INTRODUCTION

The Baja “Russia – Northern Forest” is held by Russian Automobile Federation (RAF), “Northern Forest” LLC, Saint Petersburg and Leningrad region Automobile Federation and Karelian regional public organization “Automobile Sport Federation” 24-26 February 2017.The competition is run in compliance with the following documents:

The FIA International Sporting Code with appendices; The FIA Cross-Country Rally General Prescriptions (General Prescriptions) and the 2017 FIA regulations

for Cross-Country Rallies These Supplementary Regulations.

The competition is included into the FIA International sporting calendar.The rally combined with a National Championship with separate regulations.Unless specifically covered within these Supplementary Regulations, the text of the FIA Cross-Country Rallies General Prescriptions and the FIA World Cup Regulations applies and should be referred to. The statements, different from the FIA General prescriptions, will be printed in bold italics.In case of differences in the interpretation of these Regulations, the English text should considered as a binding.

The official time is as GPS (Moscow time = GMT + 3). During the race, the time is specify in 24-hour format in all official documents.Modifications and/or amendments to these Supplementary Regulations will announced only by numbered and dated bulletins, issued by the Organizer and approved by the FIA – up to the time of the first stewards meeting, and thereafter by the stewards.Note: Eligibility to score points in the FIA World Cup / FIA RegistrationOrganizer inform the competitors that, in order to score points in the FIA World Cup classifications, they have toregister with the FIA before the closing date for entries of the first World Cup rally/Baja entered (Arts 1.3 and1.4 of the 2017 Sporting Regulations of the FIA World Cup for Cross ‐ Country Rallies).The online registration form shall be made available in the area of the FIA website dedicated to the World Cup(www.fia.com) by 16 January. The registration is free of charge.Additional information will published in the Rally Guide.

1. DISCRIPTION

1.1 Places and Dates of the eventThe Baja “Russia - Northern Forest 2017” is held on 24-26 February 2017 in the Russian Federation, in Sortavala and Suoyarvi districts of Karelia Republic (close to the Finnish border).

Thursday, 23.02.2017Protected Service Park “Aerodrome” in the village Helyulya will be open to contestants from 12:00. All service trucks and transporters may be only in these Service Park.From 15:00 there will be control and safety equipment delivery and preliminary Administrative checks in Sortavala, Youth Center, Karelskaya str., 22.

Friday, 24.02.2017

Control and safety equipment delivery, administrative checks and scrutineering start from 7:00. After scrutineering vehicles should be placed to Parc Ferme (ceremonial start area).The event grand opening will be held at 14:00 on Sortavala esplanade, next to “Serdobol” children's leisure center.

Leg 1 includes 7-km liaison to Helyulya village airfield and SSS (SS1) about 4-km long. Tyres change is made before SSS. Limited service is just after SSS (SS1) finish, then there is 60-km liaison to “Vyartsilya- box” Parc Ferme, Vyartsilya village.

Mandatory drivers briefing is held at 20:00, where TOP-10 starting positions will be chosen by SSS results as per FIA Prescriptions article 19.3.

Suturday, 25.02.2017

Leg 2 begins with the Parc Ferme out. After that there is Service Park for tyres change and 2-km liaison to SS2 Start. Leg 2 includes SS2 (about 100 kilometers long) and SS3 (about 100 kilometers long). Regrouping will be organized between SS2 and SS3. After SS3 Finish there is a liaison about 8-km to the Service Park. After the Service Park all crews will have time to fuel the vehicles and park them in the overnight Parc Ferme.Sunday, 26.02.2017 Leg 3 begins with Parc Ferme out and the liaison to SS4 start is about 8 km.Leg 3 includes SS4 about 180km long.After SS4 finish there is a liaison about 3 km long to the Podium zone in Vyartsilya village, where the Podium ceremony is organized. The first crew will stay in the Podium zone for approximately 30-40 minutes. This period of time can be changed for the different crews. Accredited press, photographers and journalists are allowed to work in the Podium zone. The crews will arrive on the podium sequentially under the instructions of the Podium chief. On the podium, after the crew presentation by a commentator, the judge puts a mark of Podium area exit in a time card. After receiving the mark, crews park their vehicles in the Parc Ferme.Approximate length of liaison from the Podium area to the Parc Ferme is about 0.5 km.The prize giving ceremony and the festivities start from 19:00.

