T he US-Duterte regime has formally put almost half the nation under militarization and military rule when it issued Memor- andum Order 32. Using the order, Rodrigo Duterte directly de- ployed additional battalions to Eastern Visayas, Negros Island and Bicol to supposedly counter “lawless violence and terrorism.” In reality, MO 32 imposed mar- tial law on the four regions while ex- tending again martial law in Mindanao for the whole of 2019. It will take a short while, and some flimsy excuse, for Duterte to out- rightly and formally impose perpetual military rule over remaining regions. The regime’s reign of terror is already imposed all over the nation. power-and plunder-hungry charac-ter. He carries out widespread andfoul extrajudical killings, abuse ofpower, spreading of lies and dirtytricks. It is apt that all revolutionar-ies, progressives and democraticforces hold him in contempt.

The people should firmly facethe US-Duterte regime’s relentlessmilitarization and fascist terrorismwith greater determination to ex-pand and intensify the people’s war.Because of the attacks against theirdemocratic rights, more and morepeople are pushed to wage armedstruggle. On the other hand, it isimportant for the democratic sec-tors and forces to continue assert-ing and defending their democraticrights and movements against fas-cist intimidation and suppression.Remember and hold on to the les-sons of the long struggle against theUS-Marcos fascist dictatorship.

Boldly, extensively and in themost all-round manner persevere inadvancing the armed struggle, legaldemocratic movement and under-ground movement; in forming thebroadest anti-fascist, antifeudal and

anti-imperialist front; strengtheningthe Party ideologically, politicallyand organizationally; and in rallyingthe widest support from compatriotsand progressive and democratic or-ganizations and forces abroad.

The Party should considerablyadvance and intensify guerrilla war-fare. Basic tactical offensives shouldbe boldly launched. Annihilative of-fensives should be undertaken in alllevels and fronts, while carrying outthe widest and most extensive at-tritive actions with the help of thepeople’s militia and the masses andthrough the use of explosives andother weapons.

Form and consolidate NPA pla-toons and companies which linkguerrilla fronts. Strengthen com-mand and coordination betweenguerrilla units and seize politicaland military initiative. Closelymonitor the enemy’s movementsand identify the role of each areaand unit in battle and cooperation.Earnestly raise military knowledgeand capacity of commanders andfighters through education, train-ing, exercises, assessments, sum-

ming-ups and politico-military con-ferences in various levels.

Prioritize military actions such asattacks against the most notoriousfascist officials and units, big plun-derous corporations and businesseswhich destroy and impoverish major-ity of the people. This becomes moreimperative in the face of Duterte’sthreat to use death squads againsthis opponents and critics. Sabotagefacilities used for fascist offensive inthe countryside and fascist suppres-sion of the people. Engage in tit-for-tat against the AFP and regime’sslander and truth-twisting regardingtactical offensives and battles.

Broaden and intensify the anti-feudal movement and struggle askey to arousing and mobilizing thepeasant masses and farm workersand to carrying out their key tasks.This include mass campaigns andstruggles and alliance work andtactics against “peace and devel-opment operations” and otherforms of fascist terrorism and ab-uses. Expose and fight the campaignfor civilians to surrender and theirforced conscription to the reac-tionary army. Pay attention to thewidespread and appalling corrup-tion in the military, from the highestto the lowest level.

Pay attention to the people’smain problems and sentiments ineach area. Arouse and collectivelymobilize them to face and resolvethese problems. The expansion andconsolidation of mass organizationsshould translate to broader andstronger mass campaigns and mo-bilizations. Invigorate productioncampaigns and improve livelihood toalleviate the conditions of themasses and sustain the people’sarmy and the people’s war.

Expand and enliven educationand propaganda mass campaignsand mobilizations to raise politicalawareness and the fighting spirit ofthe toiling masses. Expand and gal-vanize cultural, health and othercampaigns to sustain the level ofmilitancy, unity and collectivestruggle. Launch bigger andstronger protests and other mass

struggles against illegal arrestsand other fascist suppression ofdemocratic rights and legal demo-cratic organizations.

