CHAPTER ONE

1.0 INTRODUCTION

The significance of information technology cannot be overemphasized in every facet of today’s world. It is in this regard that this project will attempt to highlight some of the critical aspects of education that the INTERNET has revolutionized education completely. The use of the internet has been on the increase in every sector of the economy. In fact, computers have become central in policy making of every institution. Critical to the use of computers is the efficiency of information. Information dissemination can be defined as the means of spreading news and in this case relevant data to whomever such will benefit.

It is not uncommon for everything from admissions to course registrations, to updates on about everything in a typical higher institution to be accessible from the school’s portal. It is the researcher’s Goal to throw some light on how the internet plays a major role in all of these.

First of all, what is the internet? The “internet” is simply an international computer network connecting other networks and computers from companies, universities etc. This is achieved with the aid of the internet protocol referred to as “HYPER TEXT TRANSFER PROTOCOL. This entails creating the parameters whereby different computers devices are able to literally talk to one another as long as there are on the network.

The information these computers retrieve are usually in server machines. Curious is how the internet works! The internet as it is today is a network of billions of devices that can effectively communicate with each other in real time. This is achieved with the aid of what is termed “IP addressing”.

IP addressing entails assigning a local address to every device on the internet (more like a physical address gives information about the location of a person). To connect to another device say with a web address, the web protocol (HTTP) converts the name of the location queried to a series of binary numbers which the network will match with a specific computer on the internet.

How relevant is the internet to education? As a case study, the “Federal College of Education Zaria (FCE)” will be our case point in answering some of these questions? FCE was established in April 1959 as the Federal government realized the cardinal importance of educational development to a nation newly attaining political independence. Over the years, FCE has evolved training thousands of students in different disciplines.

1.1AIMS AND OBJECTIVES

· To highlight how the internet has improved the dissemination of information in Nigeria’s education sector.

· To check the challenges faced by the educational sector in dissemination of information.

· To show how the internet makes for the efficient day to day administration of Nigerian schools with FCE as a case study.

· To study the rate of penetration of the internet in Nigerian schools.

1.2 STATEMENT OF THE PROBLEMS

· Inadequate funding of internet infrastructure in schools.

· Lack of trained personnel to manage the infrastructure.

· Problem of poor power supply hence making internet unavailable all the time.

· Lack of education that Information and Communication Technology (ICT) is

· Indispensible running any organization hence a nonchalant attitude to ICT.

· Poor or nonexistence of ICT training for students.

1.3 SIGNIFICANCE OF THE STUDY

The use of the internet has immensely enhanced the education sector. This is particularly so as effective and efficient delivery is being increasingly demanded. The study will be significant to the followings:

· The study is going to be significant to the Educational system of Nigeria. In that is going to throw more light on the positive and the negative nature of the dissemination of information.

· It is also significant to the Government because they are policy holders and stake holders in Education. The Government also plays a major role in this, because with their involvement more attention would be given to the INTERNET and the EDUCATION in the BUDGET.

· The study is also helpful to the STUDENTS who are always scouting for information from the internet.

· It will also be significant to other researchers that may want to use or do further study on this.

1.4 SCOPE AND LIMITATION OF THE STUDY

The scope of this study will be based on the ”Significance Of The Internet In Information Dissemination” in Nigeria education using FEDERAL COLLEGE OF EDUCATION ZARIA AS A CASE STUDY. The researcher wishes to explain that great care to attention to detail has being taken in carrying out this research work within a limited time span

1.5 HYPOTHESIS STATING

The hypothesis stating states both the positive and the negative side of the internet. The H1 stands for the positive while the H0 stands for the negative.

H1: There are significant changes when using the internet for information dissemination in the Educational sector. This is because it enhances proper dissemination of information.

H0: There are no significant changes when using the internet for information dissemination in the Educational sector. This is because it does not enhance proper dissemination of information.

1.6 DEFINATION OF TERMS

· Internet: The internet is an international computer network connecting other networks and computers from companies, universities etc.

· Information: Information is a fact or details about something or someone. It is also the fact or knowledge provided or learned. Information is one aspect of human life that makes mankind to communicate, associate and have first-hand information about what is happening in the country and in the world.

