It is recommended that 20 posts {17 vacant [01 vacant posts of SSE(DD), 01vacant posts of SO(A/C),15 vacant posts of Technicians] and 03 live posts ofvehicle driver are identified as surplus and should be surrendered from presentsanctioned of 792 posts of ELS/BIA.

2. The none-core activities of ELS/BIA like operation and maintenance of Roadvehicles may be outsourced so that attention on Core-Activities can beconcentrated more and thereof it would be monetary beneficial by reducing staff.

SUGGESTIONS:

1.As per referred letter in para 3.3.3, 01 junior administrative officer frommechanical department can be posted for maintenance of MEMU rack.

2. It is possible to develop separate management for the MEMU shed with newlydefined staff requirements and there is possibility to surrender posts from ELSvacancy bank.

CHAPTER-I

1.0 INTRODUCTION:

The study of Electrical Loco Shed, Bhilai has been undertaken to review the existing

workload, requirement of staff and optimum utilization of manpower in pursuance with the

policy of Railway Board to achieve Benchmarking figure of Manpower Productivity Ratio first

at par with Indian Railway Average and subsequently the all India Best Benchmarking and

outsourcing of some activities executed by the ELS/Bhiali.

The following methodology has been adopted for conducting the study:

i. Collection of relevant data,

ii. Examination of records,

iii. Direct observations regarding working of staff,

iv. Interaction with officers and staff and

v. Critical Analysis.

1.1 Electrical Loco Shed, Bhilai:

Electric Loco shed, Bhilai was started in 1970 with the holding of 81 WAG-4

locomotives.

MEMU maintenance in the shed was started in the year 1995.

The first time homing capacity of ELS/BIA was augmented in the year 2007-08 from

120 loco capacity to 150 Loco capacity.

The second time homing capacity of ELS/BIA was augmented in the year 2009-10

from 150 locos to 175 locos capacity.

Presently work of augmentation of homing capacity from 175 to 200 loco is to be

done, which was sanctioned in the year 2015-16.(PB 410/2015-16).

First three phase loco No. 31188 was commissioned by Bhilai shed on date 14-01-

2009.

2.7 Sections of ELS and their specific work areasIt is seen that almost all the departments and sub department of ELS is classified into twocategories those which are related to electrical work nomenclature as E and those who arerelated to mechanical work nomenclature as M.

2.7.1 Duties of Section In-charges of ELS:-

1. SSE/E1(In-charge)

1. He/she will assign the duties of supervisors working underhim/her.

2. Trouble shooting and Investigations of Unusual Occurrence Reports(UOR). Withdrawal of failures Electric Locos and preparation ofnecessary investigation report.

3. E1 section shall have a Quality Assurance Group consisting ofcompetent supervisors and artisan staff who will carry out super-checking on nominated scheduled/unscheduled locos.

4. Enforcement of CEE/SECR finalized RAP; Monitoring and progressof RAP / MS / SMI / TC in conventional and three phaselocomotives.

5. Monthly / Weekly failure meeting to be conduct at shed level.6. To maintain liaison with the operating wing and ensure FOIS outage

and out station TR details collection and to convey at appropriatelevel.

7. Instant reporting of any UOR with complete details and to convey atappropriate level.

8. To oversee checking and complete testing of Electric locomotivesnominated for VIP / Superfast trains and special trains.

9. Maintenance of requisite records of the above works.

2. SSE/E2(In-charge)

2.8 Section wise vis-à-vis activity wise deployment of Staff: There are mainly threesections in ELS/BIA. Such are 1.Electrical, 2.Mechanical, 3.General.Section wise deployment to perform various activities are as under:

2.8.1 E1 Section: At present 10 staff (03 SSE, 01 JE, 04 Tech.-I, 01 Tech-II, 01 Tech-III) areworking in E1 Section in General shift :08.00-17.00 hrs. Basically, this Section carry outthe activities related to Investigations and withdrawal of failed Electric Locos andpreparation of necessary investigation reports, joint reports with other organization ifrequired. To oversee checking and complete testing of Electric locomotives nominated forVIP / Superfast trains and special trains. To oversee checking and complete testing of thenominated locos by PPO. E1 section shall have a Quality Circle Group consisting ofcompetent supervisors and artisan staff who will carry out super-checking on nominatedlocos. Monitoring and enforcement of progress of reliability action plan (RAP), MS, SMI,TAR, TC, etc. Monthly/Weekly to conduct the failure/arising meeting at shed level incoordination with the concerned section. FOIS position and out station TR detailscollection and to convey at appropriate level. Instant reporting of any UOR with completedetails and to convey at appropriate level. Maintenance of requisite records of the aboveworks.

2.8.2 E2 Section: At present 126 staff (12 SSE, 05 JE, 20 MCM, 25 Tech.-I, 23 Tech-II, 28Tech-III, 13 Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00hrs, P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in E2 Section.

In this section. The staff deals with inspection, repair and maintenance of conventionallocomotive and 3-Phase locomotives as follows:-

Conventional Locomotives :- The staff dealt with carrying out the preventive scheduleinspection and minor repair of Pantographs, Roof Equipment, Main Transformer, RPS,EM/EP contactor, SBTK panel, switches, BA panel, reverser/CTF, line and shuntingcontactor, QD, terminal board, Ammeter shunt, ATFEX, SJ, CPA, DBR, Horn and hornswitch, Head light, cab light, pneumatic pipe line and cock, wiper, brake cylinder, Q-20,RSI, SL, air strainer(RGCP/SMGR/VCB/BA Panel/Horn/A-9 and SA-9), cab heater, pushbutton, cab components, Cab AC, MU coupler etc. Test before, loco blowing and test afterof all schedule inspection locos.Un-schedule, minor repairing and attention of Home andforeign loco.MU making and testing of Home and foreign loco. 2.8.3 E3 Section: At present 51 staff (03 SSE, 03 JE, 06 MCM, 10 Tech.-I, 07 Tech-II, 11Tech-III, 11 Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00hrs, P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in E3 Section.

In this section. The staff deals with carrying out scheduled inspection, unscheduledrepairs, modifications, overhauling of all traction motors, Auxiliary motors, Blowermotors, Pumps of all locomotives. Inspection & maintenance of traction motor cable fromtraction motor terminal to loco body junction box of 3-phase locomotives, Overhauling ofBlower motor of SIV, Vent blowers of IGBT traction converter, Condenser fan motor,Blower motor and Compressor of Loco cab air-conditioning system and Motor for cab fanand Cab heater blower unit of conventional as well as 3-phase AC Electric locomotives.Maintenance of requisite records in this connection.

