2. Modernization Principles and Strategy
Considerations included in determining the strategy to be used in the Modernization project are listed below:
2.1 Modernization Principles
2.2 Modernization StrategyThe most suitable modernization strategy contributes to the success of a modernization project in terms of modernization effectiveness, modernization stability and cost-efficiency. In practical projects, various factors come together to shape up the strategy. Based on our modernization experience around the world, we recommend the bellowing modernization strategy for this project.
2.2.1 Cluster Modernization Recommended for BTS Modernization
When modernize an existing GSM radio network, there are different approaches: modernizing site by site, cluster by cluster, or a whole radio network in one time.
Huawei recommends cluster modernization for
this project. The detailed site number of each cluster for the implementation works during maintenance window, will be
discussed with Conecel and mutually agreed by both parties.

2.2.2 Pilot Network Modernization before Large-scale Network Modernization
Huawei recommends conducting pilot network modernization before large-scale network modernization with Conecel to ensure that all procedures, routines and teams on both sides are prepared and practiced, so the end-to-end modernization quality will be guaranteed with minimal interruption of the live network.
2.2.3 Like for Like Cluster Modernization
Like for like Modernization means keeping the same configuration before and after Modernization. This method can ensure the modernization smooth and is convenient for network KPI comparing.It is also easy to evaluate the performance of Huawei’s equipments with the same configuration and parameters.
2.2.4 Modernizing with Expansion Part in Large-scale Network Modernization
With validation of performance of Huawei equipments in pilot cluster, it’s recommended to modernize the network with original configuration and expansion part together. After the modernization, the network KPI acceptance will be based on a negotiated KPI target that the network has before the modernization.
2.2.5 Suburban Area First, Urban Area Followed
It is proposed that the BTS in suburban areas will be swapped first, followed by swapping the equipments in the areas/cities which have higher population and more VIP areas. With this approach, the swap implementation will become more and more smooth and effective.

The process usually includes network information collection, network design, test system deployment, live network modernization, network monitoring, network optimization, network acceptance, etc.
2.3.1 Setting Up the Project Team
The modernization project team includes:

2.3.1.1 Product technical team
This team is responsible for the technical management and delivery in this product domain, including the equipment design, delivery solution, problem management.
2.3.1.2 RF team
This team is responsible for the wireless planning and tunning in this wireless project. It helps the project team to implement the modernization in clusters, and check the wireless performance and key performance indicator (KPI) of the cluster set and network before acceptance.
2.3.1.3 Site design team
This team is responsible for surveying sites, designing site solutions, and performing standard operation process (SOP).
2.3.1.4 Solution team
This team is responsible for requirement research, technical proposals, solution design, and correctness of the bill of quantity (BOQ).
2.3.1.5 R&D support team
This team is responsible for the customized product solution support, network performance assurance, version strategy establishment, and major technical problem solution.
2.3.2 Solution Design
2.3.2.1 Cluster Modernization Process
The possible size of the cluster particular area is scalable upon organizational and risk limiting factors matched to the timing and manageability of the involved parties. The detailed site number of each cluster will be discussed with Conecel and mutually agreed by both parties.
2.3.2.2 BTS Modernization Process
Based on the information of existing radio network of Conecel, we define the listed typical scenarios for BTS Modernization. It is assumed that equipment room and antenna system can be reused.

Modernization Process
1) Power off the existing BTS;
2) Dismounting and remove out the existing BTS;
3) Install new BTS;
4) Connect the power cable, transmission cable and RF jumpers;
5) Integrate new BTS to BSC;
6) Service test.
Above process, is a general one for sites that have restrictions of working hours,
space, etc. In case there are these type of scenarios, detailed process must be
discussed together with Conecel.

2.4.1 Engineering Services
2.4.1.1 Network Information Collection
The information to be review with CONECEL will be:
- Network configuration information. Refer to “Requerimiento de Información”.
Attach document
- Radio parameters and special functions:
Functionalities needed for mapping of KPIs, counters, features.
- Original network traffic statistical data (Statistcs for previous 15 días per hour per sector)
- Transmission network information. Current capacity and future for modernization
Confirmation of which sites are IP or ATM, E1s, availability date.
- Claro confirm that all sites will have 64kbps.
- Actual monitored site alarms of each site, for alarm customization.
Output documents: Network information report.
2.4.1.2 Technical Site Survey
For technical Site Survey scope according to review with CLARO EC, for GYE and UIO is require to perform TSS Update scope described in attached document as “Servicio de Technical Site Survey (TSS)”. For Portoviejo cluster is required to perform TSS described in attached document as “Servicio de Levantamiento de Sitio”
Output documents: Site Survey report.
2.4.1.3 General mapping for Modernization
Based on information reviewed with CONECEL and also information collected by HUAWEI(network information, parameter, frequency planning, previous DT results, site surveys, etc.) HUAWEI will execute following tasks:
Drive test analysis:
It includes Drive Test Analysis that will be performed in the modernization area before each cluster modernization. It should be done at most 1 month before the modernization execution process of the cluster. The DT KPIs (2G&3G voice and data KPI when 2G/3G SRAN BTS is deployed) , route and number of sites per cluster will be defined together with Conecel before modernization and the results of these DT will be the target to reach after modernization result
Cluster divisions and Implementation Plan:
Cluster priority and site quantity for swap. This will be review and agree with CONECEL