3. ENTRIES

3.1. Opening and closing dates for entries (Moscow time):

3.2. Entry Procedure:

Anybody wishing to compete in the event must send the entry form (www.bajarussia.com), duly completed, including confirmation of the entry fee payment, to the Organizer by e-mail: [email protected] Participant must have a valid FIA Competitor’s license for 2017.

Every Driver must have a valid FIA Driver license for 2017.If the 1st or the 2nd driver has a FIA license issued by ASN other than the RAF, the participant must have this ASN’s stamp on the entry, or provide the ASN’s written permission to take part in the competition.

The entries, where the Participant is neither the 1st or the 2nd driver, must be provided with a copy of the Competitor’s license.

Note: When the organizer send the entry list for approval of the FIA, obligatory it includes all FIA Technical Passport numbers (TT-XX-XXX) and, for T2 and T4 vehicles only, all FIA Homologation Form numbers. If the competitor’s vehicle is new, please note that the competitor need a scanned copy of their FIA Technical Passport proving that the vehicle has been pre-checked by a qualified ASN (as per the regulations). Lastly, please note that competitors who are unable to provide the requested information, without any valid reason, cannot appear on the entry list.

3.3. The maximum number of entries is 60.

3.4.2. Entry Fees don’t include:

However, labels, identification badges etc. can bought from the Organizers at the established prices; e) All other charges, which may incurred by the competitors, members of crews and teams in connection with participation in the event.

3.4.3. Additional «Assistance» plates:

The competitors, who would like to have some additional service cars, will give additional «Assistance» stickers at the administrative checks, providing they have so requested from the Organizer before the closing date for entries and have paid a fee for each additional service vehicle.Trucks – €250 Others – €100

3.4.4. Service park Ecological refundable deposit.For ecological reasons the Organizer can collect a fixed amount of €100 (or equivalent in rubles) from each entrant, which will be returned after a satisfactory inspection of their area in the Service park by the Service park officer after the end of the race.

3.5. Payment

3.5.2. Any entry that was not accompanied with the entry fee will considered preliminary one.3.5.3. The payments, which will made during the first “Privileged” period, until 23 January 2017, may be made in two

payments, on conditions that the first part of 50% of the entry fee will be paid before 23 January 2017, and the second one – no later than10 February 2017. In all other cases the payments should made as detailed in Article 3.4

3.6. Reimbursement.

The Organizer will reimburse the entry fees, minus a variable retainer, to competitors who were unable to participate in the event for the reason of force majeure, subject to the written application to the Organizer. The deduction will be:

25% of the entry fee for the requests received until 60 days before the administrative checks 50% of the entry fee for the requests received less than 60, but until 30 days before the administrative checks 100% of the entry fee for the requests received less than 30 days before the administrative checks.

4. INSURANCE

4.1. Insurance will done in accordance with Article 35 of the FIA 2017 General Prescriptions.4.2. The insurance company, the insurance number:

Will be published later.4.4. In case of an accident, lead to insurance event, the competitor or his representative must make a written statement to the

Clerk of the Course, the Competitors Relations Officer, or directly to the Organizer, within 24 hours. This statement must mention the accident circumstances, the names and addresses of the casualties, as well as contact details of witnesses.

4.5. Detailed information on insurance and the order of obtaining the insurance indemnity will be publish in the information message to participants on the official notice board.

5. ACCIDENT REPORTING

5.1. If a driver taking part in the Rally is involved in an accident in which the member of the public sustains physical injury, the driver concerned must report this to the next radio point as specified in the road book and point the place on the route. If he fails in observing this rule, the Stewards may impose a penalty to the responsible crew, which may go as far as exclusion.

