CEO REPORT – RICKY MULLAN

Its been a record breaking year for the NIPF.

- Largest membership ever of 224 (up from 172 in 2015)- 6 local comps strongly supported- More divisional referees qualified- 3 new national level referees certified by GBPF- GBPF coaching course for 20+ new NI PTs- Viking Barbell North Coast opened and has 9 new members as a result- 2x NIPF teams at 4 Nations and All Irelands- Multiple British records- 5 lifters represented GBPF at international level with multiple medals- Increased financial controls and reporting- 5 “Raise the Bar” seminars

The only goal I had for 2016 that I didn’t achieve was to setup an “NIPF Hall of Fame” and this remains on my objectives list for 2017.

The NIPF committee works extremely hard behind the scenes and has been the driving force behind the success. The structure where individual Directors own their area and have individual objectives/reports mean that they have the freedom to develop and deliver improvements as they see fit. The committee communication is our main strength and is consistent throughout the year. We have had 4 face to face meetings across the year, but use remote networking to communicate, plan and finalise topics constantly. It is a true pleasure and honour to work alongside these dedicated people.

The GBPF has re-branded to “British Powerlifting” and now represents the largest powerlifting federation in UK with over 2500 members. The NIPF is represented on the Exec Committee by the NIPF CEO, and we continue to support and represent the IPF goals for the sport.

The Irish Powerlifting Federation has continued to grow strongly in Ireland and there has been a lot of work behind the scenes to ensure that the relationship is supportive and mutually beneficial, so we aren’t competing for lifters, resources or budget. This year long activity has resulted in the dual membership proposal we will review shortly.

We have continued to progress with our antidoping testing and education program. Our ethos is that testing validates the competitions and provides a fair and even playing field for our lifters. We have several UKAD qualified advisors in the committee which is a great benefit to our lifters. Unfortunately we have also had a few positive/refused tests throughout the year, but the frequency continues to reduce and our targeted approach to testing continues to support best practice.

Unfortunately sometimes with success and growth comes negativity and the NIPF has received its fair share in 2016. The NIPF is prides itself with promoting sustainable and drug free powerlifting, and that means sticking to the rules and regulations setup by our international governing bodies.

We respect all forms of powerlifting and strength sports and this is underlined with our new relationship with the IAWA through Stevie Shanks. It adds a different flavour to our membership, and I’m very excited about how we integrate and joint promote as we move forward.

The NIPF has a short history, having been started in late 2010. Most of our members wouldn’t realise that powerlifting in NI has a rich history of achievement and characters, you just need to know where to look and go back through the NIWLA to the NIAWLA and we have such a rich history of characters and achievement. The Beechmount HC club has played a significant role in shining light on some of the legends of the sport of yesteryear through their Facebook page, and I thank them sincerely for that.

In 2017 we will begin a new chapter with NIPF hosting its first British Championships with the British Masters Classic in March. We are very excited about inviting GB lifters to NI and hosting the masters lifters. While doing this we will continue to make NIPF and Powerlifting a sport for all and increase the exposure to potential lifters through additional “Rookie Power” competitions in 2017. I am very excited to see how big a team we can send to the Commonwealth Powerlifting Championships in South Africa in Sept/2017.

We lose a valuable committee member for 2017, however gain some new ones and its fantastic to people keen to get in and support the running of the sport. Its not glamourous, often ridiculed and challenging but is very rewarding when you see what you have achieved over the course of a year.

So, in conclusion 2016 has been an extremely successful year for the NIPF and I see only positive things for the future based on the series of initiatives coming up in 2017.

Competitions

All of the above competitions listed above in our 2016 Calendar took place as planned and with great numbers and indeed many reaching capacity 2017 now having more competitions added to supply the demand including 2 Rookie power competitions which if great for the promotion of the sport that is powerlifting. On the last competition in the valley of 2016 we completely changed the layout to support the lifters and this was well received. We also had a Jury due to so many new referees coming through. This was one of my goals for 2016. All in all, they all ran smoothly from weigh in to awards/results. The volume of new lifters and the continued support from experienced lifters is a great reflection of how the NIPF have represented and supported/promoted the sport.

Support

All competitions ran & all had spotters/loaders/admin & photography. This year saw lots of new spotters and loaders however a solid overall support from all. Support staff received IPF & competition T shirts and also a gesture of wine/beer etc. we always had sufficient referees and admin support.

