ABOUT THE AICP & MEMBERSHIP INFORMATIONThe Association of Insurance Compliance Professionals serves the insurance compliance community by promoting relationships, exchanging information, and providing learning opportunities within a dynamic regulatory environment. The AICP has a large and unique membership comprised of individuals representing all areas of the insurance community including insurance companies, regulatory agencies, and product & service providers.

Membership in the Association of Insurance Compliance Professionals is on a calendar year basis, January 1 through December 31. Industry and associate dues are $220 per year and regulator dues are $50, and are payable by check or credit card.

For many years Congress has considered proposals to reform and simplify the Tax Code. The 2017 Tax Act reduced both individual tax rates and the corporate tax rate from 35% to 21%. It did not simplify the Code. The tax benefit of the rate reduction was offset in part by changes to many other corporate tax provisions, including international tax provisions. For more than 30 years insurers have been subject to special provisions affecting the treatment of reserves, acquisition expenses, dividends tax-exempt income, and net operating losses. The 2017 Tax Act made changes to all of these provisions. This session will review these changes, as well as many others. There are many special provisions affecting the tax treatment of insurance contracts. While these provisions were not changed, the tax benefits of these provisions are affected by the changes in individual tax rates.

Session 5 (LOB: L& Annuity) NY Suitability- What Just Happened?When NY announced its new proposed Regulation 187, it came out of nowhere. Keynote SpeakerElizabeth Kelleher Dwyer

Beth Dwyer was appointed Deputy Director and Superintendent of Insurance and Banking on January 11, 2016. Prior to this appointment she had been employed by the Rhode Island Department of Business Regulation for fifteen years, first as General Counsel to the Insurance Division and later as Associate Director. Prior to government service, Ms. Dwyer was engaged in private law practice in California and Rhode Island specializing in litigation and insurance regulation.

Ms. Dwyer is a past president of the Rhode Island Women’s Bar Association and served on the Rhode Island Supreme Court Advisory Committee on Gender in the Courts. She was awarded the 2010 Rhode Island Attorney General’s Justice Award for Consumer Protection. She completed the Senior Executives in State and Local Government Program at Harvard University, John F. Kennedy School of Government Executive Education and has achieved the designation of Senior Professional in Insurance Regulation from the NAIC. She is currently Vice Chair of the Financial Regulation Standards and Accreditation (F) Committee, the Interstate Product Regulation Compact, and the Big Data working group and a member of the NIPR Board of Directors and the NAIC Executive Committee.

Ms. Dwyer was admitted to practice law in California, Rhode Island, Massachusetts, the Federal District Courts of California and Rhode Island and the Ninth Circuit Court of Appeals. She received a JD from Pepperdine University and a BA in Political Science and Public Administration from Providence College.

Brandie Andrews, Vice President, AIR (Applied Insurance Research)Brandie Andrews is a Vice President within AIR’s Consulting and Client Services Group. She has been with AIR Worldwide since 2006, and currently manages the Regulatory and Rating Agency Client Services market segment. In her role, Brandie ensures compliance with all regulatory requirements of catastrophe models, assists clients in answering questions from regulators and rating agencies, and provides training and assistance directly to these groups. Prior to joining AIR, Brandie worked in the ratemaking and reserving actuarial fields at CNA Insurance, PricewaterhouseCoopers and Towers Perrin. Brandie earned a B.A. in Mathematics from Wheaton College and has passed five Casualty Actuarial Society Exams.

George Bradner, Property and Casualty Division Director, Connecticut Insurance DepartmentGeorge Bradner is the Connecticut Insurance Department’s Property & Casualty Director. He oversees a division that regulates the rates and forms of more than 500 companies licensed to write property & casualty insurance in Connecticut.

