Good morning, Mayors- Yesterday, the National Office announced the development of a special report, ?Care For My Life,?which seeks to gather local voices from our Member Mayor Cities sharing their personal stories onhow the Affordable Care Act has impacted their life (please see below and attachment). We wantto work diligently to ensure that your community is represented in the report so that all of ourmember mayors have the opportunity for the inclusion of their voice in the national discourse onthis issue. At a minimum, we hope to get at least one personal story from each Member Mayor city,but feel free to gather as many voices as possible from your community. Here are some recommendations to assist your office in getting this information to yourconstituents in order to gather local voices from your community who may wish to share theirpersonal story:
1. Forward to your constituent listserv through your regular office channels of communication,i.e. newsletter, weekly notices, etc.
2. Forward to key local stakeholders that partner with your office, i.e. faith community, civicand community leaders
3. Post on your city website4. Release to your local press contacts for publication and distribution in print and radio5. Post in key city offices that have heavy constituent traffic, particularly health departments,
as well as offices throughout city hall6. Forward to the local medical community, i.e. hospitals, doctor associations and networks,
community health centers, health groups, etc.7. Forward to local agencies, associations, centers or groups that focus on children and family
issues Please note that we have added to the information the request for a contact telephonenumber for each personal story as the NCBM National Office must speak with to confirmtheir consent to share their story and/or photo. A Special Report Spearheaded by the National Conference of Black Mayors
Tell Congress Your Story The National Conference of Black Mayors would like to tell the story of how the implementation of the
Affordable Care Act is impacting our cities and towns, in a special report, Care for My Life.
Did you recently obtain coverage for a child with a pre-existing condition? Have you
struggled to get your child covered in the past?
Are you a small business owner who will benefit from the new health insurance tax
credits?
Are you a senior who has recently received a $250 rebate check to make it easier to
purchase prescription drugs?
Have you put off getting preventive care like a mammogram or colonoscopy because
you simply couldnt afford it?
Will your older child now be able to stay on your health insurance plan?
Have you had your care rescinded after you got sick?
Does your insurance plan currently have a lifetime limit on the care it will provide?
Are you or someone you know enrolled in the new Pre-Existing Condition Insurance
Plan (PCIP)?
The 112th Congress is poised to vote on H.R.2, a bill that calls for the repeal of the historic reforms
instituted by the Affordable Care Act. The National Conference of Black Mayors supports the continued
implementation of the law and opposes the extreme measure of repealing provisions in this law due to
the impact that repeal will have on communities of color and the most vulnerable in our society. We
urge Congress to work collectively to focus on strengthening, not repealing, this landmark legislation.

It is important that we continue to answer the call from the White House and do our part ingetting our citizens enrolled in the health plans under the Affordable Care Act (ACA). Nextweek, December 16th-23rd, will be NCBM's ?Reach Out and Touch Week" for the ACA.
Many of our constituents are just one diagnosis or accident away from a health crisis that cantear a family apart. If people are enrolled by December 23rd they will receive health insuranceeffective January 1, 2014. Let?s make a strong push next week to get our uninsured signed upfor a health plan in the Healthcare Marketplace (healthcare.gov). It would be a great holidaygift!

Dear Convention Attendee: Created by visionaries to serve as a collective voice for African American local leaders, the National
Conference of Black Mayors (NCBM) has a distinct history and place within our communities since its
inception in 1974. Now in its 38th Year, the National Conference of Black Mayors Annual Convention
continues to serve as a catalyst for bringing together mayors and municipal leaders, including several
international delegations, state and federal officials, as well as leaders in the public and private sectors for the
purpose of networking and obtaining information on the latest policies and strategies for enhancing municipal

In convening for the 38th Annual Convention, themed Mayors Agents for Change: Thinking Global, Acting Local, the Honorable Kasim Reed and Atlanta, Georgia will host the Convention May 30 June 3, 2012. We will produce an environment conducive to the understanding and success of the informative workshop mod-
ules, influential training sessions, dynamic forums and roundtable discussions around vital issues affecting the
functioning of local government.
I invite you to participate in this years convention. You are a cardinal element of the equation set forth in this years convention theme, for it will take the knowledge and resources of leaders in the community to enhance the ability of local government and the stability of local communities.