5.2. In case of accident in the Rally itinerary, the competitor or his representative must notify in writing form the Clerk of the Course, the Competitor’s Relations Officer and the Organizer as soon as possible.

6. ADVERTISING

6.1. Advertising on competitive vehicles must meet the requirements of Article 16 of the 2017 FIA Prescriptions6.2. Advertising identification:

6.3. Advertising plan: As per Art.16 of the 2017 FIA General Prescriptions

1 – Two strips (10x25 cm) on each side of the windscreen upper part, optional (+50% entry fee)2 – Two rally plates (43х21), compulsory.

3 – Three race number panels (as per Art.15.3 of the 2017 FIA General Prescriptions), compulsory.

4 – Two panels with the optional advertising (as per Art.16.2 of the 2017 FIA General Prescriptions) optional (+50% entry fee)

5 – Race number on the windscreen, high vision colored, right side, compulsory.

7. IDENTIFICATION

As per Art.15 of the 2017 FIA General Prescriptions

8. TYRES

In accordance with the highly specific climate and road conditions, the following exceptions to the FIA prescriptions were

introduced:

8.1. All competing vehicles must use the studded tyres. In addition to the prescriptions imposed by the relevant Appendix J Articles and the Article “Tyres” of the GP for cross country rallies, the tyres must comply with the following prescriptions:- the stud must be metallic, solid, cylindrical, with a flat cut of the working part. Any cross-section of the stud must make a full circle;

- the stud fixation must not be “strikethrough”;

- the maximum height of the working body is 4.5 mm;

- the maximum stud weight is 4.0 g;

-the maximum stud length is 20 mm;

- the maximum number of studs fitted in the tyre is 24 for every 10 cm of the tire circumference;

- the maximum protrusion of the stud beyond the tyre thread is not restricted.

8.2. All the crews (FIA priority drivers included) may change the racing tyres by the road tyres for use on the road sections. It is possible the wheel tread on these tyres will vary. In connection with the use of studded tyres their marking will be used instead of the bar code for the identification:The changing of road tyres and racing tyres is only allow in the official “Service Park” or “Tyre changing zone”, which will be situated on the liaison between the Service Park and the Special Stage Start. These areas will be marked in the road book and will be indicate by a special sign “Tyre”. Any other tyre changes after this zone before the Special Stage Start and after the Special Stage Finish until the “Tyre changing zone” are only allow to the crews, using the spare onboard tyres.

8.3. All tyres will be marked (bar codes are not applied):

In case of using studded tyres, for identification, except bar code, tyre marking will apply.

The tyre marking will be carry out in the special areas, placed immediately after the “Tyre changing zone” or the Service Park exit, or the Parc Ferme entrance and indicated with a special sign “Tyre mark”.

The crew entering the tyre marking area must stop and show the scrutineers all the tyres (including the spare ones) available for marking. The help of one mechanic per a vehicle is permit.

The crew may leave the tyre marking area only after the permission of scrutineers.

The tyres will be marked using some special paints or other way, the same for all vehicles.

The early used tyres may be marked again.

8.4. The condition of the tyres will checked before the SS start and each time, when the tyre (wheel) is replace. Any tyre not complying with the regulations will be marked separately and its further use is prohibit. The tyres and their marking check can carried out during the whole competition, except the special stage distance.

8.5. Any infringement of the tyre regulations can penalized, up to exclusion.

8.6. Restrictions of the tyre use. The complete tyres of one axle should be identical. The tyre must be safe; it must not have damages likely to inflict a harm to the crew, to the third parties or their property.

8.7. As per art. 12.5 of the FIA General prescriptions, in Bajas, FIA Priority drivers will be allowed to use only a maximum of 8 tyres per competition. Damage tyre during the competition, can be replace for an additional one, upon the agreement of the FIA Technical Delegate. Such change will entail a 90-second time penalty for each tyre changed.

