August Board Highlights Attendees: President Harrover, Directors Conner, Deal, McCracken, McIntosh and Rhodes, Sara Howard-O’Brien with Loudoun County Schools, Eric Hamilton (Mineral Springs), Paul Orlando with Armstrong Management Services and Carol Teigen, General Manager.

Sara Howard-O’Brien, Land Management Supervisor for Loudoun County Schools, presented an update on the status of HS-7 to the Board. Ms. Howard-O’Brien reported the Loudoun County School Board is seeking Special Exception (SPEX 2010-0003) and Zoning Map Amendment (ZMAP 2010-0001) approval for an 1800 student high school and an 875 student elementary school on land known as the Goshen Road Assemblage. The Commission Permit (CMPT 2009-0013) was ratified by the Board of Supervisors in January of this year. The Board of Supervisors has expedited all applications associated with this proposed project. Planned public hearings include the September 15th Planning and the October 12th Board of Supervisors. School planned to open Fall 2012.

Approved the July 20, 2010 Board of Directors Meeting minutes.

Approved the engagement letter for the 2010 audit by Ahlberg & Company for $6.400.

Director Harrover reported Washington Gas began work at Gum Spring/Route 50 and would begin the main gas line extension within Stone Ridge in the next two to three weeks. The upgrade to the current transmission line is to improve service to help with the continued population growth and gas demand in the area.

Heard an inquiry from Mr. Hamilton regarding when the streets in Sections 53, 54 and 55 would be top paved. Director McCracken explained the builder was working to complete the VDOT requirements for VDOT street acceptance. The process takes approximately six months and the streets were planned for top paving this fall.

Selected Tuesday, November 16th as the Annual Meeting date; staff to confirm with

Mercer Middle School that the auditorium is available that evening before publication.

Approved the purchase of the CineBox Home 12”x7” Theatre System 1080p Package for $5,172 from Capital funds.; the movie equipment will be used by the Activities Committee for community movies.

Accepted the action in lieu of a meeting that awarded Dominion Paving & Sealing the seal coat contract for Sections 1, 2, 3, 13, 14 and 36 for a cost not to exceed $37,500.

Accepted the action in lieu of a meeting that approved the Swim Team’s proposed message board provided (1) the color was black, as proposed, (2) the swim team paid for the purchase, installation and future maintenance of the message center, (3) HLS was contracted to move the landscape materials needed to make room for the message center and (4) Sunband was contracted for the installation of the message center.

Approved the non-substantive edits to the recently passed Administrative Resolution No.5 “Investment Guidelines” that required the investment manager to sign the resolution; legal counsel determined these changes did not change the numbering of this resolution.

Sustained the Architectural Review Committee’s disapproval of the appeal for a 4’ black aluminum fence based on Community Code No. 1, Design and Maintenance Standards, page 30 and 31, which states “Wrought iron or aluminum fencing may be used for the Savannah home patio area and around a pool, which is substantially within the lot lines and 48”. Directors will work with the Architectural Review Committee on a review of the fence guidelines.

Approved a five-year Fountain Maintenance contract for $15,000 for the first year with $500 increases each of the remaining four years with NVPools, Inc..

Approved a five-year Pool Management Service contract with NVPools, Inc. for $93,250 for the first year with 3.35% increases each of the remaining four years.

The Board of Directors is responsible for providing oversight to all the fiscal, fiduciary, and management functions of the Association.

Meetings are held the third Tuesday of every month in the Social Club Conference Room at 6 pm. Meetings are open to all SR residents.

Dulles South High (HS-7) And Future

Elementary School The review process for the next Dulles South High School is moving forward. The Planning Commission public hearing is scheduled for September 15th, and the Board of Supervisors public hearing is scheduled for October 12th. The Loudoun County School Board is seeking Special Exception (SPEX 2010-0003) and Zoning Map Amendment (ZMAP 2010-0001) approval for an 1800 student high school and an 875 student elementary school on land known as the Goshen Road Assemblage.

The site is 97 acres, located partially within Stone Ridge, on future Relocated Route 659 (Northstar Boulevard). The property is approximately one mile south of Route 50, ½ mile north of Braddock Road. As a part of the development for the high school, which will open in the fall of 2012, two lanes of Relocated Route 659 will be constructed between Tall Cedars Parkway and Braddock Road. In addition, two streets will be constructed between Relocated Route 659 and the school site and a portion of Goshen Road will be abandoned.