He works closely with Commissioner Katherine Wade to coordinate and lead the Department’s preparation, response and recovery operations during disasters, ensuring that consumers and the industry are provided with guidance on claims, licensing and others important resources. As one of the Department’s key disaster response liaisons, Mr. Bradner serves on the Division of Emergency Management and Homeland Security (DEMHS) Advisory Council and the Cyber Security Council and is the Co-Chairman for the states Long Term Recovery Committee (FEMA Emergency Support Function-14). He was appointed by the Governor and the Deputy Commissioner of DEMHS to serve as the co-lead for the states Sandy Disaster Recovery initiatives.

An active participant in the National Association of Insurance Commissioners, Mr. Bradner currently sits on numerous working groups including Property & Casualty (C) Committee, the Catastrophe Insurance, Catastrophe Recovery (Serves as Co-Chair), and Climate Change working groups, the Cyber Security Task Force, Innovation & Technology (EX) task force, Big Data working groups, Terrorism Insurance Implementation working group, the Transparency and Readability of Consumer Information working group, Travel Insurance working group, and the Workers’ Compensation task force.

Prior to joining the Department in 2003, Mr. Bradner worked for the Hartford Insurance Company where his broad-based career included extensive experience in Underwriting, Sales, and Operations. He is a graduate of Ithaca College in upstate New York.

Edward Charbonnier, Product Reviewer, Interstate Insurance Product Regulation CommissionEd’s career in Life Insurance began in 1996 as a temporary employee delivering the mail for Sun Life of Canada. He eventually became manager of the Banking distribution channel after stops in New Business, Actuarial, Product Development, and Business Process Improvement. In 2007, he began working for the Commonwealth of Massachusetts as Director of Policy Form Review. In 2015, he joined the IIPRC, where he reviews filings submitted by companies for approval in 45 jurisdictions.

He currently lives just outside of Boston with his wife and four children, two cats, and one dog.

Speaker Biographies ContinuedAlison Cooper, Vice President, Northeast Region, AIA Alison Cooper serves as vice president for state affairs, Northeast region at the American Insurance Association. This includes Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont. Ms. Cooper works to advance the business and financial interests of AIA’s member companies in the public policy arena by providing representation before state legislators and regulators. She is based in AIA’s regional office in Albany, New York. Ms. Cooper has held a variety of staff positions in both the New York State Assembly and the State Senate. Most recently, she served as director of the Senate Insurance Committee on behalf of New York State Senator James L. Seward. 

Ms. Cooper holds a Bachelor of Arts in Political Science from New York University and earned her Master’s in Public Administration from the University at Albany, Rockefeller College of Public Affairs and Policy.

Sheri Cullen, Director, Policy Form Review, Massachusetts Division of InsuranceSheri Cullen is the Director of Policy Forms for the Massachusetts Division of Insurance. The Policy Form Review area is responsible for reviewing property & casualty, life & annuity as well as individual accident and sickness filings submitted by insurance carriers.  The filings must be in compliance with appropriate bulletins, regulations and statutes. In 2016 the Policy Form Review unit received over 4300 filings.  Sheri has been director since September 2016.  Prior to becoming Director, Sheri was a property and casualty examiner for 20 years. 

Cailie Curran, President, Currin Compliance Services, Inc.Cailie Curran is President and CEO of Currin Compliance Services, Inc. Currin has been in insurance regulation and compliance for approximately 25 years, after starting her insurance career at the (then) NY State Insurance Department. Since January 2007, she and her staff, including fellow Department alum, actuary Tom Hartman, have been providing a wide variety of compliance consulting and advisory services to life insurance companies and insurance marketing organizations. We particularly enjoy the long-term strategic compliance partnerships that we have with our clients. In the precious few hours when she is not working, she enjoys bike riding, yoga, CrossFit and spending time with her rescued domestic and farm animals.

Sandra Darby, Actuary, Maine Bureau of Insurance Sandra Darby recently rejoined the Maine Bureau of Insurance as the Property & Casualty Division actuary.  She has completed 3 actuarial exams and continues her exam progress towards the ACAS credentials. She has a Bachelor’s degree in mathematics and is two classes shy of her Master’s degree in Actuarial Science at Boston University. She reviews all property and casualty rate and rule filings, participates in NAIC actuarial activities, and provides actuarial support to the Property & Casualty Division. She previously worked at Anthem in its actuarial pricing department. Before working at Anthem, Sandra was the Bureau’s Consumer Health Care Division Assistant Actuary.