2.8.4 E4 Section: At present 33 staff (02 SSE, 04 MCM, 13 Tech.-I, 07 Tech-II, 02 Tech-III, 05Helper) are working in two shift(General :08.00-17.00 hrs and P3:22.00 hrs-06.00 hrs) inE4 Section.

In this section. The staff deals with inspection, repair and maintenance of conventionallocomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out scheduled inspections,unscheduled repairs, removing & fitting, modifications and overhauling schedule of alldelicate and precision electrical equipment like relays, speedometers, flasher light,ammeters, voltmeters and circuit breakers, surge arrester, earthing switch, CHT, etc. Todisconnect and connect speedometer connections/VCB connections/centre hood duringschedule/unscheduled repair of loco.Three Phase Locomotives :- The staff dealt with carrying out scheduled inspections,unscheduled repairs, removing & fitting, modifications and overhauling of high voltagebushing insulator, surge arrester, earthing switch, VCB, speedometer, flasher light,relays, input PT, etc, to carry out scheduled inspections, unscheduled repairs, removing& fitting, modifications and overhauling of all relays with contactors of control circuit forswitching 110 V DC supply including timer like 54.2/1, 54.2/2, 130.1, 130/2, 130/1,136.4, 136.3, 126.6, 126.7/1, 126.7/2, 126.5, 126, 218 of 3-phase locomotives. Todisconnect and connect speedometer connections/VCB connections/centre hood duringschedule/unscheduled repair of loco.

Apart from above 16 staff(01 SSE, 01JE, 01 MCM 10 Tech.-I, 01 Tech-II, 02 Tech-III)dealt with carrying out scheduled inspections, unscheduled repairs, modifications andoverhauling schedule of Battery boxes and Batteries in all conventional and 3 phaselocomotives. Overhauling and maintenance of conventional Battery Charger ofconventional locomotives. Maintenance of requisite records in this connection.

The staff deals with inspection, modifications and overhauling ofconventional locomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out scheduled inspections,unscheduled repairs, modifications and overhauling schedule of TFP, CGR, SMGR, GR,RPS. Removal and fitment of MPH, Radiator, CGR, SMGR, GR and RPS duringschedule/unscheduled visit.Three Phase Locomotives :- The staff dealt with carrying out preventive maintenance,schedule inspections, modification, major repairs and overhauling of TFP, Tractionconverter, oil cooling radiator, oil cooling pipelines of TFP/SR etc. Removal and fitment ofTFP/SR MPH during schedule/unscheduled visit.Apart from above the staff dealt with carrying out overhauling and maintenance of all oilfiltration plants. 2.8.6 E6 Section: At present 46 staff (02 SSE, 02 JE, 06 MCM, 13 Tech.-I, 04 Tech-II, 04Tech-III, 15 Helper) are working in General shift (08.00-17.00 hrs with interval of 12.00-13.00hrs) in E6 Section.In this section. The staff deals with preventive maintenance, modification, major repairsand overhauling of conventional locomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out preventive maintenance,modification, major repairs and overhauling of MP, Reverser/CTF, EMCs, EPCs, BLboard, MCBs, DBR, SJ, ATFEX, RSI, Cab AC, BA panel, TK panel, SB Panels, rotaryswitch board and switches, Cab equipment including lights & fans, DC-DC converter,OHE voltage sensor, notch indicator, head light, marker light, Cab heater with blowerunit, all power and control cable couplers, lugging etc. Removal and fitment of MP,Reverser/CTF, EMCs, EPCs, BL board, MCBs, Cab AC, TK panel, SB Panels, rotary switchboard and switches, Cab equipment including lights & fans, marker light, Cab heater withblower unit, all power and control cable couplers, etc. during any schedule/unscheduledvisit. 2.8.8 M1 Section: At present 59 staff (01 SSE, 03 JE, 03 MCM, 17 Tech.-I, 14 Tech-II, 09Tech-III, 11 Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00hrs, P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in M1 Section.In this section. The staff deals with inspection and running repairs of conventionallocomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out of inspection and runningrepairs of mechanical parts, under frame, brake gear, wheels and axles, buffing gear,body doors, corridors and windows, sanders, locks, side glasses, look out glasses, CBC,Buffers foundation base of loco equipments etc. Measurement of mechanical parametersof loco.Special checks. Carry out pre-summer, pre-winter and pre-monsoon checks.Three Phase Locomotives :- The staff dealt with carrying out of inspection and runningrepairs of mechanical parts, under frame, brake gear, wheels and axles, buffing gear,body doors, corridor and windows, locks, side glasses, look out glasses, draft gear andcoupler’s, buffers, sanders, bogie and running gear, wheel set and axle box with earthingshunt/brush, gear case, brake work, TBU/PBU, foundation of loco equipments etc.Measurement of mechanical parameters of loco. 2.8.9 G1-M4 Section: At present 36 staffs (01 SSE, 05 MCM, 14 Tech.-I, 01 Tech-II, 07 Tech-III, 09 Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in G1-M4 Section.G1 Section: The staff dealt with maintenance of cranes, Jamalpur jack, general upkeepof shed, Road Transport and maintenance of road vehicles like fork lifter, truck, lightmotor vehicle, hydra, etc., timely filling of fire extinguisher cylinders and maintenance ofrequisite records in this connection.M4 Section:The staff dealt with proper functioning, upkeeps and calibration of M&P andall tools, re-profiling of wheel sets of electric locomotives on the pit wheel lathe and itspreventive maintenance, drop pit maintenance and maintenance of requisite records inthis connection.

2.8.10 M5 Section: At present 42 staff (03 SSE, 01 JE, 03 MCM, 17 Tech.-I, 04 Tech-II, 03Tech-III, 11 Helper) are working in two shift(General :08.00-17.00 hrs and P3:22.00 hrs-06.00 hrs) in M5 Section. Prior M3 section is merged with existing M5 section.In this section. The staff deals with preventive maintenance, removing & fitment,modification and major repair of conventional locomotive and 3-Phase locomotives asfollows:-Conventional Locomotives :- The staff dealt with carrying out preventive maintenance,removing & fitment, modification, major repairs and overhauling of Pneumatic valves,Pneumatic panel, Air reservoir, Pneumatic Gauges, Pneumatic pipelines, pressure switch,Electro Pneumatic valve, Pneumatic panel, Air reservoir etc.. 2.8.11 M6 Section: At present 75 staff (04 SSE, 03 JE, 08 MCM, 18 Tech.-I, 14 Tech-II, 14Tech-III, 14 Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00hrs, P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in M6 Section.

