BACKGROUND Recognizing the scope and benefits of regional synergy between India & France
across the knowledge-Innovation Chain, the Indo-French Centre for the
Promotion of Advance Research (CEFIPRA), New Delhi has launched a Region to
Region cooperation programme. As a pilot, CEFIPRA in collaboration with the
Karnataka State Council for Science and Technology (KSCST) has taken the
initiative to launch a regional cooperation programme on a pilot scale between
the State of Karnataka, India and Region of Aquitaine, France. Both the regions
have relatively better developed ST & I ecosystems which are thriving on the
strong presence and performance of their knowledge institutions as well as
innovative enterprises in various domains, particularly benefitting from the
policies at a regional level.
The programme will follow two distinct but closely linked pathways of Knowledge
Cooperation and Business Cooperation.
Initially, keeping in view the industrial scenario in Karnataka and France the
areas of Biotechnology and Aerospace technology were selected for such
collaboration. Accordingly, on 27th May 2013 a meeting was organized at
Bangalore on – ‘Improving Competitiveness of SMEs of Karnataka through
Collaboration with French Partners’ by the KSCST in partnership with VITC,
Bangalore, with the support of CEFIPRA. Mr. Eric Lavertu, Consul General of
France and Mr. M. N. Vidyashankar, Additional Chief Secretary – representing
the Government of Karnataka and, several Industrialists, Office bearers of
Industrial Associations, Academicians and Officials from both Karnataka and
French Embassy had participated in this meeting. The meeting had unanimously
proposed that global level collaborations are extremely important and necessary
for leveraging the complementary strengths to sustain and develop in the
competitive world. Although several companies in Karnataka are already in
collaboration with major industries in the US and Europe, including France, the
members present recognized the fact that still a large untapped potential exists
with smaller scale entities, requiring an appropriate support mechanism for

providing necessary opportunities to connect with the major industrial entities in
Europe. The delegates, therefore felt that a long term (10 years and above)
collaboration between the Karnataka Region which is a host for a good number
of vibrant and forward looking SMEs in providing support services and supplying
components under license to major industries spread across US and Europe in
the areas of Aeronautics, Aerospace, Biotechnology, ICT etc. be brought in touch
with an appropriate Region in France, having a suitable industrial ecosystem,
in similar areas of technology and enable them to pursue innovation in design
and development of product / services of improved quality, at competitive cost. A
brief report on this event is at Annexure-1.
Subsequently, in a meeting with the visiting French delegates during the
technology summit on October 24, 2013 at New Delhi, recognizing the better
developed ST&I ecosystems that are thriving on the strong presence and
performance of their knowledge institutions, Bangalore in Karnataka and
Bordeaux in Aquitaine region of France were selected to launch a pilot scale
programme for improving the industrial R&D scene in the areas of Aerospace
and Biotechnology. The aim of this initiative is not only the exchange of ideas and
expertise but also to exploit complimentary capabilities at various stages of the
knowledge innovation chain. It is with the belief, that cooperation at regional
level, with the involvement and support of the local governments, may provide
the stakeholders asustained opportunity to leverage the advantages and
establish links for mutual benefits a delegation was proposed in the month of
November 2013.
Following-up on those recommendations, CEFIPRA, with the support of the
Department of Industry and Commerce, Government of Karnataka, and in
collaboration with the Karnataka State Council for Science & Technology
(KSCST) worked for realizing the visit of the delegation to France and hold
meetings with their counterparts and explore future courses of long and short
term engagement.