Strengthen and broaden theworkers, urban poor and other sec-tor’s union and economic strugglesfor their employment and socialservices. Fight neoliberal policiesoppressing the toiling masses andwhich grossly favor big foreign andlocal companies. Expose and opposethe neoliberal ban, suppression anddenial of union rights, as well asother individual and collectivefreedoms in factories, offices andschools, in favor of the interests ofthese corporations.

Legal progressive organiza-tions, parties and alliances shouldinsist and fight for their legalstatus. They should continue toexpand and strengthen themselveswhile arousing traditional and non-traditional organizations and alli-ances of the democratic sectors.

Forge the broadest anti-fascistalliance. Unite with the widestrange of democratic and ant-fas-cist forces and trends to defenddemocratic rights and civilfreedoms against fascist repres-sion. Expose and oppose the fascistDuterte clique’s plan to manipulatethe elections. A broad and multi-level unity and coordinationbetween parties and candidatesshould isolate and defeat the mostrabid pro-Duterte and counterre-

volutionary candidates.Mobilize the most number of

revolutionaries and progressiveforces and masses in urban andrural areas to actively counter theregime and the AFP’s lies, misin-formation and counterrevolution-ary psywar. Continue to exposeand condemn the ruling system’sfascist crimes and abuses, greedand plunder, exploitation and op-pression of the toiling masses,widespread anomalies and cor-ruption, and general decay. Act-ively propagate and promote therevolution’s calls and struggles.

Strengthen the Party at alllevels. Boldly advance guerrillawarfare and antifacist, antifeudaland anti-imperialist strugglesagainst the fascist US-Duterteregime. Continue to strengthenthe Party’s political and militaryleadership over the broadestnumber of people. Improve theircapacity to wage and advancewidespread mass campaigns in thefields of politics, economy, milit-ary, production, education,health, culture and others.

Expose, isolate and fight thefascist and puppet Duterte regimeabroad and in the realm of inter-national opinion. Continue to ex-pand efforts to arouse, organizeand mobilize migrants. Broadenlinks and areas of cooperationwith revolutionary and progress-ive forces abroad.

Bugtong Kahoy, Barangay Asia, Hinobaanon November 27 at 8 a.m. S/Sgt. RickyIgnacio, commander of the said detach-ment, was wounded in action.

The NPA mounted the operation inresponse to residents’ demand to drivethe fascists AFP elements away fromtheir community. The NPA-Negros Oc-cidental stated that there have beennumerous reports against the encamp-ment of soldiers in schools, barangayhalls, markets and even in residents’houses in the community.

The 15th IB also issued a list, nam-ing residents who must surrender topurportedly “clear” their names. Thesoldiers also imposed a curfew. Theyalso prohibited residents from going totheir farms and leaving the barrio.Residents’ crops, farm equipment andlivestock were damaged.

In Samar, the NPA-Eastern Visayaslaunched four consecutive armed actionsfrom November 9 to 20. On November20, Red fighters harassed 14th IBtroopers en route to Barangay Concep-cion, Paranas. Earlier, on November 18,an NPA unit attacked 52nd IB and CAAtroopers occupying Barangay Buenav-ista, San Jorge. Two CAFGU trooperswere slain while one was wounded.

On November 10, an NPA unit har-assed operating 14th IB troopers inBarangay Salvacion, Can-avid, EasternSamar. Another unit also harassed op-erating troopers of the 63rd IB in SitioGalutan, Barangay San Nicolas, SanJose de Buan on November 9.

Profiteering through CAFGU recruitment

THE ARMED FORCES of the Philippines (AFP) is using CAFGU recruitment and personnel for profiteering. This was ex-posed by Ariel Montero, spokesperson of the NPA-Northeastern Mindanao Region. Montero said that there are around100 CAFGU detachments in the region at present. On top of this are SCAA detachments which supply mercenaries tomining and plantation corporations. There are more or less 40 CAFGU troopers stationed in each detachment or a totalof 4,000 in 100 detachments in the region.

On paper, CAFGU elements are compensated with amonthly salary of P4,500 each (P18 million a month intotal). But in reality, their salaries are not released on timeand are used, instead, as capital by military officials in theirloan and other businesses. Interest rates from these loansrange from 5-20%. Thus, military officials in the region areable to rake in up to P10.8 million in profits per quarter. Tomake ends meet, CAFGU troopers and their families arecompelled to take out loans from “cooperatives” establishedby AFP officials and their merchant-usurer counterparts.

