Visited 4 Chinatown apartment buildings with Recology to resolve space challenges. Improved participation at 10 buildings (349 units), conducted 8 processing charge assessments, sent warnings to 14 and notices to 13, instituted charges at 7, conducted 6 follow-up audits, and delivered compostable bags and dispensers to 3. Inspected Toolworks and WastExperts sorting operations. Launched residential curbside textile collection tests with Recology. - SCHOOL EDUCATION: Gave 84 assemblies/presentations to 5,808 students at 44 schools in districts 1-11. - COMMUNITY PARTNERSHIPS: Participated in screening and panel of Cars Vs. Bikes with the SF Green Film Fest - OUTREACH/ENVIRONMENT NOW: In December, Environment Now staff went door-to-door in two apartment buildings in Chinatown, to let residents know that the building was working with the Department of the Environment and Pestec to address pest issues in a healthier, more effective way. The bilingual staff spoke with 28 of the 38 residents in the buildings, and 25 of those conversations were in Cantonese. Staff engaged residents in a pre-treatment survey. This IPM project is managed by SFE’s Environmental Justice staff and supported with a State grant provided by the California Department of Pesticide Regulation. - ENVIRONMENTAL JUSTICE: In collaboration with the Bayview Hunters Point Environmental Task Force, EJ is working to address illegal dumping and other environmental concerns in the Southeast area. This report covers San Francisco Department of the Environment updates

for the months of November 2015 through January 2016

Outreach to residents

- ZERO WASTE: Rolled-out composting at 2 apartment buildings and recycling at 1 (38 units),

and sent 2 to SFPW for enforcement. Visited 4 Chinatown apartment buildings with Recology

to resolve space challenges. Improved participation at 10 buildings (349 units), conducted 8

processing charge assessments, sent warnings to 14 and notices to 13, instituted charges at 7,

conducted 6 follow-up audits, and delivered compostable bags and dispensers to 3.

Inspected Toolworks and WastExperts sorting operations. Launched residential curbside textile

collection tests with Recology.

- SCHOOL EDUCATION: Gave 84 assemblies/presentations to 5,808 students at 44 schools in

districts 1-11.

- COMMUNITY PARTNERSHIPS: Participated in screening and panel of Cars Vs. Bikes with the SF

Green Film Fest

- OUTREACH/ENVIRONMENT NOW: In December, Environment Now staff went door-to-door in

two apartment buildings in Chinatown, to let residents know that the building was working with

the Department of the Environment and Pestec to address pest issues in a healthier, more

effective way. The bilingual staff spoke with 28 of the 38 residents in the buildings, and 25 of

those conversations were in Cantonese. Staff engaged residents in a pre-treatment survey.

This IPM project is managed by SFE’s Environmental Justice staff and supported with a State

grant provided by the California Department of Pesticide Regulation.

- ENVIRONMENTAL JUSTICE: In collaboration with the Bayview Hunters Point Environmental Task

Force, EJ is working to address illegal dumping and other environmental concerns in the

Southeast area. EJ partnered with Literacy for Environmental Justice (LEJ) to make a

presentation at the Task Force’s meeting in December, and coordinated with SF Departments

of Public Health and Public Works to conduct field inspections to address environmental

concerns raised by Little Hollywood residents.

Outreach to businesses

- ZERO WASTE: Diverted 1,014 tons at 7 demolitions (Districts 1, 3, 9, 10). Registered Independent

Recycling Services as a new debris facility and OP Trucking CDI Operations at their new

location. Conducted annual site visits at BlueLine, Davis Street and Premier Recycle registered

debris facilities. Sent violation notice to Citywide Fibers for hauling debris to Ox Mountain

Landfill. Attended meeting to explore regional debris facility certifications. Got 62 commercial

accounts composting and 11 recycling service compliant, 63 improved participation and 6

are participation compliant. Met with Planning Department regarding adequate space for all

three refuse streams. Consulted with McDonalds on front-of-house bins and signage for

compliance with mandatory ordinance. Provided zero waste assistance to Local 21’s new

office. Presented to tenants at 500 Sansome, adding 960 gallons of composting service and

part of revamping entire building’s source separation and tenant training. Conducted zero

waste staff training at Hotel Abri. Met with Layfield packaging of British Columbia to discuss

sustainable packaging options for Clif Bar, Powerbar and Gu.