DELEGATION
The delegation from Karnataka comprised of a blend of experts drawn from
Academic Institutions, Heads of Professional Associations and CEO / Senior
Executives of Industrial Establishments –in the areas of Biotechnology and
Aerospace ( Annexure-2). In addition 4 members from New Delhi / Faridabad had
also joined the delegation. The delegation arrived in France on 24thNovember
2013 at Bordeaux.
Meeting At Bordeaux
On 25th November, the first meeting to explore the ‘Region – Region Cooperation’
was held at the Headquarters of Aquitaine region – Hotel , 14 rue Francois de
Sourdis, 33077, Bordeaux Cedex. Mr. Ludovic Freygefond, Vice-President for
International Affairs and Mathieu Hazouard deputy for research, innovation and
clusters inaugurated the workshop. The list of delegates from the Aquitaine is at
Annexure-3 and the programme detail is at Annexure-4.
The representatives from the University departments of Bordeaux University,
Institutions and Polytechnic in Bourdeaux, University of Pau & Pays de I Adour,
in their presentations indicated their current academic and research activities
and indicated that long term as well as short-term programmes for joint research
in the form of junior/senior research chairs and fellowships are available for
mobility of scholars from other countries.
During this session the Indian delegates representing the academic segment
made presentations and indicated that France could initiate region to region
collaborations through establishment of centres of excellence in the universities/
institutions in Bangalore and other parts of the Karnataka state for initiating
joint research programmes with the involvement of young faculty & students
from both the regions. It was also mentioned that Karnataka has large number of
industries and it is time to form industrial and innovative clusters in the areas of
mutual interest. It was also mentioned that the state would be keen to extend
support for the establishment of incubation centres in technical institutions to

provide opportunities to the young graduates to emerge as entrepreneurs and set
up their own industries. In this context, France could help in jointly setting up
such incubation centre in a specific area of mutual interest to both the regions.
During the course of discussion it was felt necessary that a short duration study
is required to be commissioned to understand the regional eco-system that are in
existence in both the regions to appropriately align the programme
implementation strategy.
A letter of support from Sri M. N. Vidya Shankar, IAS, Additional Chief
Secretary, Dept. of Commerce & Industries, Government of Karnataka
(Annexure-5) was handed over to the Vice President of the Region. The French
counterparts acknowledged the kind gesture and support shown by the
Government of Karnataka.
Mr. Henri Zipper de Fabiani, Ambassador for the Regions of France, French
Ministry of Foreign Affairs, appreciated the quality of the delegation and the very
good mixture of experts drawn from different institutional backgrounds and the
deliberations of the meeting. He hoped that cluster approach could be evolved for
better implementation of product oriented development and promised necessary
support of the government from his region and appreciated similar response from
the Government of Karnataka.
Industrial Visits At Bordeaux
In the afternoon on 25th November 2013, the delegation visited the Optical
Institute Graduate School wherein the delegates had an overview of the activities
of The Route des Lasers Competitive Cluster and its applications in aerospace
and biotechnology. Thereafter, the group divided into 2 and one group visited
Institute of Vine & Wine Sciences and the other visited Aerocampus wherein they
saw the OMR services being rendered for commercial and defence aircrafts and
also the training facilities.

On 26th the delegation again split into two groups and one group visited Laffort
Oenologie, Bertin Pharma and Merck Millipore – all dealing with different
aspects of biotechnology. At Laffort Oenologie – the representatives
demonstrated the use of enzymes, yeast and bacterial use in wine making and
the facilities available for wine microbiology. It was informed that the institute
uses the services of young university graduates and provides around 15
scholarships every year. During the discussions, it was noted that there is an
opportunity for collaboration in the area of wine microbiology – especially in the
use of microbes for diversified wine aroma. At Merck, two facilities one for yeast
generation and another for microbial fertility were shown.
The representatives from the aerospace companies and experts, visited Astrium,
Thales and Dassault Aviation, where they were exposed to the sate-of-the art
technologies like advanced cock-pit technology, avionics, helicopter and stealth
technologies, simulators etc. B-2-B interactions were initiated with many of the
members.
Wrap Up Meeting at Bordeaux
On the afternoon of the 26th November 2013, at the Bordeaux Polytechnic
Institute a quick review of the two days activity and salient observations were
shared during the Global Debriefing Session. The participants expressed their
satisfaction and put forward some of their views for taking forward this
initiative. The salient points of this discussion and the feedback obtained from
the participants are listed in – Take away points of the delegation.
Meeting at Chamber of Commerce and Industry, Paris
The delegates were welcomed by Mr Olivier Mellerio, senior elected member, in
charge of India, Paris Ile-de-France Chamber of Commerce and Industry. Mrs
Shubhra Pande, First Secretary- Education and Technology, Embassy of India, Paris
too reciprocated and extended a warm welcome to the participants and the visiting
delegation and expressed that the interaction between the companies would pave the
way for a healthy co-operation. Dr. M. Prithviraj, Executive Secretary, Karnataka