Montero also revealed that 75th IB and 36th IB are

competing among themselves to come up with the mostnumber of fake surrenders because they are desperateto get promoted as division commanders. In their des-peration, they are using even the peasant masses’ hunt-ing rifles as evidences in parading surrenderees. Eventhose who they suspect of being sympathizers of the NPAand their families are considered surrenderees.

AFP officials are using the surrender program as amilking cow. Seldom, if they receive anything at all, do“surrenderees” receive the promised P65,000 financialaid.

Ginamat is a barrio in the Cordilleras which has a long and glorious historyof struggle under the leadership of the Communist Party of the Philip-

pines. There are only a hundred households in the barrio, but as small as it is, ithas the distinction of being at the forefront of the struggle against the con-struction of the Chico Dam in the 1970s under the US-Marcos dictatorship.

Members of the New People'sArmy first came to the barrio in 1976.They immediately conducted studiesand raised the residents' struggleagainst the Chico Dam to an anti-im-perialist struggle. Even then, the pro-ject covered the municipalities ofTabuk, Lubuagan, Tanudan andTinglayan in Kalinga up to the townsof Sadanga, Sabangan and Bontoc inMountain Province, and would havesubmerged communities affecting100,000 people.

The Red fighters first talked tothe tribe's pangats (traditional lead-ers) and peace-pact holders to unifythe NPA and people against the ChicoDam. Recruitment among the tribesand the broadening of the influenceon the revolutionary movement in thearea was rapid. Arming new recruitswas not a problem since most of theresidents already had firearms. With-in a few years, the NPA gained re-cruits the size of a platoon.

The local Party branch in Ginamatwas first established in the 1980s. Itthen consisted of mass activists, tra-ditional leaders, middle forces and theyouth. They spearheaded the barrio's

propaganda and education work.They also held trainings for the militiaunit. Mass movements such as thebodong conferences and vigorousmass education which the residentscall "iskuling" (schooling) created fa-vorable conditions for broadening andstrengthening the revolutionarymovement and armed struggleagainst the dam project.

Because of the people's army andthe people's strong unity, as well astheir persistent and active masscampaign and armed struggle, theMarcos dictatorship withdrew theChico Dam 1-4 project in 1982.

As with branches in other re-gions and the nation, the Party inGinamat underwent trials andtribulations. In the midst of it all,the Party branch in the area con-tinued to tread the right path.

The Party in Ginamat experienceda resurgence from 2009. During thistime, full-fledged peasant, women andyouth organizations became fully op-erational again. From then onwards,consolidation work in the barriothrough education was constant. Thelocal Party branch prioritized on hav-

ing its members finishthe Basic Party Course.Eventually, the Partysubsection was es-tablish in Ginamat'sbarrio cluster. Its localcadres became part of this formation.

As the Party and mass organiza-tions rallied, the local mass move-ment also recovered. Plans to launchagrarian revolution took shape, fo-cusing on ways to raise rice produc-tion among others. The people’s localantifascist struggles advanced. TheParty branch and mass organizationsbrave the fascist attacks of the en-emy, which includes intimidation andharassment of mass activists. Everytime AFP troopers enter the barrio,residents quickly mobilize to ensurethat soldiers are immediately evicted.

When military troops enter thebarrio, the branch immediately callsfor a meeting to decide on which stepsto take. They have successfully re-buffed the enemy's repeated attemptsto recruit CAFGU elements and es-tablish a detachment in the barrio.They persistently submit petitions andsend delegations to dismantle de-tachments in nearby barrios.

With the local Party branch lead-ing the mass struggles and the resid-ents' participation in the armedstruggle, the Party and the people'spolitical power was further fortified.Currently, there are around 40 mem-bers of the local Party branch whocontinue to persevere to send morefull-time fighters to the Red army.

State forces illegally arrest Casambre couple

Combined elements of the police and military illegally arrested couple Rey Claro and Corazon Casambre in Cavite, past mid-night of December 6. Rey Casambre is a peace consultant of the National Democratic Front of the Philippines (NDFP). Thearrest grossly violates his rights under the GRP-NDFP Joint Agreement on Safety and Immunity Guarantees (JASIG).

