RESOLUTION NO. 154-18

RESOLUTION RECONFIRMING THE DEDICATED TAX RATE FOR THE MUNICIPAL OPEN SPACE, RECREATION, FARMLAND AND HISTORIC

PRESERVATION TRUST FUND FOR TAX BILLING PURPOSES

WHEREAS, on November 2, 1999, a referendum question was passed by the residents

of the Township of Voorhees, dedicating up to $.035 per hundred dollars of assessed valuation

for such purposes with the results certified by the County; and

WHEREAS, there has been no further referendum passed since November 2, 1999 to

change such rate;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees, County of Camden, State of New Jersey that the 2018 dedicated tax

rate of $.02 per hundred dollars of assessed valuation for the Municipal Open Space, Recreation,

Farmland and Historic Preservation Trust Fund be confirmed for tax billing purposes.

RESOLUTION NO. 155-18

WHEREAS, N.J.S.A. 40A: 4-87 provides that the Director of the Division of Local Government

Services may approve the insertion of any special item of revenue in the budget of any county or

municipality, when such item shall have been made available by law, and the amount thereof was not

determined at the time of the adoption of the budget; and

WHEREAS, said Director may also approve the insertion of any item of appropriation for an

equal amount;

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Township Committee of the

Township of Voorhees, do hereby request the Director of the Division of Local Government Services to

approve the insertion of an item of revenue in the budget of the year 2018 in the sum of $3,907.72,

which is now available as a revenue from the State of New Jersey FY17 Highway Safety Fund

Program;

BE IT FURTHER RESOLVED that a like sum of $3,907.72 is hereby appropriated under the

title “NJ Highway Safety Fund – Other Expenses,” pursuant to the provisions of the statute.

RESOLUTION NO. 158-18

ACCEPTING AND APPROVING A PROPOSAL FROM CME ASSOCIATES TO PREPARE A REDEVELOPMENT PLAN REGARDING THE REDEVELOPMENT AREA CONSISTING OF

BLOCK 150.01; LOTS 1, 2, 4, 5 & 7

WHEREAS, a need exists for the services of an Engineer to prepare a redevelopment plan

regarding the redevelopment area consisting of Block 150.01; Lots 1, 2, 4, 5, & 7; and

WHEREAS, CME Associates is the Township’s appointed COAH Engineer authorized to do

business in the State of New Jersey pursuant to the new Jersey Local Pay-to-Play Law (N.J.S.A. 19:44-A-

20.4 et seq.); and

WHEREAS, CME Associates has submitted a proposal for these services in the amount of

$12,000.00; and

WHEREAS, this proposal was reviewed and approved by Stuart Platt, and a funds have been

certified by Dean Ciminera, Township CFO.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of the

Township of Voorhees, County of Camden and State of New Jersey that this proposal be accepted.

RESOLUTION NO. 159-18

APPROVING THE HIRING OF A SCHOOL SECURITY OFFICER

WHEREAS, there is a need to hire an additional School Security Officer in the

Township of Voorhees; and

WHEREAS, James F. Jurksi possess the necessary qualifications and abilities to perform

the duties of School Security Officer; and

WHEREAS, the Voorhees Township Police Department has conducted background

checks on James F. Jurksi to satisfactory outcome, and

WHEREAS, Chief Lou Bordi has recommended James F. Jurksi be appointed to fill this

need;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees, County of Camden, State of New Jersey that James F. Jurksi be

appointed as a School Security Officer in the Township of Voorhees effective May 31, 2018.

RESOLUTION NO. 160-18

APPROVING THE HIRING OF POLICE OFFICERS

WHEREAS, there is a need to hire an additional Police Officers in the Township of

Voorhees; and

WHEREAS, Corey Quaile and Harry Pasquale possess the necessary qualifications and

abilities to perform the duties of Police Officer; and

WHEREAS, the Voorhees Township Police Department has conducted background

checks on Corey Quaile and Harry Pasquale to satisfactory outcome, and

WHEREAS, Police Chief Lou Bordi has recommended Corey Quaile and Harry

Pasquale be appointed to fill this need;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of

the Township of Voorhees, County of Camden, State of New Jersey that Corey Quaile and Harry

Pasquale be appointed as Police Officers in the Township of Voorhees effective June 30, 2018

RESOLUTION NO. 162-18

AUTHORIZING THE DISBURSEMENT OF $5,200.00 TO VOORHEES CENTER, L.L.C. FOR THE LICENSE, RIGHT OF ENTRY FOR ACCESS, EGRESS AND INGRESS TO PSE&G TO A PORTION OF BLOCK 147, LOT 5 ON THE TOWNSHIP OF VOORHEES TAX MAP AND TO PERMIT CONSTRUCTION/RELOCATION OF UTILITY POLES ONTO BLOCK 147, LOT 5.

WHEREAS, the Township of Voorhees is the owner of certain land identified as Block 147, Lot

3 on the Township of Voorhees Tax Map; and

WHEREAS, the Township of Voorhees has relocated the Voorhees Township Police

Department to Block 147, Lot 3 and seeks to maximize the existing site usage and parking on the

property; and

WHEREAS, Voorhees Center, L.L.C. is the owner of the abutting property, identified as Block

147, Lot 5 on the Township of Voorhees Tax Map; and

WHEREAS, the Township of Voorhees wishes to relocate utility poles currently located on

Block 147, Lot 3 onto a portion of Block 147, Lot 5 to maximize the existing site usage and parking on

the property; and

WHEREAS, the Township of Voorhees has determined that just compensation for the license

and right of entry to PSE&G to relocate said utility poles on Block 147, Lot 5 to be $5,200.00, which

offer has been accepted by Voorhees Center, L.L.C.; and

WHEREAS, a Grant of Easement has been executed by Voorhees Center, L.L.C. to PSE&G, a

copy of which is annexed hereto as Exhibit “A”, to relocate said utility poles;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of the

Township of Voorhees, County of Camden, State of New Jersey, as follows:

1. The provisions of the WHEREAS clauses set forth above are incorporated herein by reference and made a part hereof.

2. $5,200.00, representing just compensation for the aforesaid easement, shall be paid by the Township of Voorhees to Voorhees Center, L.L.C.