HS-7 will provide relief to Freedom High School. The service boundaries have been adopted by the Loudoun County School Board and are posted on the LCPS web site (www.lcps.org) under Planning and Legislative Services, Recently Adopted attendance zones. Election Procedures For Board Members

Attention owners!! The 2010 elections are just around the corner!

The following procedure was established by the Board of Directors at the June 21, 2005 meeting for the election of homeowner Board members.

One Director Position is open for this election. Current Director Jean-Marc Edier was elected in 2008 to a two-year term. Therefore, we need interested owners to toss their hat(s) into the ring for the 2010 election at Stone Ridge!

The following procedures will be followed:

Declaration of Candidacy • Solicit candidates via the newsletter

and SRNet at least 30 days prior to the annual meeting

How to Become A Candidate

The Board of Directors is comprised of members serving three-year terms. To be eligible to serve as a Director, you must be an owner and have no outstanding architectural violations or delinquent assessments.

To declare your candidacy, return the Director Petition form along with a short (half page single-spaced) biographical sketch to the Association office. The following questions may serve as a guideline:

How long have you lived in Stone Ridge? What attracted you to this community? What previous volunteer or work-related experience/skills do you have that could be beneficial in the role of a Director? What goals do you have for the community in the next three years?

Candidate petitions for the Board of Directors are provided on the right and also at the Association office. The deadline to submit a petition and to have your biographical sketch included in the November issue of Etched in Stone is 5 pm, Monday, October 18, 2010.

The next Activities Committee meeting is scheduled for October 5, 2010. The Activities Committee plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents.

Communications Committee

The Committee continues to focus on transitioning to the new website. Members of the Committee are meeting weekly to move forward. The next steps include the site design and transfer of data to the new site. The Communications Committee advises and assists the Board of Directors in planning and administering the communication needs of the Association.

Meetings are held the first Thursday of every month in the Social Club Activities Room at 7:30 pm. Meetings are open to all Stone Ridge residents.

July 28th Meeting Highlights The meeting was called to order at 7:30 pm. Committee members Ron Flax (Bottlebrush Terr.), Greg Sye (Gypsum Way), Alton Bryant (Zircon Dr.), Srikanthan Ragothaman (Hummocky Terr.) were in attendance at the Conference Room. Also in attendance were Russell and Allison Louey (Zircon Dr.), Jim and Beth Daday (Graywacke Dr.), Ahmed El-Meswari (Bear Tooth Dr.), Liz Wong (Zircon Dr.), Brian Porter (High Plateau Ct.), Carol Teigen, General Manager and Gina Lapihuska, Covenants Administrator.

August 11th Meeting Highlights The meeting was called to order at 7 pm. The Architectural Review Committee (ARC) acts on all applications for the approval of modifications or improvements to any lot as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions and Restrictions.

Apply for Improvements

The proactive property inspection of all houses is an important tool to help maintain the real estate values in Stone Ridge. Baseline photos are taken during the inspection so all improvements can be matched to applications on file and it is never too late to turn in an application, and is to the homeowner’s benefit to keep their lot file current with applications for all exterior modifications made.

After reviewing the meeting schedules, committee members determined two meetings per month were not needed during the winter. Most application activity occurred in the spring and summer. Therefore, committee members forwarded their recommendation to modify committee meeting dates to one (1) meeting a month for the months of October through March to the Board of Directors. The two (2) meetings per month would remain for April through September. The Board approved the meeting change on June 15, 2010.

Lot Inspections

Staff will be conducting lot inspections in Section 4 in September.

(Glass Mountain Pl., Prairie Grass Dr., Stone Pillar Dr., Wind River Dr., Natural

Bridge Pl. and Bear Tooth Dr.)

Each lot will be inspected to make sure the home is in compliance according to

Community Code No. 1, Design and Maintenance Standards. Such items

include: making sure there are approved applications on file for any modifications,

grass is mowed, shutters are in tact, no dead trees on property, etc.

The Essentials Of Due Process

Alleged violations of the Governing Documents (which shall include but not be limited to the Design and Maintenance Standards), shall be made by written complaint or report by either a Member, the Board or Covenants Committee, or the Managing Agent or Association Personnel.

Violations Procedures

1. First Notice of Violation – The First Notice of Violation shall generally advice the Member of the nature of the violation, the provision of the Governing Documents which has allegedly been violated, the remedy required, and state that the Member must complete corrective action within 14 days.

