Whether there are very minute traces or large quantities of narcotics- our canines can easily find, locate, and alert to their whereabouts- whether in buildings or complex areas, vehicles, aircrafts, trucks, luggage, packages, lockers or other such hiding places. Our canines are highly sociable, and driven, and do well around noises of all kinds as well as distractions. Obedience and control work is also taught so that each canine can finely focus their energy on their work. All of Cobra Canine’s MPCs undergo a thorough veterinary examination. Each canine’s gait, skin, coat, teeth and jaws, heart, lungs and upper airways, limbs, joints, spine and nervous system will be in the utmost health. All Canines are treated for heartworms and intestinal parasites as well as for external parasites. Required immunizations are performed regularly. Trainer Training for the five students will be provided in Spanish at our Training Academy, in Sweetwater, TN. This will be a full 3 week course which will allow each student to be able to learn each step necessary for training other Handlers in Narcotics Detection. Once the Students have returned to Paraguay, Cobra Canine will send a Trainer to Paraguay to follow up and certify the effective drug-detection performance of the canins, as well as the handler performance. Follow up training needed to raise low performers and any problem solving skills will also be provided at this time. A Final Standard Operating Procedure in Spanish will be created and given for the day to day operations at SENAD’s canine unit at the Asuncion airport. Trainer Training for the five students will be provided in Spanish at our Training Academy, in Sweetwater, TN. This will be a full 3 week course which will allow each student to be able to learn each step necessary for training other Handlers in Narcotics Detection. Once the Students have returned to Paraguay, Cobra Canine will send a Trainer to Paraguay to follow up and certify the effective drug-detection performance of the canins, as well as the handler performance. Follow up training needed to raise low performers and any problem solving skills will also be provided at this time. A Final Standard Operating Procedure in Spanish will be created and given for the day to day operations at SENAD’s canine unit at the Asuncion airport. Mr. Franklin’s unique canine experience has been hands on- working as the Lead Trainer at the Naval Special Warfare Development Group, Naval Special Warfare Group 1, Naval Special Warfare Group 2 and with Senior Canine Training Personnel from the U.S. Secret Service in subject matter areas directly related to canine employment and integration into units internationally. He is a United States Marine Corps Veteran, has worked more than twenty (24) years with over 4,000 dogs and Canine Teams producing the finest quality canines for drug, explosive, cadaver, tracking, personal protection, sports, and obedience and has more than ten years (10) years as a police K-9 / SWAT officer.
Mr. Franklin will provide overall program management and oversight for this SOW on behalf of Cobra Canine and will be responsible for the assurance of SOW execution and compliance. Our Team structure is designed to ensure we meet all contract requirements and execute initiatives quickly and with a high level of competency for overall mission success. Upon contract award Cobra Canine will be ready to fully execute the tasks of this Firm Fixed Price Level of Effort Contract. Our Narcotics Trained and Explosives Trained Canines are impeccably trained and prepared so that they may perform and excel in their duties to detect either explosives, or drugs, dope, and illicit drugs for their respective International K9 Teams. Whether there are very minute traces or large quantities of substances- our canines can easily find, locate, and alert to their whereabouts- whether in buildings or complex areas, vehicles, aircrafts, trucks, luggage, packages, lockers or other such hiding places. Our canines are highly sociable, and driven, and do well around noises of all kinds as well as distractions. Obedience and control work is also taught so that each canine can finely focus their energy on their work. All of Cobra Canine’s Detection Canines undergo a thorough veterinary examination. Each canine’s gait, skin, coat, teeth and jaws, heart, lungs and upper airways, limbs, joints, spine and nervous system will be in the utmost health. All Canines are treated for heartworms and intestinal parasites as well as for external parasites. Required immunizations are performed regularly. Each canine presented will be social and well balanced.
