CHAPTER 1

INTRODUCTION 1.1 PREAMBLE 1.1.1. INTRODUCTION

The Naini coal block is a Non CIL block, located in the North Central part of

Talcher Coalfield in the state of Odisha (Plate no.I) This coalfield is the south-

eastern extremity of the Lower Gondwana basins within Mahanadi Valley

graben. The coalfield occupies an area of about 1800 sq. km with potential

coal bearing area of about 1000 sq. km. It is located between Latitude

20o53’00” to 21o12’00” North and Longitude 84o20’00” to 85o23’00” East.

Major part of the coalfield falls in Angul district and remaining part is

spreading over neighbouring districts of Dhenkanal, Deogarh and Sambalpur

within the state of Odisha. Talcher coalfield being one of the largest store

house of power grade coal in India plays a major role in the socio-economic

development of the Odisha state as well as of the nation.

The exploration carried out by different agencies, viz. Geological Survey of

India (GSI), Indian Bureau of Mines (IBM), erstwhile National Coal

Development Corporation (NCDC), Central Mine Planning & Design Institute

Limited (CMPDIL), erstwhile Directorate of Geology and Mines (DGM),

Odisha and Mineral Exploration Corporation Limited (MECL), established the

largest reserves of coal in Talcher coalfield amongst all the coalfields of India.

The recent assessment of coal reserves by GSI (Inventory of Geological

reserves of Indian coal, as on 01.04.2011) on the basis of resources

estimated by CMPDI, MECL, GSI and DG (O). reveals that out of total non-

coking coals of 285862.21 million tonnes available in Gondwana coalfields

upto a depth of 1200 metres in India, Talcher coalfield alone possesses the

coal reserves to the extent of 46642.39 million tones. Out of this, 16434.17

million tonnes fall under "Proved" category occurring within 600 metres

depth. The coalfield assumes importance due to occurrence of thick coal

seams at comparatively shallow depth over large aerial extent with low dip of

the strata. Such characteristics have resulted in good quarriable potentiality of

coal over large area within the coalfield.

The occurrence of economically minable coal seams has been well known in

the south-eastern part of the coalfield for over a century. In the recent past,

the investigation carried out by the GSI, MECL, DG (O) and CMPDI have

revealed the occurrence of thick quarriable coal seams in the northern and

south-central part of the coalfield as well.

There has been a phenomenal increase in coal production from coalfields in

Odisha i.e. Talcher and Ib Valley coalfields. The production of coal from these

coalfields rose from 2 million tonnes in 1982 to 15.33 million tonnes during the

first year of inception of Mahanadi Coalfields Limited (MCL) in 1992-1993 and

further grew to 44.89 million tonnes during 2000-2001 and 102.07 million

tonnes during 2010-2011 out of which Talcher coalfield has contributed 59.74

million tonnes. For he terminal year of XI plan, i.e. 2011-12, the total

production from MCL is projected at 106 mt out of which the contribution of

Talcher coalfield will be around 68 mt. Further, during the 12th 5 year plan, i.e.

till 2016-17, the total production from MCL is projected at 180 mt out of which

127 mt is likely to be contributed by Talcher coalfield.

The occurrence of coal seams in Naini coal block has been established in

accordance with that of established in adjacent blocks viz. Baitarni West &

East, in the West and Chhendipada-I towards the north of the block. Seam –

II to Seam XVII occurring in Barakar Formation and seam – I with 9 splits

occur in Karharbari Formation and are considered potential for quarriable

prospect.

Based on 46 nos. of CMBT series (funded by MCL) and 4 nos. of CMNI

series of boreholes (total 50 bh’s), a report entitled “Basic Exploration Data of

Naini block, Talcher coalfield, district Angul, Orissa”, was submitted in August

2006.

GSI has carried out regional exploration in Chhendipada central block,

Talcher coalfield, Orissa during 1985-1990. 8 nos. of GSI boreholes are also

falling within the Naini coal block.