Trophies & medals

Trophies were sourced from a supplier in Bangor and were very professional and received very positive feedback. Medals were given at all competitions in first & second place in their relative categories.

I have thoroughly enjoyed my 3rd year as competition director and wish the NIPF all the very best for 2017.

IT Directors Report – Rob Newman

Things achieved in 2016:-

1. New GBPF registration process - Earlier on in the year I put a lot of effort into trying to automate this process. I got over a lot of the technical hurdles however there were occasions where an error in the process starting causing real issues for the Carol in the GBPF. I have since developed a new semi-automated process. This means that lifters can be registered without any manual copying of details and also means a very quick turnaround in registering the same lifters with the IrishPF.

2. Updated Anti-doping page - I updated the anti-doping page to add additional links and statistics. You can now also see the full list of tests carried out by the GBPF and all its divisions for the last 3 years. This includes the names of both positive and negative tests which I believe is a new thing.

3. Changes to competition entry forms to allow for other competition types i.e. combo style competitions, rookie type ones which are free and also catering for nominating yourself to attempt a IAWA event as well.

Goals for 2017

1. Add more self service functionality to allow the committee and our members to achieve more by using our site. For the committee things like being able to open and close competitions. For members I would like to improve the rankings pages and allow members to link their competition photos and videos to our site.

2. Investigate the opportunity of getting wired internet in the valley in all venues and the warm-up room to facilitate streaming in all competitions.

3. Add more content to the NIPF site to bring more into line with content available on GBPF and IrishPF sites.

PERFORMANCE DIRECTOR - DAVY CARLETON

Throughout 2016 the NIPF saw a massive increase in membership numbers which lead to increasing success on the platform, with multiple NI and British records smashed in the process.

We saw the first ever Rookie Power event with 40 first time lifters taking up the platform, swiftly followed up by yet another Rookie Power event which sold out! This gave 80 new lifters the opportunity to test the powerlifting water. This should give plenty of opportunities for developing a mentoring scheme in 2017, to help with National level success.

The British Masters competition was a huge success for team NI sending our biggest team yet of 9 lifters. Congratulations to Ricky, Colin, George, Desi, Ivan, John, Sam, Jacqui, Kyla and Steph. We came away with 2 British Champions, 3 2nd places, 3 3rd places, 3 new British Records and a lot of very happy lifters.

NIPF also had representation at the European Classic championships with Abigail Mc Clean competing in the 84kg class. Abigail came away with 3rd place and a massive 180kg deadlift which secured a commonwealth record?

Nipf veteran Desi Scott also took to the European stage during July. He competed in the M4 74kg class in Czech Republic, coming away with a fantastic 3rd place. Congratulations Desi!

The IPF Classic worlds is quickly becoming biggest powerlifting competition within drug free powerlifting. It was an honor to have 4 NIPF members take to the platform representing GB. There were fantastic performances from Jacqui, Abigail, Colin and Ricky. Colin managed to secure a silver medal overall and a gold in the squat. Meanwhile Ricky used his competition experience to change his 3rd attempt deadlift to 310kg and successfully pull for a gold. Abigail remained calm under pressure and was awarded with 4 straight silver medals.

Next up was the Women’s British Classic championships. Again, NIPF had record numbers in attendance with Janine, Chloe, Katherine, Claire and Alexandra taking the platform. The girls put in awesome performances with several NIPF records broken!

The British Junior Classic championships also had representation from the NIPF. Ethan Brownlee lifted in the 83kg Junior class, managing a 530kg total and a new NI record.

This meant representation at all major British classic championships was achieved, achieving our objective set out at the beginning of the year.

During December, the NIPF competed against the other Home Nations in the Home Nations championships. We fielded a relatively inexperienced team, however, all member delivered top class performances on the day. The Men’s classic team consisted of Kris Boyce, Peter Davison and Chris McBride with all lifters achieving PB totals – a great achievement on a massive platform. The women’s classic team consisted of Melanie Stewart, Chloe Simpson, Janine Martin, again putting in brilliant performances. This lead to the Classic team finishing 3rd place overall. The equipped men’s and women’s teams featured Ricky Morrison, George Millar, Ethan Brownlee, Kyla Mulholland, Claire Conway and Leigh-Anne McQuillan. Equipped lifting is not a strength within NI, however, the Men’s team managed to field a team lifting in full equipment for the first time in several years.

