According to reports the ceiling caved-in a few days back following which, as a temporary measure the ceiling was fixed with the support of two logs but nei- ther the ceiling was repaired nor patients were shifted by the hospital authority. “We all are so scared. We feel as if the ceiling will collapse on our head if we close our eyes. We can’t even sleep,” said a patient. PRI members allege that sev- eral occasions in past they had requested the concerned au- thorities to repair the medical wards of PHC Billyground or upgrade the complete hospi- tal but they requests fell in deaf ears. “Now we have de- cided to write an open letter to the Lt. Governor regarding this issue,” said an angry PRI member of Billyground region. According to reportsthe ceiling caved-in a fewdays back following which,as a temporary measure theceiling was fixed with thesupport of two logs but nei-ther the ceiling was repairednor patients were shifted bythe hospital authority.

“We all are soscared. We feel as if the ceiling

will collapse on our head if weclose our eyes. We can’t evensleep,” said a patient.PRI members allege that sev-eral occasions in past they hadrequested the concerned au-thorities to repair the medicalwards of PHC Billyground orupgrade the complete hospi-tal but they requests fell indeaf ears.

“Now we have de-cided to write an open letter tothe Lt. Governor regardingthis issue,” said an angry PRImember of Billyground region.

Disproportionate assetscase: SC extends stay on

Jayalalithaa's trial till June 6NEW DELHI: The SupremeCourt on Friday extended tillJune 16 its order staying thetrial in a disproportionate as-sets case against Tamil Naduchief minister J Jayalalithaaby a Bangalore court.

"Interim order to con-tinue till next date of hearing.List the matter for final hear-ing on June 16," a bench com-prising justice J S Kehar andC Nagappan said.

The bench alsoasked the vigilance depart-ment of Tamil Nadu to file itsresponse by next Friday.

The bench issuednotice to Jayalalithaa on aseparate petition by a DMKleader seeking impleadmentas a party to the plea filed bythe Tamil Nadu chief minis-ter before the apex court.

The counsel for theTamil Nadu chief ministersaid that the claim petitions offive separate individuals, stak-ing ownership right over cer-tain property which have beenlisted as assets ofJayalalithaa, have been heardby the Bangalore trial court.

Earlier, the apexcourt had stayed the proceed-ing against AIADMK chiefJayalalithaa for ten days inthe Bangalore trial court.

The court, however,had said that the civil proceed-ings, pending before the sametrial court in Bangalore, willgo on.

The civil proceedingsrelate to the plea of variouscompanies alleging that someof the properties, shown aspart of the disproportionateassets of Tamil Nadu ChiefMinister, actually belonged to

them.The apex court had

on May 13 said it was not in-clined to stay the trial in theBangalore court in the DAcase against Jayalalithaa andothers.

It, however, had al-lowed the chief minister towithdraw the plea and movethe Karnataka high court.

The chief ministerhad sought a stay on the trialtill the lower court decides theplea of Lex Property Devel-opment (P) Ltd, a Chennai-based firm.

Fake encounter:18 policemenconvicted for the 2009 killing

of an MBA student in DehradunNEW DELHI: A CentralBureau of Investigation (CBI)court here on Friday con-victed 18 Uttarakhand police-men in the 2009 killing of a22-year-old student inDehradun in a fake gunbattle.

CBI Special Judge JP S Malik convicted 18 po-licemen, who were involvedin the Ranbir Singh "encoun-ter" case that rocked the hillstate in 2009.

Seven accused, in-cluding then inspectorSantosh Jaiswal, sub-inspec-tors Gopal Dutt Bhatt, RajeshBisht, Neeraj Kumar, Nitin

Chauhan and ChandraMohan, were convicted oncharges of murder.

Maoists trigger landmineblasts, close shave for policemen

in ChhattisgarhRAIPUR: A group of policepersonnel had a close shaveon Friday as Maoists trig-gered two landmine blasts inthe insurgency-hit Bijapur dis-trict of Chhattisgarh.

The rebels explodedlandmine near Sarpanch Paravillage under Awapalli policestation limits when the secu-rity personnel were walkingon foot while patrolling theregion, a senior police officialtold .