World Conference of Mayors Secretary General
Each year, NCBM conducts a leadership institute for our
mayors, which is designed to sharpen their skills and impart
innovative techniques for managing both financial and human
resources. our inception in 1974, we have ad-ministered
numerous federal grants and generated millions of dollars in
public works projects for our member cities and towns. In
1982, we established an international thrust, which has resulted
in the initiation of exchanges with may-ors in China, South and
Central America, Africa and the Caribbean.
Our annual convention attracts the majority of our
membership, municipal staffs, other elected officials, educators,
business people and foreign dignitaries. Over the course of the
four-day meeting, approximately 2,000 people attend the convention, giving us a total impact that surpasses 38 million people.
Due to the enormous growth of the organization over the past
31 years, NCBM has established state chapters through which
the delivery of technical assistance is facilitated. Nineteen state
chapters of NCBM provide the membership with a local
vehicle for addressing issues of importance to the mayors. The
state chapters meet quarterly and bi-annually.
The NCBM Business Council is comprised of corporate
executives, who have direct access to NCBMs membership. Its
purpose is to provide a forum for mutually beneficial
exchanges of information and business development ideas
between the public and private sectors to support and enhance
the services of municipalities throughout the country.
In addition to ten (10) Standing Committees, NCBM maintains
three (3) active task forces/committees that serve in advisory
capacitiesthe Ad Hoc Committee on Seat Belt Safety, the
NCBM/DOE Task Force, and the Mayors Task Force on
Black and Minority Health. The ten (10) standing committees

The National Conference of Black Mayors, Inc. (NCBM) was founded in 1974, with the mission to enhance the executive management capacity of its member mayors. The Honorable Robert L. Bowser is the 12th Mayor of the City of East Orange, New Jersey. He holds the distinction of being
the first African American in the history of the City to have been elected to serve a third term. He is a graduate of the Newark
College of Engineering, now the New Jersey Institute of Technology, earning a Bachelor's of Science Degree in Civil
Engineering. Trained as a Civil Engineer, Planner and Surveyor, Mayor Bowser is a Professional Land Surveyor and Professional
Planner in the State of New Jersey.
Mayor Bowser's professional affiliations include Past President of the Northern Chapter of Associated Builders and Contractors,
Incorporated and membership with the National Minority Contractors Association, Incorporated. He is on the Board of Directors
of the National Black Conference of Mayors and co-chairs the Conference's Legislative Committee. He is a member of the
National National Black Conference of Mayors' and serves as the organization's President.. Mayor Bowser is a Founder of the New Jersey Conference of Black
Mayors and was selected as President in 2003 and is a member of the United States Conference of Mayors, Incorporated. He was recently appointed to

The National Conference of Black Mayors, Inc. (NCBM) was founded in 1974, with the mission to enhance the executive management capacity of its member mayors. Today, NCBM represents more than 641 African American Mayors across the United States; collectively its membership represents over 48 million citizens. NCBM is a leader in the redevelopment of our most vulnerable communities and works towards the empowerment of leadership on the local level. NCBM articulates public policy positions and serves as a clearinghouse on information pertinent to municipal development and financing. NCBM also provides technical and management assistance through cutting-edge research, best practices and partnerships that enable its mayors to challenge and overcome grappling issues that erode the vitality and sustainability of our nations cities. We are a private, nonpolitical, nonpartisan, 501 3 organization headquartered in the State of Georgia. As we enthusiastically continue to serve as a center of influence, we humbly acknowledge the fact that we are in an unique position to not only strengthen the individual cities of our mayoral membership, but all cities throughout the United States by leading by example and blazing new trails in municipal growth and development.

The Honorable Robert L. Bowser is the 12th Mayor of the City of East Orange, New Jersey. He holds the distinction of being
the first African American in the history of the City to have been elected to serve a third term. He is a graduate of the Newark
College of Engineering, now the New Jersey Institute of Technology, earning a Bachelor's of Science Degree in Civil
Engineering. Trained as a Civil Engineer, Planner and Surveyor, Mayor Bowser is a Professional Land Surveyor and Professional
Planner in the State of New Jersey.
Mayor Bowser's professional affiliations include Past President of the Northern Chapter of Associated Builders and Contractors,
Incorporated and membership with the National Minority Contractors Association, Incorporated. He is on the Board of Directors
of the National Black Conference of Mayors and co-chairs the Conference's Legislative Committee. He is a member of the
National National Black Conference of Mayors' and serves as the organization's President.. Mayor Bowser is a Founder of the New Jersey Conference of Black
Mayors and was selected as President in 2003 and is a member of the United States Conference of Mayors, Incorporated. He was recently appointed to
Acting Governor Richard Codey's Gang Land Security Task Force Advisory Committee and the State of New Jersey Planning Commission.

