Preface:
The 667 project lies in the Khyber Pakhtoon Khuwa province of Pakistan, the objective of
project is intend to establish one nature gas recovery device, the compressor and other
accessories equipment devices in NAHSPA area. The major process is establish one gas
treatment station to treat the oil gas which comes from NAHSPA and the gas of separator
device which come from the Mela. through the middle pressure separator device and the
stabilizer, after compressed by tail gas compressor then combined with current gas of high
pressure separator device , from the main pipeline of MELA to the NASHPA oil field. The
project major include the well head equipment facility, the nature gas collection system, the
nature gas treatment process factory (LPG recycling factory ) and the gas treatment factory,
the aim is own the ability to treatment 98,000 standard cubic foot’s oil gas production
requirement, and keep 10% remain quantity for production high peak load requirements, so
meet the production standard requirements of client‐the oil & gas development company
limited (OGDCL)

After the 667 project of Pakistan get award from client, the initiative time start on 28 June
2013, the procurement objective is in order to meet the quantity and ability requirements
for product normal operation, the preliminary planning duration of the product
procurement is 12 months, the product amount refer to more than several millions, which
separate into 6 packages in total to support the product manufacturing and normal
operation; the package A is amine desulfuration unit , the package B is LPG recovery unit,
the package C is power system unit, the package D is sale gas measurement unit, the
package E is the oil system unit, the package F is the utility system unit; there of the package
A amine desulfuration include 56 items, the package B‐ LPG recovery unit include 50 items,
the package C power system unit include 2 items, the package D sale gas measurement unit
include 2 tiems, the package E oil system unit include 13 items, the package F utility unit
include 36 items, involved the civil engineering, the mechanical, the process, the electrical,

The whole operation of 667 project of Pakistan separated into the initiate session, the
organization session, the execution session, the monitoring session, the end of project, in
total 5 sessions.
After the 667 project of Pakistan get awards from the client, the procurement session official
initiative time start from the January 2014, the major process include the comprehension of
contract, the scope of project, the establish of organization framework, the separation of
packages, the business accounting of BOQ, the sourcing for suppliers, negotiation, the

Until the end of Nov of 2014, the project procurement contract quantity which had been
obtained have cumulative to 86 items, refer to Beijing, Shandong, Xinjiang, Shanghai,
Sichuan, Hebei, Zhejiang, Hongkong and other provinces, the contract amount over than
several million, the geographical position of each suppliers and sub‐suppliers spread into the
domestic and overseas, the market spread scope related to the Europe, the North America,
the Asia, the enterprise property of each suppliers include the sole proprietorship, the joint
capital, the stated owner, the privacy , and the joined venture .etc
At the beginning session of procurement session, after each package was divided by project
team, each package’s responsible people will in charge of their tasks respectively, according
to the type of products, the BOQ list, the preliminary divided scope of contract packages;
and each contractor responsible people will in charge of their scope respectively to sourcing
for suppliers, filter choice, and cooperation with the cost department together to
negotiation, evaluate, after comprehensive comparison the product’s price of market and
supplier’s production ability, then sign the contracts with the appointed suppliers , as the
suppliers of relevant contract products.
At the middle session of procurement session, after sign the contracts with the appointed
suppliers, then each package’s responsible people will upon their contract suppliers
respectively to check the necessary conditions of product manufacturing , according to the
drawings and specification which feed backed by engineering session, to understand the
supply‐demand list which supplied by client and suppliers, to response the contract
condition, urge the suppliers to purchase the necessary components and materials of
products according to the materials list, and under the rules or allowable time, to safety
transport the end products to the workshop and site.
At the end session of procurement session, after purchased each package components and
materials, turn into the production manufacturing and assembly session, each package’s
responsible procurement people with QC together to enter into the manufacturing site, with
all suppliers who had undertaken the production tasks of packages respectively together, to
recheck the final reversion drawing( 0 reversion) and specification which had been validated
by client, to recheck the necessary materials and component’s qualification certificate
which required by products, and in charge of the process of production products and quality
result, urge each level’s supplier to upon the contract rules, under the rules or allowance
time, with the product’s materials together, to delivery the contract end product on time.
At the execution session of procurement session (the beginning session, the middle session,
the end session), while production execution at the same time, to track timely , monitoring,
find and solve the problems during the production in time, reduce the risk of procurement
and production duration, track the variances of market price, searching and optimize the
balance between the product’s duration and cost.

and September, the four month’s distribution is not balance.
