, etc.) • Recovery of confiscated items at the call room • Request of documentation for national records (additional doping control and

All technical information regarding the competition will be distributed to each delegation in a special pigeon box given to each team. This information will also be displayed on

information boards. Information put in the pigeon boxes will include daily programme, start lists, results as well as official information from European Athletics and LOC. Access to the information in the pigeon boxes will be controlled by a separate entry card, not by the accreditation card. TIC cards will be given to each team leader. Teams that were not able to attend the Technical Meeting, under extreme circumstances, can collect their competition numbers from the LOC information desks after the technical meeting. As the competition in Hammer and Discus will take place in the South Sports Complex, a sub-TIC will be organised there inside the building at the reception area. 7.2 Technical Meeting The Technical meeting will take place on Thursday 20 May at 20.00. The meeting will be held in the Team hotel “Salut” in the Blue Conference hall. Each team may be represented by a maximum of two people and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting. All questions related to the Technical Meeting must be presented in writing, preferably in English, to the TIC or any LOC information desk before 16:00 (Moscow time) on May 20. The Technical Meeting will be conducted in English. A shuttle service from Hotel Astrus will be provided for this meeting. For exact transportation schedule please refer to the information board in the teams’ hotels. 7.3 Equipment The implements provided by the LOC (see implement list in appendix 3) are selected from those appearing on the current IAAF approved implements list as at 7 May 2010. Federations requiring IAAF approved implements not listed by the LOC may present such equipment latest by 17:00 on 20 May to the TIC at the main competition venue - Sportgorodok - for inclusion in the competition pool, subject to checking. Implements will be returned only after the completion of all the rounds of the event. Basic implements will be provided for warm up and training. 7.4 Inspection of Competition Venue Heads of Delegation may visit the stadium Sportgorodok, inspecting access routes and other facilities which will be important to the teams on May 20 at 16:00. Heads of Delegation are to meet by LOC members at the Parking lot of the stadium Sportgorodok from where they will be escort on this visit. 7.5 Competition Area The competition will take place on 21-23 May 2010. The competition venue is Olympic Complex “Luzhniki”: - the main competition area (except for Hammer and Discus) - stadium “Sportgorodok”; - warm up and training (except throwing events) – stadium North Sports Complex; - warm up and training for all throwing events – stadium South Sports Complex - competition venue for Hammer and Discus – stadium South Sports Complex There will be shuttle buses going between the venues. Competition and training venues of the Olympic Complex “Luzhniki” and the surroundings are shown in appendix 4 of this document. There are about 5000 seats in the stadium. North Complex Warm up 13:30-19:00 The detailed training and warm up schedule (event by event) for South Complex (throwing area) will be displayed in the hotels. Equipment and implements necessary for training will be available at the training venues. Officials will be present to help in the case of problems or special requirements. Accreditation must be handed over to LOC when borrowing equipment, and will be returned to the athlete/coach when the equipment is handed back. The weight lifting training rooms are situated at the Warm up stadium (North Complex) and the throwing stadium (South Complex). Details about transportation for training sessions are included in the transport section of this manual. The transport schedule will be displayed at the information desks in each hotel. 7.8.1 Training at the competition venue Official trainings for all athletes at the main competition venue – Sportgorodok – will take place on 20 May from 10:00 to 13:00 and from 16:00 to 19:00. The competition Warm Up area and the throwing stadium will also be available during this time. 7.8.2 Training with Official Starters This will take place at the stadium Sportgorodok on 20 May from 16:00 till 18:00. 8. COMPETITION REGULATIONS 8.1 Participation

There will be 17 men’s events and 17 events for women. In accordance with European Athletics rule 1203.2, all participants must comply with eligibility qualifications for Area Games or Championships as set out in the IAAF Rules furthermore only athletes aged from 16 or 17 years on 31 December of the year of the competition can participate. They must not reach 18 (eighteen) years of age during the year of the Championships. Please note that competitors must be able to present, if requested to do so an official document stating their birth date. Each European Athletics Member Federation may enter up to 3 (three) athletes in each individual event of whom up to 2 (two) may participate at the European Youth Olympic Trials.