- KPI mapping. The baseline for this mapping will be AMX KPI homologate for all countries. Also should be consider SUPTEL/CONECEL KPIs, This should uploaded to iManager M2000.

- Parameter mapping
Key parameters are 100% inherited to ensure smooth network transition; such as cell basic parameters, Frequency plan, cell layer/Priority, Rx Access Min, etc; other parameters will use Huawei parameter baseline.
- Power mapping
Power mapping is to make sure radio coverage level/quality is same as before swap.
Considering that Huawei will use DBS site to replace original Macro site, so suggest mapping EIRP. CLARO has to deliver current output power for calculate EIRP.
Site survey information, will considered in calculating EIRP of original power, such as feeder/jumper/connecter information;
- Feature mapping
Feature mapping is to make sure all current active features work well according the feature description. The baseline for feature mapping is document deliver as part as commercial proposal.
2.4.2 Implementation Services
A. Equipment Installation
2.4.2.1 Preparation (daytime)
After obtaining and delivering the installation design document:
- Pre-installation Site Visit (PISM), in order to confirm that the site adaption is finished
based on TSS requirements.
- MRF
- Equipment verification on warehouse for delivery for each site.
- Commissioning preparation: Transmission Planning: E1 planning; IP planning; Abis
Planning; Gb planning. Output: Transmission planning table.

2.4.2.2 BTS Installation
Daytime:
- Equipment Inspection: Unpack the deliverable goods, perform unpacking inspection,
and handle exceptions.
- Equipment installation: Install all modernization Huawei hardware.
- Validate correct label of cable for antenna system
- External alarms connection.
- Download the BTS script on sites and check the IP address .
Cutover Preparation – 1st maintenance window
- Equipment Power On
- Transmission verification: Conecel must provide transmission ready for site
commissioning. HUAWEI and CONECEL should make connection test before cutover 2nd maintenance windows.
- BTS commissioning and integration (the cells will be blocked): Huawei BTS will load
software and configuration data from BSC automatically after the transmission is OK.
- Alarm clear up.
- HUAWEI is responsible for connecting tx cables from SRAN BTS to tetrapack or
patch panel.
Output document: BTS hardware installation inspection report
2.4.2.3 Cut-over Process – 2nd maintenance window
The cut-over will performed in a second maintenance window, except for some sites with
security risks where maybe cut-over should be executed during daytime inmmidiatly after
site on aire.
It includes following activities:
- Cut-over RF jumpers from original BTS to Huawei new BTS;
- Single Site Verification: Execution of voice and data functions test per cell, just after
the cutover process this test and report will be deliver per site. Include KPIs de
accessibility and retain ability . The SSV document will be deliver in next calendar
day.
- KPIs Monitoring: After site on air should deliver 4 report within 7 days.
- VSWR measurement: Feeder & antenna system test will be done with site master if
there is something wrong in the feeder & antenna system.
- ATP with Conecel O&M engineer
- As part of MOP (method of procedure) HUAWEI has to confirm downtime for
notification to SUPTEL. According to HUAWEI experience downtime expected is 2
hours per site.