Kathy Donovan, Senior Regulatory Counsel, Wolters KluwerKathy is Senior Regulatory Counsel with more than 20 years of insurance regulatory experience and expertise. She is dedicated to understanding and providing solutions to the complexities insurers face and helping them improve compliance understanding and results. Kathy is a frequent author and speaker on operational, regulatory, risk and compliance issues and has presented at numerous AICP Chapter and National conference sessions on key topics affecting the industry. She is based in Waltham, Massachusetts.

John Elias, Incoming Commissioner, New Hampshire Department of InsuranceJohn began his career with Westfield Group, an Ohio-based insurance carrier, as a product manager for Workers Compensation. He then became the director of regulatory compliance at Safe Auto Insurance, a non-standard, direct-to-consumer insurance company. John was promoted to chief underwriting officer and created the product division. After his time at Safe Auto, John provided consultation to private equity firms starting insurance companies. John came to the New Hampshire Insurance Department in January 2016 as the director of property and casualty. On May 2 Governor Sununu nominated John to replace retiring Insurance Commissioner Roger Sevigny. He was confirmed by the NH Executive Council on May 16. John holds juris doctor and master of business administration degrees.

Kevin Gaffney, Director of Rates & Forms and Market Regulation, Vermont Department of Financial RegulationKevin has worked in the Rates & Forms section of the Vermont Insurance Division for over 11 years. Kevin has been responsible for rate and form analysis as well as monitoring of competition in the marketplace, while supervising the Rate & Form Analysis Team. In addition, Kevin supervises the Producer & Individual Licensing section. Additionally, Kevin has responsibility of Market Conduct for Property & Casualty Lines as Director of Market Regulation.

Prior to working for the State of Vermont, Kevin had 23 years of industry experience, in various underwriting and product management positions in CT & VT. Kevin began his insurance career in CT as a multi-line (P&C, L&H) insurance agent.

Kevin serves as technical expert for the Insurance Division on a variety of insurance issues, assisting with the development of departmental positions expressed through regulations, bulletin or filing requirement. Kevin also assists the department with bill analysis and testimony during the Legislative session.

Kevin is a native of CT and has lived in VT since 1994. He and his wife Veronica have three children and one granddaughter. An avid Yankee and NY football Giants fan, Kevin often finds himself at odds (in a fun way) with peers.

Matt Gendron, General Counsel, RI Division of InsuranceMatt Gendron was appointed General Counsel of the RI Division of Insurance in March 2016. He also provides legal support to the Securities Division.  He has been at the Department of Business Regulation (the agency that houses the Division of Insurance) since 2015, and has led many enforcement actions against insurers and individual licensees. Matt serves as Rhode Island’s Collaborative Action Designee to coordinate market actions with other states. His also works with the state legislature and other Rhode Island agencies.  While at the Department, he has served on numerous NAIC working groups and task forces, including NAIC Travel Insurance Model Law, Receivership and Insolvency Task Force. He is also assisting with the drafting of an NAIC white paper on Pet Insurance that might become the basis of a model law. Matt was awarded the NAIC’s APIR designation in 2016.

Prior to his time at DBR, Matt was with the MA Office of Attorney General in the Insurance and Financial Services unit. He served for seven years in Boston and Worcester investigating and prosecuting violations of the consumer protection and false claims acts throughout the Commonwealth.  His cases against insurers and Wall Street banks returned well over $100 million to the state and its consumers.  He was also responsible for

Speaker Biographies Continuedoverseeing outside attorneys for the Massachusetts state pension fund (PRIM) as they pursued class action cases where PRIM was either the lead or co-lead plaintiff.

