Taiwan Film Industry Development Strategy

Beginning in 2003, the Executive Yuan (the cabinet) has strengthened the planning and implementation of two film industry development initiatives, the Film Industry Development Plan and the Digital Content Project, outlined in Challenge 2008: The National Development Plan. In these past two years, these steps have already begun to produce positive results. To take advantage of this period of opportunity, GIO together with film industry experts and scholars have carried out research and dialogue to find the best path to develop our film industry. We all believe that Taiwan must raise the level of administrative guidance and cooperation in those industries, and have therefore decided to establish the Executive Yuan Cinema & TV Development Coordination Committee. The purpose of this committee is to plan effective executive policies and set industry goals in order to increase the value of the Taiwanese cinema & TV content output and ignite its spirit.

1. Recipients of the prize of NT&100 million at most would be the production company and the director of the Taiwanese film that wins the important competition awards at the four major international festivals. Those films, either independently produced or co-produced, winning the above-mentioned awards should show parts of its content promoting Taiwan's image. Apart from the prize of NT&10 million, each of the production company and the director of the winning film shall be granted additional NT$ 40 million in case of any planned film-shooting project within two years after the award. That is to say, the whole prize could reach as high as NT$ 100 million through the combination of winning award and the additional grant afterwards.

2. In order to upgrade the local film-making industry, the GIO is also planning to grant subsidies for foreign film producers who come to Taiwan to shoot films that include local scenic locations and cultural sites. The planned major incentive would be the rebates of the rates between 5% and 20% for the foreign team's expenditures of local labor and other miscellaneous items.

3. Three-in-one event (The Golden Horse Awards, Golden Bell Awards, and the Taipei TV Festival) on 11/9-11/14 of this year will be presented in the "Taiwan Film and TV Festival." with a sequence of activities. Such a pooling and integration of resources from local and international film industries is expected to create a synergy that would attract international participation.

Film/TV Industry Development Plan Policies:

1. Using “Taiwan’s Push to Produce 100 Films” to increase the quantity of films produced. Encourage the movie industry to produce high-grade programs in order to increase competitiveness.

2. Establish a finance guidance system for the film industry. Assist in establishing a “seed bank.” (Creating a sound finance mechanism for the industry)

3. Establish GIO’s Film Incubation Center and Film Industry Production and Marketing Platform. Organize Film Fundraising Plan FPP. (Establish mechanism to promote an intra-industry personnel chain)

4. Organize “The Year of the Taiwan Movie Script” (Develop creative development in the industry)

5. Spread education of cultural imagery (Broaden the market and establish a mechanism for industry inter-personal links)

Film/TV Industry Development Plan Achievements

• 1. Quantity of Films Produced In the first seven months of 2005 , 31 dome

stically produced films have already been completed. During the same period last year, only 13 films were produced. This is an increase of 140% over 2004.

• 2. Movie Viewing In the first seven months of 2005, domestic f

ilms were viewed in theatres over 224,812 times. This is a 62% increase over last year during the same period, where there were 138,712 viewings.

3. International Film Festival Achievements

4.Current examples of foreign film professionals inquiring about international cooperation with Taiwan

1. The American company, Grand Illusions Media Partners, is eagerly inquiring with GIO regarding the film “Beast of bataan” and regarding cooperation and investment with domestic media firms.

2. Hollywood media company, Legacy Entertainment Services contacted GIO with the hope of arranging to cooperate with domestic firms to produce a film.

3. Singaporean media company, Scorpio East Entertainment along with internationally renowned movie producer Mr. Barrie Osborne will visit Taiwan in mid-September to do fact-finding about their plan to cooperate on a film together.

Convergence of visual media is a modern trend. Major international TV and film activities, such as the Cannes, Pusan, Singapore, Hong Kong, and Shanghai festivals are moving toward integration a development of global opportunities in order to enhance national competitiveness. Previously the GIO has held the Golden Horse Awards, the Golden Bell Awards, and the Taipei TV festival separately, making it difficult to integrate manpower and resources. This year, a “three-in-one” activity is planned, bringing them together in series of events under the name “The Taiwan TV and Film Festival.” This new event will pool the resources of local and international TV and film industries, creating a synergy that should bring a new outlook and new commercial opportunities.