State Council for Science & Technology, Bangalore gave an overview of the
Karnataka Region and the opportunity it presents as well as the existing ecosystem
for innovation. Dr. Debapriya Dutta, Director, CEFIPRA, New Delhi presented the
activities of the Indo-French Centre through a short video clip and further
substantiated the role of the CEFIPRA in the strengthening of the ties between the
two countries in the area of Knowledge and Industrial partnership.
Mr Gerard Poirier, Vice President of Cluster and Deputy Vice-President for Scientific
Strategy Partnership and Cooperation in Dassault elaborated the role played by
Astech and Systematic Innovative Clusters in India. Dr Jean-Roch MEUNIER, PhD
– CEO, Medicen Paris Region made a Presentation on Ile-de-France Biotech and the
activities of the Biotech clusters. Following the inauguration the Biotech and
Aerospace Industry representatives met separately with their French counterparts
and discussed the opportunities and areas where the collaborations could be worked
out. The programme schedule is appended in Annexure-6.
After the successful meeting the delegation returned to India on the 29th November
2013.
Take Away Points of the Delegation
During the course of discussions held both at Bordeaux and Paris several good
points had emerged. The following important points for follow-up are listed
below:
Administrative
The French officials extended an invitation to a governmental delegation
from Karnataka to prepare the ground for executing an MOU at the
governmental level. The MOU could be signed in the presence of the
President of the Aquitaine region Mr. Alain Rousset, President of the
Aquitaine Regional Council and Shri. Siddaramaiah, Chief Minister,
Government of Karnataka during April / May 2014.

A high level delegation from France lead by the President of the Aquitaine
Regional Council may be invited to Karnataka during October 2014 when
some of the facilities could be inaugurated.
Governments of both the regions could evolve suitable policy to set up joint
venture capital funds.
Impetus to be provided for industrial R&D projects in small and medium
scale industries, as a means of providing better design and development
capabilities to approach the world market.
It was felt necessary that two major contact points (Programme Manager /
Nodal Officer) on either region be identified to liaison with the respective
governments and other partners to execute the programme.
Modern Audio-Video facilities to be used to have better interactions
between Nodal Officers for co-ordination and program implementation.
Scientific
Initiate a study to evaluate the knowledge - business ecosystem in
Karnataka and Aquitaine Regions.
To quickly kick-start the programme existing schemes (of CEFIPRA &
others) could be leveraged from both the sides to initiate the short duration
student exchange programmes, exploratory visits for master degree
students etc.
Establish Junior and Senior Research Chairs to facilitate exchange of
Scholars from both the regions.
Establishment of centralized facilities in the areas of aerospace technology
in education/training for a cluster of institutions in Bangalore (Jain
University, Manipal University, Ramaiah Institute of Technology, etc.).
Establishment of knowledge cooperation through long and short term
projects / programmes.

Special lectures in the emerging areas of interest in Aerospace and
Biotechnology may be organized by inviting experts from France at
Bangalore.
Research institutions on Oenology can be established in Karnataka with
the help of French government, under the aegis of the Wine Board.
Joint incubation facilities to be established in educational institutions.
Strengthen collaborations between Industry and Academia through
workshops and conferences.
Business
Wine festival may be organized in Karnataka with the support from
Bordeaux region.
Exploratory missions for representatives of the SMEs are needed from
both the regions to identify and prioritise areas of co-operation, Connect
and Synergise activities and ultimately leverage economic benefit through
the opportunities offered by the market.
Workers engaged in some of the specialized areas in the Aerospace and
Biotechnology industries could be trained in institutions in Bordeaux,
France.
There is a need to organise a sensitization meeting both in Karnataka and
in Bordeaux to expose and educate some of the interested Industries to
come closer in establishing collaborative business partnership as well as
industrial research partnership.
Exhibitions of both the regions could be held either jointly or on a
reciprocal basis.
KSCST may engage itself in identifying the technology gaps in the
industries and work with French partners to import some of the socially
relevant technologies for field testing and adaptation.