Matt graduated from the University of Connecticut School of Law with an accompanying Tax Certificate, and has a BS in Mathematics and Political Science from Union College (NY).  Before law school, he spent four years in annuity operations at the Boston office of the Manufacturers Life Insurance Company of North America (Manulife USA), which is now operated as John Hancock.  At Manulife, Gendron earned four Life Office Management Association (LOMA) designations, including the Fellow, Life Management Institute (FLMI).

Matt is married with 3 young children and a yellow lab.

Susan Giacalone, Government Relations, AIGSue Giacalone is a Senior State Government Affairs officer for AIG responsible for North East corridor, Michigan, Ohio, Indiana and DC. In addition, she is the point person for the state affairs for all things related to Cyber; including but not limited to privacy, data breach and Cyber product. She has been with AIG for over three years. Prior to being at AIG, Sue was General Counsel for the state trade in CT for over 15 years, representing the insurance industry before the legislature, administrative and executive branches on all matters, save health, impacting the insurance industry in CT. She worked closely with the department on key legislative issues like making sure PBR and ORSA when adopted were uniform and stayed true the NAIC model. Over her tenure at the trade, she worked closely with the department on the development and adoption of many rules and bulletins.

Prior to her working with the trade she served as defense counsel, both in-house and at a boutique firm, representing insureds in a variety of P &C claims. And prior to becoming a lawyer she was a large loss casualty adjuster.

Sue is a proud graduate of UConn and received her JD from the T.C. Williams School of Law at the University of Richmond.

William (Bill) Goddard, Partner, Day Pitney

Bill Goddard is a partner at Day Pitney LLP in Hartford, CT. Bill concentrates on insurance, reinsurance and insurance insolvency matters. His practice includes representing creditors, regulators and insurance companies in solving complex problems of financial distress; statutory interpretation; and coverage. He is also experienced in insurance mergers and acquisitions.

Prior to attending law school, Bill was an investment banker at JP Morgan & Co. and at Marsh & McLennan Securities Corporation, focusing on mergers and acquisitions within the insurance industry and companies in financial distress. Bill also co-founded, developed and sold a broadcasting company consisting of 19 radio stations located in New York and New England.

Bill is the author of several law journal articles on insurance regulation and insolvency. He co-teaches courses in Insurance Litigation and Insurance Solvency each year at the University of Connecticut School of Law.

Prior to entering practice, Bill served as a law clerk to the Hon. Jon O. Newman, United States Court of Appeals for the Second Circuit. He is a graduate of Dartmouth College and received his law degree from UConn School of Law in 2004.

Paul Lombardo, Life and Health Division Director, Connecticut Insurance Department For the past 21 years, Paul has been an actuary in the Life and Health Division of the CT Insurance Department. 2On April 2, 2018 was named the Division's Director by Commissioner Wade. Paul's responsibilities include overseeing the review of all L+H form and rate filings as well review and implementation of any changes that may have future impacts to policy forms or premium. This includes a thorough review and analysis of all state and federal legislation including PPACA. Prior to joining the Insurance Department, he was employed for nine years at Aetna in various actuarial roles.

Paul is a graduate of the UConn and is an Associate of the Society of Actuaries. He is a member of the American Academy of Actuaries.

Phil Keller, Director, Insurance Regulation, Vermont Department of Financial RegulationPhil Keller is a graduate of Bennington College and Hastings College of the Law in San Francisco.  Before coming to the Department of Financial Regulation, he worked for eight years as a deputy state’s attorney in the Washington County State’s Attorney’s Office.  Phil has held a variety of positions with the Department, including Insurance Division Enforcement Attorney, Deputy Commissioner of Securities, acting Deputy Commissioner of Insurance and Director of Rates and Forms.  He currently is the Director of Insurance Regulation.  He lives in Montpelier and has three adult age children.

Matthew Mancini, Director, State Rating Bureau, Massachusetts Division of InsuranceMatt Mancini has oversight of all matters encompassing the property-casualty market in Massachusetts including the Division’s Policy Form and Review section to include its two life examiners. He supervises the conduct of insurance rate hearings and manages a staff of insurance professionals, including actuaries, mathematicians, and researchers. He acts as an advisor to the state’s Commissioner of Insurance, and serves as the Division of Insurance’s representative on the state’s Medical Malpractice Reinsurance Program and Emergency Management Authority.