The correlation of coal seams in Naini coal block has been established in

accordance with that of established in adjacent blocks viz, Chhendipada-I in

the north and Baitarni west. block next to Baitarni East block in the west.

Seam II Bottom to XVII occur in Barakar Formation and Seam-I with ten splits

occurring in Karharbari Formation are considered potential for quarriable

prospect.

Apart from the 58 boreholes drilled within the block, the boreholes drilled

adjacent to Naini coal block i.e. Chhendipada-I and Baitarni East /

Chhendipada OCP block have also been taken into consideration for the

preparation of the geological plans.

1.1.2. BACKGROUND

The exploration in Naini coal block was carried out in phases during the

period from 1981 to 1998 by GSI and CMPDIL. The drilling was concentrated

in the Western part of the block only. 53 nos. of boreholes have been drilled

in the western part of the block spreading over 3.42 sq.km area which has

been considered as Proved zone for resource estimations. The remaining

eastern part of the block comprising 5.70 sq km area is regionally explored.

The block is mostly under forest cover and could not be drilled in detail.

undulating with a general northerly slope. The highest elevation above Mean

Sea Level is about 159metres (near the borehole CMBT-05, RL 158.85

metres) in the southwestern corner and the surface elevation gradually

decreases to 125 metres (near borehole TCC-23, RL 125.09 metres) in the

northeastern and northern part of the block (Plate – II & Fig.2).

Brahmani river, flowing in approximately north-south direction along the

eastern boundary of the Talcher coalfield, provides the main drainage of the

region. The Gauduni nalla forming the northern boundary of the block flows

from south-west to north-east/north. Another Kudaposi nalla flows from south

to north across the Naini coal block. These two nallas-Gauduni and Kudaposi

controls the drainage and topographical pattern of the block.

Both the nalla are discharging in Tikra nadi, which is running along the

northern boundary of the coalfield. The Tikra Nadi merges in its down stream

into Brahmani river towards the northeastern corner of the coalfield.

Small ponds and dug wells are common in this block which are utilised for

irrigation and drinking purpose

The main drainage system of the area/coalfield is controlled by the southerly

flowing Brahamani river passing through eastern extremity of the coalfield

The other seasonal nalas, viz. Tikra nadi, Singhada jhor, Nandira jhor etc.

also fed the Brahamani river.

1.6 CLIMATE, VEGETATION AND HABITAT

The climate is tropical. The summer is severe during May-June when

temperature rises to as high as 49oC accompanied by high humidity. Winter is

very pleasant, prevails during December-January. The temperature recorded

generally varies from 6.7°C to 38.1°C (December to February). Monsoons

1.7 PREVIOUS WORK

Talcher coalfield attracted the attention of geologists date back to 1817 for its

coal potentiality when coal was first reported from the area by Lt. Kitto.

Subsequently, systematic geological mapping of this coalfield was undertaken

by W. T. Blanford, H. F. Blanford and Willium Theobald (Jr) of GSI during the

year 1855-56 which brought to light the Lower Gondwana glaciation in India.

The Public Works Department of the Government in 1875 excavated 80

tonnes of coal by sinking six shafts in Gopalprasad area. L.L. Fermor of GSI

examined the coal exposure near Gopalprasad and made an attempt to

assess the coal potentiality in the area in 1918. M/s Villiers Ltd. took up some

drilling in the eastern part of the coalfield in the early twenties as a result of

which Karharbari coal seams were discovered and mining operation in this

coalfield commenced in 1923, restricting only in the south- eastern part. S.

Krishnaswamy (1941- 1942), M. N. Deekshitulu (1944-1948), B. N. Jayaram

(1950-1951,1953-1956), B. R. N. Murthy and K. S. Subramanian (1954-1955,

1956-1961), all from GSI, surveyed and mapped the parts of the coalfield.