- TOXICS REDUCTION: Ongoing Green Business outreach throughout the City (Districts 2, 4, 5, 9

and others). Currently 71 new businesses and 221 total businesses currently recognized.

- TOXICS REDUCTION: Ongoing outreach to nail salons throughout SF. Outreach to

neighborhood groups to conduct presentations about the healthy nail salon program and

urge neighbors to demand more healthy nail salons in their neighborhoods. Currently 33 nail

salons are recognized by the program.

- TOXICS REDUCTION: Ongoing outreach to pharmaceutical industry related to implementation

of the 2015 Safe Drug Disposal Stewardship Ordinance. Outreach is being coordinated with

San Mateo, Santa Clara, and Marin Counties who passed very similar ordinances in 2015.

- GREEN BUILDING: hosted final commercial PACE contractor training session of 2015 for San

Francisco-based energy contractors, with Sustainable Real Estate solutions (SRS, BayREN

consultant).

- GREEN BUILDING: convened multiple meetings with third-party financing providers to assist

Chinatown CDC with deep green retrofit project as part of "Sustainable Chinatown" project.

- ENERGY: SFEW provides tours of completed energy efficiency projects to CPUC Commissioner

Peterman. Sites included Notre Dame Apartments, an affordable housing project that went

through BayREN’s Multifamily program and receive $150,750 in incentives to install a new

domestic hot water boiler, thermostatic radiator valves, and piping insulation. The second site

was Casa Lucas, a small family owned (35 years) grocery store in the Mission. This project was

serviced through the Energy Watch program, and received $1,600 in incentives for lighting

and refrigeration upgrades.

Outreach to City Departments

- ZERO WASTE: Met with SF General Hospital operations staff to plan for new wing recycling and

composting roll-out, and with new Sustainability Task Force members. Presented to 86 Asian Art

Museum, Laguna Honda, SF General and SFE employees and interns on zero waste. Provided

recycled content and bottled water language to Office of Contract Administration for Camp

Mather and Juvenile Probation contracts. Attended pre-bid conference for office supplies

contract. Worked with SFMTA to issue RFP for sorting, outreach and other zero waste services

for most challenging bus yards. Met with Controller’s Office to discuss environmental benefits

of new PeopleSoft procurement system. Met with Recology and Treasure Island Development

Authority to discuss refuse collection services and costs for residents and businesses.

- OUTREACH: Presented to Office of Civic Engagement and Immigration Affairs on the

Department’s translation and interpretation programming. The group participating included

representatives from the Language Access Network

- GREEN BUILDING: Held weekly Green Building and LEED v4 study sessions supporting LEED

professional accreditation for city design and construction staff.

- GREEN BUILDING: Held monthly Green Building educational presentations on Greenbuild, Zero

Waste, the WELL Building Standard, and LEED project case studies to 12 City Department

members of the Municipal Green Building Task Force.

- GREEN BUILDING: As part of "Sustainable Chinatown" project, met with SFPUC Power Enterprise

staff on multiple occasions to discuss potential on-bill repayment option to fund retrofits at Ping

Yuen properties (CCDC).

- ENVIRONMENTAL JUSTICE/TOXICS REDUCTION: Coordinating with Mayor’s Office of Housing &

Community Development and Pestec (City’s IPM contractor) to conduct “model unit”

inspections and educate affordable housing developers and construction managers about

pest prevention. Developers are in the process of renovating SFHA public housing sites under

the Rental Assistance Demonstration (RAD) program, and SFE is promoting IPM best practices

for sealing out pests.