The staff dealt with mechanical disconnection and connection, lifting and lowering oflocomotives, Electrical connection and disconnection of traction motors and auxiliarymotor before lifting and after lowering, Overhauling and maintenance of gear case,Suspension bearing, sand-witch mounting pad, torque arm, roof etc., Removal andfitment of transformer, SL, Traction motor, all auxiliary motors, compressor, tractionconverter, auxiliary converter, BA panel, RSI, SJ, HB/SB panel, FB cubical, buffer, SIV,DBR, ATFEX, wheels etc., during major schedule inspection & repairing of loco equipmentbase duct of MVMT & others blowers, water leakage attention on roof & roof repairingwhatever irregularities arrest in water leakage during schedule & unscheduled,disconnection and connection of roof of locomotives, operation of drop pit for removal andfitment of loco/MEMU equipments, re-metalling of suspension bearings, maintenance ofrequisite records in this connection.

2.8.12 M7 Section: At present 37 staff (02 SSE, 01 JE, 03 MCM, 14 Tech.-I, 01 Tech-II, 07Tech-III, 09 Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00hrs, P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in M7 Section.The staff dealt with heavy repairs and overhauling of bogies and other mechanicalcomponents like wheel sets, springs, axles boxes, equilisers, brake rigging equipments,Brake cylinders, TBU/PBU etc.,Major schedule work on CBC, centre pivot, side bearers,roof, buffing gear, cattle guard, rail guard, side glasses, look out glasses, doors, corridors,windows and locks, loco body, loco cab, side wall, sander, earth shunt & earthing bush,buffer etc., major schedule work on Dampers, TBU/PBU, Traction link bar, Spheriblockand aclathan ring of 3 phase locomotives and maintenance of requisite records in thisconnection.

2.8.13 PPO: The activities of PPO are managed by the existing supervisors and staffs of E2section. It runs round the clock.The activities dealt by PPO is as under:-

1. Receipt, placement, shunting and dispatch of locomotives for their scheduled andunscheduled visits,

2. Planning of scheduled and unscheduled repairs of locomotives.3. Monitoring the performance of developmental equipment.4. Maintenance of history books, history cards of equipment fitted & updated on daily

basis.5. Keeping liaison with RSO regarding calling of locomotives for scheduled/unscheduled

work.6. To keep record of wheel wear and to programme re-profiling. Co-ordination with

MEMU shed for re profile of MEMU coaches.7. To scrutinize Electric Loco log books on arrival of locomotives and issuing all job cards

to the section supervisor for proper attention to the defects and to ensure that thework is done when the job cards are returned.

1. Physical and chemical testing of all items including ultrasonic testing of axles, shafts,suspension bearing, equalizer/compensating beams etc.

2. Condition monitoring of transformer, GR and converter oil.3. DPT of all items as per schedule and as per reporting.4. Maintenance of requisite records in this connection.

2.8.15 Custody Store:- At present 03 staff (01 MCM, 01 Tech.-I, 01 Helper) are working inGeneral shift:08.00-17.00 hrs(Interval:12.00-13.00) in Custody Store and it is controlledand supervised by SSE(M).The staff in this section are dealt with all store matters, material receiving, stackingarrangement, posting and issuing, maintaining of DMTR, ledgers, certifying of bills etc.and other works as assigned by SSE(M).

2.8.16 Time Office:- At present 06 staff (01 Ch. OS, 05 OS/Clerks) are working in Generalshift:08.00-17.00 hrs(Interval:12.00-13.00) in Time Office under the supervision ofSSE(M).The staff in this section are dealt with preparation of Muster roll, posting ofpresent/absent/leave, submission of TA/OT, Passes and PTOs, collection of money valuebooks, maintaining registers etc.

2.8.17 Tool Room:- At present 04 staff (02 Ch. OS, 01MCM,01 Helper) are working in Generalshift:08.00-17.00 hrs(Interval:12.00-13.00) in Time Office under the supervision ofSSE(M).This Section mainly deals with maintaining Special Tools & Plants and issuing andreceiving of General Tools, maintaining ledger. Dead stock register.

2.8.18 Oil Room:- At present 11 staff (01 SSE, 01 MCM, 01 Tech.-I, 04 Tech.-III, 04 Helper) areworking in General shift:08.00-17.00 hrs(Interval:12.00-13.00) in Oil Room under thesupervision of SSE(M).The staff in this section are dealt with oil filling at Compressors, suspension bearings etcand maintaining registers and records in this connection.

2.8.19 Quality Cell:- At present 15 staff (01 SSE, 01 JE, 01 MCM, 04 Tech.-I, 03 Tech.-III, 05Helper) are working in Quality Cell having General shift:08.00-17.00 hrs(Interval:12.00-13.00) under control of Sr. DEE(TRS).The staff in this section are dealt with all compliances of all inspection reports ofGM,CEE,CELE,DRM and other PHOD, compliances of all technical correspondence ofGM,CEE,CELE,DRM and other PHOD, generation of OPR and daily un-schedule arisinglocomotives, maintenance of all computer hardware, all equipment relevant analysis andreport generation work, preparation of POM correspondence and presentation, ensurecomputer data backup, preparation of handouts, keeping all shed records, locomotivehistory and positions, monitoring letters received and despatched etc.

2.8.20 Design and Drawing:- At present 01 SSE and 01 JE are working in Design and Drawingsection at ELS Bhilai. They dealt with all the Electrical Loco related design and drawingslike innovation of new test benches, zigs, work study and planning for improving ofsystem, maintenance of all test benches in respective benches of shed.