8.8. In a case when the tyre further use may be unsafe due to wear or damage, the Technical Delegate, Chief Scrutineer, or scrutineer has a right to demand its immediate replacement, or, if it is impossible, has a right to prohibit further vehicle movement with a report to the COC. This fact must be indicate in the participant’s time card.

9. FUEL

9.1. As per Art.34 of the 2017 FIA General Prescriptions.

9.2. Some petrol stations will be available in the district where the competition is held:TNK petrol station situated on 12th km of the road Sortavala – Vyartsilya. Available fuels are Diesel, A92, A95. GAZPROMNEFT petrol station situated near the “Vyartsilya” International Automobile Border-crossing Point, where different fuels as Diesel and 95 are available. 98-octane specification permitted, but crews are responsible for their own fuel supply and must adhere to the refueling regulations in the refueling zone according to Article 33 of the FIA Prescriptions. A special form for the individual sports fuel pre-order must completed online at www.bajarussia.com before 15.02.2017.Bank cards are accepted. Warning! Only the crew can refuel and be present at petrol stations!

10. ADMINISTRATIVE CHECKS (AC)

10.1. Location Administrative checks take place in Sortavala town at Youth Center, Karelskaya str., 22

10.2. Time control

Both members of all crews, taking part in the event, must be present at the Administrative Checks on 24 February 2017, according to the established timetable.

The secretary records fact and time of appearance at the AC.

The exact schedule will published in an information bulletin on the web site www.bajarussia.com and ONB.

10.3. Documents to be present at the AC:

Valid FIA Driver license (driver and co-driver); Valid FIA Competitor license (Entrant/Competitor),if the FIA driver license not the Competitor license as well; ASN permission (stamp, visa or ASN letter of approval) for the participants with licenses issued by ASN other than the

RAF; Driving License valid for the driven vehicle type (for each driver);

11. TECHNICAL SCRUTINEERING (TS)

11.1. Location

Scrutineering takes place at the territory of “Forsage” vehicle service station, Sortavala town, Promyshlennaya str., 48.

11.2. Time schedule

Scrutineering takes place on 24 February 2017 according to the timetable that will be published in an information bulletin on the web site www.bajarussia.com and ONB.

11.5. Parc Fermé

The following Parc Fermé are planning:

- After the scrutineering vehicles should be parked in the pre-starting area “Lenin street” that is the Parc Ferme from the moment of parking up to the first led start.

- After the leg finish and the next leg start “Vyartsilya box”.

- Regrouping area after SS2.

- From the moment of the competition conclusion and until the Stewards permission to open the finish PF.

Any delay to the “Vyartsilya box” Parc Ferme after the Ceremonial Start on 24 February 2017 will result in the following fines:

From 1 to 15 minutes €150

From 16 to 30 minutes €250

> 30 minutes €500

> 60 minutes Start may be denied

11.6. Scrutineering requirements The competitors must comply with the following when arriving at the scrutineering: All rally plates, competition numbers and advertising plates must fitted. Sealing holes must be drilled in advance:

- For T1 and T3 vehicles: Cylinder block, restrictor and chassis.- For T2 vehicles: see appendix 2 of the FIA GP.

Submission of the fully filled Safety Form, given at the Administrative Checks, with the FIA homologation for helmets, overalls, gloves, balaclavas, long underwear, socks, shoes and HANS system. This equipment is compulsory for both crewmembers (except gloves for co-driver) and must homologated according to the FIA Appendix L, Chapter 3. Non-compliance with this requirement entails a penalization in the form of exclusion from the competition.

11.7. Safety equipment

11.7.1. It is compulsory to use the following safety and navigation equipment supplied by the Organizer on a rental basis (price is not included in the entry fee).

11.7.2. Every participant must rent a SENTINEL, GPS ERTF and GPS-GSM tracker units. 11.7.3. Every participant who has no fixing kit for the SENTINEL or ERTF systems must buy the one in advance and mount it

on the vehicle before the start of the event (available on AC). The kits are available separately.11.7.4. The prices for SENTINEL, ERTF & GPS-GSM tracker specified above, can paid directly to the organizer by bank

transfer or in cash at the AC. The order form for SENTINEL, ERTF & GPS-GSM tracker is published on the event’s web site.

