Executive Summary

Introduction

An assessment of the official Delta State University website, www.deltastate.edu, was conducted, focusing on the following areas: site content, site navigation, meta tag usage, broken and under-utilized links, timing and performance of existing pages, site features and applications, and hardware and software platform configuration.

This document provides the results of the assessment and includes a description of what the Collegis Web Services team can do to enhance Delta State’s Internet presence. The remainder of this section summarizes the key information learned through the assessment process. The other sections and appendices in this report contain detailed supporting information.

Approach

The assessment used a variety of tools to check the www.deltastate.edu website. Each analysis tool looks at the site differently providing a profile for the website. The analysis tools provide information about the following:

General and detailed statistics about site usage Load time statistics Traffic analysis Link analysis HTML error checking Commercial web search engine positions (determines how easily the site

can be found from a user query) Meta tag and keyword usage

Analysts evaluate the site’s overall “look and feel” by determining the features provided and the overall effectiveness of the site.

Site Content

The available content demonstrates a concerted effort on Delta State’s behalf to develop a complete web solution. The site does an effective job of supplying content such as events postings, tuition payment information, course catalog, class schedule and site search capability. However, as the site increases in content, organization and quick access of information will become an issue. The Delta State University site would benefit from a redesign and organizational effort that targets the following content areas of the site:

Home Page Global and local navigation elements A flexible global style sheet Additional Applications

The best home pages always give you a sense that there is something beneath the surface, and that exploration will be rewarded with new discoveries. The home page is the entrance into Delta State web site and should reflect the values, culture, mission and vision of the institution. The use of images, logos, quotes from students, faculty or community, and event highlights are highly recommended to visualize Delta State University and connect with the visitor.The home page should be a link to as many secondary level pages without having to go hunt and peck for the information. The more a user has to search for what he or she is looking for, the quicker they become “bored” or “frustrated” with the site. This can be prevented by three features that can be added to the home page. The first is a uniform global navigation menu in addition to a standard look and location for local navigation menus. The second is a search form right on the main page. The third is the availability of a site-map accessible not only from the home page, but from every page. These features will increase the probability, and decrease the time for a user to find information they are seeking.Currently, Delta State has done a good job providing various constituent groups (prospective students, current students, etc.) access to relevant content areas from the home page. Content level pages, however, should be redesigned to provide standard global and standard local navigation to areas of content beneath and above the current content level.Additional features such as the use of a flexible global style sheet would provide a more uniform implementation of the site’s major design aspects. Additional applications would provide a robust web site to all types of prospective students, students, visitors, faculty, and alumni.

Site Navigation

The web site’s navigation is not as reliable as it could be; global navigation elements do appear at various places on the site and their use is consistent across most pages. Additionally, the ability to move up, down or backward to previous levels in the navigation structure is both difficult and confusing.The goal for an effective web site is to be able to obtain any information within three clicks. The following enhancements to the site will help Delta State meet this goal by providing their web users with organization, reliability and accessibility to the site’s content and applications.

A site map and some site organization are required to make it easier for a site visitor to locate information.

Global navigation elements, such as text-based menu and graphical/icon-based toolbar, will provide access to commonly accessed content areas via a single-click from anywhere on the Delta State website.

Properly designed local navigation elements provide access to key items within a content area.

The site would also benefit from the use of “cookie crumbs” (see Example 1). This navigational element allows a visitor to go back to any previous page viewed in a thread by clicking on the desired page name from the path displayed in the cookie crumb element.

Incorporation of the above described navigation elements into standardized templates (such as those displayed in B) would represent a major improvement to the Delta State University website. This will allow provide a basis for uniformity as well as have a link for home on all web site pages.Example 1:

Searchable Key Words & Meta Tags

Our analysis shows that the Delta State site does not employ any meta tag usage. Well-defined meta tags, including those used to provide key words and description, are extremely useful for improving where a site appears on a listing produced by the major search engines. The deeper a site appears in such listings, the less likely it is to be viewed by web users using various search engines to find information. When we searched for ‘Delta State’, it resulted in the appearance of the Delta State site on the first results page for 7 major search engines, which is a good sign. When searching for other keywords, however, there were no results to speak of. These results can be improved, by properly submitting search engine criteria to other providers, using better page design, and further refining the key words/description meta tags.

