Information regarding the loss and benefits of mine has been given

in the public hearing organized by the officials of Govt. of

Chhattisgarh. Iron Ore project is going on in village-

Bhainsakankhar and Aridongri mine. According to the provisions

related to public hearing in the Constitution of India, I think the

people in the vicinity of upto 10 Kms are being called upon. When

the mining lease will be granted for 166.80 hectares (368 acres), the

entire work will be carried out in meachanised manner. Only 192

people will get employment. The population in the surrounding

villages is high, more than thousand people should get employment.

All issues remains important only till environmental clearance, but

after that all issues are being ignored. The red water flowing out

from the industry will make our land barren, so it should be clear

beforehand that what arrangements will be made to the affected

people. According to my experience, plantation has not yet taken

place in the vicinity. Medicines are obtained from the forests but

there should be provision for compensation. As I have been told,

while destroying forest area of Aridongri mines of Kacche village,

the compensatory afforestation is being done in Korba.

Compensatory afforestation should be done in the same vicinity

where trees are being cutting down. Local unemployed rural youth

should be provided training and be given employment opportunities.

Under the CSR there is provision of only one crore budget, which is

very low. Employment opportunities should be provided and only

local people should receive the basic amenities and benefits. For the

last 8 years, its requirements are being felt. Non-fulfillment of

promises is the main reason of our protest

1. CMDC is an undertaking of the Govt. of Chhattisgarh. According

to initial assessment, approximately 192 people will be required for

direct operation of the project. In addition to this according to the

established principle, indirect employment will be about 2 to 3 times

of the direct employment in other associated activities such as

transport, loading-unloading, plantation, mine safety, measures of

environmental protection, road repairs, etc.

2. There is a provision of Garland Drain for resolving the problem of

red water in the approved mining plan for the Aridongri project.

However, if red water has an adverse effect on the land of a

particular person, compensation of such amount calculated by the

district administration will be paid by us.

3. CMDC will plant 87,848 plants in the entire mining period. In

addition, 348.800 hectares of land is being provided to Forest

Department for compensatory afforestation for which Rs.19.03 crore

will be paid to Forest Department. Therefore, along with CMDC

Forest Department will also take adequate efforts to prevent damage

to the forests. Generally, the same plants will be planted, which is

currently found in the locality in order to maintain the natural

balance.

4. For the study of the wild life and biodiversity conservation and

the impact on livelihood of local villagers, the services of national

level consultant M/s Indian Institute of Bio-Social Research and

Development (IBRAD), Kolkata, has been taken to prepare Bio-

Diversity Conservation Plan including Wild Life Conservation Plan

and Livelihood Plan. The plan will be approved by the Forest

Department of Govt. of Chhattisgarh and the scheme will be

implemented according to the approved plan for which the CMDC

has provisioned Rs. 4.92 crores.

5. In order to make the educated youth of the area capable of

employment, proper training will be provided by District

Administration.

6. According to the provisions of the Companies Act, provision of

amount under CSR has been made and this amount will be utilized

with the coordination of District Administration.

cutting of such trees will result in decreased rainfall and mining area

will also create air pollution, What arrangements have been made

regarding this? there is a need of employment and employment to

192 people is not sufficient even for one village.

Company said that only 192 people will get employment which is

not logical as our area is very large this figure must increased. The

company will take 62,000 litres of water. There is less rainfall in our

area. The industries only says but plantation is done only on papers.

resoloved first.

Bhainsakanhar

I welcome all the peoples present from five Gram Panchayats. It is

told that employment will be given to only 192 people. This figure is

less, at least 1500 people should get employment. Vehicle Loading

etc. should be done by local rural people. The farmers here have no

means of livelihood other than agriculture. Provision for

compensation should be made in advance, most of the work should

be done by the labours. The work is done by the company through

the contractor, this system must be stopped. Any kind of

announcement should be in writing not in oral. Due to cutting of

trees in Bhainsakanhar, Kacche, Tekatoda the entire forest is lost

totally. The signatures taken for attendance of the villagers must not

be shown as approval of the villagers as it happened in some

instances. In future our children should also know about the

environment.