11.7.5. Delivery and installation of the equipment will carried out before the AC. Every participant must give the equipment back at the end of the competition, or, if a crew retires.

11.7.6. All crews have to deposit the repayable guarantee amount for all equipment (can be paid by bank transfer, that will be blocked on credit card or in cash at the AC). The deposit amount will published on the event website at least 15 days prior to the race. This deposit is made to the Organizer’s or the equipment owner’s account. It is necessary to have the payment confirmation at the AC. These guarantee amount will paid back upon the return of the equipment in good working condition. The organizer reserves the right to substitute a deposit for a participant’s guarantee obligation.

11.8. Additional safety requirementsNote: Please note, that important technical changes have been implemented this year.The competitors need to pay attention for these changes!‐ Protection padding: Art. 283.8.3.5 of the 2017 Appendix J‐ Fuel Tank for T2: Arts 283.14 and 284.6.8 of the 2017 Appendix J‐ Fire extinguisher for T1: Art. 283.7.1.1 of the 2017 Appendix J‐ Distance between roll cage and helmet: Art. 283.8.3.2.5 of the 2017 Appendix J.

Vehicles of competitors should be equipped with additional means of safety to cope with extremely low temperatures in case of retirement on a section, where leaving the route is impossible until the stage is completed.It is OBLIGATORY! to have the following in the racing car:

warm winter clothes for all crew members: warm footwear, wool socks, gloves and caps; two flares

These will be check before the start.Safety and heating points will be organize at the rally route and specified in the Road Book (RB).Nevertheless, the crew is recommend to have a thermos with a hot drink in a vehicle.

11.9. All personal systems of GPS navigation and all means of connection are prohibited. (See Art.29 of the FIA GP).

12. SUPER SPECIAL STAGE (SSS)

12.1. SSS (SS1) is about 4 km long . Starting order for SS2 will be select by SSS results as per article 19.3., taking into consideration the results of SS1 for Top-10 crews. The ceremony of choosing of starting position will take place at obligatory briefing in “Gardarika” resort (Vyartsilya village) on 24 February 2017 at 20:00. Participation in SSS is obligatory for all crews. The penalties for failure to participate are detail below in Art. 12.7

The Super Special Stage (SS1) takes place on 24 February 2017 approximately at 15:00

12.3. Reconnaissance

The reconnaissance of the Super Special Stage prohibited.

12.4. The SSS (S1) Procedure:From 15:00, according to the start list, crews arrive to the start line.The start for SSS will give with 2 minutes intervals for the all crews.After the Finish crews go to the limited Service Park, then there is a liaison about 60 km to “Vyartsilya box” Parc Ferme.

12.5. For the SSS - Super Special Stage, times will be taken in hours, minutes, seconds and tenth of a second. In case of a dead heat, priority will give to the crew who achieved the time first.

12.6. The maximum time to run the Super Special Stage is 10 minutes.12.7. Fixed Penalties on the Super Special stage:

a) A penalty of the maximum time plus 5 minutes will apply to any crew that:

Starts the Leg 1, but does not finish the Super Special Stage or exceeds maximum time limit;

b) A penalty of double maximum time will apply to any crew that:

Start the Leg 1, but does not start at SSS.

c) A fixed penalty of 60 minutes and denial of access to SSS start will apply to any crew that:

will be late for the TC at the start of Leg 1 of time more than 30 minutes

d) Crews included in paragraphs a, b, c can start at SS2 if they are within their permitted time at TC PF “Vyartsilya box” before its close.

e) Crews penalized by paragraphs a, b, c, d will start at SS2 after the classified crews in order of their start numbers.

