Pools are: C – Shipper, G – Contaminated, J – Agent, N – National, O – Lease Termination/Shopping, P – Commodity, and R – Agent

Railroad Car Management teams use Transportation Codes and Transportation Condition Codes to manage empty car return for cars in assignment to UMLER Pools and for Mechanical or age related circumstances

For freight cars in UMLER Pool Assignment for CSD 145, 155, and 435 empty cars carrying Transportation Codes C, G, P, or R must be reverse routed to the pool assigned railroad unless the loading road receives permission to reload the car. For CSD 435 TC G, car must be handled in reverse route back to the loading road.

For freight cars in UMLER Pool Assignment for CSD 145, 155, and 435 empty cars carrying Transportation Code J the car may be reloaded without the owners permission.

For freight cars in CSD 175 UMLER Pool Type O cars must be withdrawn from service and returned empty reverse route.

For freight cars in UMLER Pool Assignment for CSD 145 with Transportation Code N – National Pool handle empty cars per pool owners instructions

Car Service Directive CSD 150. If the empty car has a TC/TCC U_ it can be returned empty or if loaded it must be loaded to or via the home road. TU cars are handled under SCO 90 rules.

Car Service Directive CSD 435 - unassigned covered hopper cars. TC/TCC W. Return the car to the home road at any junction;

or return the car to the junction where received

under load if that junction is not a junction with the home road

For all AAR Car Service Directives the car owner can issue handling instructions different from the standard return rules in the directive, but the holding road can exercise it’s option to comply or return the car under the provisions of the directive.

Railroad Marked Cars - D Code will stay up on a car for 180 days from first reported movement event to TRAIN II or until one of the three events below occur. The car has not located on the railroad for

180 days (interchange reported to the owner) The car has not been loaded on the railroad

to which it’s assigned in UMLER The car has not been loaded on the leasing

railroad’s line

Private Marked Freight Cars –D Code will remain on the car for 180 days from

the first movement event reported to TRAIN II, or D Code will be removed when the first loaded

movement event is reported to TRAIN II (waybills are not considered loaded events)

EAC approved changes to the SCO 90 Order to allow: Private Marked SCO 90 type cars with a

railroad in the UMLER Lessee Field to be managed under SCO 90 rules – Allows T coding and return to the railroad leasing the car.

EAC approved changes to the SCO 90 Order to allow: Foreign Railroad Marked SCO 90 type cars in

UMLER Pools to generate E Codes and return empty under SCO 90 rules to the UMLER Pool Assigned railroad

Railroads programmed to recognize privately marked railroad controlled freight cars with a railroad in the Lessee Field and foreign railroad marked cars in UMLER Pools that receive Transportation Code T or E based on current SCO 90 Business Rules and Transportation Code logic.  Privately marked railroad controlled cars and foreign marked railroad assigned cars in AAR pools with Transportation Codes C, G, J, R and P will be subject to Transportation Code E when loaded by a railroad other than the UMLER Pool assigned railroad.

Railinc programmed to generate Transportation Codes T and E for privately marked railroad controlled freight cars with a railroad in the Lessee Field and foreign railroad marked cars in UMLER Pools.  Privately marked railroad controlled cars and foreign marked railroad assigned cars in AAR pools with Transportation Codes C, G, J, R and P will be subject to Transportation Code E when loaded by a railroad other than the UMLER Pool assigned railroad.

EAC also approved the following changes in the Definitions for the Car Service Car Hire Agreement. The changes will be published in the AAR Circular OT-10 in a future addition.

New Definition:Car Leasing Railroad – For the purposes of these rules the Car Leasing Railroad is the railroad shown in the Lessee Field in the UMLER File. Railroad and private railroad controlled cars are considered “Home” on the car leasing railroad’s line.

Revise Definition of “Home”Home Car – A location where a car is in the hands of the owner or car leasing railroad.

EAC approved revisions to the SCO 90 Order to clarify the changes made for the SCO 90 Upgrade to include language for private marked railroad leased equipment, and returning foreign marked cars to UMLER Pool Assigned railroads. The UMLER Lessee Field will govern if a railroad is in that field, and it’s in SCO 90.

* YA is generated by Railinc and overrides all codes except S_ or SX

this will go away as new codes are created Eventually TC/TCC will be phased out.  No set date,

necessity will dictate Internal development needs to migrate to EMC to prevent

limitations