Load Time/Performance

An evaluation of the load time performance of the main and secondary web pages, with a variety of connection rates, indicated that overall the site’s performance was good. The “Load Time/Content Quality” section of this document contains the detailed connection rates and load time information for the Home and Second Level pages.

Features/ Applications

The current site contains valuable features for students, faculty and staff. Suggested items that could enhance the site would be:

Improving global and local navigations so they are consistent. Publication and enforcement of web policies and procedures for system

administrators, webmasters, and content creators. Provide a Faculty\Staff and Student Directory Application to view directory

information about faculty\staff and students. Provide a Faculty and Staff Biography Application to view information

about faculty members, and a link to their home page. Provide an online newsletter. Provide a dynamic news application. Provide a dynamic events calendar.

Details for these and other potential additions are discussed in the Contents and Features section of this document. The site could use scripting language or other connectivity tools to integrate layout and design with database driven content. This will allow the updates and content to be independent of the site navigation. It will also allow for scheduled updates.

Conclusion

Overall, the site contains much of the content that meets the objectives for most students, faculty and administration. Improvements should be made to make the look and feel more consistent at a deeper level of the site, make the navigation elements consistent, and organize content in a more efficient manner. In addition, Delta State should implement some dynamic applications that help the student interact and find information easier, such as database driven news, events, etc. The key improvement required is restructuring the site navigation, and organization based upon an agreed upon plan or site map. This will also have the added benefit of removing overlaps, and duplication of content, material, and effort, and for the long-term improve maintenance. The application of some/most of the improvements identified in this document would allow the site to become even more effective and efficient. If a priority-based approach to improvement is preferred, the areas to focus on are: (1) establish a consistent global and local navigation; (2) implement data-driven applications; (3) reorganization of information.

Understanding Your Results

Page load time depends on:

The size of your HTML file and any frames it references. The number and size of your images. Use of HEIGHT and WIDTH attributes with your IMG and TABLE tags. The number of servers that must be contacted to download files and images. The speed of the user's modem. It's a good idea to keep your page load times under about 12 seconds on a 28.8 modem.

Pages taking more than 30 seconds to load at a connection rate of 28.8K are high-risk candidates, and should be addressed first. The pages taking more than 20 but less than 30 seconds to load are secondary and will also need some attention.

Search Engine Results

Relative location and ranking within major search engine results is a very important issue for all web sites. For instance if prospective students looking for a degree program goes to the Alta Vista search engine site (http://www.altavista.com) and they enter in the name of program that interests them, a listing of all web sites indexed using the entered key words will be returned to them. Normally, a web user will look through the first few results pages and then modify the search. Appearing in the results after the first few pages reduces the chance that a site will be viewed. The use of key words and other associated meta tags is crucial to improving the location and ranking of a site. To run this analysis Collegis defined some obvious key words to see how well Delta State would rank. The use of key words and meta tags on the Delta State site is highly recommended. See Appendix A for a detailed report on where Delta State site ranks with the top search engines.