Prior to attaining his current position, Mr. Mancini worked for two companies based in Boston: Fleet Bank and MEDICI, a banking software company where he was Vice President for legal analysis.

Upon completion in 1988 of four years of active duty in the United States Air Force, Mr. Mancini has served in the Air Force Reserve and now serves in the Army Reserve. He currently holds the rank of Lieutenant Colonel and acts as an attorney for soldiers in the New England region.

Mr. Mancini holds a Bachelor of Arts degree in Political Science from the University of Massachusetts-Lowell. He earned a Juris Doctorate degree from the New England School of Law in Boston.

Sarah Neil, Senior Insurance Analyst, Rhode Island Insurance DivisionSarah Neil joined the Rhode Island Insurance Division in June 2016 as a Senior Insurance Analyst. Sarah is primarily responsible for reviewing policy form and rate filings for regulatory compliance with Rhode Island insurance law, with a focus on the following lines of business: life insurance, annuities, credit, long-term care, and legal services. Her other responsibilities include consumer services, complaint handling, providing subject matter expertise in market conduct matters, and website maintenance.

Speaker Biographies ContinuedNationally, Sarah represents Rhode Island as a member state in several NAIC Working Groups, including the Annuity Disclosure (A) Working Group and Life Insurance Buyer’s Guide (A) Working Group. Additionally, she frequently represents Rhode Island as a member of the IIPRC’s Product Standards and Technology Committees.

In 2004, Sarah graduated from Providence College with a B.S. in Marketing. Starting as a customer service representative, Sarah has since held numerous roles in the insurance industry prior to joining the Rhode Island Insurance Division, including claims handling, transaction processing, compliance, and form filings of life and annuity products.

A Massachusetts native, Sarah lives in Warwick, Rhode Island with her husband and two children.

Jennifer Osborn Nix, Counsel, Polsinelli PCJennifer Osborn Nix is a member of Polsinelli’s Insurance Business and Regulatory Group, and her practice focuses on insurance regulatory and compliance issues, with a primary emphasis on life and health insurance matters on a national basis. Polsinelli is an Am Law 100 firm with more than 800 attorneys in 20 offices.  She is serving as Past President of the Insurance Section, Kansas Bar Association and is a member of the Heartland Chapter of the AICP.  Jennifer works diligently for insurance companies, third-party administrators, and other regulated entities to further their goals and help them remain compliant within the 50-state regulatory scheme.

Jennifer works with many regulated entities, including those in the health care sector, who rely on her for research, advice, strategic counsel, and licensing.  She is well versed in state health insurance laws and regulations, particularly mandated benefits, and association group insurance laws, as well as federal laws affecting the sale of health insurance, such as PPACA, HIPAA, and ERISA. She also has significant experience with unfair trade practice laws and advertising and marketing requirements, including telemarketing requirements. She regularly handles many types of insurance-related matters, including licensing and registrations; market conduct examinations; audits; national research and compliance projects; contract drafting and review; policy form filing; discontinuance and nonrenewal; and Violent Crime Control Act Issues.

Jennifer has assisted heavily regulated insurance entities comply with privacy requirements since the enactment of Gramm Leach Bliley. She has helped prepare privacy policies, manuals, and training, provided HIPAA advice, and drafted business associate agreements or privacy provisions for many clients. She has also advised clients regarding insurance regulatory data security requirements. 

Frank O'Brien, Vice President, State Government Relations, PCIFrank directs legislative, regulatory, and public affairs strategy for the Property Casualty Insurers Association of America (PCI) in Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, and at the National Conference of Insurance Legislators (NCOIL). He also coordinates such efforts in Indiana, Iowa, Kansas, Minnesota, Missouri, Nebraska, New Jersey, Pennsylvania, Tennessee, Virginia, and the District of Columbia as well. Frank is a member of the Rhode Island Governor’s Insurance Council and is officer of the Insurance Education Committee at NCOIL.