· Dissemination: This is to spread information, knowledge etc. so that it reaches so many people.

· Education: This is a process of teaching, training and learning especially in school or colleges to improve knowledge and develop skills.

CHAPTER TWO

2.0 LITERATURE REVIEW

The internet is a” network of network” is a network which not only interconnecting computers, but interconnected networks of computers to each other.

Though the use of the internet enables, for the first time in the history of education that the mind is liberated from having to retain an economic amount of information. It is only necessary to understand the concepts on the dynamics of the process by information is framed, it allows you to use teaching methods with which students can learn better.

It is of utmost importance that people are not able to produce efficiently, creatively,

so large and varied information available on the internet, may not be optimally used in this extraordinary instrument, you will see impoverished the process of covering information into knowledge, in his job performance at the level of ignorance that produces it possible to speak of a type of illiterate person who will become increasingly rejected in the fields of work. Regarding formal education, the internet can be useful in three ways:

a. As support for traditional education.

b. As a complement to it,

c. As a substitute for such education in school (Williams’ Daniel, 2008).

In this chapter, the researcher in the course of the research finds it absolute necessary to review in-depth and other related literatures about what some notable authors have said Pertaining to the significant of the internet in information dissemination in Nigeria Education.

2.1 IMPORTANCE OF THE INTERNET IN EDUCATION

Education these days has been the top priority for any family or individual person, and no doubt amongst the technologies to promote and maintain the education standards the internet comes first.

Internet is not only an access to websites, these days there is knowledge and information on every aspect of the educational world over the internet. The resources provided on various web pages are indeed very informative and useful for professionals and students related to every field of work. The only pre-requisite is the research over the internet for a specific educational topic, and then this information just needs to be filled to gain the basic knowledge of what you are looking for. Therefore, these are true internet resources which deal with every individual’s educational needs.

Internet has also provided the opportunity to study online. There are virtual universities set up, in which the students can take classes sitting on the computer seat opening the university’s website video section according to the topic, and then study at home.

The most amazing thing about the internet education is that the international education is no more a chance for only the wealthy and high profile family students because now via internet no matter if one can afford to study in top most universities, people can easily benefit from the international quality education and gain a respectable university degree sitting at home through the online educational courses provided by the world universities.

Internet education thus also provides the individual to balance their time according to their own needs; as there is no fixed time to attend the lectures. This also allows the poor class of people to work and study at the same time through internet educations (www.van main domain.com 1998-2008).

The importance of the internet in education can also be viewed in the following ways:

1. Professional Development: As the world continues to embrace and evolve the internets, businesses and organizations are increasingly looking to tap into this resource. It is in the interest of educators and professionals in general to be aware of what the internet has to offer. We can choose to sit back and wish it would all just go away because it’s too hard to find the time for it; or we can choose to embrace it, and look for simple ways to learn more about it. Another unavoidable fact is the growing desire for experience and familiarity with the internet and other computer technologies as a hiring requirement in the educational field. (K. Walsh, 2009).

2. Power to Engage: Internet tools can be fun. Internet tools are interactive. What a great way to engage students in the classroom. Many of the tools are collaboration, and they are all hands-on. Applications that allow for the creation of cool looking timelines, videos, or other dynamic presentations can be a lot of fun, and when a student realizes that they can easily make the resulting creation available for viewing on the internet, it can be pretty exciting. (k. Walsh, 2009).

3. Student’s use them already: “Meet them where they live”. We’ve all heard of this, and there is a solid undercurrent of wisdom in it. Many students use internet tools on a regular basis. If you see some of them in the classroom, you will be talking to them in their language. And for those who have not been exposed to a given technology, you’ll be teaching them something they are probably predisposed to learning more about. (K. Walsh, 2009).

4. Businesses want to hire workers who understand the internet: If you introduce your students to technologies like Blogs, RSS feeds, wikis, and so on. You will help to build their resume. Businesses and organizations are more interested in these types of tools every day. They’re thinking about how to get on board and get ahead of the curve, workplace. Blog are being used to provide updates about new developments, wikis are being used as knowledge bases, RSS feeds are being used to capture a steady stream of information about topics of interest, and social Bookmarking tools are being used for research. Businesses want to hire workers who understand the internet. (K. Walsh, 2009).