User Interface, Functionality and Effectiveness

Delta State University’s current web page layout and navigation links work well with the site, but the university’s web presence could benefit from additional enhancements. Collegis recommends the reorganization of content and navigation at the second level of links and beyond. This will increase the probability, and decrease the time for a user to find information he or she is seeking. There are some pages with lists of links that can get somewhat overwhelming to a student searching for information. Breaking up content into readable/understandable pieces is much easier to navigate.One major enhancement would be the implementation of Site Builder Toolkit. This would allow Delta State University to dynamically build the content pages and navigation, assign users, groups and security, and manage applications with a minimal amount of effort. The Site Builder Toolkit is geared toward users responsible for creating HTML content with little or no web page authoring experience. In addition to its ease of use by content providers, the Site Builder Toolkit allows all of the content to be stored in a database where it can be dynamically managed and backed up.The site could also use improvements to its navigation elements. For example, all web pages should include a standard global navigation bar (for accessing the major content areas of the site) and a local navigation bar (for accessing content within the current area of the site) which also has links to the home and the referring second level pages. “Cookie crumbs” should also be used to allow users to go directly back to a previous visited page in a path through the site. One final navigational consideration would be to update the pages to ensure they comply with the Federal IT Accessibility Initiative and thus allow for people with disabilities to better utilize the web site. Another benefit to using Site Builder Toolkit is the ability to create multiple instances in order to maintain separate sites. For example, Delta State’s public web site and intranet site could be on two separate instances of Site Builder Toolkit. Due to the size of Delta State’s web effort and its abundance of participants, another Site Builder Toolkit instance could be created to host a “Content Providers” site, which could house materials related to web content creation such as images, videos, guidelines, etc… Additionally, Collegis has the ability to create custom applications that integrate with Site Builder Toolkit, which can further facilitate the maintenance and organization of such content.

Content and Features

Positive efforts that could be undertaken include moving application links to an application toolbar. Also, due to the static nature of the content found on this site, maintenance of pages appears to be a problem. Policies and procedures need to be implemented to prevent this from happening in the future.On the next page is a table that provides a typical list of content items commonly found on a higher education institution web site and indicates whether they are present on the Delta State University site. A “√” indicates that the Delta State University site does contain the feature. An “*”indicates that the feature is present, but could be improved. An “” indicates that an existing web page could not be found that presented the feature.

Proposed Enhancements

Site Infrastructure Maintenance

As mentioned at the beginning of this section, the site could be improved greatly by using Site Builder Toolkit. Rendering the site’s pages from a database application would significantly reduce the number of broken links. As well, global navigation and the structure of pages will be consistent and require far less maintenance. Another advantage of utilizing a database-driven web site is that pages can be rendered much quicker than conventional means, thereby reducing their respective load times significantly.

Site Map

The Delta State University site would greatly benefit from the implementation of a dynamic site map. This site map would automatically be maintained while using the Site Builder Toolkit for editing content.

Search Engine

The Delta State University site currently utilizes Google’s search engine, which is an effective utility. However, Google caches the data every 30 days, which could cause it to be difficult to find new or significantly changed content. The Delta State University site would greatly benefit from the implementation of a site search engine that has additional search criteria to choose from. The school would be responsible for obtaining and installing the search engine for the web site; however, Collegis could assist in the configuration of the search engine and its integration into the site.

Alumni News and Events/ Media Releases

The News and Events sections of Delta State University are perfect candidates for applications. Collegis has the ability to make various applications that could be database-driven. Each can use the same technology found in the Site Builder Toolkit, and can integrate into the toolkit as well. Additionally, each application would have the following data elements: topic, brief description, full details which can be entered as HTML or simply use the “cut & paste” method, web link option, start date, and release date. Each application could have its own security and be assigned to a department for maintenance. The home page has a listing of News and Events which are automatically triggered by start and release dates. The features are automated and help prevent broken links from occurring and also aid the web administrators or content creators.

Message Board

Delta State University does not have a message board application on the web site. Delta State University could benefit from a message board because it creates a sense of community with students and professors. For example, professors with online courses can rely on message boards to get feedback or the Help Desk department could use message boards for answering technical questions for students or staff members.

Sensitive Content

Due to recent national security concerns, it has been strongly recommended that state and local government offices, including educational institutions, review their web sites to ensure that content that could be easily exploited for potential terrorist planning is not accessible.  It is suggested that further investigation be done by Delta State University to ensure the safety of any individuals present on its facilities. Examples of pages with this kind of information are school maps, dormitory building descriptions and any other information that may be used for harmful activities.