8.1.1 Qualification for the Youth Olympic Games The European Athletics has previously informed all Member Federations about the number of qualification places for the Youth Olympic Games allocated for each continent (see appendix 7)

In accordance with European Athletics rule 1203.4.1 only one athlete per (individual) event per Member Federation will be eligible to qualify for the YOG. In case two athletes of one Member Federation finish in qualification places, only the higher ranked athlete will be allowed to take part in the YOG. If necessary qualification rounds will be taken into consideration. If qualified athletes must be considered beyond finals they should be selected by best performance in the qualification rounds. In case of ties the best PB should be considered. If tie remains a draw must decide. For sprints the 1/1000th of a second should be considered. The qualification quota for the YOG is dedicated to the athlete and not to the Member Federation, therefore the quota won by an athlete can not be transferred to another athlete within the Member Federation. The continental relay teams competing at the YOG will be compiled from the winners of the 100 m, 200 m and 400 m plus the runner up of the 400 m. 8.2 Competition Entry Procedures

8.2.1 Final Entries Final entries shall be made through the European Athletics Teams Online Entry System. The online entry system will be accessible on the European Athletics website: www.european-athletics.org in the section “Member Federations Zone/Competition”. Final entries indicating the name of the competitors and their performances as well as the names of the officials must be submitted to the LOC not later than 10 (ten) days before the first day of the competition. According to the regulations the deadlines for final entries are: Final Entries: Closing on 11 May (24:00 CET) 8.2.2 Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition. Confirmation of athletes will not be accepted after the deadline (see table below). For events held on the first day of the competition, Team Leaders or their representatives must take the final confirmation of entries of their athletes by 12:00 on 20 May. For events held on and after the 2nd day of competition, confirmation of entries must be made by 12:00 on the day before the event.

Forms for the final declaration and confirmation will be distributed to each delegation during accreditation. The forms must be completed and submitted to the TIC at the Stadium (all days) or LOC information desks in the teams’ hotels (only on 20 May) in accordance with the deadline set out in the table below:

Teams arriving to the competition venue later than 12:00 on 20 May must send their final confirmation for the first day of the competition by email or fax to the LOC ([email protected] and [email protected]) and European Athletics ([email protected]) 8.2.3 Withdrawal Withdrawal of any confirmation must be indicated to the TIC at the Stadium in writing on the official withdrawal form. 8.3 Competition Bibs

The LOC will provide the teams with competition bibs after the Technical Meeting. For individual events, each competitor will receive 3 bibs. These must be pinned to the front and back of the competition clothing and to the bag. Exceptions are made for High Jumpers and Pole Vaulters: these competitors are permitted to attach the bib only to the front or to the back of their competition clothing (plus their tracksuit and bag). Bibs must not be cut, folded or covered in any way. 8.4 Competition Clothing Competitors must wear the Federation’s official team clothing. The European Athletics has a record of the Team vests of all Member Federations on the European Athletics website. If the uniform displayed on the website differs from your current official uniform, a full set of photographs must be provided to the European Athletics (preferably in an electronic version) by 11 May 2010 at the latest:

• JPEG file, maximum resolution and size 300 dpi / 500KB • Compressed ZIP file, if possible • Mailto: [email protected] • Otherwise, the existing records will be used as reference.

Team clothing must be uniform. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete. This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits.

The rule stipulating the compulsory wearing of the official competition clothing will be applied during the competition but also during any victory lap, interviews at the Stadium and Victory Ceremonies. Dimensions of Spikes. Spike which projects from the sole or the heel shall not exceed 9 mm except in the high jump and javelin throw events where it shall not exceed 12mm. These spikes must be constructed that it will, at least for the upper half of its length, fit through a square sided 4 mm gauge. The Sole and the Heel. The sole and/or heel may have grooves, ridges, indentations or protuberances, provided these features are constructed of the same or similar material to the basic sole itself. In the high jump and long jump, the sole shall have a maximum thickness of 13 mm and the heel in high jump shall have a maximum thickness of 19 mm. In all other events the sole and/or heel may be of any thickness. Clothing will be checked in the call-room before athletes enter the infield. As far as advertising is concerned, the Organisers refer to IAAF Rule 8 & 143 and the IAAF Advertising Rules and Regulations (version January 2010), in which detailed instructions regarding competition clothing and other equipment are given. Compliance with rules will be checked in the call-room and at the competition sites during the competitions. Athletes may not enter the competition site wearing clothes that do not comply with rules. 9. COMPETITION PROCEDURE 9.1 Timetable Please refer to Appendix 1 for the competition timetable. 9.2 Warming Up Before Events Warming up will take place in two arenas: For running and jumping events – North Sports Complex For throwing events – South Sports Complex Detailed maps of the warm up areas can be found in Appendix 4. 9.3 Assembly and Call Room Procedures The first call for the participants will be made in the respective Warm up area to provide co-ordinated transportation to the main competition venue. The last check point (and the main Call Room) will be situated at the entrance to the main competition venue. Those missing the first call room in the warm up area, are allowed to go straight to the main call room at the entrance to the main competition venue (see Appendix 4). All athletes must report to the main call room (the last checkpoint). It is the responsibility of the team managers to ensure that their athletes are aware of the last check-in times for entry to the call room. Athletes arriving late may be excluded from participation in the event