New/Revised Legislation and/or City Hall activity

- ZERO WASTE: Met with Mayor’s Office and CalRecycle on bottle bill convenience compliance

and statewide 75% recycling goal. Met with Supervisor Breed’s office, at their request, to

discuss policy concepts for reducing disposable cup use. Presented report to Refuse

Collection and Disposal Rate Board on landfill Special Reserve Fund, with Board adopting

resolution generally concurring with recommendations on that and abandoned material

collection program. Attended Superior Court case management hearing on Waste

Management landfill agreement lawsuit where court dismissed lawsuit, except for declaratory

relief which should be moot as causes were dismissed. Last ton of material went to Altamont

and first ton went to Hay Road Landfill

- GREEN BUILDING: Leading SFE’s participation in the Port’s Waterfront Land Use Plan Update.

- ENERGY: Met with each Board member and/or staff to select a Solar + Energy Storage site in

their district.

- ENERGY: Presented to Local Agency Formation Commission on resilience benefits of solar at

hearing on the proposed changes to Net Energy Metering that would affect small solar

installations.

Press and Media Highlights

- ZERO WASTE: Interviewed by French TV Ch2 on bag ordinances with French law banning

plastic bags and charging for others. Met with freelance reporter from Paris to discuss San

Francisco’s zero waste initiatives.

- TOXICS REDUCTION: Anya Deepak has left commercial toxics and has joined Debbie as her

new Executive Assistant

- TOXICS REDUCTION: Commercial Toxics Reduction Associate (9922) job announcement has

RFP’s posted/Grants and Contracts Awarded (who/amount/ summary)

- ZERO WASTE: Certified SCRAP, Northridge Coop and Goodwill grant agreements, and met with

latter about their self-haul disposal, to find additional material markets and toured Recompute

(their electronics recovery facility).

- GREEN BUILDING: New professional service contracts in place for Green Building Technical

Assistance - Atelier 10/Urban Fabrick JV and Environmental Building Strategies.

Proposals Submitted (who/amount/grant summary)

- GREEN BUILDING: Submitted a $2M pre-proposal to the Department of Energy to create data

tools to support the Existing Commercial Building Ordinance and was invited to submit a full

proposal.

- ELECTRIC VEHICLES: Submitted a pre-proposal to the Department of Energy to accelerate the

adoption of Fuel Cell Electric Vehicles. Funds are available for Climate Action Champions. The

$250,000 proposal requires a 1:1 match.

- ENERGY: Submitted a proposal to PG&E for $60,000 in SER funding to create a revolving micro-

loan program for small businesses that do not have the upfront capital to participate in Energy

Watch.

- ENERGY: US Dept of Energy $2 million, Assoc. of Bay Area Governments is the prime. Submitted

Concept paper for a regional Zero Net Energy efficiency program for small commercial

buildings. Invited to submit full proposal due 1/29.

- ENERGY: Cal Emergency Management Agency, $250,000 (may change by time of reporting).

For additional funding for Microgrids for Solar + Energy Storage to bring all 12 projects to the

bid stage. CalEMA then decides whether to submit to FEMA for the funding.

Grants Received (who/amount)

- ENERGY: California Energy Commission for a Zero Net Energy Whole Foods, $3,300,000 over 4

years ($150,000 for SFE). Prospect Silicon Valley is the prime, 24th St. Whole Foods.

Public Events/Conferences (e.g., conferences attended, speaking engagements, travel for work, etc)

- ZERO WASTE: Presented to Parliament, NGOs and university students for Zero Waste Week in Rio

de Janeiro and Florianopolis, Brazil. Provided zero waste program information to Recyc-

Quebec. Joined National Zero Waste Advisory Board and presented on carbon sequestration,

with an agreement reached to work on a national campaign connecting zero waste,

compost, soil health and climate benefits. Assisted Syracuse, NY with their residential organics

collection strategy. Facilitated City of Oakland and Green Streets making presentations to