Second Notice of Violation – If the Member does not remedy the violation within the time period required in the First Notice of Violation, the Association may issue a Second Notice of Violation, which shall follow the basic form of the First Notice of Violation and include any additional information or requirements deemed important by the Manager concerning the violation. The Second Notice of Violation shall provide another compliance deadline of 14 days and inform the Member that if the violation is not timely cured, violation charges of $50 per non-recurring violation or $10 per day for violations of a continuing nature may be assessed (or such other charges as may be allowed by the POAA, as amended). At the Manager’s discretion, the Second Notice may be combined with notice of hearing if the violation is of a serious nature or if the Covenants Committee or Manager otherwise wish to hold a hearing about the matter. If the Member does not remedy the violation by the deadline required in the Second Notice of Violation, a Notice of Hearing may be issued if not already issued.

2. Notice of Hearing – The Notice of Hearing shall be issued under the

following circumstances: (1) If the Member has not remedied the relevant violation within the time period required in the First or Second Notices of Violation, (2) The relevant violation continues. The Notice of Hearing shall describe the violation, cite the provision of the Governing Documents which is being violated and shall describe the charges which may be levied or other action which may be taken by the Association if the violation is not remedied by the date set forth in the Notice. The Notice shall further state that a hearing will be held by the Covenants Committee or Board regarding the alleged violation and shall state:

i. the time, date, and place of the hearing;

ii. that the affected Member shall be given an opportunity to be heard, to be represented by counsel and to present witnesses before the Board;

iii. the alleged violation, citing pertinent provisions of the Governing Documents;

iv. that charges for violation of the Governing Documents may include an assessment of up to fifty dollars ($50) for a non-recurring violation or ten dollars ($10) per day for up to ninety (90) days or the maximum amount of time allowed by law, for any violation of a continuing nature or such greater amounts as may be authorized by the POAA,

v. that other sanctions may be imposed, such as the suspension of the right to use facilities and services provided directly through the Association, injunctive relief, and/or entry onto the property by an agent of the Association to abate the violation.

The Notice of Hearing shall be delivered by Registered or Certified Mail, Return Receipt Requested, and via first class mail, postage pre-paid or hand delivery, to the Member at his/

her address listed in the Association’s records, and to the property address, if the Member’s listed address is different from the property address, at least fourteen (14) days in advance of the hearing, or within such other time as may be required by the POAA. Any Notice of Violation letter referenced in Section II may be combined with the notice of hearing.

Lawn Maintenance Reminder

As a resident of Stone Ridge, you have chosen to live in a unique environment. In this environment, the exterior appearance of our homes affects the visual character and economic values of the property and neighborhoods throughout the community. The success of maintaining this environment relies upon each homeowner complying with Association standards.

Community Code No. 5, Standards for Lawns and Yards, A. Lawn & Grass. Members and residents shall ensure that any grass lawns on their Lots, including in the back of the residence, are regularly mowed so as to keep a neat appearance of the lawn and Lot. Grass height shall not exceed 6 inches. Driveways and sidewalks shall be swept clear of grass clippings. Members and residents are responsible for maintaining the health and good appearance of lawns on their Lots, which may include seeding, watering, weed removal and edging and other tasks, as required to properly maintain lawns.

Household Hazardous Waste Collection

The next Loudoun County Household Hazardous Collection event will be held Saturday, September 11th

from 8:30 am – 2:30 pm at Harmony Elementary School, 38174 West Colonial Hwy, Hamilton. Bring such items as batteries, oil based paint, paint thinner , solvents and CFL light bulbs. For a complete list of permissible items, visit www.loudoun.gov/hhw.

Electronics Recycling: On Saturday, September 25 Loudoun County holds its fall electronic recycling event from 9am – 2pm at the Telos Corporation in Ashburn, 19886 Ashburn Rd. Bring televisions, computers, monitors, printers (with ink and toner cartridges removed), fax machines and more. Complete list of acceptable items and fees at www.loudoun.gov.

Greenstone and Nettle Mill Pools will “officially” close at 6 pm on Monday,

Renting A Home In Stone Ridge?

Be sure to have your landlord check the box which waives his/her rights to use the Community facilities (pools, etc.). These rights are then transferred to you, as the tenant. School Is Open Drive Carefully!

The American Automobile Association’s annual “School’s Open – Drive Carefully” campaign advises drivers to follow these safety tips to protect our children.

• Slow down near schools and in residential areas.

• Drive with your headlights on - even during the day - so children and other drivers can see you.

• Look for clues such as safety patrollers, bicycles and playgrounds that indicate children could be in the area.

