    Water Purification Demonstration Project

    This presentation will highlight the City of San Diegos Water Purification DemonstrationProject that is underway to determine the feasibility of using advanced water purificationtechnology for a potential full-scale reservoir augmentation project in San Diego. This projectis part of the Citys efforts to diversify our water supply, reduce dependence on importedwater and provide a safe source of drinking water for residents.

    SPEAKER BIOGRAPHYAnthony Van is an Associate Engineer in the City of San Diegos Public Utilities Depart-ment. He is the Project Manager of the Water Purification Demonstration Project, managingvarious project components and contracts.

    Anthony has more than twelve years of combined experience in project management,engineering design, and facility planning studies during his employment at the WaterDepartment. He has managed numerous capital improvement projects for water infrastruc-

    tures associated with replacement of water pipelines, reservoir rehabilitation and replacementof water pump stations located within the City of San Diego. Anthony earned a Bachelor ofScience in Civil Engineering from San Diego State University.

    There is about 326 millioncubic miles of water onEarth. Yet it is estimated that1.1 billion people do not haveeasy access to drinkingwater. The United Nationsstates that there are 2.6billion people without enoughwater sufficient for sanitationpurposes such as washinghands, cooking food and soon. Water is a preciousresource. Each one of usneeds clean, safe water tostay healthy and vibrant.

    General InformationCivil Engineering achievement within the San Diego Section area is recognized annually by the selection of "OutstandingCivil Engineering Projects." The basis for the awards is an engineering project that demonstrates the greatestengineering skills, and represents the greatest contribution to civil engineering progress and mankind.

    The awards are given for projects, not to individuals or firms, to recognize the many engineers who have contributed tothe projects. However the Civil Engineer of Record and the Owner must be noted in the application. (A separate awardcategory exists for individuals. If you would like to nominate an individual, see the Individual Nomination Form.)

    Judging is done by a Jury comprised of Past Presidents of the Section, Life Members, individuals selected by the SectionVice President, and/or Executive Section Board members.

    The Awards are made by action of the Section Executive Board upon recommendation of the Jury. Any recommendationto the Board must be supported by a majority vote of the Jury.

    The Executive Section Board determines eligibility of projects other than those fitting the specific categories as listed inthe Project Categories and Qualifications section.

    A plaque naming the achievement is given to the owner of the project by the Section for permanent display. The Sectionwill provide two plaques: one for the Owner and one for the designated firm/agency. Additional plaques may bepurchased upon request and will be delivered after the Awards Event in June 2012.

    In addition to the winning projects, the Jury may select additional outstanding accomplishments for recognition.

    Eligibility

    1. The awards are made for engineering projects that fall into the general category of civil engineering.2. Only engineering and construction projects within San Diego and Imperial Counties are eligible.3. No project will be reconsidered after having received an award.4. Project must be completed during calendar year 2011 (see Project Categories and Qualifications section forspecific definitions of complete for each project type).

    Happy New Year!! Its a great time to be a civil engineer with lots of opportunities to solvethe ever increasing infrastructure problems. Region 9 of ASCE serves California membersworking to coordinate the efforts of the four state Sections and advancing the SocietysVision 2025. Region 9 is led by a Board of Governors (BOG) that consists of sevenmembers: six Governors, one each representing the four sections in California (San DiegoLos Angeles, San Francisco, Sacramento), two at-large, and the Society Director. TheSociety Director is the Regions representative on the Societys Board.

    The Region has been busy implementing several key elements of Vision 2025 includingengaging in legislative activities, advancing the profession, and recognizing our greatest achievements. In FY 2011,the Region conducted a number of activities and events including legislative day, meeting the majority of StateAssembly Representatives and Senators. During these meetings, legislators were asked to support infrastructurefunding, provided information on current conditions and funding needs and educated about ASCE and using CivilEngineers as a resource. Legislators asked for ideas on how to pay for the funding shortfall. We would welcome your

    thoughts. Region 9 conducted an infrastructure symposium offering a suite of speakers on transportation and waterissues. In conjunction with the symposium, the Region conducted an awards program recognizing outstandingprojects and individuals. Finally, the BOG evaluated proposed legislation of interest to the civil engineering communityand suitability of adopting a support or oppose position. Seventy-four measures were deemed of interest andtracked. The BOG did take positions on several bills; these positions can be found at the Region 9 website(www.asce.org/region9/) Region 9 Issues and Advocacy link. Legislative positions were made known and advocatedfor by the Regions lobbyist, Richard Markuson, who provided a voice for ASCE in the legislature. Of particular interestwas Senate Bill (SB) 424, Mechanics Liens, Design Professionals which was approved by the Legislature andGovernor, and Assembly Bill (AB) 1210, Water Quality: Stormwater Discharge: Civil Engineering Activities which wasapproved by the Legislature but vetoed by the Governor.

    In 2012, the Region will once again conduct several important events including the Infrastructure Symposium andAwards Banquet February 28th. The Symposium will present the latest information on statewide water and

    transportation issues. The Awards Banquet will honor the most outstanding Civil Engineering projects and recognizeindividuals in the State, representing the best of the Section award winners. Legislative Day will be conductedFebruary 29th during which nearly every of the over 100 state legislative offices will be visited and provided withinformation on Californias infrastructure. Finally, the Region is preparing a California Infrastructure Report Cardwhich will be released in the spring. The Report Card will summarize current conditions and estimate annual spendingrequirements to raise the grades. Look for exciting details of this release.     day. We are fortunate to live in a country that can produce clean water at an affordable price. However it is gettingharder to provide our larger, populated areas with sufficient supplies of water. Not only are the sources of water faraway from where the majority of people live, the supply of clean water is dwindling. Better ways to transfer water andgenerate new sources through recycling are fast becoming alternatives in meeting our water demands.

    The City of San Diego has limited local water sources and imports approximately 85 percent of its water supply. In thepast, importing water from the Colorado River and Northern California had been a low-cost, reliable option, butenvironmental stresses and court-ordered pumping restrictions have continued to reduce the amount of water that canbe delivered to San Diego. These circumstances and the threat of further limitations on our water supplies haveintensified the need for new sources of water.

    As part of the Citys effort to provide a local and sustainable water supply, the Water Purification Demonstration Projectis examining the use of advanced water purification technology to provide safe and reliable water for San Diegos future.The Demonstration Project will determine the feasibility of a full-scale reservoir augmentation project, which woulddiversify San Diego's water supply, reduce its dependence on imported water and provide a safe source of drinkingwater for residents.

    The Advanced Water Purification (AWP) Facility is one component of the Demonstration Project. Located at the NorthCity Water Reclamation Plant, the AWP Facility uses the most advanced technologies to purify one million gallons ofrecycled water per day. The process includes three treatment barriers that are being tested and monitored at the AWPFacility: membrane filtration, reverse osmosis, and advanced oxidation with ultraviolet disinfection and hydrogenperoxide.

    Orange Countys Groundwater Replenishment (GWR) System is a full-scale advanced water purification facility locatedin Fountain Valley, California. The GWR System uses the same purification process being examined by the Demonstra-tion Project to supply a safe and reliable water source to over 500,000 residents.

    Anthony Van, Associate Engineer for the City of San Diegos Public Utilities Department and Project Manager for theWater Purification Demonstration Project will present at our January meeting. Come and hear about the projectssuccesses and where the data is taking the City on its quest to develop new water supplies. The Demonstration Projectis fascinating and a great program to kick off our 2012 luncheon meetings. I look forward to seeing you this month!