2.2 HOW CAN THE INTERNET HELP SCHOOLS TO IMPROVE CURRICULUM AND INSTRUCTION

The internet can improve schools curriculum and instruction through the following points:

· By providing the opportunity to restructure Educational Activities (to increase relevance, individualization, engagement and academic challenge). Examples of activities; key pals, taking virtual field trips, studying the world with new views, seeing things in new ways, seeing places you’d never get to, challenging the brain, learning while “playing”, read exotic stories(learn about your own culture), read first person accounts of other times and places.

· By providing improved/increased Resources (including information, images, data and multimedia).

· By providing improved/increased communication (among teachers and students, and with parents, subject-matter experts, and the community).

· By encouraging the teaching of critical thinking and media literacy (The internet is full of false and misleading information and requires these skills).

· The internet contains (or will continue) much more compelling information Resources than textbooks, as well as real world data which should become the primary “raw material” of teaching and learning.

· The internet offers the possibility of individualizing the activities of learning, providing learning on a “Just-in-time” and “as needed” basis. This allows students with special needs (all learning needs are special) the potential to pursue learning that is “out of sequence” yet relevant and engaging.

· Education is communication; communication is education. The internet is the most useful medium of communication since writing (this will be more true as the internet is increasingly used to voice and video in addition to data). The medium is inherently educative. One cannot venture into a new virtual space without learning something.

· The new world of information requires the massification of a new skill. That is, the masses in advanced societies need to learn a skill that here of fore had been only learn by the elites. That skill is “critical thinking” and known as “media literacy”. This involves the ability to judge whether a given piece of information is credible. Before now, most students learned to “believe what you read”, because we taught them that textbooks and encyclopedias are infallible. The internet is inherently fallible (as in all perception), this realization will cause schools to place much more emphasis in the future on teaching people how to think, instead of what to think.

· The internet is multimedia in the age of television, schools cannot create compelling learning situation using just chalk, worksheets, texts and speech. Educating the “savvy media consumer”, that is our current student requires the use of sound, image, video, animation, interactivity and hypertextuality.

2.3 HOW CAN TEACHERS USE THE INTERNET TO IMPROVE TEACHING AND LEARNING

1. If you’ve never used the internet, get access to it: until recently, most schools did not have adequate access to the internet. But that is changing, through the national effort to wire schools. But teachers also need access from home and use it regularly.

2. Explore some good educational sites on the www (World Wide Web): because the www is so huge, and is rapidly expanding, it is easy to get lost or overwhelmed at the variety of sites and information available. However, many people have made it easier to explore the www by

3. Providing “home pages” or list of www sites, often grouped according to subject matter. E.g. teacher’s guide to the US Department of education, global school net foundation, Beret’s best sites for children etc.

4. Use the internet to find educational materials (lesson plans, curriculum ideal and information to enhance our students learning): there are some internet sites which contain educational materials of all kinds e.g. National Diffusion network, electronic newsstand home etc.

5. Have your students participate in on-going internet-based projects: Many groups, both non-profit and for profit, are developing education experiences that welcome participation from students around the world. While most of these projects are not specifically targeted at language arts instruction, each allows for many opportunities to read text and information, and to disseminate information in written and oral form.

6. Design some of your own projects which require your student to use the internet: Innovative teachers who want to engage their students in exciting educational experiences can use the internet to dramatically increase the breadth and depth of what is possible. Teachers who know how to use the internet in much more engagement in educational activities.

7. Become an internet guru: Every school needs a teacher /lecturer who knows not only how to use the internet in the classroom, but also knows how to help other teachers/lecturers to “go online” and get their students using internet.

Practice using the internet and utilizing in classes is the most important qualification of these “Internet Guru”. It is also possible to expand one’s knowledge of the internet by browsing the internet itself, paying special attention to organizations that are promoting the internet.