2.8.21 Sr. DEE Office:- There are 12 staffs(01 Ch. OS, 02 OS, 01 Jr. Clerk, 01 MCM, 04 Tech.-I,01 Tech.-II, 02 Tech.-III) are working in Sr. DEE Office of ELS Bhilai. They dealt with

2.8.22 Store:- At present 09 staff (02 SSE, 02 OS/Clerk, 02 Tech-II, 03 Tech-III) are working inStore section having General shift:08.00-17.00 hrs(Interval:12.00-13.00) under control ofSr. DEE(TRS).They dealt with arranging stocks and non-stocks items for M1, M4, G1, M5, M6,M7,MEMU Sections, updating AAC, compilation of MCDO position and meeting agenda ofstock items, adhoc demand generation of stock items of respective sections,condemnation of loco and scrap arranged to send to GSD Raipur, issuing gate pass andpreparation of road permit, forwarding of verified AM’s to Sr DFM Raipur for credit,consumption of surplus status report, maintaining of registers etc.

2.8.23 Works-I:- At present 03 staff (01 SSE, 01 Jr. Clerk and 01 Helper) are working in Works-Isection in General shift. The staff in this section are dealt with preparation andprocessing of PWP and Law Book & MWP proposals and related correspondence withDRM, GM and Railway Board, preparation and processing of M&P and RSP proposalsunder GM and Railway Board, preparation of detailed estimate for sanctioned work ofLaw Book, Pink Book and MWP, preparation of detailed estimate of RSP and bulk RSP,handling complete Tender right from estimation, tender opening, TC, execution of work,billing of all work related to Law Book, Pink Book, MWP, M&P, RSP and bulk RSP.Preparation and processing of requisition in SECROADS of works, M&P, RSP and bulkRSP, preparation estimate for all works, preparation monthly position of work, allcorrespondence related to works and revenue etc.

2.8.24 Works-II & Works-III:- At present 07 staff (02 SSE, 01 OS, 03 Tech.,01 Helper) areworking in Works-II & Works-III section in General shift. The staff in this section are dealtwith preparation of work estimate, technical checking of estimate and schedule, gettingadministrative approval and work sanctioned, keep a record of recent SOP for reference,[reparation of tender documents along with all latest changes in GCC and scope of workin discussion with section in charge, contact PRO for deciding date on which tenderdocuments need to be uploaded, uploading the corrigendum if any, tender opening/E-tendering, TC formation and finalisation, collection of latest LARs from different Railways,preparation of LOA, executing all correspondence related to work with contractor afterLOA is issued, preparation of variation statement for the work being executed if the needarises, ensuring PG extension if need arises, preparation of dully checked bills, keepingrecord of all Railway Board circulars and all other works assigned time to time by officers.

CHPTER-III

3.0 CRITICAL ANALYSIS & RECOMMENDATIONS:

3.1 Now-a-days it has become very costly to hire manpower, cost of procuring the spares &inventory carryover has become quite high and technological complexities in locos havebeen increased. Further, with increase in production of locos, holding of locos in existingsheds is likely to go up substantially in the near future. Increased holding of sheds willfurther widen the gap between available sanction and manpower requirement as perbenchmark/yardsticks. Therefore, outsourcing of identified activities in the ElectricalLoco Shed as per different guidelines for outsourcing of Electrical Locomotives will beimperative to bridge the gap and maintain increased holding of the locos. However,many activities have already been outsourced but some other non-core activities canalso be outsourced and its impact on manpower saving and financial benefit.

3.2 There is a complex scenario in Electrical Loco Shed, Bhilai since the cadre of MEMUshed is mixed with ELS staff. The actual staff strength of Electrical Loco Shed/Bhilai is712 against the sanctioned strength of 792 as on 28.02.2017 reflecting the vacancy of80 posts. Similarly, The actual staff strength of MEMU Shed/Bhilai is 96 against thesanctioned strength of 58 reflecting the surplus of 38 staff. The vacancy money value isutilized for the surplus staff of MEMU shed.

3.3 CRITICAL ANALYSIS OF MIXED CADRE OF ELS/BIA & MEMU SHED

3.3.1 07 staff are long absentee in ELS for which we can assume that there is the vacancy of87 staff in ELS/Bhilai.

3.3.2 The outage achievement is 11.57 points more than target and punctuality losses approx2.16 per month in last financial year. It sounds the good performance of ELS/BIA.

3.3.3 As per Railway Board’s letter No. 2015/M(L)/466/1 Pt. (A) dated 17.01.2017, dependingon the requirement and availability of infrastructure and resources, electric locomotiveswould be allotted by the board for diesel shed for homing and vice versa. Similar orderissued for DEMU and MEMU shed also.

3.3.4 As per above referred letter in para 3.3.3 01 junior administrative officer frommechanical department can be posted for maintenance of MEMU rack.

3.3.5 Railway Board’s Office order 58 of 2016 dated 03.08.2016 clear indicates that rollingstocks including MEMU racks should be maintain under administrative control of CMEand traction stocks including all types of locos should be maintain under administrativecontrol of CEE.

3.3.6 The outsourcing has done in ELS/BIA equivalent to 85 staff excluding RG/LR.

3.3.7There is the holding of 97 trailer coaches and 33 motor coaches indicating for largemechanical works.

3.3.8 Activities of MEMU shed depend upon ELS are as under:-1. Traction motor overhauling & maintenance.2. All auxiliary motors overhauling & maintenance.3. Relay and VCD overhauling.4. Major equipments transformers, choke tanks, maintenance and oil filtration.5. Main compressor, auxiliary compressor, pentograph overhauling.6. Battery maintenance.7. Tyre turning.

3.3.9 Referring above all, it is possible to develop separate management for the MEMUshed with newly defined staff requirements and there is possibility to surrenderposts from ELS vacancy bank.

3.4.0 Assessment of staff requirement for other activities carried out at ELS/Raipur:The requirement of staff has been assessed based on the present workload, Bench-marking, outsourcing activities, direct observations and discussion held withSupervisors/staff.

(i) E1 Section:At present 11 staff (03 SSE, 01 JE, 04 Tech.-I, 01 Tech-II, 01 Tech-III) are working in E1Section in General Shift. Basically, this Section carry out the activities related toInvestigations and withdrawal of failed Electric Locos and preparation of necessaryinvestigation reports, joint reports with other organization if required. To overseechecking and complete testing of Electric locomotives nominated for VIP / Superfasttrains and special trains. To oversee checking and complete testing of the nominatedlocos by PPO. E1 section shall have a Quality Circle Group consisting of competentsupervisors and artisan staff who will carry out super-checking on nominated locos.Monitoring and enforcement of progress of reliability action plan (RAP), MS, SMI, TAR,TC, etc. Monthly/Weekly to conduct the failure/arising meeting at shed level incoordination with the concerned section. FOIS position and out station TR detailscollection and to convey at appropriate level. Instant reporting of any UOR with completedetails and to convey at appropriate level. Maintenance of requisite records of the aboveworks.Considering the existing workload, the present deployment of 11 staff arejustified to carry out the workload of E1 Section.