9.5.1 Field Events Each athlete is allowed a minimum of two practice trials under the supervision of the officials, more if time allows. The athletes will be called to the practice trials in the competition order. Only official markers provided by the LOC will be allowed for marking the runways. 9.5.1.1 Trials in Field Events In qualification for the final in Long Jump, Triple Jump and all throwing events all athletes will be allowed a maximum of three trials, but any athlete qualifying after their first or second trial is not allowed to take any further trials. In those finals all athletes are allowed six attempts. 9.5.1.2 Measurements All field events will be measured by the certified steel tape. 9.5.2 Track Events

Tracksuits shall be placed in baskets at the start, and these will be taken to the mixed zone for collection after the race. 9.5.2.1 Starter’s Commands The starter’s commands will be given in English. The starter’s command for the distances up to and including 400m are: - On your marks! - Set! For distances of 800m and over, the commands will be: - On your marks! TimeTronics starting blocks will be used at the European Youth Olympic Trials. These blocks have a false start detection system and are linked to the false start console. 9.5.2.2. Timing The official timing will be provided by TimeTronics system and will be displayed on the official electronic timing instrument and photo finish cameras provided by TimeTronics. 9.6 Leaving the stadium during the competition An athlete may only leave the competition area when accompanied by a judge. The intention has to be communicated to the Referee. 9.7 Leaving the stadium after the competition

After the competition, athletes leave immediately through the exit to the Mixed Zone. The exit route passes the interview cameras of the TV, then through the radio interview room into the mixed zone. The clothing baskets will be brought to the mixed zone. 9.8 Drinking Stations Water and soft drinks are provided in the infield, mixed zone and in the warm-up area. 9.9 Protests Protests are permitted and will be processed in accordance with IAAF Rule 146. In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board and in the sub-TIC posting board at the South Sports Complex a). Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee. When submitting an appeal form, a deposit of 75 Euro must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury’s decision will be provided in writing. 9.10 Interviews Immediately after the competition all athletes will be guided through the mixed zone to meet the media: first the TV cameras, then the radio and finally the written press. It is for the athlete to decide whether he/she will give an interview however it is advised that the athletes should cooperate with the media for their own benefit and for that of the sport. 9.11 Victory Ceremonies Teams will receive detailed information on the victory ceremonies at the Technical Meeting. All the victory ceremonies will take place at the main competition venue – stadium Sportgorodok. Athletes must wear the official team clothing for the ceremonies and the presentation bibs provided by the LOC. 9.12 Doping Control 9.12.1 General Information Doping control shall be conducted in accordance with IAAF Rules and Procedures under the supervision of the European Athletics Doping Control Delegate. Both urine and blood samples may be collected immediately before, and during, the Championships.

Athletes selected for doping control shall be informed by anti doping officers. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Centre (DCC). A selected athlete should report immediately to the DCC unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCC. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the Championships. 9.12.2 Selection of Athletes The selection of athletes for control will be made on a final position and/or random basis under the supervision of the European Athletics Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the European Athletics Doping Control Delegate. All athletes setting World records must report to the DCC to provide a sample. Failure to provide a sample will result in the record not being ratified. 9.12.3 Additional Controls Additional athletes, such as those achieving National Records who have not been selected for doping control, may present themselves for testing. These athletes must report to the TIC where they will have to complete the “Doping Control Request Form”. They will then be escorted to the DCC. The cost of this control will be paid by the European Athletics and will be deducted from the member federation’s European Athletics subvention after the Trials.