not get employment. Our means of livelihood is collection of tendu

leaves and chara. Employment to 1500 peoples should be given.

areas, there should be a full equipped hospital, model school, skill

development center and adopt the village school. Many people in the

area should get jobs. Standard of living should improve and affected

farmers should get compensation.

lies are not in our habit. All these work being done by the industries

only in self interest. Work should also be done with manual in

there will be no deceit with the villagers. Accordingly, the promises

made will be fulfill by CMDC.

how many kinds of plants will be cut. Plants of the same types

should be planted. CMDC should not carry out the work through

contractors, who disunite peoples.. How much compensation will be

for the loss due to red water is not clear. There is a long follow-up

for compensation. When will be the plantation work commences

and what types of plants will be planted. Government and industry

management should take the position of the villagers seriously.

of residents and people's representatives and the impact of the mine

should be resolved. The works carried out by royalty money should

only be done in Bhanupratappur block. There should be provision

for providing tables etc. to the women co-operative groups.

1. The adverse impact on the environment due to the operation of

the mine will be monitored routinely.

2. The decision regarding the utilization of royalty money is taken

by State Government and there is no contribution from project

proponents in the same.

3. After the commissioning of the project, the CSR fund will be

utilized with the coordination of the District Administration under

which providing assistance to women co-operative groups will be

considered.

Hahaladdi public hearing, which has not been completed yet. Your

assurance has been given which is just a fantasy. All the people of

the affected family should get employment, red water outflow

for employment, local people should be given priority for

transportation, computer coaching classes should be arrangedm for

children and students. The signature for attendance should not be

considered as our acceptance. The affected should get compensation,

only assurance should not be given. The local peoples Workers

since 9 years, we are unemployed so far. We want that unemployed

youth should get job. If CMDC will work for 22 years, will we be

kept unemployed? Where would be people other than 192 people

will go? Should be answered.

red water outflow. The road conditions are becoming shabby with

bigger vehicles. Regional people are likely to get sick due to

excessive emissions of carbon dioxide in the area, therefore, arrange

medical facilities, whatever area is affected should be developed

according to CSR. There is a right to the village in water, forest,

land so the development of the people belonging to this place is

necessary. Oral assurance will not work.

management that before 28.06.2017 we will give you a written consent by

opposing the public hearing today.

On 06.06.2017, meeting was held amongst CMDC Officials, Sarpanch, Up-

sarpanch and other villagers of the village- Kacche. In the said meeting

villagers have demanded for education, health, water, road and employment

facilities. It has been asked by the Sarpanch & Up-sarpanch of Village -

Kacche that in what ratio CMDC is going to be divide the available jobs

among the affected villages and it should be in written.

1. It was requested by the CMDC officials to Sarpanch and UpSarpanch

that representatives of all the five mining affected villages should decide

the available employment in a proportionate manner and should made

available to us, but no initiative has been taken by the Sarpanch of

village-Kachhe on this subject. However, the CMDC officials were

contacted on 27.06.2017 the Up-Sarpanch of Gram-Kachhe on the

telephone, but they were told to be busy.

2. Proceedings for all statutory approvals required to start mining are

currently in process. Upon getting all the necessary statutory approvals,

the upcoming strategies will be set up in consultation with village-

Kacche's villagers regarding commencement of the mine.

barrier zone of 7.5 m and plantation should be done.

In relation to plantation, CMDC will adhere to approved mining plan.

7 Arrangements for check-dam and construction of siltation pond. There is a provision of Garland Drain for resolving the problem of red

water in the approved mining plan for the Aridongri project.

8 Green belts should be developed in the safety zone around the mining area. The provision of green belt development is included in the approved

Forest Department will also take adequate efforts to prevent damage to

the forests. Generally, the same plants will be planted, which is currently

found in the locality in order to maintain the natural balance.

13 The applicant institute should make arrangements for alternate source of

energy on the project site for the workers so that the adjoining forest can be

saved from organic pressure.