(ii) E2 Section:At present 126 staff (12 SSE, 05 JE, 20 MCM, 25 Tech.-I, 23 Tech-II, 28 Tech-III, 13Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in E2 Section.

In this section. The staff dealt with inspection, repair and maintenance of conventionallocomotive and 3-Phase locomotives as follows:-

Conventional Locomotives :- The staff dealt with carrying out the preventive scheduleinspection and minor repair of Pantographs, Roof Equipment, Main Transformer, RPS,EM/EP contactor, SBTK panel, switches, BA panel, reverser/CTF, line and shuntingcontactor, QD, terminal board, Ammeter shunt, ATFEX, SJ, CPA, DBR, Horn and hornswitch, Head light, cab light, pneumatic pipe line and cock, wiper, brake cylinder, Q-20,RSI, SL, air strainer(RGCP/SMGR/VCB/BA Panel/Horn/A-9 and SA-9), cab heater,push button, cab components, Cab AC, MU coupler etc. Test before, loco blowing andtest after of all schedule inspection locos.Un-schedule, minor repairing and attention ofHome and foreign loco.MU making and testing of Home and foreign loco. Removing &fitment of MVSL, MVSI in all Minor schedule and unscheduled visit.Three Phase Locomotives :- The staff dealt with carrying out the preventive scheduleinspection and minor repair of Pantographs, Roof Equipment, Main Transformer,Traction converter, Oil circulating pumps (SR & TFP), wiper, horn and horn switch,Auxiliary compressor, Angle cock, Harmonic filter, Main compressor, OCB with radiator,Side body filter, SB-1, 2, HB-1, 2 and FB panel/cubical, Air dryer, lights, keyinterlocking, driver desk, cab heater and fan, cab floor, Cab AC, exterior finish, oilleakage in machine room and cleaning of machine room, E-70 brake system, brakecontroller, pneumatic panel, brake isolating cock, brake hose, emergency exhaust valve,air reservoir, pressure regulator, pipe line and clamp etc. Test before, loco blowing andtest after of all schedule inspection locos. Un-schedule, minor repairing and attention ofHome and foreign loco.MU making and testing of Home and foreign loco. Removing &fitment of SCTMB, SCMRB in all minor schedule and unscheduled visit. Maintenance of fire extinguisher with proper checking & updating of validity date.Apart from above the staff dealt with up-keeping of Oil room and maintenance ofrequisite records in this connection.PPO: The activities of PPO are managed by the existing supervisors and staffs of E2section. It runs round the clock. The activities dealt by PPO is as under:-

Considering the existing workload, the present deployment of 126 staff arejustified to carry out the workload of E2 Section.

(iii)E3 Section:At present 51 staff (03 SSE, 03 JE, 06 MCM, 10 Tech.-I, 07 Tech-II, 11 Tech-III, 11Helper) are working in four shift (General :08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in E3 Section.

In this section. The staff deals with carrying out scheduled inspection, unscheduledrepairs, modifications, overhauling of all traction motors, Auxiliary motors, Blowermotors, Pumps of all locomotives. Inspection & maintenance of traction motor cablefrom traction motor terminal to loco body junction box of 3-phase locomotives,Overhauling of Blower motor of SIV, Vent blowers of IGBT traction converter, Condenserfan motor, Blower motor and Compressor of Loco cab air-conditioning system and Motorfor cab fan and Cab heater blower unit of conventional as well as 3-phase AC Electriclocomotives. Maintenance of requisite records in this connection.As E3 section is dealt with Heavy schedule of work, Technicians required per shift = 14Tech./Helper x 4 shift =56.

Considering the existing workload, the present requirement of E3 Section comesto 62 staff including supervisors for smooth operation and better output.

(iv) E4 Section:At present 33 staff (02 SSE, 04 MCM, 13 Tech.-I, 07 Tech-II, 02 Tech-III, 05 Helper) areworking in two shift (General: 08.00-17.00 hrs and P3:22.00 hrs-06.00 hrs) in E4Section for Loco maintenance. And 16 staff (01 SSE, 01 JE, 01 MCM, 10 Tech.-I, 01Tech-II, 02 Tech-III) are utilized for Battery maintenance of Electric Loco and MEMU.

In Loco section, the staff deals with inspection, repair and maintenance of conventionallocomotive and 3-Phase locomotives as follows:-

Conventional Locomotives :- The staff dealt with carrying out scheduled inspections,unscheduled repairs, removing & fitting, modifications and overhauling schedule of alldelicate and precision electrical equipment like relays, speedometers, flasher light,ammeters, voltmeters and circuit breakers, surge arrester, earthing switch, CHT, etc. Todisconnect and connect speedometer connections/VCB connections/centre hood duringschedule/unscheduled repair of loco.

Three Phase Locomotives :- The staff dealt with carrying out scheduled inspections,unscheduled repairs, removing & fitting, modifications and overhauling of high voltagebushing insulator, surge arrester, earthing switch, VCB, speedometer, flasher light,relays, input PT, etc, to carry out scheduled inspections, unscheduled repairs, removing& fitting, modifications and overhauling of all relays with contactors of control circuit forswitching 110 V DC supply including timer like 54.2/1, 54.2/2, 130.1, 130/2, 130/1,136.4, 136.3, 126.6, 126.7/1, 126.7/2, 126.5, 126, 218 of 3-phase locomotives. Todisconnect and connect speedometer connections/VCB connections/centre hood duringschedule/unscheduled repair of loco.

Apart from above 16 staff(01 SSE, 01JE, 01 MCM 10 Tech.-I, 01 Tech-II, 02 Tech-III)dealt with carrying out scheduled inspections, unscheduled repairs, modifications andoverhauling schedule of Battery boxes and Batteries in all conventional and 3 phaselocomotives. Overhauling and maintenance of conventional Battery Charger of

Considering the existing workload, present requirement of E4 section comes to52 to carry out the workload of E4 section including Battery section.