Dear Convention Attendee: Created by visionaries to serve as a collective voice for African American local leaders, the National
Conference of Black Mayors (NCBM) has a distinct history and place within our communities since its
inception in 1974. Now in its 38th Year, the National Conference of Black Mayors Annual Convention
continues to serve as a catalyst for bringing together mayors and municipal leaders, including several
international delegations, state and federal officials, as well as leaders in the public and private sectors for the
purpose of networking and obtaining information on the latest policies and strategies for enhancing municipal
government. As a result of our position and impact, NCBM serves as an impetus for a positive change not only
in the communities of our membership, but ultimately affecting the nation and our international presence.
In convening for the 38th Annual Convention, themed Mayors Agents for Change: Thinking Global, Acting Local, the Honorable Kasim Reed and Atlanta, Georgia will host the Convention May 30 June 3, 2012. We will produce an environment conducive to the understanding and success of the informative workshop mod-
ules, influential training sessions, dynamic forums and roundtable discussions around vital issues affecting the
functioning of local government.
I invite you to participate in this years convention. You are a cardinal element of the equation set forth in this years convention theme, for it will take the knowledge and resources of leaders in the community to enhance the ability of local government and the stability of local communities.
I hope you share our concern for Americas future and the sustainability of our cities. Your presence will enable us to remain on the frontlines of everyday advocacy for improving the quality of life and the
development and revitalization of our communities. NCBM has a proven track record. For the past 38 years,
NCBM has networked effectively with national organizations and public officials, in forging collective
approaches to national issues of mutual concern. Today, we represents approximately 650 mayors across the
country who serve municipalities ranging from small rural towns to large urban metropolitan epicenters.
Collectively, NCBM membership represents more than 50 million citizens.

World Conference of Mayors Secretary General
Each year, NCBM conducts a leadership institute for our
mayors, which is designed to sharpen their skills and impart
innovative techniques for managing both financial and human
resources. our inception in 1974, we have ad-ministered
numerous federal grants and generated millions of dollars in
public works projects for our member cities and towns. In
1982, we established an international thrust, which has resulted
in the initiation of exchanges with may-ors in China, South and
Central America, Africa and the Caribbean.
Our annual convention attracts the majority of our
membership, municipal staffs, other elected officials, educators,
business people and foreign dignitaries. Over the course of the
four-day meeting, approximately 2,000 people attend the convention, giving us a total impact that surpasses 38 million people.
Due to the enormous growth of the organization over the past
31 years, NCBM has established state chapters through which
the delivery of technical assistance is facilitated. Nineteen state
chapters of NCBM provide the membership with a local
vehicle for addressing issues of importance to the mayors. The
state chapters meet quarterly and bi-annually.
The NCBM Business Council is comprised of corporate
executives, who have direct access to NCBMs membership. Its
purpose is to provide a forum for mutually beneficial
exchanges of information and business development ideas
between the public and private sectors to support and enhance
the services of municipalities throughout the country.
In addition to ten (10) Standing Committees, NCBM maintains
three (3) active task forces/committees that serve in advisory
capacitiesthe Ad Hoc Committee on Seat Belt Safety, the
NCBM/DOE Task Force, and the Mayors Task Force on
Black and Minority Health. The ten (10) standing committees

May 16, 2012 The Honorable Mayor Dear Mayor: As you are aware, the National Conference of Black Mayors, Inc. (NCBM) has 10 Standing Committees that drive the organizations public policy positions. The committees meet during the convention, dialogue with experts; and recommend resolutions for adoption at the Annual Business Meeting. I invite you to provide your resolutions for review. This year, the committees leadership will meet prior to the convention on Monday, May 30, 2012 during the annual Board of Directors Meeting. The meetings are for the chairs, vice chairs and board representatives, scheduled from 4:00 pm 6:00 pm at the Marriott Atlanta Buckhead Hotel. The purpose of the meetings is to determine the format of the Standing Committee meetings; draw up a list of invitees to make presentations to the committees; and discuss how proposed resolutions will be handled. If you are able to accept the assignment, and can submit a resolution to be presented at the committee meeting, please contact MS. Mayors (NCBM) has a distinct history and place within our communities since its inception in 1974. Now in its 39 th Year,
the National Conference of Black Mayors Annual Convention continues to serve as a catalyst for bringing together
mayors and municipal leaders, including several international delegations, state and federal officials, as well as leaders
in the public and private sectors for the purpose of networking and obtaining information on the latest policies and
strategies for enhancing municipal government. As a result of our position and impact, NCBM serves as an impetus for a

In convening for the 39h Annual Convention, the Honorable Mayor Kasim Reed and Atlanta, Georgia will host the
Convention May 29 June 2, 2013, under the moniker, Restore, Rebuild Renew: Leaving No City Behind. We will produce an environment conducive to the understanding and success of the informative workshop modules, influential
training sessions, dynamic forums and roundtable discussions around vital issues affecting the functioning of local
government.
I invite you to participate in this years convention. You are a cardinal element of the equation set forth in this years convention theme, for it will take the knowledge and resources of leaders in the community to enhance the ability of
local government and the stability of local communities.