2.4.2.4 BSC Installation and Integration
Input: Conecel must provide IP addresses range, core network configuration for HUAWEI
BSC integration
- Equipment Inspection: Unpack the deliverable goods, perform unpacking inspection,
and handle exceptions.
BSC installation and integration services, include:
- TSS:
Visit to the site to get information of space location for BSC, civil works requirements,
etc. If there are modifications to the delivered TSS, these will be additional.
- BSC Planning & Dimensioning -
o Interface planning
o Datafill
o Equipment parameters
o Feature activation and testing
- Installation,
o Equipment installation and cabling
o Equipment power up
o Commissioning and integration
o ATP that will be reviewed and agreed with CONECEL.
o BSC will be integrated to iManager M2000.
For power on and physical connection will be execute during windows maintenance.
2.4.2.5 iManager M2000 Dimensioning and integration
BSC and BTS included as part of modernization will be integrated to iManager M2000. The agree KPIs should be uploaded to iManager M2000.
B. Project Management
Supervision resources that are in charge of all the required activities to ensure the correct development of the project, like:
- Project follow up
- Reports according to CONECEL formats and review.
- Internal and customer meetings
- Resources coordination
- Warehouse material delivery confirmation

2.4.3 Network Analysis
2.4.3.1 DT Analysis After Implementation
Drive Test will be performed in the modernization area after each cluster modernization. For comparison, Huawei will use the same DT route as the DT before the modernization, same test instruments and vehicles for drive test. In addition, the test should be performed at the same day and time.
After cluster modernization, Huawei will perform corresponding comparison between both DT (before and after). Finally, a network comparison report will be worked out.
For performing the DT it’s required at least 90% of the sites on air per cluster. This, in case some site can’t be modernized, and an exclusion zone should be defined based on the site that couldn’t be modernized. In case after DT and Statistics analysis within cutover day don’t comply with agreed parameter defined in “Acceptance parameters document.” rollback action should be taken according for Rollback procedure review and defined with CONECEL
Note: HUAWEI should have the tools for execute simultaneous DT for voice and data services per technology and support 850MHz/1900MHz
2.4.3.2 Cluster Statistical Analysis and report
Input: Conecel and Huawei should defined main KPIs and threshold to be evaluated for rollback process or continue with cluster tuning. KPIs and thresholds is defined by cluster within a week.
Most of the problems of the existing network can be founded through monitoring and analyzing the traffic statistics (statistics KPIs defined and agreed by both parties).
After the site is on air, Huawei will evaluate traffic statistics during 1 week. Four reports per week will be sent by cluster.
It includes comparison of traffic statistical indicators, before and after modernization.
Please refer to”Acceptance parameters document”.
Output document: Three cluster Statistical Reports in a week.
2.4.3.3 Tuning
After being successfully modernized a cluster enters the stage of tuning. During this stage, performance monitoring team will continually monitor the associated BTS’s of the cluster and provide decision support for tuning activities that are aimed to further enhance the network performance for Conecel. Huawei will complete the corresponding cluster tunings and achieve the target KPIs (same KPIs as before the modernization process).During 15 calendar days network analysis will be performed.After cluster tunning is finished, there will be signed a Cluster tuning FAC.Time for finish cluster tunning will be defined as part of Please refer to “Acceptance parameters document and Rollback document”.

2.4.3.4 Acceptances
HARDWARE and SOFTWARE Acceptances
Site Installation Provisional Acceptance Certificate (PAC)
This acceptance is to verify the running status and service functions of new equipments and ensure smooth implementation of the subsequent cutover. The procedures of the acceptance test are as follows:
Define acceptance test protocol document by two parties;
Make the test scheme and fix the test items defined on the ATP.
Conecel and Huawei conduct the formal test and sign to confirm the test results;
Issue Provisional Acceptance Certificate to Huawei.
After the cluster modernization, the Preliminary Acceptance of BTS will be performed based on sector information.
In this PAC, all non critical pending issues (pending issues that don’t affect the service) will be registered. Pending issue cannot affect performance and availability, other pending HUAWEI will fix during in maximum 30 days.
Site Installation Final Acceptance Certificate
After successful completion previous step, Huawei will initiate the Final Acceptance Certificate (FAC) which will be based on site.
If there are no pending issues in PAC, the FAC will be signed directly after Huawei deliver corresponding site folder.
After the successful acceptance test, Conecel will issue the Final Acceptance Certificate to Huawei and the network will be handed over from Huawei to Conecel.
RF Acceptances
For RF acceptance, KPIs should comply with “Acceptance parameters document”.
2.5 Other Services
After implementation process and network stability period, it’s needed other services that are presented below:
2.5.1 Babysitting
After the modernization of the first cluster, Huawei engineer will be at Conecel NOC for 2 (one) calendar month, in order to monitor the equipment status during labor hours (8x5) and on call 7x24.During hollidays or weekends, or non labor hours, Conecel NOC must monitor and inform to Huawei in case network alarms appear. Also, it includes 8 (eight) hours of competence transfer during babysitting period, date and

trainees to be defined by Conecel.
Output document: alarms and BSC’s KPIs daily report, it will be agreed between parties.
2.6 Training
