Sister Cities Conference coming to Ashburton The Ashburton District will play host to the internationally significant Sister Cities Conference in April 2020, attracting hundreds of visitors and delegates from around New Zealand and the world to the area.

Ashburton District Mayor, Donna Favel was in Palmerston North on 23 March for this year’s conference, where she made the announcement that Ashburton will be the host for next years’ event.

The Sister Cities Conference brings representatives from all over the world together to discuss ways to foster global connections that will enhance understanding and friendship, and encourage mutual economic growth.

“It will be an extraordinary opportunity to showcase our district, build even stronger international relationships and further our cultural, educational, youth, sports, professional and technical projects,” Mayor Favel said.

“With potentially hundreds of national and international

representatives set to descend on Ashburton for the conference, we are certainly expecting to see a big economic injection into our district, particularly for our retail, hospitality, recreational and other tourism affiliated businesses.”

DISTRICT DIARYLIBRARY AND CIVIC CENTRE UPDATE / COUNCILLOR COMMENT

Next month, I will be involved in the Mobile Consular Services of the Philippine Embassy, which will be visiting Ashburton from 17-21 May. I’ll also be helping with a Volunteer Mid and South Canterbury project, ‘Dare to Volunteer’, while later in June, I’ll be doing my bit as part of a team at the Big Smoke versus Rural Folk Team Challenge & Auction Lions Club event.

Today, I am attending ANZAC Day services around the district, and I look forward to seeing you all out commemorating this important occasion.

The national Trustpower Community Awards ceremony was held in Tauranga this year, and I was fortunate to attend on 30 March as Lauriston School went up to represent our district. It was wonderful to hear the great things volunteers are doing across the country, and Lauriston School – although not successful at taking out the top prize, really did us proud by showing what a selfless and hardworking community we have here in our district.

Councillor Commentto travel with a number of our Youth Councillors to Wainui Park earlier this month for #Activate: South Island Youth Connect. This event enabled our young leaders to gather for workshops, training and make new connections with their counterparts around the country.

Like many, I was left heartbroken after the terror attacks in Christchurch last month. I was able to attend a discussion panel in Christchurch where the United Nations Deputy High Commissioner, Kate Gilmore spoke in Christchurch a few weeks following the tragedy. I also saw the community rally around our local Muslim community at the Tinwald Masjid Open Day, and felt a great deal of pride at the way we have all come together to foster stronger connections and understanding.

Along with keeping up with our regular Council and committee meetings, I’ve been attending a number of conferences and events these last two months.

I joined the Mayor in Palmerston North last month for the Sister Cities conference, where it was announced that Ashburton will be hosting this internationally significant event next year.

The Sister Cities conference was a wonderful opportunity to see what initiatives are providing mutual economic benefits between towns and cities across the world. I’m very excited to see how our district will shine on the international stage next

2019 has quickly shown itself to be a very busy year, with many Council activities on the go.

Residents have their say on future Ashburton Library and Civic Centre Community feedback on the future Ashburton Library and Civic Centre is now in, and the majority of submitters (46 per cent) have put their support behind a $53 million facility that would comfortably cater for future generations.

Ashburton District residents who submitted on the Council’s Ashburton Library and Civic Centre consultation were most in favour of the ‘Do More’ proposal (Option Two) that would see a joint facility with more space, enhanced energy and cost efficiency features, and a performance space with tiered seating, on top of the features proposed in the Council’s preferred option.

Thirty-two per cent of people supported the Council’s preferred option (Option One), a $45 million facility with activity spaces, meeting rooms, a children’s discovery centre, and audio and video studio; five per cent opted for the $41 million build with a smaller library (Option Three); and another five per cent wanted the current library to be refurbished with a total build cost of $39 million (Option Four).

Six people (four per cent) asked for a facility with features from two or more different options and 14 people (eight per cent) did not select any of the four options.

Council Chief Executive, Hamish Riach said the Council will now consider all feedback provided before a decision on the facility is made in May.

“The Council has approached this consultation with its eyes wide open to a diverse range of possibilities. I’d like to thank everyone who took the time to read the proposals put forward and gave their feedback on which option they thought would be right for our district,” he said.

In total, 169 people and organisations provided their feedback on the future of the facility, with 15 of these submitters opting to speak to their

feedback at hearings on 30 April and 2 May.

The Council held two community meetings and two open days to provide residents with the opportunity to learn more about the consultation and ask questions. Feedback was welcome from 14 March until 14 April.

The purpose of the consultation was to help determine which library and civic centre option would be progressed. The original cost that was estimated for the facility was not sufficient, and the Council then developed four potential options, each with different features and costings for residents to have their say on.