Arrangement for alternate source of energy on the project site for the

workers shall be done either by CMDC or under various schemes of

Govt. of Chhattisgarh/Govt. of India

14 Arrangements for rainwater harvesting should be done in the mine area.

Water spraying for the control of pollution and plantation should be done.

plantation work has been done over 90.00 ha. In the propsed area, many

minor forest produce such as Harra, Bahera, Chaar, Mahua, Kusum, Tendu,

Baibiding, Tenduptta, Tora and other minor forest produce are found which is

a major source of income for the local tribals by which the rural people are

earning their livelihood through earning income every year. By the grant of

mining lease for the area, the said source will be completely blocked.

Company should give affidavit for various measures to be adopted for the

above purpose.

1. CMDC has not hidden any facts in its executive summary. In the first

line it is clearly mentioned that the proposed mining area is a hilly region

and is covered with wild plants and trees.

2. For the study of the wild life and biodiversity conservation and the

impact on livelihood of local villagers, the services of national level

consultant M/s Indian Institute of Bio-Social Research and Development

(IBRAD), Kolkata, has been taken to prepare Bio-Diversity Conservation

Plan including Wild Life Conservation Plan and Livelihood Plan. The

plan will be approved by the Forest Department of Govt. of Chhattisgarh

and the scheme will be implemented according to the approved plan for

which the CMDC has made provision of Rs. 4.92 crores.

2 Similarly, many types of medicinal species such as Dhavai Flowers,

Biabiding, Chirayata, Jungle Haldi, Nagar Motha, Asparagus, many types of

root, root-tuber are found in the area. Which are being used used by the

villagers as well as by the wildlife continuously. By granting lease for the

area, the said medicine will be completely exhausted. Company should give

affidavit that what measures are being taken by the company in this regard.

Detailed reply has been given in response to point no. 1.

3 Biological Environment: - CMDC has stated in its point number 3.6

(biological environment) of its soft copy that:

1. Detailed study for the ground realities has been done.

2. The area comes under protected forest and Schedule-I species of wild

animals are not found in the radius of 10 km, only animals of the species such

as dog, cat, squirrel, pig, rabbit, wild cock etc. are found.

3. The company is misleading the government by giving false and spurious

information in its said point.

4. The said area of the company is not protected forest but reserved forest

where schedule-I animals are found. As the wild animals do not sit in same

place, they wander in an unbounded manner in the surrounding areas.

Wildlife of Appendix A is found in the said area. The evidence of which is

proven by casualties and animal loss cases in the last 10 years in which 43

cases were recorded. The above is also mentioned in the action plan of

Godavari Power and Steel Ltd (Agarahri Plan).

1. By clerical mistake, the proposed area has been written as protected

forest whereas in fact it is a reserved forest and 'reserved forest' is also

mentioned in CMDC's forest proposal.

2. In the core zone (proposed mining lease area) and buffer zone (within a

radius of 10 km), wild animals of the Schedule-I species are not found.

Certificate of Divisional Forest Officer, Bhanupratappur (East) is also

issued regarding the same. For studying the various types flora-fauna etc.

found in the core zone and buffer zone, a national level consultant M/s

Indian Institute of Bio-Social Research and Development (IBRAD),

Kolkata, has been taken to prepare Bio-Diversity Conservation Plan

including Wild Life Conservation Plan and Livelihood Plan. The plan

will be approved by the Forest Department of Govt. of Chhattisgarh and

the scheme will be implemented according to the approved plan for which

the CMDC has provisioned Rs. 4.92 crores.

The currently operational Godavari Power and Steel Ltd is situated at 100

meters from the proposed site, in which the work of iron ore mining

continues in the area of 138.00 ha. Therefore, the number of wild creatures is

less due to the above work, but the presence of tiger, fox, hyena and many

types of reptiles and sometimes the presence of leopard and bears has been

found.

I. Large forest animals - Leopard, bears, hyena, fox, jackal, wild pig, monkey,

langur, Puss and others.

II. Reptiles - Especially different types of snakes are found in this area and in

addition, there is abundance of many types of lizards, chameleons and other

reptiles.

III. Birds - mainly Pell, Garroor, Nilakanth and other birds are found.

IV. In addition to the above, the presence of various types of worms and

insects, bees, spiders and presence of several types of butterflies have been

found.

Hence no false or misleading information has been provided by CMDC.