GSI carried out the regional exploration in the central part of the coalfield in

1963-1965 and 1967, while the north and west Nandira sectors were covered

during 1971-1973 and 1971-1975 respectively. They are presently engaged in

northwestern part of the coalfield.

In the late fifties, IBM and erstwhile NCDC undertook detailed exploration by

drilling in the eastern part of the coalfield, which is now under active mining

operation. After NCDC, CMPDI continued detailed exploration in the coalfield,

which is in progress even today.

The DMG (O), at the instance of Central Coalfields Limited and CMPDI,

carried out detailed exploration in Nataraj area in 1966-67 and subsequently

in Gopalprasad at southeastern part and Neelachal area along the northern

boundary of the coalfield.

Page 12: 01-NAINI CH 1 - Forests Clearanceforestsclearance.nic.in/.../5111812381211MO65F01-Naini... · first year of inception of Mahanadi Coalfields Limited (MCL) ... style of “Naini Coal

48

In recent past, MECL also carried out detailed exploration in Kaniah area

along the northern part as well as in Nandira, Natraj, Kalinga, Ananta and

Subhadra blocks around south eastern to south central parts of the coalfield

at the instance of CMPDI. They had also carried out deep drilling for

prospecting purpose in and around Radhikapur West block to establish the

extension of coal bearing Barakar Formation below younger Barren Measure

Formation towards central and western parts of the coalfield.

In the northcentral part of the coalfield, a large area occupied by Barakar

Formation remained unexplored in details. Regional exploration activities by

GSI during 1985-1988 indicated the occurrence of thick coal seams at

shallow depth. To demarcate the future blocks for mining of power grade

coals, a larger area comprising of Chhendipada-Naini-Baitarani-Mahanadi

blocks was explored initially from 1991 with scout boreholes (CMBT series)

by CMPDI on the basis of the initial data available from GSI report based on

exploration carried out by them during the period 1985-88 (Geology and coal

resources of Chhendipada- Badagundri Block, Talcher coalfield, Dhenkanal

Dist, Orissa, 1989).

In continuation to the regional exploration for coal in the Chhendipada-

Badagundri block, search for coal by G.S.I. was taken up further west in the

Chhendipada (West)-Patrapara block in 1990-94. After drilling 40 boreholes in

about 50 sq.km. area, the drilling was concluded (Report on Exploration for

coal in Chhendipada (West)-Patrapara block, Talcher coalfield, Angul district,

Orissa-1998). Towards the end of above spell of GSI drilling (1990-94),

CMPDI, in continuation of its scout drilling spell from 1991 onward, also drilled

50 boreholes (CMBT & CMNI series) towards the western part of the Naini

block, hitherto a part of the larger Chhendipada-Naini-Baitarani-Mahanadi

blocks. Subsequently, during detailed exploration by CMPDI, the area was

subdivided into smaller mining blocks, viz., Chhendipada, Naini, Baitarani and

Mahanadi block.

Page 13: 01-NAINI CH 1 - Forests Clearanceforestsclearance.nic.in/.../5111812381211MO65F01-Naini... · first year of inception of Mahanadi Coalfields Limited (MCL) ... style of “Naini Coal

49

Due to change in policy laid down by the Government, the drilling operations

in other blocks except for Chhendipada were discontinued temporarily since

these blocks were identified as non-CIL blocks. Thus different blocks of

Talcher coalfield have been explored by various agencies like IBM, GSI,

NCDC, MECL, DG(O) and CMPDIL. With the concerted effort made by

various exploration agencies, a total reserves of 46642.39 million tones

having 16434.17 million tonnes in proved category have been estimated as

on 01.04.2011.

1.8 MINING HISTORY OF THE BLOCK

No mining activity is taking place in the block under report. The nearest mine

is Chhendipada OCP adjacent to the north-western corner of the block.

1.9 EXPLORATION DESIGN

Annual exploration programme are designed every year by CMPDI in

consultation with MCL for this coalfield under the guidance of Ministry of Coal.

