LDCA—Spring 2019 MOA—Summer 2018 Public Hearing—Spring 2018 What ’s Next? The Florida Department of Transportation (FDOT) began the U.S. 90 Project De- velopment and Environment (PD&E) Study process in 2014 with the purpose of evaluating the need for increasing capacity for the east-west travel demands along the U.S. 90 Corridor through Milton. The 5.9-mile project limits extended from the intersection of Glover lane to State Road 87 South. This study area also extended as far north as Park Avenue on the west side of the Blackwater River, and Johnson Road on the east side of the river. The southern boundary of the study area extended south to Old Highway 90 west of the Blackwater River, and to South Airport Road on the east side of the river. Several milestones have been accomplished over the past year to include: holding the public hearing, approval of a Memorandum of Agreement between FDOT and the State Historic Preservation Office (SHPO), and submittal of the Finding of No Significant Impact (FONSI) to the FDOT Office of Environmental Management (OEM). The public hearing was held April 17, 2018 at the Santa Rosa County Auditorium and outlined Alternative 1 as the preferred alternative. More than 125 were in attendance providing comments at the hearing, via email, and directly with staff regarding the project. Public hearings are required on all state and federally funded major transportation improvement projects On March 25, 2019, Location Design Concept Acceptance (LDCA) was granted for the U.S. 90 PD&E Study, officially completing the study and providing the opportunity for the project to move forward into design. . A FONSI is the National Environmental Policy Act (NEPA) decision document which briefly describes why the project will not have any significant environmental effect. Based upon the mitigation proposed within the previously mentioned MOA, it was determined that the preferred alternative, Alternative 1, would not result in significant environmental impacts.

The next stage of the U.S. 90 Project is the design phase. The design phase is where the majority of the engineering will take place. the U.S. 90 PD&E Study limits have been broken down into three segments as shown below:

Right of way nor construction areunded in the FDOT 5-year work program at this time.

The preferred alternative, Alternative 1, associated with the U.S. 90 PD&E project will result in changes to the Milton Historic District, the Fisher Hamilton Buildings, and the Santa Rosa County Courthouse. These properties are listed inthe National Register of Historic Places (NRHP). Following consultation under Section 106 of the National Historic Preservation Act of 1966 (NHPA) with the Florida SHPO, FDOT and the Florida SHPO executed a Memorandum of Agreement (MOA) on August 15, 2018. This MOA outlined conditions to minimize and mitigate adverse effects to the properties resulting from the project. Consequently, FDOT commits to the following stipulations and as outlined in the MOA :

1. Historic Documentation of the Fisher Hamilton Buildings.2. Relocation and Donation Plans for the Fisher Hamilton Buildings.3. Documentation Regarding the Santa Rosa County Courthouse.4. Mitigation Measures Regarding the Milton Historic District.

The LDCA for the U.S. 90 PD&E Study has been issued. The FDOT Office of Environmental Management (OEM) signed the EA with FONSI on March 25, 2019. This means all reports and studies have been approved and this project willnow proceed to the next phase of development.

In December of 2016, the State of Florida assumed the Federal Highway Administration’s environmental responsibilities for review, consulation, and compliance for Federal highway projects.