Detroit Green Task Force and spoke about our zero waste efforts. Commented at CalRecycle

workshop on CA Goals and Funding Waste Management Infrastructure. Attended California

Organics Recycling Council Board retreat. Selected for a seat on California Council on Carpet

Recycling to advise carpet stewardship board of directors on how to best comply with CA

carpet recycling law. Participated in Northern California Recycling Association meetings as a

Board member. Participated on panel for ZeroWaste USA’s Braintrust best practices workshop

in Oakland. Attended multi-agency inspection, and meetings with Little Hollywood

neighborhood and Recology at Tunnel Ave. facility to address concerns expressed by

residents. Skyped into Q&A after Racing to Zero screening before 175 people in Salem, OR. Sat

on panel after screening of Racing to Zero at Genentech. Conducted semester end lecture at

SFSU “Geography of Garbage” class. Conducted zero waste event training. - TOXICS REDUCTION: Green Business Annual Award Ceremony on Wednesday February 10th

- TOXICS REDUCTION: Anna and Sarah attended the California Green Business Network

meeting in Santa Cruz

- GREEN BUILDING: Staff attended Greenbuild 2015 International Conference in Washington

DC. and presented San Francisco's work with the "Investor Confidence Project."

- CLIMATE/ADAPTATION: Staff moderated a workshop on energy resilience at the Mayor’s

Resiliency Summit.

- CLIMATE/ADAPTATION: Staff participated in Department of Public Health’s Climate and

Health Summit.

- COMMUNITY PARTNERSHIPS: Attended Mayor’s Pre-inauguration Prayer Service hosted by

Interfaith Council .

- COMMUNITY PARTNERSHIPS: Hosted a delegation of 15 international sustainability professionals

from the UC-Davis Humphries Fellowship program.

Other Noteworthy items (e.g., awards, milestones, open RFPs, outgoing grants, etc)

- TOXICS REDUCTION: In December, SFE put on the bi-annual All Green Business Team meeting

for SFPUC and SFPDH about updates to the Green Business Program.

- GREEN BUILDING: Recent Municipal LEED certification: SF Wholesale Produce Market at LEED

CS Gold. This brings the total Municipal LEED certifications to 5.8 million square feet.

- GREEN BUILDING: Municipal LEED certified projects during FY14-15 and 15-16 diverted over 98%

of construction and demolition debris from landfill.

- GREEN BUILDING: Residential PACE program is gaining momentum in San Francisco. Current

project volume: 213 applications submitted for potential $9,388,980 in investment, and 40

projects have been funded worth $1,001,830. Marketing plan is complete and implementation

now underway.

- SF CARBON FUND: Terra Pass and the Super Bowl Host Committee are implementing a process

for Super Bowl attendees to contribute to the SF Carbon Fund

- COMMUNITY PARTNERSHIPS: Participated in selection of 12 winners for the 0-50-100-Roots

Climate Action short film contest, a partnership of SF Environment, SF Green Film Fest, SF Public

Library, Arup, Autodesk, Google, Wells Fargo and BC3. 225 shorts videos were submitted in

categories; k-8th grade, 9-12th grade, general public and organizations. Films will be featured

on social media and screened at the SF Green Film Fest in April.

- COMMUNITY PARTNERSHIPS: SF Environment’s exhibit of African American Environmentalists is

being displayed at the Main Branch of the SFPL through the end of February.

- OUTREACH: Pauli Ojea attended a 40-hour training for interpreting in healthcare, education,

and human services. The Community Interpreter training was organized through the Office of

Civic Engagement and Immigrant Affairs (OCEIA). Bilingual staff from agencies such as the

PUC, MTA, Controller’s Office, and OCEIA were in attendance, as well as staff from OCEIA’s

non-profit grantees; attendees have begun an informal network to share glossaries and

exchange ideas. While at the training, Pauli met with Felix Fuentes, who runs the Community

Ambassador program, and they discussed the potential for Environment Now recruitment from

the Community Ambassador program.