The present block was explored in many phases. CMPDI has drilled 50 nos.

of boreholes during the year 1991 to 1998. These boreholes are concentrated

only towards the western part of the block over an area of 3 sq. km, whereas

the remaining 6 sq. km of area has not been explored. However GSI during

1985-1990 has carried out regional exploration in Chhendipada central block

Talcher coalfield, Odisha. Out of the boreholes drilled by GSI, 8 boreholes are

falling within the Naini coal block. The exploration data of these borehole

have been taken into consideration for the structural interpretation of Naini

coal block.. Three master plans of Talcher coalfield have been prepared by

CMPDI in 1986, 1996 and 2009 to formulate the current and advance scheme

and design on exploration, mining and related activities in and around the

coalfield upto 2021-22. The exploration in the present block is carried out

from 1981 to 1998. The block has not been explored in detail. Only western

half of the block has adequate no. of boreholes whereas remaining eastern

part of about 6 sq. km. is still needs to be explored. The eastern part has five

nos. of GSI boreholes at a distance of about more than one km. in between.

1.10 MPORTANT FEATURES IN THE AREA

Angul town, the district headquarters, is the nearest township and is located

about 28 kms by road south of the block. The nearest mining office

establishment of MCL are located in the north western side of the block is

Chhendipada OCP. Talcher town is located at about 45 kms in the south

east of the block. National Aluminium Company (NALCO) has a smelter plant

and a captive power plant at Angul at a distance of 42 km. south of the block.

National Thermal Power Corporation (NTPC) earstwhile TTPS has a power

plant about 45km south east of the block. The 3000 mega watt NTPC Super

Thermal Power station at Kaniah is about 25 kms north east / east of the

block under report. The only village occurring within the block is Thaliposi

south eastern part of the block.

1.11 RESENT INVESTIGATION

Generation of adequate sub-surface data through exploratory drilling was

essential for geological interpretation as there are practically no exposure

available in the block. The exploration have been undertaken in different

phases since 1981 to 1998 depending upon the availability and

approachability of the proposed drill sites. Initially, the drilling was restricted to

an interval of 400 m to decipher general lay and disposition of the coal

seams, followed by some infilling boreholes as required to substantiate

structural disturbances and incrop proving. About 90% of the total boreholes

have been drilled within the depth range of 200 m to 250 m to encounter

Barakar and Karharbari coal seams. Departmental drills from the nearby

Page 15: 01-NAINI CH 1 - Forests Clearanceforestsclearance.nic.in/.../5111812381211MO65F01-Naini... · first year of inception of Mahanadi Coalfields Limited (MCL) ... style of “Naini Coal

Kosala camp were deployed for the exploration work. The boreholes were

surveyed with reference to that of nearby South Balanda colliery bench mark.

The coal cores of NQ size were recovered from the boreholes, sub-sampled,

wrapped in polythene sheet, packed in wooden boxes and sent to different

analytical laboratories for band by band and subsequent seam overall and

special test quality assessment as required for power grade coal.

The present exercise involves the findings based on the 58 nos. of boreholes

drilled within the block and some of the boreholes drilled in adjoining blocks

for which geological reports have already been prepared / to be prepared.

The duration and quantum of exploration activities by CMPDI and subsequent

laboratory tests in the Naini coal block are listed in Table – 1.11 A below:

1.13 SCOPE AND LIMITATIONS

1.13.1 SCOPE

The scope of the present report involves:

i) Processing and interpretation of basic data of 58 boreholes drilled

within the block.

ii) Merging of the data of 52 boreholes available in the report entitled,

Basic exploration data of Naini block Talcher coalfield, 2006 by CMPDI

along with the basic data of 8 GSI boreholes.

iii) Processing and interpretation of basic data of 45 boreholes drilled in

adjoining Chhendipada – I & Baitarani East blocks.

iv) Uniform seam correlation and geological structure vis-à-vis adjacent

blocks.