To justify the arrest of the Casambres, PNP operativesshamelessly planted guns and explosives and filed patentlytrumped-up charges of murder and attempted murder inDavao Oriental. Casambre is the fourth NDFP consultantillegally arrested and detained by the US-Duterte regime.

The consecutive arrests of NDFP consultants form partof Duterte’s worsening fascist clampdown and de factomartial law rule to suppress the democratic groups and allopposition forces in a vain attempt to silence the Filipino

people and make them submit to his tyrannical rule.Casambre’s name was included in the proscription

case against the CPP and NPA pending before the courts.Evidently, his arrest forms part of the ongoing suppres-sion campaign in line with Duterte’s National InternalSecurity Plan with the aim of crushing the revolutionaryarmed movement and all mass struggles in order to ma-nipulate the outcome of the 2019 elections and push hisscheme to establish a fascist dictatorship.

State elements arrest 18 in Talaingod

Eighteen mass leaders and activists, including former Bayan Muna Rep.Satur Ocampo and ACT Teachers Party Rep. France Castro, were arrested

and slapped with trumped-up charges of kidnapping and human trafficking inTagum City last November 29. A day earlier, elements of the police, 56th IBand the Municipal Social Work and Development Office put up roadblocks, in-terrogated and arbitrarily detained Ocampo and Castro, together with 77other delegates of the National Humanitarian Mission (NHM) and the evacu-ees they rescued from Talaingod, Davao del Norte.

Last November 28, residents re-ported that elements of the Alamaraparamilitary group forcibly lockeddown the campus of Salugpongan Ta’Tanu Igkanugon Community LearningCenter, Inc. (STTICLCI) in Sitio Duly-an, Barangay Palma Gil. Alamaratroopers also intimidated the residentsand implemented a food blockade. Dueto unrelenting harassment by the mil-itary, residents, students and teacherswere compelled to evacuate thatnight.With no dinner, they walked formore than three hours from the com-munity towards the NHM delegates.The delegates reported that their con-voy was stopped twice by 56th IBtroopers—In Sitio Igang at around 8p.m. where they were compelled tosign an “attendance sheet;” and in Si-tio Upaw at around 9:20 p.m. wheretwo gunshots were fired, and theirvehicles stoned and spiked.

After this at around 9:30 p.m.,the 79 delegates and evacuees werebrought to and detained in theTalaingod Police Station. Among thedetained were 29 students and 12teachers of the STTICLCI.

In a related news, various pro-gressive groups protested in front ofCamp Crame on December 3 and inBoy Scout Circle, Quezon City onNovember 30 to condemn the illegalarrest of the Talaingod 18 and de-mand their immediate release.

The 18 were temporarily releasedon bail by the Tagum Regional TrialCourt on December 1 after postingbails totaling to P1.44 million (P80,000each). Fascist troopers continued toharass the victims and their support-ers after leaving the courthouse.

On November 23, eight unidenti-fied gunmen fired at three membersof the Nagkahiusang Mag-uuma sa

Agusan del Sur (NAMASUR) in SitioCantagan, Barangay Lucac, SanFrancisco. The victims were identifiedas Datu Walter España, chairpersonof NAMASUR, Rommel Romon andanother companion. Romon immedi-ately died after sustaining threegunshot wounds. España was imme-diately brought to the hospital and isstill in critical condition after sus-taining bullet wounds on his chest,stomach, legs and waist. Meanwhile,their companion survived and wasable to report the incident. NAMASURis known for strongly opposing theexpansion of oil palm plantation ofDavao San Francisco AgriculturalVentures Inc. (DASFAVI) in the area.España was subjected to threat andharassment prior to the incident.

On November 27, two suspected29th IB agents shot Linus Cubol,former chairperson of Kilusang MayoUno-Caraga and regional coordinat-or of Anakpawis, in front of his storein Santiago, Agusan del Norte. Thevictim immediately died after sus-taining five gunshot wounds. Prior tothe incident, elements of the 29th IBcontinuously threatened and har-assed Cubol. He was also repeatedlysubjected to interrogation for hiscontinuous participation in theactivities of progressive groups.

It can be recalled that on Novem-ber 27, Rodrigo Duterte declared thathe will create a death squad pur-portedly against the members andthose who want to join the NPA.