DEBRIEFING SESSION AT COUNCELLOR GENERAL’S OFFICE,
BANGALORE
The Consul General Mr. Eric Lavertu chaired the meeting. After the round of
introduction, the Chairman informed that he felt very happy to know that the
delegation had a fruitful meeting and visits to institutions in France and
requested the members to elaborate the details and also suggest future courses of
action to take forward the activities that were envisaged while planning the
delegation.
Dr. Debapriya Dutta, Director, CEFIPRA, gave a detailed overview of the
activities that were undertaken. He informed the Consulate General that both
formal and informal interactions had given enough understanding to the
participants from both the regions, the strengths and opportunities that were
available for knowledge and business expansion. He mentioned that he, in
consultation with the members of the delegation, had enlisted the following:
1. The President of the Aquitaine region had expressed support for initiatives
that emerged out of the meetings of the delegations and had expressed
more close interaction with the Governments. It was therefore proposed
that the Government of Karnataka may reciprocate this gesture by
extending an invite to him along with a high level delegation to hold
discussions with Chief Minister/ Minister for Science and Technology on
specific issues on promotional activities that were planned.
2. During this meeting an MOU may be executed between the two regions for
knowledge and business cooperation.
3. Under the knowledge cooperation, CEFIPRA may immediately initiate
students/ scholars exchange programme as decided during the meetings.

4. It was proposed that a joint innovation fund may be instituted by both the
partner regions, to facilitate/ support large number of projects of value to
both the regions. Such projects could be anchored in educational
institutions, incubation clusters and in the willing industries.
5. A joint seminar/ exhibition of technologies could be organized on an annual
basis once every alternate year in either of the partnering regions.
6. SIATI and ABLE may be involved in business cluster development
programmes.
7. Wine Board of Karnataka State may be requested to organise a Wine Fair
with the help of Bordeaux region.
8. Wherever feasible, technology transfers could be initiated.
9. Organisations like KSCST could be used for technology demonstration and
adaptation for sustainable benefit.
10. It was also brought to the notice of the Consulate General that there is a
need to identify a Nodal Institution/ organization in both the locations to
guide and champion the programme and implement some of the activities
that were agreed upon in the meetings.
The Consulate General expressed his satisfaction over the points that were
mentioned and agreed to provide necessary help and support to implement the
proposed activities.
Dr. M. Prithviraj, Executive Secretary, KSCST, also informed the Consular
General that the deliberations that were held during the delegation were
satisfactory and he proposed the following, in addition to the points already
mentioned:

1. There was a need for a Program Manager/ Nodal Officer to be identified to
liaison with the Government, industries and institutions in both the
regions to coordinate the activities and implement the program.
2. He mentioned that both long term and short term projects have to be
evolved in identified areas and supported through funding mechanisms.
3. He proposed establishment of centralized R&D Training Facilities in the
areas of Aerospace for supporting the training of engineering students of
the institutions in Bangalore, viz., Jain University, Manipal University,
Ramaiah Institute of Technology, etc.
4. Wine Board may collaborate with Institute of Oenology to establish
advanced laboratories through the French support.
5. It was also proposed to organise sensitization meetings to expose the
officials of both the regions to the opportunities that exist for
strengthening the collaboration and joint initiatives.
Mr. Subramaniam, Director, SLN Technologies Pvt. Ltd., expressed satisfaction
of the industry partners with respect to the institutional visits to Thallus,
Dassult etc. He however expressed that there was not much scope for delegate
members to interact with the SMEs in France and felt the need for organizing
specific business delegations to bring together the SMEs of both the regions.
Product Development, Manufacturing, Technology Transfer and offsets are the
four points that requires to be deliberated in such forums He informed that the
Aquitaine region had indicated interest in visiting Bangalore during March 2014
when the Hyderabad Air Show is being organized..
Dr. Jennifer Clark, Attache for Science and Technology, Science Department,
Consul General De France, mentioned that there is a need to create an ecosystem

