Motivations for ruralism in underdeveloped
countries are understandably different from
those in developed countries. There, it is a sheer
physical necessity for the very act of man's
survival. In the Third World countries,
which are predominantly rural; the only
lever that can lift human life above its
subhuman level, is rural development. l
Rural life in such countries has been
stagnating for cent]lries on end. Nothing
worthwhile has been done to ameliorate the
conditions of the rural population which is
only slightly different from that of their
quadruped counterparts. Ignorance, ill
health and poverty have become synonyms
of rural life in the underdeveloped and
undeveloped countries. But the worst -tr,edy is that the unconcerned human
populations have taken this state of affairs
for · granted, as something unalterable,
something for which there is no remedy.
Every ray of hope has gone out of their lives.
In such countries, rural development is the
inevitable condition of any material or non
material advancement. As such, enlightened
sections of all such countries have been
taking ever growing interest in the question
of Rural Deveropment.

This was also part of the legacy of their
freedom struggle. In countries like India, it
is well-known that attempts at rural
development were an inseparable part of the
Independence Movement. Leaders like
Mahatma Gandhi realized quite well that
Real India lived in her stagnating villages.
Cities, which were mostly the products of
Western colonialism, were just artificial
showpieces. Even there, there were two
worlds. The posh areas, where the affluent
few, mostly the products and cu.stodians of
imperial interest lived, were little islands
engulfed by the vast ocean · of dirt,
represented· by the vast majority of people.
Cities were by no means unknown to
India, but in ancient India, they were
integral parts, organically related to the rest
of the country and society. But modern cities
are exotic centres of commercial and
industrial exploitation. Cities in ancient
· India were the flowers of cultural and
artistic excellence of the nation, modern
·cities are just parasites, preying on and
debilitating the country.
Hence, Gandhiji starte~- the 'Go to ., Village Movement' which alone; according to
him, could bring freedom to India and
sustain it. Rural Development had the pride
of place ii\ his strategy for the nation's
freedom. Thus it had its origin in the
· freedom struggle.

6. Answers to questions in answer sheet are to be given by darkening complete circle using Black/Blue ball point pen as shown below :
• The answer will be treate<;i wrong, if it is marked, as given below :

7. Rough work should be done only in the space provided in the Test Booklet for the same.
8. The answers are to be recorded on the OMR Answer Sheet only. Mark your responses carefully. No whitener (white fluid) is allowed for changing answers.
.9. Out of the four alternatives for each question, only one circle for the most appropriate answer is to be darkened completely with Blue/Black Ball Point Pen on the OMR Answer Sheet. The answer once marked is not allowed to be changed.
10. The candidates should ensure that the Answer Sheet is not folded. Do not make any stray marks on the Answer Sheet. Do not write your Roll No. anywhere else except in the specified space in the Answer Sheet.
11. Handle the Test Booklet and Answer Sheet with care, as under no circumstances (except for discrepancy in Test Booklet and Answer Sheet Serial No.), another set of Test Booklet will not be provided.
12. The candidates will write the correct Number as given in the Test Booklet/ Answer Sheet in the Attendance Sheet.
13. Candidates are. not allowed to carry any textual material, printed or written, bits of papers, pager, mobile phone, electronic device or any other material except the Admit Card inside the examination hall/room.
14. Each candidate must show on demand his/her Admit Card (Roll No.) to the lnvigilator.
15. No candidate, without special permission of the Superintendent or Invigilator, should leave his/her seat.
16. The candidates should not leave the Examination Hall without handing over their Answer Sheet to the Invigilator on duty and sign the Attendance Sheet twice. Cases where a candidate has not signed the Attendance Sheet a second time will be deemed not to have handed over the Answer Sheet and dealt with as an unfair means case. Female candidates have to affix right hand thumb impression whereas male candidates have to affix left hand thumb impression on the OMR aW5wer sheet at the place specified which should be properly inkid i.e. thetj should not be either over inked or dried in nature.
17. Use of Electronic/Manual Calculator is prohibited. 18. The candidates are governed by Guidelines/Procedure
given in the Information bulletin, all Rules and Regulations of the Board with regard to their conduct in the Examination Hall. All cases of unfair means will be dealt with as per Rules and Regulations of the Board.
19. No part of the Test Booklet and Answer Sheet shall be detached under any circumstances.
20. On completion of the test, the candidate must hand over the Answer Sheet to the Invigilator in the Room/Hall. The candidates are allowed to take away this Test Booklet with them.