Meanwhile, four teachers wereabducted and illegally detained by the51st and 81st IB in Lanao del Sur.Four volunteer teachers of the RuralMissionaries of the Philippines-North-ern Mindanao who were abducted bytroopers of the said unit on November

12, were found to be under the cus-tody of the military. The victims,identified as Tema Namatidong, 28,Julius Torregosa, 30, Ariel Barluado,22, and Giovanni Solomon, 20, wereabducted while conducting classes ina community school in Sitio Babalay-an, Barangay Durongan, Tagoloan 2,Lanao del Sur.

Cpl. Rico Ordaneza of the 103rdIB confirmed that that the teacherswere put under detention and arebeing investigated because they werepurportedly seen together with Sul-tan Jamla who has a warrant of ar-rest for various criminal cases. Earli-er, soldiers peddled a fakeinformation that the victims werebrought to Marawi City to confusethose ascertaining their whereabouts.

On November 18, five students ofMindanao Interfaith Services Found-ation Inc. (MISFI) were tortured by19th IB troopers in Magpet, NorthCotabato. The children were askedabout the whereabouts of members ofNPA and were beaten when theyfailed to respond. Two boys weremauled, forced to kneel on the groundand threatened to be killed.

Relatives of progressives are notspared from fascism. On November24, nine 65th IB troopers based inOpol, Misamis Oriental tortured thefamily of Joseph Paborada, chair-person of Pangalasag, a Lumad localorganization and member of Kalum-bay Regional Lumad Organization,organizations defending their an-cestral domain.

At around 9 p.m., soldiers forcedtheir way into his home and mauledPaborada, his wife and three chil-dren. A soldier even fired his guntwice and threatened Paborada thathe will shoot him and one of his kids.

Groups celebrate155th Bonifacio Day

National democratic groups, spearheaded by Kilusang Mayo Uno,mounted a protest action last November 30 to commemorate the

155th Bonifacio Day. Various progressive organizations and sectors con-verged at the Mendiola Arch in Manila to condemn the patent obeisance ofthe Duterte regime to US and China. They also demanded an immediate endto the widespread suppression of civil liberties and martial law inMindanao.

Thereafter, the protestersmarched to the US Embassy to op-pose continuing US imperialist inter-vention in the country. In culmina-tion, an effigy portraying Dutertebeing henpecked by US PresidentTrump and Chinese President Xi Jin-ping was torched.

In a related news, progressivegroups from Southern Tagalog, spear-headed by Pamantik-KMU, protestedat the Calamba Crossing at 4 p.m.

Members of Anakbayan simultan-eously celebrated the Bonifacio Dayand their 20th founding anniversary.The national office of Anakbayan ledthe staging of the play “Ang Naratibong Bayan ay Naratibo ng Digma”(“The People’s Narrative is a WarNarrative”) at the UP Film Institute,UP Diliman and the Polytechnic Uni-

versity of the Philippines. Localchapters in Bicol, Cavite and Cor-dillera respectively mounted theirassemblies and protest actions.

Meanwhile, the underground or-ganization Kabataang Makabayan(KM)-Lucille Gypsy Zabala Brigademounted a lightning rally in front ofthe Far Eastern University in Manilaon November 29.

The protest was conducted inconjunction with the commemorationof the 54th anniversary of KM and inhonor of youth revolutionary martyrs.

The participants called for thedownfall of the of the US-Duterteregime's tyrannical reign and for theyouth to join the New People’s Army.A similar protest action waslaunched by Kabataang Makabayanin Cebu.

MORE THAN 300 farm workers ofSumitomo Fruits Corporation(Sumifru) camped out in Mendiola,Manila last November 27. Theworkers trooped to Metro Manila tofight contractualization and asserttheir demand that the right of theirunion to collective bargaining berecognized.

They also protested in front ofthe Department of Labor and Em-ployment headquarters in Intra-muros, Manila on November 29 tocondemn Sec. Silvestre Bello III’sissuance of Assumption of Jurisdic-tion which prompted the violentdispersal of their picket and themurder of two strikers.

Meanwhile, the workers gainedbroad support including those of theWorkers Advocates for Rights Net-work (WARN) and students of theUniversity of the Philippines at Uni-versity of Santo Tomas.