2.4 HOW DOES THE INTERNET IMPROVE THE DISSEMINATION OF INFORMATION IN NIGERIA EDUCATION

It is commonly believed that researchers and students in Nigeria’s higher education institutions are battling the problem of inadequate and out-of-date materials. It could be argued that the only way to pursue knowledge is through research. However, research is changing. The internet a developmental agent having a profound impact on the research process and dissemination of information.

Rosenberg (2001) remarks that the “internet is the most remarkable technological breakthrough of the 1990s, and it will continue to play an important role in transforming higher education”.

· Internet as a medium of Research: With the introduction of the internet, Nigeria researches have been able to consult more information resources. Research is an important aspect of human development and our libraries cannot provide us with adequate and current materials for our research needs.

The internet also provides us with the means of carrying out our research online by acting as the main engine for exchanging information and publishing.

According to Manir (2007) “will lead the academic community (in Nigeria) to exploit opportunities that will make them to be educated, more literate and conscious of this potentials for research.

Budde (1994) states that “scholar and researcher will use the medium to transform ways reviewing and using information in conducting research”.

The use of the internet for the exchange of research material gives use to the concept of electronic resources in Nigeria and consequently increased the output of research publications.

· The Internet as a Medium of Communication and Collaboration: The internet is a means for exchanging information and ideas among researchers and scholars, and is a medium for communication and collaboration among colleagues. In Nigeria, censorship has been a distortion to academic freedom.

Mandari and Dioufs (1993) assert that “internet technology providers the means of circumvent most of the constraints to academic freedom.

This is because the internet technology pays no attention to geographical boundaries and provides possibilities to thwart the censorship of scholarly publication in print media”.

Thus the internet has the capacity to provide an enabling environment for Nigeria scholars and researchers to overcome the barriers of communication and collaboration.

· The Internet as a Medium for Dissemination of Information and a Publisher:

Communication is a key to success in any activity until recently information dissemination was a difficult task using traditional methods. The internet reduces these difficulties, because it is “live, constantly moving, theoretically borderless, potentially infinite space for the production and circulation of information”. (Evans, 1996). The internet has provided Nigerian scholars, researchers, individuals and their institutions with an opportunity to present their ideas and research findings.

Thus, they also serve as an alternative for publishing materials, in print media as well as other contributions. These new technologies go beyond providing an electronic version of what is available in print media. It may include other contributions available only in electronic form.

Ngat’ch (2003) asserts that electronic publishing on the internet has provided a greater opportunity for scholars and researches to publish and present their ideas and research findings. Similarly, the internet provides access to other scholarly contributions from different parts of the world for Nigerian researches to scrutinize. It also provide the opportunity to recognize and access research and work produced by Nigerians, which may have in the past been ignored due to the information divide between developed and developing countries.

2.5 THE NEED FOR COMPUTER LITERACY

Computer literacy is defined as the knowledge and ability to utilize computer and related technology efficiently, with a range of skills covering levels from elementary use to programming and advanced problem solving (saira latif, 2011).

Computer literacy can also refer to the comfort level someone has with using computer programs and other applications that are associated with computers (en.wikipedia.org).

Computer literacy is no longer a nice bonus to add to a resume. Instead, basic computer skills are mandatory job requirement and even necessary for mundane daily tasks. From researching potential jobs to writing a resume, students need computer skills even before they get job and students who can competently research and write on a computer are better-equipped for both academic and professional success.

However, not all schools are created equal when it comes to computer literacy and many students aren’t graduating with adequate computer skills (Van. Thompson, 2013).

Computer literacy and computers themselves have been in the front of utter importance for this century and onwards. We use computers with everything, doing school work, doing almost every white collar job and for recreational use. Computer literacy is needed for everybody because many people are spending their days with computer, chatting with people and doing work with the internet.

In most places of business, a computer is standard. In the bank they use computer to look up your account information. They use computers in the auto repair shop to access your car. You can’t find books in the library by looking in a card catalog-you must use a computerized database. Doctors’ offices utilize computers to store patient information.

The point is this-no matter where you find employment, there is a good chance a computer will be basic tool you will have to use. It is good to start off computer literate because it will help you get a job and it will help you advance in your career.