4 CMDC in the e-soft copy for Executive summary it has mentioned that the

company developes, exploits and mine the mineral in the state which is

completely false and misleading. The company should tell where they are

mining iron ore or other minerals and the minerals are used at which places.

CMDC has not hidden any facts in its executive summary. CMDC is an

undertaking of the Govt. of Chhattisgarh which is continuously working

for the development and exploitation of minerals in the State.

The CMDC neither have its own plant nor it obtains the finished product

from the raw materials. In this way, CMDC is not benefitting to the

government but benefitting to the other companies and thus misleading the

Government due to which rather than development it is destroying the

mineral.

It has been shown in the project details of CMDC's soft copy that processed

ore will be transported to the consumer plant by road transport. If the

company does not have its own plant, then where will the iron ore be taken?

One of the main objectives of the formation of CMDC is to provide raw

material to the industries established in the state, accordingly CMDC is

supplying raw materials to the industries established in the state.

CMDC does not have any plant of its own, but the plants which will be

sold iron ore will transport iron ore through truck / rail line.

7 Water - Company has told that 62,000 liters water is required daily for the

work which will be obtained from ground water, while the company has

accepted in its point number 4.3 itself that the ground water level of the area

is 10-12m. and there are no seasonal rivers in the area. The company should

tell whether the groundwater in such a large quantity is in the said area.

CMDC's project is for total of 22 years, in such case on the basis of taking

62000 liters per day, 2,26,30,0001 (two crore eighty million sixty thousand

liters) litres of water will only be exploited. It is a regretful subject that

problem of ground water is a very serious problem in the current situation. In

such case, exploiting excessive water for the project will affect the

environment balance completely and the surrounding villagers will have to

face serious problems like water crisis and pollution in the future. What

measures does company have for this?

The water will be utilized as per the requirement of the company. For that

CMDC is carrying out hydrological study and as per legal provisions of

Govt. of India due permission for water drawl will be taken from Central

Ground Water Board.

employment will be generated for public in the proposed mining project in

which local people will be given priority. The company is thus giving false

assurance to the villagers, while the company has accepted itself in its socio-

is 65181 and only 192 persons are being given employment where thousands

of the tribal families reside in several villages. The company is expecting

only 192 direct employment for persons who are from other places in the

mininig area, so it will not leave any employment for the surrounding tribal

villagers. The company should give an affidavit that what type of

employments will be provided for raising their living standards?

CMDC has mentioned in the point number 3.1 of its Soft Copy that the study

of micro metrological information like velocity of wind and its direction,

ambient temperature (maximum and minimum), relative humidity, rainfall

etc. has been studied to determine weather conditions. The company should

provide certificate regarding- when and by whom the said work has been

done.

Air Environment - The company has mentioned in its point number 3.2 that

eight sites have been selected to study air quality. The company should

provide certificate regarding- when and by whom the said work has been

done and before the commencement of the work by the company the

environmental status of the area i.e. the quantity of oxygen, the amount of

other harmful gas etc. and the purity of the water, similarly in today's

situation, changes according to the above, i.e. the earlier and today's EIA

report and measures taken in this regard should be given.

Noise Environment - The company has mentioned in its point number 3.3

that eight sites have been selected to study of noise. The company should

provide certificate regarding- when and by whom the said work has been

done.

Water Environment - The company has taken twelve samples for the study of

quality of water in its point number 3.4, from which seven samples were

collected from ground water and five samples have been collected from

surface water, which were found within the acceptance limits. The company

should provide certificate regarding- when and by whom the said work has

been done.

The company has acknowledged in its point number 2.2 that 62,000 liters of

water is required every day. Thus, the company should give affidavit that

there will be no deterioration in the quality of water on the consumption of

62000 liters water per day. If deficiency is found then the mining / lease work

will be terminated immediately.

Soil Environment - The company has taken seven samples for the study of

soil fertility in its point number 3.5 whose physical and chemical properties

were analyzed and soil fertility was found good. The company should provide

certificate regarding- when and by whom the said work has been done.

Thus, the company should give affidavit that by excavating 167.90 ha. land,

the dust generation and the red iron water flowing to the agriculture land will

not affect land fertility. If deficiency is found then the mining / lease work

will be terminated immediately.