Meanwhile, during the National Clergy Convocationof the Iglesia Filipina Indipendiente last November 20,they offered prayers and held a solidarity program forthe Manobo evacuees. They also held a candle lightingceremony in UCCP Haran to demand an end to the viol-ence against Lumads.

In UP Diliman, the Artists for Human Rights (AHRT!)launched the CINERESBAK: Decades of Resistance Films,a film showing on the Filipino people’s resistance, at theCine Adarna last December 3.

Women Human Rights Defenders’ Day last November 29,members of Karapatan and Gabriela protested in front ofthe Department of National Defense in Cubao, Quezon City.

In commemoration of the Maguindanao Massacreand the International Day to End Impunity last Novem-ber 23, members of Anakbayan Southern Tagalog pro-tested at the Calamba Crossing, Laguna and at the Free-dom Park, Pala-pala, Dasmarinas, Cavite.Simultaneously, members of the College Editors’ Guild ofthe Philippines-Cebu and Karapatan-Cebu held a protestand candle lighting ceremony in Metro Colon, Cebu.

On November 28, they marched and converged infront of the Commission on Human Rights Region VII andin Metro Colon, Cebu in commemoration of the first deathanniversary of Elisa Badayos of Karapatan-Negros Ori-ental and Elioterio Moises ng Mantapi Farmers' Associ-ation who were murdered while conducting the CentralVisayas Fact Finding Mission last year.

AN AGREEMENT ADDRESS-ING the plight of worker-members of the LiwaywayMarketing Inc. Workers’Union (LIWU-ANGLO-KMU),who have been on strike forthree months, was finallysigned by the union andmanagement last November22.

The management agreedto reinstate the 40 workerswho were put on floatingstatus and indemnify theworkers for the wages theyhave lost since they mountedthe strike. Liwayway workersproduce Oishi snack products.

Meanwhile, SMT Philip-pines workers achieved vic-tory after protesting for 55days against the illegal clos-ure of the company and foodblockade imposed againsttheir picket.

The workers were awar-ded an acceptable compens-ation package and separationpay and were provided aidand benefits after working forthe company for over twodecades.

CPI-M commemorates PLGA

THE COMMUNIST PARTY of India-Maoist (CPI-M) is currently celebrating thePeople’s Liberation Guerrilla Army (PLGA) Week (December 2-10). The PLGAweek is conducted annually in honor of three Central Committee members of theCPI-M—Seelam Naresh, Nalla Adi Reddy and Yerramreddy Santosh Reddy—whowere massacred by reactionary Indian state forces on December 2, 1999.

During the week, PLGA fighters will launch mass assemblies and rallies incommunities within their areas of responsibility. This is an opportunity to inductnew recruits to the Party and the people’s army. In various communities, theyconstructed pillars in honor of revolutionary martyrs.

The highlight of this year’s celebration are streamers displayed along roadscontaining printed calls from the CPI-M.

BTL farmers camp-out in Malaybalay

MORE THAN 100 farmers of Buffalo-Tamaraw-Limus (BTL) have been on camp-out in Malaybalay City, Bukidnon for more than a week now. The camp-out com-menced on November 27 to demand to Gov. Jose Ma. Zubiri the distribution ofthe 517 hectares of land which they have been tilling for three decades already.

The BTL chairperson declared that they will not leave the area until Zubiriaddresses their longstanding plight. The group also demanded an end to theharassment and Red-tagging against their group and the demilitarization of theircommunity.

Meanwhile, church people, human rights defenders, and peasants held amass and candle-lighting ceremony at the Quiapo Church on November 29 forthe victims of the massacre in Sagay, Negros Occidental.

On December 4, members of Bagong Alyansang Makabayan and Anakpawismounted a protest in front of the Department of Justice and filed a complaintagainst the father of a massacre survivor. They said that the father is being ma-nipulated by the police and military against the farm workers and victims.

In a related news, members of the T’boli Manobo S’daf Claimants Organiza-tion protested in front of the military camp in Lake Sebu, South Cotabato after ayear of injustice since AFP troopers massacred seven members of their tribe onDecember 3, 2017. Among those who were killed was their leader, Datu VictorDanyan Sr.