Prior to joining the association in 1998, he spent over a decade as director of issues management and counsel for the Life Insurance Association of Massachusetts. He earned a bachelor’s degree with honor from Northeastern University and a Juris Doctorate cum laude from Suffolk University Law School. He is based in Boston and lives in Milton, Massachusetts with his wife Katie.

Paula Pallozzi, Associate Director, Rhode Island Division of Insurance

Speaker Biographies ContinuedPaula Pallozzi is an Associate Director at the Rhode Island Insurance Division. She graduated cum laude from the University of RI where she majored in Accounting. Paula earned the NAIC Senior Professional in Insurance Regulation (SPIR) designation, the highest professional designation awarded to insurance regulators. In December 2017, she was the recipient of the NAIC Robert Dineen Award for Outstanding Service and Contribution to the State Regulation of Insurance. Paula’s commitment to public service and insurance regulation spans over 3 decades.

Paula is responsible for the oversight of the consumer services and compliance unit and policy forms and rate review section within the Insurance Division. She assists in the drafting of legislation, testifies at legislative hearing and serves as the Department's designee on the RI Service Plan, RI Joint Reinsurance Association, RI State Hazard Mitigation Committee, RI Flood Audit Task Force, Underground Economy and Employee Misclassification Task Force, Workers’ Compensation Advisory Council, and the Workers’ Compensation Appeals Board.

On a national level, Paula is active on various NAIC committees, task forces and working groups. She is the NE Zone Advisory Board member of the NAIC’s Insurance Regulator Professional Designation Program. She also serves on the IRES Board of Directors. She served as Chair of the NAIC Catastrophe Response (C) WG, NAIC Post-Catastrophe Regulatory Guidance Subgroup, Chair of the Data Template Collection "C" subgroup and was Vice-Chair of the NAIC Workers Compensation (C) Task force.

Paula is married with 2 adult children.

Cate Paolino, Regional Vice President - Northeast, NAMIC Cate Paolino is with the National Association of Mutual Insurance Companies (NAMIC), handling government relations for the northeast region.  Prior to joining NAMIC, she served in other insurance industry roles.  At Travelers, she worked in commercial lines legal, commercial lines regulatory, and litigation management.  Within the American Insurance Association law department, she had responsibility for a range of issues including:  technology, privacy, compliance, and regulatory reform.  She also worked in several capacities at CGU/Commercial Union (which became One Beacon) working in the Specialty Department and in Regulatory Compliance (for both the property casualty and life companies).  In addition to earning an M.B.A. from Suffolk University, she is a member of the Massachusetts and District of Columbia bars.

Sandee Perfetto, Director of Personal Auto Product Development, ISOSandee manages the research, development, implementation, and maintenance of ISO's Personal Auto and Personal Umbrella insurance programs. Over the years, she has helped develop a number of new products, including ISO’s coverage options for ridesharing drivers and motorcycle insurance program.  Sandee began her career at ISO in the Personal Lines Division. She graduated from the University of Hartford with a bachelor of science in insurance and finance, and from Queens College with a master of science in education.

Pamela Stutch, Staff Attorney, Maine Bureau of Insurance Pamela Stutch has been an attorney with the Maine Bureau of Insurance’s Consumer Health Care Division since 2007, focusing on health, life, disability, and long-term care insurance. She served as counsel to hearing officers conducting Cancellation Control Act hearings in the Bureau’s Property Casualty Division from 2004-2007, and was Deputy Director of Maine Revenue Services’ Appellate Division from 2000-2004. She received her undergraduate degree from New York University and her law degree from Temple University School of Law.