Systems, Software and Processes

The following installed operating system software information is for the web server hosting http://www.deltastate.edu/.

Proposal

Scope of Services

Collegis proposes to become Delta State University’s Internet development partner by designing/creating a new database-driven web site and performing the migration of the current site’s content.

Develop an Internet roadmap with the intent of aligning the mission of the website with the strategic mission of the institution. This roadmap will be created through comprehensive site usability studies and a navigational infrastructure assessment.

Develop a web site to keep all parties informed about periodic progress as it relates to the project plan.

Diagram/plan the new site using a proposed site map which needs to be developed in conjunction with the school.

Redesign the Home, Department Level and Content Level pages of the Delta State University site using the sample template sets in Appendix B as a starting point. The redesign effort will provide for an initial design review and a final design review, as well as incorporation of changes from each. Any modifications made after that time, would be subject to additional charges.

Incorporate the use of a global/local (departmental) navigation bars and enhanced key words/meta tags into all redesigned pages.

Build and implement the new Delta State University Home Page based upon the results of the redesign effort.

Build and implement Departmental and Content Level Pages based upon the results of the redesign effort.

Design and implement a Site Builder Toolkit that will allow the web administrator (or other designated individuals) to modify content of any page without affecting layout.

Design and implement a set of security features that allow the web administrator to grant departmental or page level access to other designated individuals to modify the content of specific pages.

Load approximately 500 relevant web pages and related graphics into a database using the Site Builder Toolkit. The migration effort done by Collegis would enable the school’s content developers to further build or transfer pages pertaining to each of their functional areas.

Conduct a reasonable effort to correct broken links and HTML coding errors as migration of the existing web pages occurs.

Test developed web pages and site to comply with Microsoft Internet Explorer v5.0 (and newer) and Netscape 4.0 (and newer) running on a Microsoft Windows platform. (Note: Testing for additional platform combinations is available and should be decided upon prior to contract signing. These recommendations are based upon a recent analysis which shows that these two browsers are the most used by visitors of the Delta State website.)

Check all pages created by Collegis Web Services for Federal IT Accessibility Initiative (Section 508) Level 1 compliance.

Assist in the configuration of the search engine and incorporate it into the web site.

Provide applications described in the Proposed Enhancement Section.

Establish a schedule for regular upgrades and enhancements to the institution’s website.

This proposal covers the design, development, and implementation of the aforementioned pages. Please note that page load times are dependant upon graphical content, and will vary accordingly.

Customer ResponsibilitiesThe customer will be responsible for the following to ensure a successful project:

Provide a single contact person for project management and liaison issues, and acknowledge the receipt of site designs and functionality.

Track developments against the project plan and remain informed of Delta State University tasks and deliverables within the plan. Adherence to the approved project milestones is necessary for the project to be delivered on time.

Supply changes to design in a written format and remain informed as to how changes affect the project plan.

Provide or approve content changes or additions. Provide updated audio (MP3 format), pictures (JPEG format), and/or

video of the campus and/or facilities for the virtual tour (MPEG format) and other web pages and designs if applicable.

Further Evaluate, and if approved, fund procurement of hardware and software necessary to support the project (if any).

Communicate web site policies and procedures on content and design requests to appropriate students, faculty, staff, administrators and community members.

Support compliance with approved standards.

Services NOT included in the proposalThe following list of services is not covered by the scope of this proposal, but they are available if the project scope needs to be redefined.

Updated pictures and/or movies of the campus and/or facilities Hardware implementation of any kind Additional On-site visits beyond the one week training. Data entry beyond the initial configuration and setup. Integration of this product to any other systems. Windows NT/2000, Solaris, UNIX, Apache, Tomcat, Oracle, PHP,

MySQL, SQL Server, ODBC or OLEDB. Any other software and/or hardware required in facilitating the

complete solution, including, but not limited to: Windows NT/2000, SQL Server, server software and/or client software, or security solutions.

Any other products and/or services not specifically mentioned in the above scope of services.