13. EVENT START

13.1. Qualified entries list and Leg 1 starting list publication and competitors’ briefings: According to the programme.

13.2. Ceremonial start:Location: Sortavala town, 2nd Pristanskaya str., 2a, near the “Serdobol” leisure centerTime: 24 February 2017, 14:00.All participants must place their competition vehicles in the “Lenin street” pre-start area before podium (Parc Ferme area) according to time, stated in a scrutineering time card (TC). The vehicles in the pre-start area should be arrange under directions of marshals. It is compulsory for all participants to be dressed in race overalls at the ceremonial podium. In case of cold weather, the warm coats are allow, but the participants should take them off before they drive up the podium. This requirement is introduce to make the procedure more ceremonial.

13.3. Leg 1 include: SS1 about 4 km long and liaisons: 7 km from the Leg start to SSS start and 60 km from SSS finish to the Parc

Ferme.13.4. Leg 2 include:

SS2 about 100 km long, SS3 about 100 km long and liaisons: approximately 2 km from Leg 2 start to SS2 start; 2 km from SS2 finish to Regrouping area, 6 km from Regrouping area to SS3 start and 8 km from SS3 finish to the Service Park.

13.5. Leg 3 include: SS4 about 180 km long and liaisons: nearly 8 km from Leg 3 start to SS4 start and 3 km from SS4 finish to the

Podium area.

13.6. Briefings:13.6.1.The pre-start briefing for competitors takes place:

Location: Sortavala town, “Gardarika” resort Time: 24 February 2017, at 20:00. Briefing is compulsory for at least one crew member who must confirm his presence by signature. Any crew

absence at the briefing will fine for €200 (or equivalent in RUB). All fines need to pay before the start of the next Leg.

13.6.2. Written briefings:If necessary, at the end of each leg participants may get a written form of briefings. The Clerk of the Course will give answers to all questions on the text of written briefings, or his representative in the HQ, the time will announced additionally.

13.6.3. Road books delivery: Road books delivery for Leg 1 will take place on Friday, 24 February 2017, at the administrative checks. Road books delivery for Leg 2 will take place on Friday, 24 February 2017, at the SSS finish. Road books delivery for Leg 3 will take place on Saturday, 25 February 2017, at the Service entrance TC at the

end of the leg.

14. RUNNING OF THE RALLY

14.1. Starting order

14.1.1. Start for SS1 will give in starting numbers ascending order.14.1.2. Start for SS2 will be given in accordance with classification of the Super Special Stage (SS1). The first ten competitors

in the classification of the Super Special Stage will choose their start positions for SS2 as follows: The tenth placed competitor will choose to start amongst the first ten positions The ninth place competitor will choose to start before or after the tenth The eighth place competitor may choose to start before, after or between the previous competitors and so on.

These ten competitors will compulsorily start for the SS2 in the first ten positions.14.1.3. Starting intervals are apply to all crews. The start at SS2, SS3 and SS4 will be given with an interval of at least 2 minutes

between the first 10 crews and 1 minute for the others. (See Art.19.7 of the 2017 FIA GP). The Organizer has the right to increase the intervals according to the weather conditions. This decision will announced in a bulletin if necessary.

14.1.4. Start will be taken in the following way for all the special stages: the crew is invited to the start position by the marshal, and immediately hands their time card to the marshal; the marshal signals by gestures to the crew about proper starting positioning on the start line and locates the

electronic means to control false start in front of the car bumper; after positioning on the start line the car should be immobile until the start; 30 seconds before the start the marshal returns time card to the crew, the crew monitors time before the start on electronic start clock, last 5 seconds are counted down on the LED in the top right corner of the start clock, when the central second hand of the start clock reaches “0”, LED switches off and blinker next to the LED

switches from red to green. The change of color and/or switching OFF of the LED is the starting signal after which the crew must start immediately.

14.2. Early check-in

Early check at all TCs is prohibited, excluding Finishing Podium zone TC, service TC at the end of SS1 and SS3 and TC leg finish of each day.

Warning! Stick to speed limits on public roads!

14.3. Time cards

14.3.1. A Time Card will give to every crew at the start of each Leg and in the regrouping zone. 14.3.2.If a crew retires at the Leg, they must return the Time Card to the HQ not later than 6 hours before the start of the

next Leg.14.3.3. Time Card loss means 5-minute penalty.

