protect herself the dog grabbed her arm and punctured her arm through her

VillageStaffAdministration has prepared a chronology on the activities
associated with the work efforts performed by the Village of Suamico
under the auspices of the Wisconsin Coastal Management Grant ProjectThe Sensiba Wildlife Area Trail Project
In essence the Project is complete The crushed limerock trail over the
top ofthe dyke system has been completed The Viewing platform has
been constructed and is in place The portapotty enclosure is
constructed and has been completed
Trustee Schenkelberg is in the process of addressing some issues that
need to be addressed and we are working our way through some of them
with the WDNR and Brown County The list includes the following
1 Additional Parking in close proximity to the Brown County Boat Launch on the Suamico River
2 Guard RailsFencing around the Detention Pond AreaSunset Beach Road
3 Comprehensive SignageWayfinding Plan with Implementation
4 Additional Misc Efforts

Staff considers this project complete The final paperwork has been
submitted for payment to the WDNR As far as we are concerned we will
workwith local WDNR staff to do minimal maintenance on an as needed
basis limerock trail touchup being the primary possible work effort It
is expected that the WDNR will spray for weeds
Bottom line is that it is a fine project It was positively noted by Ducks
Unlimited the WDNR and other conservation groups Has it been
perfect absolutely not but the sum of the work efforts and the final end
product is an improvement over what was in place previously

Administrator Kubacki presented the plan from Cantilever Design that had beenreviewed by the Village Board at their February 16 2015 Village Board Meeting It
was discussed that his Revised Plan featured lower densities and revised
development that skirted the wetlands Some ofthe obstacles to development were
discussed such as the RR Suamico River Hwy 41 small property footprints the
issues with property assemblage etc

The Village Board of The Village ofSuamico Wisconsin Does Ordain as Follows
Ordinance Section 1 Section207 Boards and Commission of the Village code isamended to read as follows

BACKGROUND
Upon further review ofthe sewer billing start date it has come to our attention thatordinance 200712 amending Chapter36201503 amending Chapter 9 ofthe Village Code
regarding payment ofsewer fees prior to occupancy hasnthad asecond reading Thisamendment was brought about due to the fact that village staff cannot police occupancy dates to
newly constructed homes therefore simply giving all new hook ups a 90 day grace period inunmetered sewer areas is the fairest way to go After the 90 day period the property ownerwillbe charged for unmetered sewer and capital debt
OPTIONS AND ANALYSIS
This ordinance will allow a90 day period for construction and framework ofthestructure to be established after the sewer lateral has been installed Typically after 90 days themain frame construction and plumbing will be completed leaving functions such as plasteringand cleaning to be done which require the need for water In areas where there is water and
sewer billing is initiated by the occupancy permit and village staff installing the water meter
Without this ordinance set in place homes inunmetered areas could subsequently not
apply for occupancy and in doing so would not allow the village to start billing after that sewer
lateral has been hooked up The constant unknown for this situation is there is no way oftrackingwhat may potentially enter the sewer system before or after that 90 days leaving the bestsolution ofjust allowing agrace period with aknown deadline to start the billing process

Sewer Utility Fees Prior to Occupancy
The Village Board of The Village of Suamico Wisconsin Does Ordain as Follows
Ordinance Section Y Section905 ofthe Village Code is amended to add section h to
read as follows
h In areas where water meters are absent due to a lack ofwater service but sewer
service is available aquarterly service charge of6520 shall be charged to
developed lots beginning 90 days after the inspection of the sewer lateral
installation
Ordinance Section 2 Allordinances or parts of ordinances inconsistent with or
contravening the provisions ofthis ordinance are hereby repealed
Ordinance Section 3 This ordinance shall be in full force and effect following passageand publication

BACKGROUND
Late last year this commission made a recommendation to the Village Board
regarding roadways to be included in the 2015 capital improvements project Thisrecommendation was approved by the board and staff prepared plans and specificationsfor the project The Town of Pittsfield again asked that we include some roadway workwithin their township and that work was included in the project
OPTIONS ANALYSISBids for this project were opened Wednesday March 4th 1 PMand acopy ofthe
bids has been included for your review The bids like last year werevery competitiveThe low bid was56931275 for the total project with Suamicos portion being20928450When considering engineering and contingencies this should put us wellunder to the 375000 approved by the Village Board for 2015 capital expenditures