(v) E5 Section:At present 41 staff (01 SSE, 01 JE, 03 MCM, 15 Tech.-I, 06 Tech-II, 05 Tech-III, 10Helper) are working in four shift (General: 08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in E5 Section.In this section. The staff deals with inspection, modifications and overhauling ofconventional locomotive and 3-Phase locomotives as follows:-Conventional Locomotives: - The staff dealt with carrying out scheduled inspections,unscheduled repairs, modifications and overhauling schedule of TFP, CGR, SMGR, GR,RPS. Removal and fitment of MPH, Radiator, CGR, SMGR, GR and RPS duringschedule/unscheduled visit.Three Phase Locomotives: - The staff dealt with carrying out preventive maintenance,schedule inspections, modification, major repairs and overhauling of TFP, Tractionconverter, oil cooling radiator, oil cooling pipelines of TFP/SR etc. Removal and fitmentof TFP/SR MPH during schedule/unscheduled visit.Apart from above the staff dealt with carrying out overhauling and maintenance of all oilfiltration plants. Maintenance of requisite records in this connection.

As E5 section is dealt with Heavy schedule of work, Technicians required per shift = 14Tech./Helper x 4 shift =56.Total Supervisory staff required = 01/shift x 4 shift + 01 overall Incharge =05.

Considering the existing workload, the present requirement of E5 Section comesto 61 staff.

Hence more 17 Tech./Helper and 03 Supervisory staff is required in E5 sectionfor smooth operation and better output.

(vi)E6 Section:-At present 46 staff (02 SSE, 02 JE, 06 MCM, 13 Tech.-I, 04 Tech-II, 04 Tech-III, 15Helper) are working in General shift (08.00-17.00 hrs with interval of 12.00-13.00hrs) inE6 Section.In this section. The staff deals with preventive maintenance, modification, major repairsand overhauling of conventional locomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out preventive maintenance,modification, major repairs and overhauling of MP, Reverser/CTF, EMCs, EPCs, BLboard, MCBs, DBR, SJ, ATFEX, RSI, Cab AC, BA panel, TK panel, SB Panels, rotaryswitch board and switches, Cab equipment including lights & fans, DC-DC converter,OHE voltage sensor, notch indicator, head light, marker light, Cab heater with blowerunit, all power and control cable couplers, lugging etc. Removal and fitment of MP,Reverser/CTF, EMCs, EPCs, BL board, MCBs, Cab AC, TK panel, SB Panels, rotaryswitch board and switches, Cab equipment including lights & fans, marker light, Cabheater with blower unit, all power and control cable couplers, etc. during anyschedule/unscheduled visit. Maintenance of cable, junction boxes, cable trenches,cables, foot plates and panel gratings during any schedule/unscheduled visit. CompleteTesting of major schedule locomotives.Cabling/Re-cabling work, etc. if required during any schedule/unscheduled visit.

Three Phase Locomotives :- The staff dealt with carrying out preventive maintenance,modification, major repairs and overhauling of EP and EM contactors, Cab AC, Mastercontroller, Cab equipment including lights & fans, marker light, control cubicles,Terminal boards, contactors of all converters, harmonic filter resistor, SB/HB/FB panel,Cab heater with blower unit, all power and control cable couplers, etc. Removal andfitment of MP, Reverser/CTF, EMCs, EPCs, BL board, MCBs, Cab AC, TK panel, SBPanels, rotary switch board and switches, Cab equipment including lights & fans,marker light, Cab heater with blower unit, all power and control cable couplers, etc.during any schedule/unscheduled visit. (vii) EL Section:At present 26 staff (04 SSE, 07 Tech.-I, 04 Tech-II, 05 Tech-III, 06 Helper) are working infour shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs, P2:14.00 hrs-22.00 hrs,P3:22.00 hrs-06.00 hrs) in EL Section.In this section. The staff deals with preventive maintenance, modification, major repairsand overhauling of conventional locomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out preventive maintenanceschedule inspections, modification, and major repairs of SIV, MPCS, VCD and DPWCS.Repairing and testing of DC-DC converter.Three Phase Locomotives :- The staff dealt with carrying out preventive maintenanceschedule inspections, modification, and major repairs of SR, BUR, CEL, DDS/DDU,FDU, VCD, all type of sensors, DC-DC converter, etc. To carry out preventivemaintenance, modification, major repairs and overhauling of brake system (E70 / CCB)including repair, rehabilitation, testing of electronic cards related to E70/CCB brakesystem, analysis and data downloading of E-70/CCB.Apart from above the staff dealt with carrying out maintenance of requisite records inthis connection.

Considering the existing workload, present 26 staff are justified to carry out theworkload of EL section.

(viii) M1 Section:At present 59 staff (01 SSE, 03 JE, 03 MCM, 17 Tech.-I, 14 Tech-II, 09 Tech-III, 11Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in M1 Section.In this section. The staff deals with inspection and running repairs of conventionallocomotive and 3-Phase locomotives as follows:-Conventional Locomotives :- The staff dealt with carrying out of inspection andrunning repairs of mechanical parts, under frame, brake gear, wheels and axles, buffinggear, body doors, corridors and windows, sanders, locks, side glasses, look out glasses,CBC, Buffers foundation base of loco equipments etc. Measurement of mechanicalparameters of loco.

Special checks. Carry out pre-summer, pre-winter and pre-monsoon checks.Apart from above the staff dealt with carrying out maintenance of requisite records inthis connection.Considering the existing workload, present 59 staff are justified to carry out theworkload of M1 section.

(ix)G1-M4 Section:At present 36 staffs (01 SSE, 05 MCM, 14 Tech.-I, 01 Tech-II, 07 Tech-III, 09 Helper) areworking in four shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs, P2:14.00 hrs-22.00hrs, P3:22.00 hrs-06.00 hrs) in G1-M4 Section.G1 Section: The staff dealt with maintenance of cranes, Jamalpur jack, general upkeepof shed, Road Transport and maintenance of road vehicles like fork lifter, truck, lightmotor vehicle, hydra, etc., timely filling of fire extinguisher cylinders and maintenance ofrequisite records in this connection.M4 Section: The staff dealt with proper functioning, upkeeps and calibration of M&Pand all tools, re-profiling of wheel sets of electric locomotives on the pit wheel lathe andits preventive maintenance, drop pit maintenance and maintenance of requisite recordsin this connection.Total Supervisory staff required for G1-M4 section = 01/shift x 4 shift + 01overall Incharge =05.As per Railway Board’s D.O. No.E(MPP)1/89 Dated 04.10.2006, Vehicle driver andvehicle maintenance staff is taken to be as diminishing category and activity to beoutsourced.At present there are 01 Truck, 01 Qualis, 02 Hydra and 04 Battery operatedFork Lifter are run departmentally by Vehicle drivers and Technicians and maintenancestaff required for it can be outsourced. So 03 Vehicle Drivers may be surrenderedfrom G1 section.