Left in its current state, the Ashburton Library will close its doors in 2022 unless significant strengthening work is carried out. The Council Administration building on Baring Square West is fast approaching the end of its 50 year lifespan, is no longer fit for purpose and has been rated as only 34 per cent of the New Building Standards (NBS): Less than 33 per cent of the NBS is considered earthquake-prone.

Councillors will listen to submitters at the hearings and consider all feedback presented to them from the consultation before making a final decision, which is expected to be on 9 May.

NEW SKATE PARK ART / ANIMAL CONTROL AVAILABLE 24/7 / WILDING PINE REMOVAL / ASHBURTON YOUTH COUNCIL UPDATE

Activities on a roll for AYCApril has been a very busy month for the Ashburton Youth Council. We’ve attended #Activate: South Island Youth Connect, run the sausage sizzle at the Skate Jam and helped out at the TInwald Masjid open day.

This year’s #Activate: South Island Youth Connect was held at the YMCA Waimea Camp. This annual weekend retreat is organised by Youth Voice Canterbury and is an action-packed weekend of trainings, workshops, team bonding and fun! Eight AYC members went to #Activate: Wilson Hii, Lusunga Mbambo, Kavan Faoagali, Maria Costas, Teresa Herewini, Jessica Timmo, Anna Bennett and Lachlan Kingan. We had a great time meeting other youth representatives from all over the South Island. We heard some amazing speakers and have taken a lot away from the weekend.

The Skate Jam on April 13, which was organised by Ashburton District Council and Safer Ashburton was a great community event. Christchurch spray artist, Wongi Wilson spent a week in Ashburton to redo the artwork at the skatepark, and this was unveiled at the Skate Jam.

The event was an opportunity for the community to check out the new art and to meet the artist. Cheapskates Skate Skool were on hand running the Skate Jam, and had hire gear and people to give lessons and tips to everyone. AYC ran the sausage sizzle, which was based out of the Council’s new BBQ trailer.

The artwork looked amazing and so did the community rolling and flipping around in the skatepark. We had a great time cooking, meeting heaps of local youth and promoting our Weird and Wonderful Ways to Waste Time in the Ashburton District Map. The Masjid Open Day on 14 April was an opportunity for the community to come and see the Masjid, meet the local Muslim community and to learn about the Islamic faith. AYC members helped with the children’s activities, food preparation and the tree planting. We really enjoyed meeting members of our Muslim community, socializing with them and checking on how they were after the terrible events in Christchurch last month.

Wilding pine removal day

Animal Control is only a phone call away

The loppers were working over-time at Lake Camp on 13 April, when volunteers and members of the Ashburton District Biodiversity Working Group joined forces to remove noxious wilding conifer trees from around the popular Lake.

Around two-dozen people came along to the removal day, with fine weather helping to see more area covered than was expected.

Wilding conifers are an introduced species that thrive in the New Zealand climate and compete with native plants.

The purpose of the day was to remove some of the trees and to help stop them from spreading further around the lake.

Lake Camp, located in the Canterbury high country, is part of the Ashburton Lakes and is the

only one where power boats are permitted. It’s a popular destination for camping, wind surfing, tramping and kayaking.

The Biodiversity Working Group organise a number of wilding pine removal days, and there will be more opportunities for the community to help out at future events.

The Council, who are part of this group, is thanking the volunteers who joined in on the day and helped to protect the local environment.

Check out the new district-inspired artwork at the Ashburton skatepark, created by Christchurch-based artist, Wongi Wilson. The art was unveiled at a free Skate Jam event on 13 April.

Encountered a wandering dog in your neighbourhood or witnessed a dog attack? Make sure you contact the Ashburton District Council's Animal Control service, which is available around the clock, seven days a week for assistance.

The Council is encouraging residents to call on the service straight away if they are the victim of a dog attack or see one happening, and the message also extends to sightings of wandering dogs.

No matter how friendly they may seem, or how well you know them, all dogs are capable of causing harm, especially if they feel threatened, unsafe or are territorial. It's therefore important not to approach these dogs, but to call Council directly so that a trained Dog Control Officer can be dispatched to investigate.

A key responsibility of owning a dog is making sure that it isn't able to escape from it's home and wander around the streets. This isn't only for their own safety, but is also a legal requirement to ensure that other residents are kept safe.

Although their pet may be well behaved at home for owners, their four-legged friend can cause threat's to people's safety and be a nuisance to other people.

Animal Control have access to the right facilities and equipment to retrieve dogs who've wandered from their home and find their families.