Maree Quetschenbach, Product Specialist III, NAICMaree joined the SERFF Marketing team as a Product Specialist in February 2018. She enjoys working with both state and industry SERFFers. She assists with implementations, plan management and daily marketing

Christy Shang, Manager Client Services, AIR Christy joined AIR in 2011 in our Consulting and Client Services Department. She works as a Manager in the Regulatory and Rating Agency team, overseeing support for the U.S., Canadian and Bermuda insurance clients and regulators. Prior to AIR, Christy worked as an Accounts Payable and Receivable specialist for Innegreen Corporation in New York and as a summer Actuarial Intern for Towers Perrin. In addition, Chun has earned her M.S in Mathematics from the university of Connecticut and B.A in Economics from Boston University.

Marc Treacy, Managing Director of Flood Insurance, ISOMarc is responsible for developing flood insurance solutions for ISO's commercial and personal lines.Mr. Treacy brings 20 years of experience in underwriting and claims within commercial and personal lines. Most recently, he served as underwriting director at CNA. Before that, he worked for Liberty Mutual, Amerisure, and Allstate. He holds a BA from Creighton University. Marc is based in Chicago, Illinois.

Michael Wilkey, Director of Compliance and Consumer Services, New Hampshire Insurance DepartmentMr. Michael Wilkey has been with the New Hampshire Insurance Department since 2007 where he has been responsible for the Compliance and Consumer Services Divisions and serves as lead on Life and Health insurance issues impacting consumers and carriers in the state. Mr. Wilkey serves as the lead to CMS in the certification of ACA Qualified Health Plans and as coordinator with DHHS for the commercial implementation of the Premium Assistance Program under the state’s Medicaid expansion program.

Prior to his tenure with the Department, Mr. Wilkey served in various capacities with Cigna, BCBS of NH, GIG Consulting, Healthsource and Physicians Health Services. Mr. Wilkey serves as a member of the State of NH’s Collective Bargaining Team, Labor Management Committee and Health Benefits Committee. A graduate of the University of Connecticut, Mr. Wilkey lives in Hopkinton, NH with his wife and family.

Walter C. Welsh, Adjunct Professor, UConn Law School Walter is an Adjunct Professor of Law at the University of Connecticut School of Law where he has taught courses in tax law and insurance law. He also serves as of counsel for the ACCEL Law Group. Previously, he was Executive Vice President for Taxes and Retirement Security at the American Council of Life Insurers where he oversaw policy development and advocacy for federal tax and retirement security law at the ACLI.

Prior to joining ACLI, Walter was responsible for policy development on the regulatory and legislative issues at Hartford Life, with a significant focus on tax issues. He also directed the media relations, employee communications and community relations functions for Hartford Life. Other roles at Hartford included tax counsel and assistant director of taxes for the company. His duties also included management of tax planning and representation of the company before the IRS, Treasury and state taxing authorities.

He also was a trial attorney for the Office of Chief Counsel, Internal Revenue Service. He has served on the Advisory Committee of the Federal Bar Association Insurance Tax Seminar and regularly speaks at industry seminars and programs.

Walter is a graduate of Tufts University and CT School of Law. He also earned a Masters in Taxation from NYU.

Speaker Biographies ContinuedBrittany Williams, Product Specialist II, NAIC Brittany began as an intern for the NAIC Service Desk in 2013, and accepted a full-time position as a Customer Support Analyst in 2015. She joined the SERFF Marketing team in February of 2016, and enjoys working with both state and industry SERFF'ers. Brittany assists with implementations, training and problem solving. She has been a member of AICP since 2016 and loves attending events to spread the SERFF word! In her free time, Brittany enjoys powerlifting, pokéhunting and hanging out with her dog Sherlock.

Benjamin Yardley, Property & Casualty Division Attorney, Maine Bureau of InsuranceBen Yardley has been the Property & Casualty Division attorney at the Maine Bureau of Insurance since 2004.  Among other tasks, he develops legislation and rules, conducts administrative proceedings, investigates violations of insurance laws, handles enforcement matters, and participates in NAIC cybersecurity and insurance innovation and technology activities. Before joining the Bureau, he was with the Maine Workers’ Compensation Board.  He was in-house counsel with a group of higher education finance companies in St. Paul and, early in his career, was in private practice in New Hampshire.