(x) M5 Section:-At present 42 staff (03 SSE, 01 JE, 03 MCM, 17 Tech.-I, 04 Tech-II, 03 Tech-III, 11Helper) are working in two shift(General :08.00-17.00 hrs and P3:22.00 hrs-06.00 hrs)in M5 Section. Recently M3 section is merged with existing M5 section.In this section. The staff deals with preventive maintenance, removing & fitment,modification and major repair of conventional locomotive and 3-Phase locomotives asfollows:-Conventional Locomotives :- The staff dealt with carrying out preventive maintenance,removing & fitment, modification, major repairs and overhauling of Pneumatic valves,Pneumatic panel, Air reservoir, Pneumatic Gauges, Pneumatic pipelines, pressureswitch, Electro Pneumatic valve, Pneumatic panel, Air reservoir etc.. Pantograph,Servomotor, pantograph base insulators, roof insulator, roof bar, Air dryer, after coolerex throttle valve pipeline and Loco pneumatic testing during major schedule.Three Phase Locomotives :- The staff dealt with carrying out preventive maintenance,removing & fitting, modification, major repairs and overhauling of Pneumatic valves,pneumatic panel, air reservoir, pipeline of fire extinguisher, Pneumatic Gauges,Pneumatic pipelines, pressure switch, Electro Pneumatic valve etc., Loco pneumatictesting during major schedule and to carry out preventive maintenance, modification,major repairs and overhauling of all pneumatic equipments related to E70/CCB brakesystem. To carry out preventive maintenance, modification, major repairs andoverhauling of Pantograph, Servomotor, pantograph base insulators, roof insulator, roofbar, Air dryer, ex. Throttle valve pipe line etc.

As M5 section is dealt with Heavy schedule of work, Technicians required per shift = 14Tech./Helper x 4 shift =56.Considering the existing workload, the present requirement of M5 Section comesto 60 staff.

Hence more 18 Tech./Helper is required in E6 section for smooth operation andbetter output.

(xi)M6 Section:At present 75 staff (04 SSE, 03 JE, 08 MCM, 18 Tech.-I, 14 Tech-II, 14 Tech-III, 14Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in M6 Section.

The staff dealt with mechanical disconnection and connection, lifting and lowering oflocomotives, Electrical connection and disconnection of traction motors and auxiliarymotor before lifting and after lowering, Overhauling and maintenance of gear case,Suspension bearing, sand-witch mounting pad, torque arm, roof etc., Removal andfitment of transformer, SL, Traction motor, all auxiliary motors, compressor, tractionconverter, auxiliary converter, BA panel, RSI, SJ, HB/SB panel, FB cubical, buffer, SIV,DBR, ATFEX, wheels etc., during major schedule inspection & repairing of locoequipment base duct of MVMT & others blowers, water leakage attention on roof & roofrepairing whatever irregularities arrest in water leakage during schedule & unscheduled,disconnection and connection of roof of locomotives, operation of drop pit for removaland fitment of loco/MEMU equipments, re-metalling of suspension bearings,maintenance of requisite records in this connection.

Considering the existing workload, present 75 staff are justified to carry out theworkload of M6 section.

(xii) M7 Section:At present 37 staff (02 SSE, 01 JE, 03 MCM, 14 Tech.-I, 01 Tech-II, 07 Tech-III, 09Helper) are working in four shift(General :08.00-17.00 hrs, P1:06.00-14.00 hrs,P2:14.00 hrs-22.00 hrs, P3:22.00 hrs-06.00 hrs) in M7 Section.The staff dealt with heavy repairs and overhauling of bogies and other mechanicalcomponents like wheel sets, springs, axles boxes, equalizers, brake rigging equipments,Brake cylinders, TBU/PBU etc., Major schedule work on CBC, centre pivot, sidebearers, roof, buffing gear, cattle guard, rail guard, side glasses, look out glasses, doors,corridors, windows and locks, loco body, loco cab, side wall, sander, earth shunt &earthing bush, buffer etc., major schedule work on Dampers, TBU/PBU, Traction linkbar, Spherical block and aclathan ring of 3 phase locomotives and maintenance ofrequisite records in this connection.

Considering the existing workload, present 37 staff are justified to carry out theworkload of M7 section.

(xiii) Laboratory:At present 16 staff (02 CMS, 01 CMA, 01 MCM, 03 Tech.-I, 01 Tech-II, 04 Tech-III, 04Helper) are working in General shift:08.00-17.00 hrs(Interval:12.00-13.00), in Lab.Section.The staff in the section are dealt with Physical and chemical testing of all itemsincluding ultrasonic testing of axles, shafts, suspension bearing,equalizer/compensating beams etc., Condition monitoring of transformer, GR andconverter oil, DPT of all items as per schedule and as per reporting and maintenance ofrequisite records in this connection.

Considering the existing workload, present 16 staff are justified to carry out theworkload of Lab section.

(xiv) Custody Store:-At present 03 staff (01 MCM, 01 Tech.-I, 01 Helper) are working in General shift:08.00-17.00 hrs(Interval:12.00-13.00) in Custody Store and it is controlled and supervised bySSE(M).The staff in this section are dealt with all store matters, material receiving, stackingarrangement, posting and issuing, maintaining of DMTR, ledgers, certifying of bills etc.and other works as assigned by SSE(M).

Considering the existing workload, present 03 staff are justified to carry out theworkload of Custody Store section.

(xv) Time Office:-At present 06 staff (01 Ch. OS, 05 OS/Clerks) are working in General shift:08.00-17.00hrs(Interval:12.00-13.00) in Time Office under the supervision of SSE(M).The staff in this section are dealt with preparation of Muster roll, posting ofpresent/absent/leave, submission of TA/OT, Passes and PTOs, collection of moneyvalue books, maintaining registers etc.