2018 VOORHEES TOWNSHIP BUDGET - PUBLIC HEARING

Ms. Feller would like to know how this line item is being added to the budget when the public has not been made aware of it.

Mayor Mignogna stated that the budget has been included on three agendas, has been advertised in the Courier Post and is available on the township website. He explained that the money is simply being set aside, not necessarily spent.

Mr. Ravitz stated that the site of the possible hockey rink could be placed at Connolly Park.

Mr. Friedman expressed that he does have a problem with appropriating the funds for this purpose as he feels there are other needs in the Township that are more pressing. He would like to see a corporate entity come to the table first, before proceeding further. Mr. Friedman discussed the lack of corporations who have contracted with the Township for naming rights.

Mr. Long, Township Solicitor, clarified the process of building the hockey rinks and the exact steps to accomplish the construction. He stated that this is simply the first of many public forums in which the public may come to express their opinions on the project.

Mr. Friedman commented on Mr. Long’s statement agreeing with what he said, however the money is still being taken from surplus and set aside for a possible use instead of being used to lower taxes for residents.

Dean Ciminera, CFO Voorhees Township, stated that the funds can be used in a different project in the future if it is not used for this purpose.

ResidentThe resident questioned the Township Committee about where the exact location of the rinks would be in Connolly Park and if it would affect the current use of the park.

Mr. Ravitz informed the resident that the rinks would be in the area that the public works department is using for gravel storage, clarifying that it is the fenced in area at the top of the park along Centennial Blvd.

Freida Lee8 Fawnwood Drive

Ms. Lee questioned the Township Committee on what happens next with the appropriated funds.

Mr. Ravitz informed the resident that an RFP will be advertised to receive bids from companies for the building and operations of the hockey rinks.

Ms. Lee questioned if any due diligence had been done and how many children would be involved.

Mr. Ravitz stated that he feels it is his gut that it would be successful. He further explained that the money for the rink would come from the corporate sponsor.

Ms. Lee expressed that if taxes rise due to the construction of the hockey rinks she will let the public know.

Mr. Ravitz acknowledged her statement and informed her that it was her right as a resident to do so.

Rasheed Galla1308 White Horse Road

Mr. Galla questioned Committee on the allocation of one hundred thousand dollars for a future roller hockey rink and whether it is a fiscally responsible choice. He further stated that the money could be allocated for another use that would better benefit the Township, such as an additional teacher.

Mr. Ravitz explained that the vote taking place tonight is not to spend the one hundred thousand dollars, but just to allocate it. Mr. Ravitz further stated that if the project does not move forward the money will not be spent.

Mayor Mignogna stated that the vote tonight will not actually spend any funds, it will simply set aside the funds if the project does come to fruition.

Mr. Galla expressed his opinion that whatever vote happens tonight will most likely be the same vote that happens when it is time to spend the money. Mr. Galla informed the Committee that he will attend any future public hearings on the topic.

Mr. Aberdeen asked the committee if this money would not be put into this budget would it have affected the individual tax payer and lowered taxes.

Mr. Long stated no, that the money would have stayed in surplus.

Mr. Friedman commented that the money could be applied to tax relief.

Mr. Ravitz acknowledged Mr. Friedman but also pointed out that by using the surplus to lower taxes, you are exposing the Township to risk if the tax collection rate were to ever decrease. Mr. Ravitz stated that he looks forward to working with Mr. Friedman on future projects.

RESOLUTION NO. 147-18 ADOPTION OF 2018 TOWNSHIP BUDGET

Mr. Friedman explained that he disagrees with regulating one hundred thousand dollars in the budget for the hockey rinks and that we are overpaying our professionals, which is why he will be voting no on the budget.

Ms. Nocito expresses her appreciation to the residents of Voorhees who came to speak regarding the 2018 budget.

Mr. Ravitz stated that he is in support of the hockey rink proposal. Mr. Ravitz also informed the public that he also endorses the allocation of one hundred thousand dollars to help the Police Department fight the opioid epidemic.

Mayor Mignogna informed the public that this year the Voorhees Township Fire Department is now included in the budget. The Mayor stated that this is the first year that there will now be career firefighters every hour of every day of the week on duty. The Township is also allocating one hundred thousand dollars to fight the opioid epidemic.

Rasheed Galla1308 White Horse Road

Mr. Galla stated that he feels that there are some committee members don’t believe that one hundred thousand dollars isn’t a lot of money. Mr. Galla appreciated the money committed to the opioid epidemic and suggested putting the one hundred thousand for the hockey rink towards the opioid epidemic instead. Mr. Galla questioned the Township Committee if the surplus in prior years has been used to keep the taxes stable.

Mr. Ciminera, CFO, explained the Township’s Surplus to Mr. Galla.

Mr. Long stated that Voorhees Township is extremely fiscally responsible.

Mr. Galla stated that he feels the Township Committee is not doing everything in its power to be more fiscally responsible.

Bill Robbins31 Rollingwood Drive

Mr. Robbins stated that the two percent cap on Municipal budgers has expired and the Govenor has not yet signed a new cap. Mr. Robbins continued stating that budgets can and will rise. The Township Committee and Mr. Robbins discussed various issues involving the Voorhees Town Center.