Noise Environment - The company has mentioned in its point number 4.2

that the proposed mining work will be done on a small scale so there will be

no major impact on sound of the environment. The company is misleading

the government on its said point, the proposed mining area of CMDC is

167.90 ha., which is very large area. The company is hiding the fact that

mining activity in such a large area and the noise pollution from the trucks

and other means for transporting the excavated minerals. Company should

give an affidavit that for mining, the company will not use explosives apart

from the machine.

Environmental Balance - The applied area is hilly region and the total area of

the forest compartment in which it is situated is 434.90 hectare in which if

167.70 hectare area is given for iron ore excavation than the forest will be

completely deforested and iron ore mining will ends up the entire hill and

will impact the environmental balance. Because mining work in the same

compartment is carried out by Godavari Ispat in 138-000 ha. according to the

sampling calculation approximately 5,1148 trees will be cut down, in

addition, plants less than 20 cm height and countless trees shrubs, herbs,

dense, medicines plants will be finished. Before giving such a large area for

non-forestry purposes, especially "ore exploration", it is advisable to assess

the environmental impact prior to approval .

Ecological Balance - Approval of 138.00 hectare area has been granted to

M/s Godavari Steel and Power Limited in the year 2008 for iron ore mining

which is just 100 meters from the applied area where the mining work is in

progress. It is necessary to focus on ecology of the area before giving the

167.700 hectare applied area for non-forestry purpose.

1. CMDC will plant 87,848 plants in the entire mining period. In addition,

348.800 hectares of land is being provided to Forest Department for

compensatory afforestation for which Rs.19.03 crore will be paid to

Forest Department. Therefore, along with CMDC Forest Department will

also take adequate efforts to prevent damage to the forests. Generally, the

same plants will be planted, which is currently found in the locality in

3. Special financial provisions have been made by the company for

environmental balance which have been mentioned in the aforesaid study.

According to the Environmental Management Plan, various steps will be

taken for environmental balance.

Impact on local life - The applied site is located approximately 0.90 kms from

the Dallirajhara-Bhanupratappur State Highway and approximately several

tribal village are located nearby site, whose main livelihood is based on

agriculture. Presently a Mines area is operating near the site of the proposed

site, due to which the dust generated is destroying agricultural land. With

this, the dust generated by the iron ore excavation in the site will affect the

reservoir and other water bodies in the next 5-7 years and it is natural to have

an impact on the fertility of the arable land.

Nearby Reservoir - Three large reservoirs are located near the applied site:-

A. Tullu Reservoir - This reservoir is located 2.39 km away from the site and

its catchment area is approximately 50 hectare and the applied site is also

and Its catchment area is approximately 65 hectare and the applied site is also

included in its catchment area. The water of this reservoir is used for

irrigation of agricultural land.

C. Picchekatta Reservoir - This reservoir is located 4.93 km away from the

site and Its catchment area is approximately 50 hectare and the applied site is

also included in its catchment area. The water of this reservoir is used for

irrigation of agricultural land.

Tribal-dominated villages are situated near the applied site, whose main

livelihood is based on agriculture. The dust generated from iron ore

exploration in site will affect the reservoir and other water bodies in the next

05-07 years.

19 The following projects have been sanctioned for non-forestry purposes near

the the site: -

A. 138.000 ha. for iron ore mining in block number RF 608 to M/s Godavari

Steel and Power Ltd., which is located approximately 80 meters from the site.

No need of any comment as it is outside the jurisdiction of CMDC.

20 90.00 ha. for plantation including ground water conservation work under

"Improvement Plan on Illegal Mining Areas" in block no. RF 608 in the year

2013-14. Approximately 70.00 hectare area of this 90.00 hectare plantation

area is coming under the applied area. This 90.00 hectare area has been

treated under "Improvement Plan on Illegal Mining Areas", therefore, on

acceptance of the proposed site, the area of 90.00 hectare of the said area will

lapse.

No need of any comment as it is outside the jurisdiction of CMDC.

21 In forest compartment number RF 608, the ceased forest produce in illegal

mining are still located on the spot, which has not been mentioned by CMDC.

If the environment clearance is given, the above mentioned iron ore will be

completely destroyed.