Computer literacy does not mean you need to know how to use every single pieces of software you may encounter. It does not mean you need to know how to write programs or network computers. You just need to know some basis- how to save and open a file, how to use a word processing program, and how to send and receive email- for starters. It means having some sort of level of comfort around computers rather than a look of fear and feeling of foreboding (Dawn Rosenberg McKay, 2013).

Computer skills are important in college because students may be required of participate in web-enhanced courses, conduct research online and use basic computer applications. Connecting online with classmates and the college itself is another reason it is important for college students to have computer skills (Evie Sellers, 2013).

2.6 THE IMPACT OF COMPUTER IN EDUCATION

Computers have sparked a revolution in education sector. Computers can give life like presentation to students through which concepts and ideals can be more easily conveyed to students. The impact of computer technology in education is enormous especially in this 21st century. Computer in itself is life made easy exacting a kind of intelligence (Artificial intelligence) that transcends human ability naturally.

It has therefore become imperative that the various breakthrough in this regard be critically examined, it impact on the teaching and learning process and how to fully harness its benefits.

This discourse is not an attempt to merely register once presence in the scene of global academic brain storming on a topic that attracts majority of scholars attention such as this, but to give a critical evaluation on how much of these developments have been appreciated and embraced by educational institutions and the impact so far. We live in a jet age when results are expected to turn in speedily as evident in the various fields of study such as engineering, medicine, nursing, economics, accounting, architect to mention a few; where this concept has made tremendous impact.

It is therefore imperative with the trend of times to embrace and appreciate this concept of “artificial intelligence” which has made the work of human a lot easier, faster with a greater degree of accuracy and precision.

The impact of computer technology in education is not isolated concept as education is an institution for societal progress and development. Invariably, this impact has spillover effects positively on the social-economic advancement of any community. Teachers are one of the major benefactors from the advancement in computer technology. Computer is a teaching aid at the same time a storage media a situation when the teacher carries little or no bulky files and lesson notes.

The computer can be connected to a projector thereby enhancing the ease of reaching a small and larger audience. The teacher or lecturer as the case maybe prepares his notes with instructional materials captured in a soft format. There are computer programs that are educational and best serve as teaching aids with clear demonstration pictorially. This will leave a last impact on learners as it has been proven to be most effective approach for all learners of different categories.

2.7 THE RATE OF PENETRATION OF THE INTEREST IN NIGERIAN SCHOOLS

The internet is arguably of the most significant technological developments of the late 20th century. However, despite the added benefits of these tools to learning, teaching and research, a number of problems still plague interest connectivity and usage in Nigerian university system.

However, the use of the internet for academic research would significantly improve through the provision of more access points at Departmental and faculty levels (peter and lankshear, 1996).

Analysts said the high cost of computers and the grossly under-developed technological base in the country were major reasons for low pc (personal computer) penetration in Nigeria.

According to survey, “for state with the least access, sokoto emerges with only 0.3 percent access to the internet. Kebbi, zamfara, Kano, bauchi, Kaduna and Ebonyi also turn out to have low internet access rate, each with less than one percent.”

The survey noted that urban dwellers had more access and ownership of internet service at 11.6 percent compared to the rural dwellers which was put at 1.5 percent (Dayo oketola, 2012).

The low level of utilization of the internet by students (post graduate and under graduate), lecturers as a source of materials for academic research maybe attributed to factors of low level of connectivity and the high cost of cyber café facilities. In view of huge academic resources available on the internet and its usefulness to learning, teaching and research, It would be for libraries of higher institutions in Nigeria to provide guaranteed access to the internets as a way of enhancing their books and journals collections.

Universities could do this through the provision of more access points at departmental and faculty levels. Thus, if is envisage, would create a more encouraging environment for the use of the internet for academic research.

Part of the problem of African technology startup is that internet use, despite mushrooming in the past decade is low.

But lately, there are now thousands of internet “home pages” which serve as information sources for institutions and organizations. Most universities, polytechnics and colleagues of education throughout the world have established their presence on the internet, thereby making it possible for researchers to access past and current research publications.

Prospective students can also access information on courses being offered by institutions and as well as their admission requirement. There are also numerous individual home pages, where people construct a site either as a means of expressing their creativity or for a very limited range of potential visitors. The World Wide Web also provides very easy access to some government documents and legislative materials.

