European Economic Recovery PlanCOM(2008)800 26.11.2008
• Included ‘smart investment’ in research
• ‘To support innovation in the manufacturing, construction and
automotive sectors, which have recently seen demand plummet as a result of the crisis and which also face significant challenges in the transition to the green economy…’
Objectives:
- promote the convergence of public interest with industrial commitment and leadership in determining strategic research activities
- To reinforce European competitiveness
3 Public-Private Partnerships:
Factories of the Future Energy Efficient Buildings Green Cars Initiative
Some history:
PolicyPolicyResearch andInnovation
Research andInnovation
• Industry has a leading role in defining research priorities
• Ad-hoc Industrial Advisory Group advises on implementation
• Multi-annual Roadmap allows long-term investment plans
• Pre-defined budget ensures continuity
• More emphasis on relevance of industry and impact
• Focused on enabling industrial technologies
• Increased use of SME-friendly instruments and
demonstration
Advantages of a PPP

“Energy-efficient buildings” PPP initiative
Challenges
• The Construction industry accounts for 10% of EU’s GDP and gives jobs to 32 million people
• Buildings represent 40% of energy use and 33% of Green House Gas emissions
• Energy use to be reduced by 20% by 2020
• The present rate of construction of new buildings is below 2% Renovation of existing buildings is key!
«« Business as usualBusiness as usual »» is not an option!is not an option!

“Energy-efficient buildings” PPP initiative
Objectives
• Reducing the energy consumption of buildings and its negative impacts on environment
• Integration of innovative technologies towards the low carbon economy
• Buildings cover their own energy needs contributing to EU
energy independence and on long term may become even energy provider
Budget 2010-2013: € 1 Billion over 4 years

In the framework of the European Construction Technology Platform, E2BA has been established by industrial partners for along-term commitment with the EC:
• to promote the convergence of industrial and public interests in determining strategic research activities
• Ensure a close link with National/Regional initiatives in the sector
 ad hoc stakeholders advisory mechanism