Page 20: 01-NAINI CH 1 - Forests Clearanceforestsclearance.nic.in/.../5111812381211MO65F01-Naini... · first year of inception of Mahanadi Coalfields Limited (MCL) ... style of “Naini Coal

CMPDI

Job No. 701119 Chapter – 1, Page -

56

v) Preparation of incrop, topographical, floor contour, seam folio, iso-

parting and allied plans for the block matching with the adjacent

blocks.

vi) Estimation and compilation of quality, reserves and overburden.

vii) Documentation based on the guidelines provided by CMPDI, HQ, in

the form of Model Geological Report including subsequent modified

instructions, to the extent possible, in 3 parts viz, Text, Annexures and

Plates.

1.13.2 LIMITATIONS

i) The correlation of coal seams including splits and local bands have been

made in accordance with the documented geological reports of the

adjacent blocks, to the extent possible. However, each split has been

taken/considered as an individual coal seam for structural interpretation

and reserve estimation.

ii) The high flood level for Gauduni nalla is not available.

iii) The concentration of the boreholes are limited only towards the western

part of the block over an area of about 3 sq. km. The remaining area of

about 6 sq.km. towards eastern part of the block is devoid of any

boreholes except 5 nos. of GSI boreholes. Viz. TCC-11,13,15,16 & 23.

iv) The borehole density for the entire block is around 6 boreholes per sq.

Km which is very less and not adequate for structural interpretation and

evaluation / assessment of the reserve / resources / economic viability of

the block.

v) Geological / structural interpretation has been done only for the western

part of the block on the basis of 53 nos. of boreholes over an area of

about 3.42 sq.km. with a borehole density of about 16 boreholes per

sq.km in that part of the block.

Page 21: 01-NAINI CH 1 - Forests Clearanceforestsclearance.nic.in/.../5111812381211MO65F01-Naini... · first year of inception of Mahanadi Coalfields Limited (MCL) ... style of “Naini Coal

CMPDI

Job No. 701119 Chapter – 1, Page -

57

vi) The structure interpreted in the western part of the block has been

extended towards the regionally explored eastern part of the block which

have a borehole density of less than 1 borehole per sq. km. This

structure may change drastically after the detailed exploration carried out

in the block and accordingly reserve estimation may also bound to

change.

vii) Some boreholes are required to drill to prove the position of faults as well

as of coal seams incrop precisely. While interpreting the data of recently

drilled boreholes, some changes in the alignment of seam incrop and

geological structure are observed. This has helped to improve and justify

the incrop and structure more rationally.

viii) The block is mostly covered with forest, hence has not been drilled in

detail. Only some boreholes have been drilled in phases depending upon

the approachability and accessibility of the area.

ix) The geophysical logging carried out in 7 boreholes was matched with the

geological log to the extent possible.

x) The present status of exploration is not adequate enough to ascertain

the lay and disposition of the coal seams and resource estimation

precisely.

xi) Soil and weathered mantle’s chemical analysis have not been done..

xii) Delineation of seam / sections could not be done precisely during

exploration due to wide variation in merging and splitting nature of seam /

sections. As a result, the seam overall analysis carried out on seam

samples in some cases do not exactly tallies with the correlated seam /

Page 22: 01-NAINI CH 1 - Forests Clearanceforestsclearance.nic.in/.../5111812381211MO65F01-Naini... · first year of inception of Mahanadi Coalfields Limited (MCL) ... style of “Naini Coal

58

sections during report finalization stage, and thus, could not be used in

quality assessment. However, the same has been included in Annexure VI

– B.

xiii) Hydrological studies for the block have not been carried out.

xiv) Washability test and Physico-mechanical test on borehole core

samples have not been done for the block.

xv) Quality data / special test analysis of coal seams are not adequate for

the Naini coal block.

xvi) Petrographic studies for the block have not been carried out.

xvii) Physico-mechanical studies for the block have not been carried out.
