Slide 2 Slide 3 The Cold War began in Europe. In 1948,the USA started a loan program called the Marshall Plan to help rebuild Europe and try to stop the spread of communism. Slide 5 In 1948 under the Truman Doctrine, named after U.S president Harry S Truman, the US offered military aid to countries such as Greece and Turkey that were engaged in fighting organization (NATO) was formed to respond to possible attacks by the Soviet Union. In forming NATO, each member country agreed to treat an attack on any other member as an attack on itself. The NATO countries believe that the Soviet Union would not attack Western Europe if Soviet leads thought such an attack would trigger nuclear war with the United States.