• Scan between parked cars and other objects for signs of children.

• Practice extra caution in bad weather.

• Always stop for school buses that are loading or unloading students.

A national survey of speeding in school zones found that two-thirds of drivers exceed the posted speed limit during the 30-minute period before and after school. Please slow down through Stone Ridge and keep our roadways safe for our children as they head back to school!

August Seal Coating Completed - Thank You!

Thank you to residents in Sections 1, 2, 3, 13, 14 and 36 for your patience during the August seal coating project. The weather cooperated (for the most part) and our streets now look fresh and clean! We know it was an inconvenience, but it is important for the Association to seal coat Stone Ridge private streets according to the Reserve Study to extend the life of the asphalt. We’ll be doing this again in another five years! Again, thanks for your understanding and cooperation.

Stone Ridge 5K Race for Education

Get ready for the 5th annual Stone Ridge 5K Race for Education! Over 1500 participants from as far away as New York and Tennessee made last fall’s race a very special event, and we look forward to seeing you on the course this year.

The Stone Ridge 5K will be held on Saturday, October 16th here in Stone Ridge. This great event raises funds for the PTAs of the public schools in the Dulles South

area, including Pinebrook Elementary, Little River Elementary, Arcola Elementary, Aldie Elementary, Hutchison Elementary, Liberty Elementary, Mercer Middle School and Freedom High School.

The course will be different from past years to accommodate existing construction. Last year’s race was an extraordinary community-building event and we look forward to seeing all of the familiar faces along with our many new neighbors!

Organic Lawn Care Tips

Add organic matter to your lawn to build the soil – or spread an inch of compost in the fall, and water it in. Increasing the organic matter in your lawn by as little as 5% will quadruple the soil’s ability to hold water.

Fertilizing in early fall promotes vigorous lawn growth the next spring. Use an organic, slow-release fertilizer to feed your

lawn and the soil. These materials break down slowly, feeding your grass over a longer period of time.

Aerate your lawn every couple of years to eliminate thatch and to allow air, nutrients, and water to penetrate deep into the root zone.

Annual Steak & Crab Feast

Residents and their friends en-joyed hanging out on Saturday, July 17th for the Annual Steak and Crab Feast. Approximately 300 residents and their guests en-joyed the event this year. That’s about 20 more than last year!

The evening temperatures were in the mid 90’s but were bearable with an easterly breeze. A 3200 square foot tent allowed everyone to socialize comfortably under the tent out of the sun. The DJ kept attendees moving throughout the evening with some favorite music. Residents grilled their steaks the way they liked them using many different marinades and rubs. They also enjoyed two tables filled with salad, sides and desserts.

Keep The Fun Going

Approximately 20 volunteers arrived around 4pm to set up tables, wrap the tables, place paper towels and hand wipes out and set up chairs. Many stayed and helped clean off tables after the event was over around 11pm.

Sheriff Warns Residents of SMiShing Scam

The Loudoun County Sheriff’s Office issued a warning Friday, July 23, 2010 regarding cell-phone texting scams that attempt to obtain personal

banking information from the victim. The scam involves a bulk text message, called SMiShing, stating that your card has been disabled and to contact a local number with a 703 prefix.

When the victim contacts the number it asks the victim to enter a bank account and pin numbers. Locally the scam has involved the Loudoun Credit Union. There have been several reported victims of this scam in Loudoun County.

SMiShing is similar to Phishing where subjects use e-mail to attempt to fraudulently obtain personal information from a victim. The text messaging scam has been dubbed SMiShing, a term derived from SMS technology used for cell phone text messages.

The Loudoun County Sheriff’s Office Crime Prevention Unit reminds residents to take a few precautions to protect themselves from becoming a victim of this scam:

Never respond to unsolicited requests for personal financial information received via text message – even if the request appears to come from a legitimate institution that you do business with. This includes request to “confirm, verify or update” your information.

Always know who you’re dealing with. Don’t click on links in text messages, or call numbers listed in text messages.

Put strong passwords on all your financial accounts.

Monitor your credit report regularly for signs of irregularities.

If you think you have been a victim of this scam you are asked to contact Investigator T. Ortwein of the Loudoun County Sheriff’s Office Financial Crimes Unit at 703-777-0475.

Loudoun’s Abused Women’s Shelter Gala

The Loudoun Abused Women’s Shelter (LAWS) is in critical need of a new shelter. LAWS is the only dedicated organization in Loudoun County to victims of domestic violence and sexual assault.