It is not in the knowledge of CMDC. Therefore any comments in this

regard cannot be furnished by CMDC.

22 CMDC has mentioned in its Soft Copy that the transportation will be done

only through trucks, while its distance and amount has not been mentioned in

this regard. The Kachhe Transport Association and Bhanupratappur

Transportation Association are working in the said area, the quantity

transported through them is not mentioned, thus the CMDC has hidden the

said point.

At that time the only means of transportation was the truck, so it was

mentioned that transportation will be done through the trucks. After

starting of rail route, in the future transportation will be done either by

rail or road.

For excavation of such large quantity, what steps CMDC will take to

conserve the environment for suppression of dust generation, red water

outflow due to rain in the surrounding fields and river reservoirs? What

arrangements will be made for the clean water drainage through check-dam

by constructing a drain around the mine.

After commencing the excavation work by CMDC, the drainage of water

will be done regularly by constructing Garland Drain.

25 How much iron ore will be excavated by the company every year, should be

mentioned.

The excavation of iron ore will be 0.5 million tonnes per annum by the

company.

26 The corridor of Indradawati sanctuary passes near Aridongari RF 608, which

can be seen from Google Earth. The Wild Life Warden's opinion and details

of the impact and measures on the corridor, alternate arrangements should be

made aware.

27 In the area proposed for CMDC, the area of 110 hectare to village-

Bhainsakanhar and 50.00 hectare area to village-Kacche has been given for

community forest right. The said area has been changed in the map for

granting lease. When the area was given for Forest Right it was inside the

proposed area, later, the encroachment area was changed to Bhainsakanhar by

altering the map. which is against the Forest Rights Act. In this regard, the

villagers have complained to the Schedule Tribe Commission, which is under

consideration before the Hon'ble Commission.

The area as well as map which was proposed in the past was incorrect.

Therefore the same was corrected by the forest department in consultation

with the concerned village level forest committee and gram panchayats

and fresh sub-level FRA certificate was granted to CMDC. CMDC have

no knowledge about the complaint pending before Schedule Tribe

Commission.

28 In the compartment no. RF 608 Aridongari proposed for CMDC, 03 cases in

the Hon'ble Supreme Court, New Delhi and 06 cases in the Hon'ble High

Court, New Delhi relating to illegal mining is pending. Thus the DFO

(Bhanupratappur, East) and CMDC has hided the fact and misleaded to the

Government. If the said area RF 608 is given to CMDC for iron ore

excavation, then it will be a contempt of Hon'ble Court.

CMDC is neither in the cognizance and nor CMDC is a party in any of

the case referred. In such a situation it is not possible to give any

comment over it.

5. After starting of work by the Godavari the wild animals and creatures were

destroyed and remaining wild animals become shifted to CMDC's and

adjoining areas . So after allottment of the area to CMDC where these

animals go . Ultimately they will be destroyed.

2. For the benefit of the people and the public interest already one iron ore

mine of Godavari Steel and Power Ltd is in operation in the area. In which

the people of the area are working. In addition, other departmental and

agricultural operations are being operated, So there is no need to create more

employment. CMDC can have an economic advantage in this scheme, but the

general public is not expected to get any benefits. The area having such type

of experience in the past.

3. CMDC does not have its own plant/ factory, where these ore will be used

is not mentioned. Further it is possible that it will be sold to any other agency.

Overall the scheme is not in public interest.

same plants will be planted, which is currently found in the locality in

6 At what rate indemnity or compensation will be paid to the farmers affected

by the mud or red water flowing from the mine is not clear. It should be

clarified.

There is a provision of Garland Drain for resolving the problem of red

water in the approved mining plan for the Aridongri project. However, if

red water has an adverse effect on the land of a particular person,

compensation of such amount calculated by the district administration

will be paid by us.

7 For the small technical works local unemployed youths should be given

training according to their capability till the sanction of mine so that the

outside persons cannot be employed for such reasons.

In order to make the educated youth of the area capable of employment,

proper training will be provided by District Administration.

8 The mining work should be done by workers not by mechanization. Considering the local requirements and approved mining plan, excavation

work will be done accordingly.