through joint partnership and give fillip to research of both industrial and
academic nature, to leverage the advantages. She mentioned that student
exchange programme should be taken up on a high priority while there is also a
need to develop the ‘Chairs of Excellence’ to carry out research in educational
institutions. She informed that in addition to Aerospace and Biotechnology,
neural science is another very important area of concern to both the regions and
indicated that Centre for Excellence in Bordeaux and in Bangalore NIMHANS
could be associated. In addition to the Bordeaux region, it was felt that
Aquitaineand Midi-Pyrénées Regions could also be involved/ collaborated in this
programme.
Ms. Radhika Yelkur, Trade Advisor, The French Agency for International
Business Development, informed that they are already working towards bringing
in a delegation from France to India during the Aerospace Show at Hyderabad.
She informed that she would closely work with institutions like KSCST, SIATI,
ABLE and further develop such programmes and interactions.
Prof. B.N. Raghunandan, Indian Institute of Science informed that several
Centres of Excellence supported by French Government are engaged in the
activities in the IISc. However he agreed with Dr. Prithviraj’s view for
establishing certain advanced training facilities to support education in the area
of aerospace technologies to support institutions like Jain University, Manipal
University, Ramaiah Institute of Technology, JSS institutions etc. He supported
the initiation of student internship programme but mentioned that such
exchange programmes should be for short duration of 3-6 months and should
start in the early part of the research career of student so that the student has
the exposure and has established the required support systems and returns to
India to complete his project. He agreed with the proposal to have SME level
interaction of both the countries and mentioned that a working group could be
constituted to design the internship programme as well as industrial, academic
collaboration programme. He was also of the opinion that one session dedicated
to Karnataka Bordeaux region to region collaboration could be held during the

Bangalore Bio-summit during February. He also felt that atleast 5 projects each
in the areas of Aerospace and Biotechnology could be started for the final year
engineering students under the Student Project Program which is ongoing in
KSCST. Funding support may have to be provided for project execution and also
to support 3-4 students who had excelled in such project to visit France and
spend a couple of weeks on internships in appropriate institutions.
Dr. C. Subramanian of JainUniversity opined that research and innovation,
process and product development are the major corner stones of knowledge and
business cooperation. He believed that the student exchange programme could be
the beginning of such an initiative. He indicated that fatigue and fracture as well
as simulator development are some of the research areas that could be
considered. Air craft recycling is another area and lot of skill is required in
handling some of the hazardous materials like composites and electronic items
and felt that this should be one of the areas of skill development.
Ms. Savitha Ananth, CEO, Genbios Innovative Solution For Life, informed that
clusters with complementary strengths need to be developed in the area of
biotechnology. She informed that bio-informatics and geno biology are the areas
for partnerships. She informed that small companies have already started
inducting student interns in their research activities and were willing to support
students from France to work for their projects. She said that such initiatives
would help in shaping the future entrepreneurs. The focus of this engagement
should also be to develop products of interest to both the partners and the
market. She further reiterated that the entire aspect of oenology may be
implemented through research institutions under the aegis of Wine Board. For
this purpose, the members indicated that a concept paper may be prepared to
have a clear road map for implementation.
Mr. Amitesh Suman, representative from ABLE informed that the meetings and
visits during the delegation were quite useful in understanding the status of
business and technology in France. He informed that ABLE works closely with

Government of Karnataka and issues related to biotechnology could also be a
part of the Vision Group of the Government of Karnataka. He indicated his
interest to get the feedback on setting up of biotech clusters from France so that
the experience could be used by the Vision Group to support similar activities in
India. He further felt that young entrepreneurs could be selected and supported
to build some collaboration with French partners so that they would be able to
reach the market faster and hence access to companies in France needs to be
provided under this cooperation. He was happy to mention that he would help in
organizing a special session in the Bangalore Bio-summit to show case some of
the French initiatives.
