Study on the application of the 10 principles of Roma integration in the municipality of Avren

ObjectiveObjective::

To establish the degree of application of the 10 Common Basic

Principles for Roma Inclusion which were first presented in Prague on

April 24, 2009 at the meeting of the European Platform for Roma

Inclusion

To determine the level of satisfaction of the needs in the priority areas of Roma

integration, defined in the Strategy for Roma integration to 2020, adopted by the

Commission: access to education, employment, healthcare, housing provision.

To identify the weaknesses in the integration of Roma in the municipality of Avren and

to determine the areas in which good practices should be sought.

To outline the framework for successful planning and implementation of activities

supporting the inclusion of Roma in the municipality of Avren .

Good practices should be sought in the following area : 1. Informing the minority communities about their rights and the normative documents dealing with equality and non-discrimination, as well as about the organizations protecting the victims of discrimination. 2. Social inclusion through understanding the culture of the majority and effective communication. 3. Overcoming social exclusion of Roma women not only by providing employment, but also by informing them about prevention of trafficking of women, exploitation and domestic violence. 4. Healthcare , ways of informing people about their Health Insurance rights. 5. Increasing the capacity of municipal officials concerning the financial and coordinating instruments of the EU, which can be used for Roma inclusion.. 6. Involvement of the structures of civil society at local level for the creation of strategic documents, adoption of measures and actions concerning Roma integration

„ Employment Bureau” (BORSE LAVORO)

An innovative project ”Employment bureau” (Borse Lavoro) was implemented

In the municipality of Venafro . The project was funded by the District of

Molise. The grant was valid for a period of six months. Venafro Municipality

received the grant and became the contractor of the project.

The objective is to teach Roma representatives some professional skills in order to support their professional, economic and personal independence, as well as to promote integration or reintegration of unemployed people and encourage social activity of immigrants and minorities. Facilitating women's access to employment and reducing disparities in general. Labor market can also be an educational tool. Training is provided to facilitate integration in the labor market of people belonging to the so - called vulnerable groups.





OFFICE “Social citizenship“ / “AMBITO SOCIALE OLTURNO”/Venafro Municipality, leader of “Ambito Sociale

Volturno” ( key instrument with which municipalities, with the

participation of all interested parties, can determine the integrated system of measures and social services) created

“ Social citizenship“ office which :• gives a hearing to citizens;• gives guidance regarding all public services;• monitors the needs and all resources;• promotes exchange of experience and discussions

with local agencies and organization;•Identifies issues and problems not stated or heard;In addition, the organization gives a hearing to

people’s problems and accepts many Roma children in order to support them in their integration into the local community.

STRUCTURE "INSTITUTE FOR ACCOMMODATION”

The Institute deals with the construction of public housing.

In the last 60-70 years in Isernia were built about 1,500 homes,

mainly in Venafro. They are for people with low incomes .

HEALTH INSURANCE

In the Republic of Italy, the state guarantees that Healthcare is a

basic right of every citizen and ensures free medical care for the

poor.

Roma population residing in the municipality of Venafro

has Italian citizenship and is entitled to health insurance

(Article 32 of the Constitution).

Family planning clinics in the region of Venafro. The clinic offers assistance for the protection of women's health, preparation for

childbirth, neoplasms screening, education for responsible parenthood,

postnatal support and others.





Prevention of early school dropout.Preventing early dropout of school is a basic state policy.On the basis of an ordinance, by 2020 education will

have become compulsory for all children up to the age of 18.Now education is compulsory only for the children who

are not yet 16. If they do not wish to continue their education from 16 to 18 years of age, they have to do a course which will enable them to obtain "intermediate diploma.”

Roma children usually study until they become 13 years old. After that age, they should be encouraged to continue their education in different profiles or to enroll in some retraining courses.

WORKING WITH CHILDREN AT RISKWork with children at risk is included in two projects, implemented in one of the primary

school in Venafro..Roma children and other children have classes in school as well as some extracurricular

activities.First project: Provides individual training . An office is organized in the morning where

children can talk about their problems. After that steps are taken to deal with each individual problem. The objective is to involve the children’s parents and discuss with them the possible solutions for solving the problem.

Second project: extracurricular activities for children at risk. They take place in the

afternoon. The aim is to involve more parents and to inform them about their child - about

grades and success in school, and about attendance in classes.

The first project is financed by the Ministry, and the second – by the school itself.

INTERCULTURAL MEDIATOR

Venafro does not have an intercultural mediator, which

is regarded as a drawback by all people engaged with the

Roma problems. The cities of Rome and Milan already work

with intercultural mediators. It is necessary to train a special

person for performing a particular range of activities in seven

different areas : lifestyle, occupations and labor market,

health, culture, values, active citizenship, creativity and

innovation.

LOCAL ROMA ORGANIZATION „TIKANÈ ASSIEM”.

One very active local Roma organization called Tikanè Assiem works very actively in Venafro. It works mainly for the integration of Roma.

At the beginning the activities of the organization

were directed mainly towards dealing with issues related

to the local inhabitants, who were not willing to allow

Roma integration or did not want to accept their culture.

A Roma foundation was established not long ago.The idea for setting up the foundation was presented by two Roma leaders. On the 23-rd of November, 2112 was given the start to the first project of the Foundation – “The three Rs ” : • Respect yourself.• Respect others.• Responsibility as citizensThe project is expected to include three main projects:1. Social communication. 2. Adoption. 3. Live hot spots.

MUSEUM OF ROMA - the first documents of Roma who inhabited the area are kept in it. Roma clothing and Roma culture are presented . Photographs and other authentic artifacts from World War II are exhibited as well as and many items typical for the Roma culture and traditions.

To the question with open answers „ Do people who identify themselves as Roma have any problems?", the participants in the roundtable responded in different ways :

1. Lack of non-governmental organization which to defend their interests and to work for their full integration. This conclusion is also supported by the results of the vote for the selection of best practice to be implemented in Avren Municipality.

2. Lack of moderator - a mediator who will act as a go-between the local authorities and Roma population

3. Low level of education, which according to the respondents , is a big obstacle for the Roma when they try to find a suitable job.

4. Poor language proficiency.5. Roma should rely on themselves more and initiate the change they need and desire.

6. Early drop-out of school which leads to lack of education and subsequently – to unemployment

7. It is a matter of personal choice what people decide to do with their own lives. They have equal access to healthcare, education, politics, etc...

8. Existing prejudices towards Roma. It is recommended that they should change their life style, improve their education and preserve their own traditions.

9. Some of the participants have stated : „ I am not ashamed of being Roma and I do not have anything against Roma people.”

10. People should feel more responsible for their education, work, healthcare, hygiene. They should also have more responsibility towards the society as a whole.

11. Some of the participants state that unemployment is a major problem .

An Internet portal named www.avren-venafro.com was created for the establishment of the partnership network. An Internet platform with

two versions in Bulgarian and English was also created toallow registration of Roma organizations, municipalities , organizations working in the field of Roma integration and other users who may show

interest.
