data to include in Phase 2 proposal) • Better chance to obtain more federal grants (Phase 1B, Phase 2B, etc.)• Funds for costs not covered by federal grants (such as patent protection)• Support between federal Phase 1 and Phase 2 awards, to help sustain R&D