Despite the best efforts of the lifters, the equipped team finished 4th overall. This meant that NI finished in 4th place when the combined rankings were considered. Despite this, the objective of having a full competitive classic 4Nations team was achieved.

The NIPF also saw the first ever Level One IPF coaching course take place in July, ran by Fred McKenzie and Jim McGill. This saw 17 People attend, all passing with excellent scores. This is a real achievement for the NIPF to have 17 brand new, Level 1 powerlifting coaches.

The NIPF set out with the aim of conducting a minimum of 5 antidoping tests during 2016. This was achieved with testing at all major competitions. Unfortunately, several members tested positive and results can be found here. However, a lot of tests returned negative findings, a credit to those lifters tested and a clear statement that the NIPF will continue to provide a fair playing field to all.

Additionally, the NIPF set out to have an introduction to powerlifting, introduction to correct technique and instructional content published on the website. This has been completed and is ready to be posted soon along with guidance and direction on the correct kit for competitions.

Overall, the NIPF had a tremendously successful year both at local, national and international level. We saw a massive growth in membership numbers, first time lifters and numerous British and NI records smashed along the way. Well done to all those involved throughout 2016. We hope to build on this success in 2017!

COMMUNICATIONS DIRECTOR – CHLOE SIMPSON

In 2016 we had 224 members. Most of these members preferred Facebook messenger as a point of contact for queries.

Emails and messages were answered very promptly due to Julie and I both having access and we work as a team to consult each other if replies are a little more complicated.

I did find a very recurrent theme and this was in regards to what kit is suitable for our competitions. I know Davy is working on this and it will be great to have a document with a set list that we get out to all of our members and enforce IPF approved brands only in 2017.

As most of our competitions filled up I put a reserve system into place. I felt this worked well and I kept in close contact with the lifters on this list to make sure that we had the space instantly filled if someone dropped out.

Facebook group: A Facebook group was created and currently has 157 members. I would like to see more members join in 2017 as group notifications will more than likely be seen faster than posts on the main page.

MARKETING DIRECTOR – PAUL CULLEN

From 2015 through to close of business in 2016, NIPF membership increased by 30.23% with 2017 membership already at 69.72% of that already only ten days into the year (figures correct as of January 10th 2017)

At the beginning of 2016, the sponsors were all spoken with and all confirmed to stay on board as federation sponsors for the year.

Performance Nutrition Plus set up a sales table at 2016 events and having spoken with FitFodder they would like to do the same in 2017.

NIPF results were shared throughout the year with the GBPF and the NIPF now has two places on the GBPF Media Team for 2017.

Every event held in 2016 all lifters received an NIPF Branded t-shirt, these shirts then evolved to contain all the sponsors logos as well.

For the Home Nations and All Ireland's, NI team apparel was made for our travelling teams.In 2016, the NIPF was approached by multiple gyms requesting to open NIPF affiliated facilities.Following a tender by CrossFit Causeway and the purchase of competition level equipment a second Viking Barbell / NIPF Centre of Excellence was opened in Coleraine, which as well as accommodating NIPF lifters is now working towards becoming a para-powerlifting Centre.

For 2017, having gone through options ( kukri and box shop), for branded clothing / accessories, it is anticipated that an online store will be added to the NIPF website this year.

Throughout the year live streams of NIPF lifters competing nationally and internationally were added to the Facebook page, as were regular updates about the teams performances.

In the first week of January alone our reach via the Facebook page was 14,783 people. The popularity of this page in particular has grown organically (without paid advertising) by 2-3% per calendar month, (24-36% per annum), throughout 2016 and continues to do so through being driven by relevant and selective posting.

Moving forward to this year and beyond a new sponsor has been provisionally spoken to already and we are hoping to bring onboard sponsors to cover the cost of team kit for National and International competitions. We also anticipate increased web traffic and Facebook traffic through the NIPF sites with increased awareness of the federation and what we do both in Northern Ireland and further afield.

ALL ROUND LIFTING (IAWA) DIRECTOR – STEVIE SHANKS

Last year we got a lot of good ground work done. We ended up with around 8 members

I passed the referee’s exam and gained sufficient experience to become a fully qualified referee in August.