2.8 HOW THE INTERNET DOES IMPROVES THE EFFICIENT DAY TO DAY ADMINISTRATION OF NIGERIAN SCHOOL

The internet/information and communication technology revolution is sweeping through the world and the gale has even caught up with developing countries like Nigeria and Ghana. Information and communication technologies have introduced new methods of teaching and conducting research and have been brought into education facilities for online learning, teaching and research collaboration.

While some university communities in some countries enjoy free or inexpensive internet access, students and faculty/staff in Nigeria must pay for time spent accessing the internet, whether at a cyber café or in the library(although the library offers a discount). To improve ICT services in the library, therefore researchers need to show how students and faculty/staff are using the internet in the academic environment.

University administration at many Nigeria universities sees information and communication technologies as necessary in the process of learning and teaching. Information and communication technology given rise to new modes of organizing the educational environment in schools and new concepts in the teaching process as well as the remodeling of the roles played by the participants in the educational process.

According to Ajedokun and owolabi (2003) teachers in the developing world will have to change their teaching styles and acquire internet skills as new technologies transform classrooms over the next 20years. Teachers will need to learn new skills to teach students how to search for and use information from the internet safety issues. Internet’s seemingly infinite information offers access to up- to- date research reports and global knowledge.

(Nwokedi, 2007) so it has become an important component of electronic services in academic institutions. Therefore, the internet has become an invaluable tool for learning, teaching and research (including collaborative research) in Nigeria.

Universities have facilitated and contributed to societal development. They have aided the removal of the major sources of poverty, tyranny, etc. Development is essentially about proper knowledge use and application in developing countries such as Nigeria and Ghana.

Universities as institutions for knowledge generation and its transfer to society have been central to development, contributing ideals, skills, technology and expertise in many spheres of human endeavor (Jega, 2007a). They are centers of creative undertakings, innovation and inventions and they impart skills pertinent to these to all those who qualify for pertinent enrollment (Jega 2007b).

Kumar and kam (2005) states that the current information revolution and increasing impact of information and communication technologies has modernized the process, learning and research in most universities. Several studies provide details about ICT adoption.

2.9 THE CHALLENGES FACED BY THE EDUCATIONAL SECTOR IN DISSEMINATION OF INFORMATION

It is generally believed that ICTs can empower teachers and learners, making significant contributions to learning and achievement. However, current research on the impacts of ICTs on student achievement yields few conclusive statements, pro or con about the use of ICTs in education.

The impact of ICT use in school and student exposure to ICTs, and the nature of use and exposure, on student employability in developing has not been well documented. Preparing teachers for the challenges of a changing world means equipping them with subject-specific expertise, effective teaching practices, an understanding of technology and the ability to work collaboratively with other teachers, members of the community and parents.

The extent to which teacher training is currently being done with ICTs to meet these challenges is not well documented, especially at the in-service level.

Little is known about the true cost of ICTs in education particularly in developing countries. It is, therefore, critically important to better understand the costs and benefits associated with ICT types and uses in various educational situations in order to effectively target scare resources. Computers may be most cost-effective when placed in common areas such as libraries and teacher-training institutes.

Today, the story is very different. University libraries have problem even in maintaining core collections which represent their universities curricula and activities because of the lack of money and high inflation.

Nigeria educational institutions or sectors face the challenge of globalization and the information age for the transformation of the academic system from the traditional role of teaching, learning, research and development technologies to those driven by the information technology, which is the latest revolution changing all aspects of human endeavour. The poor telecommunication infrastructure, quantity, quality, constitute a major problem of ICT development in many Nigeria universities (Ajayi G.O, 2000).

The challenges faced by the educational sector in information dissemination is not of library making but it is the usual problem confronting most of the computer installation all over the country today-the shortage of manpower and lack of spare parts. Coupled with this is the problem of constant computer breakdowns and low level of electricity supply. This problem has really slowed down the activities of Nigerian university and libraries in utilizing the global information and technological innovations for the services of their clientele. Erratic power supply resulted in the burning of some components which could not easily be replaced (Aguolu I.E, 1996).