10. Medical Services 10.1 General The medical service is in charge of any medical assistance to the team leaders, the competition organisation, the personnel, the honorary guests as well as, during the competition, to the spectators in the stadium. The participating teams are responsible for taking out their own insurance to cover illness or injury to any member of their team when travelling to and from European Athletics competitions and during the event itself (European Athletics Regulation 510.9). In case of an emergency please contact the nearest medical aid station, in other cases the given instructions should be followed. Below is information on the medical care sites and relevant instructions. Dr Alexander Rezepov is in charge of the medical service and can be reached on +7 909 959 0159 (mob) or +7 495 9171945 (of). 10.2 Medical Services in the Hotels The medical centre is located on the ground floor of each Team Hotel and will be open 24 hours a day. There will be a doctor or a nurse on duty. 10.3 Medical Care at the stadium The stadium medical service is responsible for any problems concerning the athletes’ health. The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention. The stadium medical service is also responsible for first aid in the warming up area. There are 2 fully equipped ambulance cars at each venue and 2 first aid teams on the infield, supervised by a doctor and marked with red crosses. 11. Security

Instructions given by the LOC, the security personnel and the police must be followed in all areas, as well as during transport from one location to another. The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC information desk. The emergency phone number is +7 495 937 9911 (Moscow rescue service - police, ambulance and fire department). If necessary, the police can be contacted via the TIC at the Stadium. 12. Opening & Closing Ceremonies 12.1 Opening Ceremony The Opening Ceremony will take place on Friday 21 May commencing at 15:30. It will be a short ceremony lasting for 30 minutes. Athletes are not required to take part. 12.2 Closing Ceremony The Closing Ceremony will take place on Sunday 23 May, immediately after the last event together with the last victory ceremony. Team members are not required to take part.

13. Departure Teams will be asked to provide full travel details in the final entry system. Teams will also receive a departure form, which should be completed and returned to the LOC Information Desk in the hotel, at least 24 hours before departure, especially if there are any changes to the preliminary confirmed details. Departure times of the shuttle buses from the hotel will be provided and displayed at the hotel Information Desk. All outstanding fees, charges and possible other expenses must be settled with the cashier. Transportation of vaulting poles to the airports: Teams are requested to take their own poles from the stadium to their hotel on the last competition day (Sunday, 23 May) and the team members should take care of further transportation of poles to the buses leaving for the airport of team’s departure.

15. European Athletics Anti-Doping Educational Programme European Athletics is determined to increase its fight against doping. We want to ensure a clean sport and fairness amongst all competitors. One way is to search for cheating athletes through doping controls. We are continuously improving our testing programme at our events, however, controls and tests are only a tool to identify those athletes that already broke the rules and have cheated everybody by doping.

We want to support the true and clean athletes when they start to engage in our sport. We need to show them that we are ready to help them and to give them guidance to challenge doping. European Athletics aims to promote education for awareness, knowledge and prevention. Only if the athletes know the rules and know the danger of doping they can act in the right way.

As a long term goal we desire to contribute with our programme to promote the ideal of fairness and respect among athletes. We need to fight doping as it is destroying the fundamental principle of our sport: fair play.

In order to target the youngest group of athletes, the programme which is supported by the UNESCO, the World Anti-Doping Agency (WADA) and the IAAF will be implemented for the third time at the European Youth Olympic Trials in Moscow/RUS (21-23 May 2010).

Please encourage your athletes to take part in this important programme. Only together we can make our sport drug free.

European Athletics

15. 1. Procedure of the Programme at the Championships:

All competing athletes will have a chance to take part in an electronic quiz and also to learn with and interactive education tool to increase their knowledge about doping. The quiz is a multiple choice test which will give a detailed explanation in case of wrong answers, while the interactive tool gives the possibility to learn more about anti-doping procedures and side effects of drugs.

The programme will run on all 3 competition days in order to give all athletes the possibility to take part.

Participant of the Anti-Doping Education Programme will be invited for a lottery, where athletes can win event passes valid for the whole period of the European Outdoor Championships in Barcelona/ESP on 26 July – 1 August 2010 (every winner gets two passes). The winners of the lottery will be announced during the closing ceremony.

Further information will be given to the athletes upon arrival and displayed at the event venue.

(2) For Personal coaches beyond the maximum number of out-of-ratio officials

packages can be offered without accommodation including accreditation with access to the warm-up, training facilities and team seats.