We had an open day hosted by Steve Gardner at the Valley leisure centre in early May. We had two lifters take the referees exam at the event and with a bit of practical experience I would hope to see them qualify this year. This will allow us to begin running our own independent comps and record sessions.

There were a number of world records achieved at Steve’s open day.

We entered a 3 man team in the world postal championships and came a very respectable 4th out of 26 teams from around the world. Roy won his division and Paul came second in his. I managed to win my division and the overall Masters 50+ and came 7th overall. We also broke some records but as I am the only qualified referee currently they do not count which is fine as we have these to look forward to.

We entered the tail end of the UK postal league on the same basis as the world's which requires a team entry every 2 months. As we only made a couple of entries we didn’t count in the overall standings but it was very good experience.

We will be entering the 2017 league with the first entry due at the end of January and every 2 months thereafter with a total of 6 entries from a 3 man team.

With interest growing I would hope to run a practise session each month between comps and then chose the best 3 performances on comp night to enter for Team Norn Iron.

Membership is now open for 2017 and i will be pushing that over the next few days.

Looking ahead as you know we have been offered a place at next year's strength expo. I have invited Steve Gardner over to assist us. This is a great opportunity to raise awareness. Early days yet but I would see us demoing a range of lifts.

In addition we have been asked to bring my dad's 800lb replica stones down for a challenge. As well as t-shirts for successful lifters of the 'Shanks' stones I will put up a cash prize of £100 for the lifter who holds them the longest (no straps!) I will be entering myself ;)

It has been a great team effort to date and one of my goals for next year would be to host an IAWA invitational event. Steve Gardner has offered any help that he can give and is going to run another open day in May 2017.

Regarding involvement in NIPF events the focus will of course be on the NIPF event but we could maybe run a mini comp whenever convenient at the end while scores and results are being calculated? I was thinking one hand deadlift in Feb.

ANTI DOPING – JULIE BRADLEY

9 tests were carried out by NIPF in 2016, of which 2 were positive and received 4 year bans. Since we began testing 3 years ago we have performed 28 tests on 26 members, of which 10 were positive.

We have no TUEs on record – Therapeutic Use Exemption forms. Out of the 230 members in 2016 we would expect to have a number who are on prescription drugs which fall under the WADA prohibited substance list. We urge these members to complete this form as they could face a ban if selected for drug testing.

Drug testing costs will increase in 2017 by 20% due to the supplier now being VAT registered.

New topics for membership review

1. Membership constraints highlighted by Blackstaff Gym Push/PullWADA rules are clear in that British/Irish/NIPF members must not compete or have official roles at competitions where lifters under active WADA suspensions are competing, coaching or part of the admin team. It is understood that this can be complex to support, however as the IPF affiliate in NI we must support this and present any issues to the British & Irish powerlifting federation’s disciplinary committees for consideration. 2. Changes to membership fee structureThe “associate” membership of £10 per year has been removed. 3. British & Irish Powerlifting dual membership for NIPF membersDuring 2016 there has been significant work by all 3 committees to find a resolution where NIPF and Irish PF are working in partnership and not effectively competing for lifters. This partnership supports robust competition and squad development in the Ulster province and allows lifters access to a variety of competitions until they qualify for international status. The dual membership agreement (attached) was reviewed and agreed by all 3 executive committees. However it requires acceptance by the memberships of the NIPF and Irish PF to be ratified into the relevant constitutions. Referees and lifters with an NI postal address will be required to join the NIPF, who will then split membership and fees between British and Irish Powerlifting.

It was discussed that in general the development was very positive and a real benefit to NI lifters. It was considered that the oversight and management of international lifters being locked in to 1 affiliated could be complex to track and enforce.

4. Ulster squads processAs part of the relationship with the Irish PF, all NIPF members will be eligible for the Ulsters development squad process. The concept is to provide support for regional lifters to help them make the jump to national and international level competitions. Lifters will qualify based on performance over the past 12 months.

5. Viking 2017 name list and photo identification processThe Committee has significant concerns that the Viking Barbell facility is being abused in terms of not being cared for, equipment and facilities not respected and non NIPF members abusing the good will open nature of the facility. This has led to the NIPF CEO considering closing the open nature of the facility leaving it accessible only by PTs who rent the space, committee members and pre-organised training days.