Considering the existing workload, existing requirement of Ministerial staff atTime Office is 10.

Hence more 04 Ministerial staff should be deployed to carry out the workloadsmoothly.

(xvi) Tool Room:-At present 04 staff (02 Ch. OS, 01MCM,01 Helper) are working in General shift:08.00-17.00 hrs(Interval:12.00-13.00) in Time Office under the supervision of SSE(M).This Section mainly deals with maintaining Special Tools & Plants and issuing andreceiving of General Tools, maintaining ledger. Dead stock register.

Considering the existing workload, present 04 staff are justified to carry out theworkload of Tool Room.

(xvii) Oil Room:-At present 11 staff (01 SSE, 01 MCM, 01 Tech.-I, 04 Tech.-III, 04 Helper) are working inGeneral shift:08.00-17.00 hrs(Interval:12.00-13.00) in Oil Room under the supervisionof SSE(M).The staff in this section are dealt with oil filling at Compressors, suspension bearings etcand maintaining registers and records in this connection.

Considering the existing workload, present 11 staff are justified to carry out theworkload of Oil Room.

(xviii) Quality Cell:-At present 15 staff (01 SSE, 01 JE, 01 MCM, 04 Tech.-I, 03 Tech.-III, 05 Helper) areworking in Quality Cell having General shift:08.00-17.00 hrs(Interval:12.00-13.00)under control of Sr. DEE(TRS).The staff in this section are dealt with all compliances of all inspection reports ofGM,CEE,CELE,DRM and other PHOD, compliances of all technical correspondence ofGM,CEE,CELE,DRM and other PHOD, generation of OPR and daily un-schedule arisinglocomotives, maintenance of all computer hardware, all equipment relevant analysis andreport generation work, preparation of POM correspondence and presentation, ensurecomputer data backup, preparation of handouts, keeping all shed records, locomotivehistory and positions, monitoring letters received and despatched etc.

Considering the existing workload, present 15 staff are justified to carry out theworkload of Quality Cell.

(xix) Design and Drawing:-At present 01 SSE and 01 JE are working in Design and Drawing section at ELS Bhilai.They dealt with all the Electrical Loco related design and drawings like innovation of newtest benches, zigs, work study and planning for improving of system, maintenance of alltest benches in respective benches of shed.Considering the existing workload, present 02 staff are justified to carry out the work ofDesign and Drawing section. 01 post of SSE is lying vacant from more than 03 years.Hence 01 vacant posts of SSE(DD) found surplus and may be surrendered.

(xx) Sr. DEE Office:-There are 12 staffs(01 Ch. OS, 02 OS, 01 Jr. Clerk, 01 MCM, 04 Tech.-I, 01 Tech.-II, 02Tech.-III) are working in Sr. DEE Office of ELS Bhilai. They dealt with APAR, Cadre,Trade Test, Selection and Non-selection, suitability, promotions, Transfer, Training,muster roll of ministerial and supervisors of Sr. DEE Office, TA, HBA, medicalreimbursement, Advances, Establishment, Rajbhasa library, staff grievances, SanskritikNiketan, MP/MLA/VIP cases etc and other works as assigned by officers time to time .As work of Technicians is most required at field, 03 more ministerial staff should befilled up in Sr. DEE office and in place of it 03 Technicians should be deployed in fieldactivity.Considering the existing workload, present 12 staff are justified to carry out the work ofSr. DEE Office.01 post of SO(A/C) is lying vacant since 23.04.2004.

Hence 01 vacant post of SO(A/C) may be surrendered.

(xxi) Store:-At present 09 staff (02 SSE, 02 OS/Clerk, 02 Tech-II, 03 Tech-III) are working in Storesection having General shift:08.00-17.00 hrs(Interval:12.00-13.00) under control of Sr.DEE(TRS).They dealt with arranging stocks and non-stocks items for M1, M4, G1, M5, M6,M7,MEMU Sections, updating AAC, compilation of MCDO position and meeting agendaof stock items, adhoc demand generation of stock items of respective sections,condemnation of loco and scrap arranged to send to GSD Raipur, issuing gate pass andpreparation of road permit, forwarding of verified AM’s to Sr DFM Raipur for credit,consumption of surplus status report, maintaining of registers etc.

Considering the existing workload, present 09 staff are justified to carry out theworkload of Store.

(xxii) Works-I:-At present 03 staff (01 SSE, 01 Jr. Clerk and 01 Helper) are working in Works-I sectionin General shift. The staff in this section are dealt with preparation and processing ofPWP and Law Book & MWP proposals and related correspondence with DRM, GM andRailway Board, preparation and processing of M&P and RSP proposals under GM andRailway Board, preparation of detailed estimate for sanctioned work of Law Book, PinkBook and MWP, preparation of detailed estimate of RSP and bulk RSP, handlingcomplete Tender right from estimation, tender opening, TC, execution of work, billing ofall work related to Law Book, Pink Book, MWP, M&P, RSP and bulk RSP. Preparationand processing of requisition in SECROADS of works, M&P, RSP and bulk RSP,preparation estimate for all works, preparation monthly position of work, allcorrespondence related to works and revenue etc.

Considering the existing workload, present 03 staff are justified to carry out theworkload of Works-I.

3.7 RECOMMENDATIONS & SUGGESTIONS:On the basis of above observations and critical analysis, the followingrecommendations and suggestions are made:

3.7.1 It is recommended that 20 posts {17 vacant [01 vacant posts of SSE(DD), 01 vacantposts of SO(A/C),15 vacant posts of Technicians] and 03 live posts of vehicle driver areidentified as surplus and should be surrendered from present sanctioned of 792 postsof ELS/BIA.

3.7.2 The none-core activities of ELS/BIA like operation and maintenance of Road vehiclesmay be outsourced so that attention on Core-Activities can be concentrated more andthereof it would be monetary beneficial by reducing staff.

Suggestions:

3.7.3 As per referred letter in para 3.3.3, 01 junior administrative officer from mechanicaldepartment can be posted for maintenance of MEMU rack.

3.7.4 It is possible to develop separate management for the MEMU shed with newly definedstaff requirements and there is possibility to surrender posts from ELS vacancy bank.