Each year, NCBM conducts a leadership institute for our mayors,
which is designed to sharpen their skills and impart innovative
techniques for managing both financial and human resources. our
inception in 1974, we have ad-ministered numerous federal grants
and generated millions of dollars in public works projects for our
member cities and towns. In 1982, we established an international
thrust, which has resulted in the initiation of exchanges with
may-ors in China, South and Central America, Africa and the
Caribbean.
Our annual convention attracts the majority of our membership,
municipal staffs, other elected officials, educators, business people
and foreign dignitaries. Over the course of the
four-day meeting, approximately 2,000 people attend the convention, giving us a total impact that surpasses 48 million people.
Due to the enormous growth of the organization over the past 31
years, NCBM has established state chapters through which the
delivery of technical assistance is facilitated. Nineteen state
chapters of NCBM provide the membership with a local vehicle for
addressing issues of importance to the mayors. The state chapters
meet quarterly and bi-annually.
The NCBM Business Council is comprised of corporate executives,
who have direct access to NCBMs membership. Its purpose is to
provide a forum for mutually beneficial exchanges of information
and business development ideas between the public and private
sectors to support and enhance the services of municipalities
throughout the country.
In addition to ten (10) Standing Committees, NCBM maintains three
(3) active task forces/committees that serve in advisory
capacitiesthe Ad Hoc Committee on Seat Belt Safety, the NCBM/
DOE Task Force, and the Mayors Task Force on Black and
Minority Health. The ten (10) standing committees are:

The National Conference of Black Mayors, Inc. (NCBM) was founded in 1974, with the mission to enhance the executive management capacity of its member mayors. Today, NCBM represents more than 641 African American Mayors across the United States; collectively its membership represents over 48 million citizens. The Honorable Robert L. Bowser is the 12th Mayor of the City of East Orange, New Jersey. He holds the distinction of being the first African American in the history of the City to have been elected to serve a third term. He is a graduate of the Newark College of Engineering, now the New Jersey Institute of Technology, earning a Bachelor's of Science Degree in Civil Engineering. Trained as a Civil Engineer, Planner and Surveyor, Mayor Bowser is a Professional Land Surveyor and Professional Planner in the State of New Jersey.
Mayor Bowser's professional affiliations include Past President of the Northern Chapter of Associated Builders and Contractors, Incorporated and membership with the National Minority Contractors Association, Incorporated. He is on the Board of Directors of the National Black Conference of Mayors and co-chairs the Conference's Legislative Committee. He is a member of the National Black Conference of Mayors' and serves as the organization's President.. Mayor Bowser is a Founder of the New Jersey Conference of Black Mayors and was selected as President in 2003 and is a member of the United States Conference of Mayors, Incorporated. He was recently appointed to Acting Governor
Richard Codey's Gang Land Security Task Force Advisory Committee and the State of New Jersey Planning Commission.

municipal staffs, other elected officials, educators, business people
and foreign dignitaries. Over the course of the
four-day meeting, approximately 2,000 people attend the convention, giving us a total impact that surpasses 48 million people.
Due to the enormous growth of the organization over the past 31
years, NCBM has established state chapters through which the
delivery of technical assistance is facilitated. Nineteen state
chapters of NCBM provide the membership with a local vehicle for
addressing issues of importance to the mayors. The state chapters
meet quarterly and bi-annually.
The NCBM Business Council is comprised of corporate executives,
who have direct access to NCBMs membership. Its purpose is to
provide a forum for mutually beneficial exchanges of information
and business development ideas between the public and private
sectors to support and enhance the services of municipalities
throughout the country.
In addition to ten (10) Standing Committees, NCBM maintains three
(3) active task forces/committees that serve in advisory
capacitiesthe Ad Hoc Committee on Seat Belt Safety, the NCBM/
DOE Task Force, and the Mayors Task Force on Black and
Minority Health. The ten (10) standing committees are:

The committees consider national public policy issues and
articulate the mayors concerns to Congress, federal departments

The National Conference of Black Mayors, Inc. (NCBM) was founded in 1974, with the mission to enhance the executive management capacity of its member mayors. Today, NCBM represents more than 641 African American Mayors across the United States; collectively its membership represents over 48 million citizens. NCBM is a leader in the redevelopment of our most vulnerable communities and works towards the empowerment of leadership on the local level. NCBM articulates public policy positions and serves as a clearinghouse on information pertinent to municipal d