To support more control the committee proposes an interim measure as follows:- simple sign in/out process removed- membership name list is provided each week to the Valley LC staff- NIPF members must be in the list and show photo ID- Not on list/no ID = no access

VOTE – agreed to change of process 16/16 for 6 months in 2017. If abuse continues access will be reviewed by CEO.

6. Tshirt fees for comps (increase comps by 5)The review of the 2016 budget shows that tshirt costs are the second biggest cost to the NIPF. The committee supports lifters who qualify for national level comps by providing NIPF tshirts for the platform, and also NIPF Team members (4 Nations/All Irelands) with hoodies/tshirts as they are all representing the NIPF on national/international stages. The “free tshirts” given out at competitions are really an essential part of building the lifters experience and also the wider brand of NIPF as the powerlifting division in NI. The cost per lifter is between £7.50 and £10 per comp, and could be better used at the NIPF grows to support futher antidoping and funding opportunities for lifters attending international events.

There was significant discussion around all 4 topics above and is summarised as follows:

- Process cannot remain the same as costs are increasingly a burden- Membership tshirts is a possibility however increases administration costs in how do

you get them out to the members, what happens for ad hoc members though the year and NIPF will not hold a stock of these tshirts as that’s not cost effective either.

- Competition prices are considered cheap when you look at other federations costs, however it was felt within the membership present that adding 25% costs to comps simply to provide tshirts was not appropriate

- This was seen as the most viable option. The NIPF have been looking at providers to support the “as needed” demand for NIPF branded apparel as has worked for other sports and gyms. NIPF would work with a 3rd party provider to have an acceptable range of supplies available for purchase through a link on our website at any time. It would include a wider range of clothing than the NIPF alone could support and therefore actually benefit the members.

VOTE – removal of automatic free tshirts as NIPF will prioritise online source for apparel accepted 12/16. This will come into force after 04 Feb 2017 comp as designs and initial quantities have been purchased. NIPF commit to review this on an ongoing basis to try and find a solution for competition based tshirts etc.

7. Laptop use and written entry process for at weigh inIt was requested that clarity be sought on whether the computer can be in place and used during the weigh in for competitions to support a more efficient practice. It was discussed and agreed that the paper based speaker cards and result reporting MUST remain as the official source documentation, however the presence of a NIPF member and computer to include info at the time of weigh in is acceptable. Should a lifter request privacy or a ref only weigh in the admin member will happily leave the room.

8. Change NIPF specs to IPF equipment list onlyThe IPF provides a technical list of approved equipment and apparel that is mandatory for use in competitions. Based on feedback from British Powerlifting the NIPF committee during 2016 has supported the principle that for divisional competitions lifters may use equipment that meets the technical requirements but is not necessarily on the approved list. This has been causing increasing disharmony for lifters when during weigh in equipment may or may not be considered suitable based on the

perspective of the referee’s present. In addition increased pressure on kit check referees has been applied by lifters to accept increasing dubious equipment.

Therefore to support fair play and ensure that all referees, lifters and coaches have appropriate direction it was proposed that the NIPF strictly adhere to the IPF technical list for all competitions. It is recognised that initially some lifters may have the financial burden to repurchase equipment that was deemed suitable for 2016, however the benefits to having a single source or reference for acceptability, the consistency for records and results purposes and simply to enhance the feeling of fair play it is deemed appropriate.

9. NI team members mandatory support for setup & comp spot/loadIt is recognised that the NIPF can only exist with the willing support of volunteers, and the NIP committee like to recognise this with the provision of lunch vouchers or wine/beer for support at each competition.

However there is an increasing gap in the ability of lifters and the availability of adequate numbers of spotters/loaders at competitions. This has a direct safety impact and as such is the core requirement for the NIPF to actually host competitions. Lifters of this standard are experienced and therefore deemed capable of performing the role on behalf of the NIPF. ALSO lifters of this level will be available to support local competitions by virtue that they are focussing on national/international level competitions.

Therefore, and in support if the IrishPF process, it is now mandatory for lifters who wish to represent the NIPF team at national and international competitions to make themselves available and support the competitions by spotting/loading. Failure to do so will force removal of you from NIPF team selection processes. It is accepted that the all national team lifters will not be available for all competitions due to family/work/life commitments. However it is also accepted that they will endeavour to support as many competitions as possible.