14.4. Time controls (TC)

14.4.1. Target times between controls at the road sections will announced in the itinerary list.

14.4.2. When exceeding the maximum time at SS1, SS2 and SS3 crew must count the target time for the road section following the SS based on the corresponding SS maximum time.

14.4.3.When exceeding the target time for the road section from SS1 finish to Parc Ferme and from SS3 (SS2) finish to the service park, the crews may allowed to start the next Leg, subject to receiving the check mark at Service entry TC within the marshal point working time. Crews that have exceeded the target time for the road section would penalized. Penalties for exceeding the target time for the road section to the Service Park are minute by minute or part of minute at being late up to 30 minutes and 1 hour if the crew is late more than 30 minutes.

14.4.4. It allowed to represent the vehicle by one member of the crew or team member (mechanic) at the Park Service out TC and Parc Ferme entrance TC at the end of Leg 2. At the same time, the crew is entirely responsible for the checking time at TC.

14.5. Special Stages (SS)

14.5.1. Special Stages start given in accordance with the FIA General Prescriptions.14.5.2. A maximum time to run every Special Stage will give in the Itinerary and Time Cards. If the maximum time exceeded,

the crew will penalized.a) Exceeding the maximum time at SS1 will result in a fixed penalty of 5 minutes. Exceeding the maximum time at SS2

and SS3 will result in a fixed penalty of 60 minutes. Fixed penalty will add to SS1, SS2 or SS3 maximum time respectively. Points taken after the maximum time exceeding are not score.

b) If the crew exceeds the maximum time at SS2, they can start at SS3 upon receiving the check mark at Regrouping entrance TC up to 13:30 at 25.02.2017.

c) A crew failing to start at SS2 or SS3 will penalized with a fixed penalty of 10 hours for missing any of these stages, including penalty for TC, PC and WPS missing. Other penalties for failing to pass these TC, PC and WPS points are not apply.

d) Exceeding the maximum time at SS4 will result in exclusion.

e) The closing time of the Time Control points SS1, SS2, SS3 and SS4 START is the start time of the last crew plus 30 minutes.

14.6. Passage control (PC) and Control Points (WPS)

An official Passage Control will be done with the ERTF and GPS-GSM monitoring equipment.Passage Control points and Route Control points (WPS) may be located on the track to monitor how crews follow the route. Missing a Passage Control will incur a 30-minute penalty. The GPS unit directs the Competitor towards the point only if they are located within a 3km radius of it. To validate their passage at a WPS, the competitor must pass within 90 meters of the point.

14.7. Regrouping

Regrouping will organized after SS2 finish.

Between SS2 and SS3 there will be regrouping in accordance with Article 44 of the FIA Prescriptions. Crews may stay in the vehicle at the time of its being in the regrouping park and may not turn off the engine. The rest of the Parc Ferme rules will be valid in all the regrouping parks. Regrouping duration for crews may be different, but in any case not less than 3 minutes.

14.8. Reconnaissance

The presence of crews and other team members in the competition region is prohibited, see Article 25 of the 2017 FIA General Prescriptions

The competition region include: the Sortavala district, the Suoyarvi district and the territory bordered by:

From the West – the road A-130 Sortavala – Vyartsilya excluding the road itself. From the North – the Russian - Finnish border. From the East – the road A-131 from Pitkyaranta to Suoyarvi excluding the road itself and further the line

Suoyarvi – Talvoyarvi - Finnish border. From the South – the road A-130 from Sortavala to Pitkyaranta excluding the road itself.

The crews breaking the rule will not allowed starting the event

14.9. Towing

As all the roads, which will used for the Special Stages, will be closed for the public traffic during the competition, any team wishing to take a retired car away from the track with external help, can enter the route only after receiving permission from the Organizer or COC.

14.10. Parc Ferme

In accordance with art.11.5. of present regulations.

14.11. Route

According of the FIA General Prescriptions, participants must exactly keep to the route described in the Road Book. Any failure to follow the route by a participant can result in fixed penalty of exceeding the maximum time on SS.

14.12. Uniform kilometer

The approved length of 1 (one) kilometer was measured as GPS kilometer on the tarmac road from the Sortavala village exit towards Helyulya village and will be marked by the signs at the beginning and at the end. The exact location of Uniform kilometer will published on ONB before the AC start.

14.13. Speed rules

Speed limit areas at SS are in accordance with Article 24 of FIA Prescriptions.

All participants and the team members should keep the Russian Federation Traffic Rules on the public roads. The maximum speed on the roads and highways is 90 km/h, and in the towns is 60 km/h, unless otherwise restricted by traffic signs. The speed limits on the liaisons will set by the organizer in the Road Book and will be check by ERTF Units. On road sections, recordings will be made to the GPS Unit.

A speed indicating sign will displayed on the GPS screen. Any maximum speed limit exceeding, recorded by the GPS unit, will sanctioned by the Clerk of Course with the following monetary penalties:

From 1 to 10 kph: €50 and a warning From 11 to 30 kph: €100 and a warning More than 30 kph: €200 and a warning

More than 3 successive warnings and penalties result in the exclusion from the competition by the Panel of Stewards decision.

15. SERVICE PARKS (SP)

15.1. Service parks location

Service is only permit in the Service Parks.

The following service parks will organized at the race:

“Airport” (Ap) – Helyulya village, after SS1 finish “Vyartsilya – square” Service (Vs) – the main village square territory.

Access to the “Airport” service park is allowed to the vehicles serving and supporting the participants only with glued stickers “Airport Service Park” on the windscreen from 12:00 23.02.2017 strictly to 12:00 24.02.2017. This sticker is freely available at the entrance to the “Airport” SP or in the rally HQ in Sortavala, Karelskaya str. 22 during its operating hours. Later it allows to park the vehicle with the above sticker near the “Airport” SP entrance on a specially allocated territory.

After 12:01 24.02.2017 access to all Service Parks is only allowed to the vehicles, identified by the Organizer with stickers (side plates “Assistance” or “Team Manager” sticker). The price of access to service parks for one service vehicle and one support vehicle (“Team Manager”) per crew is included in the entry fee. The competitors, wishing to have additional service cars will receive additional “Assistance” stickers at the Administrative Checks, providing they have so requested from the Organizer before the closing date for entries and have paid for each extra truck or service vehicle with gross mass more than 3500 kg a fee stated by the Organizer of €250; and for support vehicle (minibus, car with gross mass less than 3500 kg) the fee is €100 (or equivalent in RUB).

Service Park “Vyartsilya – square” (Vs) is situating on the main Vyartsilya village square territory (both sides before the bridge). Speed limit in the Service Park and in the whole surrounding territory in a radius of 500 meters is 20km/h. The speed limit exceeding will penalized with a fine of €100 for each participant without exceptions and for every violation by

the participant’s vehicle, including service, team and press cars. Recording can made in any proved way (equipment, radars, and police). Fee payment must pay before the next leg start. Otherwise, the crew will not allowed starting the Leg.

15.2. Refueling

Refueling of vehicles during the event is only permit at regular gas stations along the route and in the Refueling area indicated in the Road Book (Art.33 of the 2017 FIA GP).

The Refueling area will organized in the “Vyartsilya” Service Park and indicated in the Road Book.

The cars must have fuel distance autonomy of min 350 km.

16. PROTESTS AND APPEALS16.1. Sum of the protest fee is €1000.

16.2. Sum of the international (FIA) appeal fee is €6000.

The prizes will only be given in classes having a minimum of 6 participants at the start. Crews entered in a class with less than 6 entrants will be awarded only for 1-3 places in the overall classification and group classifications.

Warning! Prizes will only awarded to the crews presenting themselves at the ceremony. Absent crews will lose their right to get the prizes but the classification or the other prizes will suffer no modification!