However, no injuriesor causalities were reportedin the incident, he added.

EDITORIAL.....ndia has appalling road

safety — but smart planningcan correct highways from hell

The tragic loss of Union rural de-velopment minister GopinathMunde in a car accidentemphasises the abysmal state ofroad safety in India. A WorldHealth Organisation 2011 reportfound India topping a global list offatalities caused by road accidents.That situation has worsened with1.4 million serious road accidentsoccurring in India annually, morethan 300 people reportedly losingtheir lives daily in crashes. Thatmeans one person dies in a roadaccident every three minutes.

Many of these losses arecompletely avoidable. The acci-dent involving Munde was causedby bad road design, the minister'scar hit at an intersection where aroad connecting at a tangent ob-scures approaching vehicles fromview. Within the capital itself, traf-fic experts have identified at least10 such crossings where trafficdensity meets design flaw produc-ing a toxic mix. This can be imme-diately corrected by placing warn-ing signs and well-located reflec-tor mirrors enabling holistic views.But Munde's accident emphasiseshow no authority has begun imple-menting road safety with the seri-ousness this needs.

This lack of concern isgreatly worrying for progress can-not be achieved without properplanning. The newly-elected NDAgovernment promised to spread100 smart cities and new infra-structure across India. One could

begin this process by designingsmart roadways, inclusive of bet-ter traffic enforcement, in India'sexisting cities. That would cutdown not only on the appalling hu-man cost of road accidents but alsothe estimated 3% GDP loss stem-ming from them. Intelligentlyplanned roads that can absorbIndia's growing vehicular flows,well-placed pedestrian crossingsand footbridges and modernisedtraffic monitoring — accomplishedby hiring enough traffic police andgiving them speed cameras,breathalysers and comprehensivepost-accident assistance systems— can help India minimise lossescaused by dangerous roads.

Alongside, there are vitalsteps citizens too must take. Traf-fic rules — like wearing helmetsand seat belts and not using phonesduring driving — exist only tokeep people safe. By flippantlyrejecting these, citizens seriouslyharm themselves and others. Asense of entitlement pushes someto break regulations like red lightstops. Undermining rules andthinking some are above thesecause clearly avoidable road trag-edies. Along with focussed gov-ernment action and tough enforce-ment norms, thorough trainingprogrammes for road safety fromschool level up are urgently re-quired. It's high time more intelli-gent moves by both governmentand citizens corrected India's hell-ish highways.

Increased Taxation onTobacco Products Can

Reduce Its Consumption

According to study by Pub-lic Health Foundation of In-dia, 10 per cent increase incigarette prices will lead toalmost 3 per cent decreasein consumption and 7 per centincrease in government rev-enues. Key findings fromPHFI study on "An Empiri-cal Study of India's FiscalPolicies against Tobacco: AState Level Analysis" wasreleased by Union HealthSecretary Luv Verma today.

The study high-lighted that a 10 per cent in-crease in bidi prices will leadto almost 5 per cent decreasein consumption and 4 per centincrease in government rev-enues. Further, it found thatcigarette excise can be in-creased by 370 per cent ofpresent level, leading to a 54per cent decline in consump-tion and 115 per cent increasein revenue while bidi excisecan be increased by 100 percent of present level, leadingto a 40 per cent decline inconsumption and 22 per centincrease in revenue.

The study also foundthat in India, so far, taxeshave not been used effec-tively to reduce tobacco con-sumption. "The current taxrates of tobacco products arenot only low but the tax struc-ture of tobacco products arecomplex and tax governancepoor. As a result, tobaccotaxes and prices have notdeterred tobacco consump-tion.

"Bidi, which islargely consumed by people,is least taxed. Significant po-tential exists in India to hiketaxes rates in India to reduce

tobacco consumption andmop up revenue to the gov-ernment which is presentlyfiscally-challenged," said DrSakthivel Selvaraj, SeniorPublic Health Specialist, Eco-nomics and Financing, PHFI.

"According to theGlobal Burden of DiseaseStudy 2010, tobacco use is thesecond largest risk factor fordeath. The enormous burdenof tobacco use in India is welldocumented with nearly onemillion Indians dying eachyear.

"With India adoptinga national target of 30 percent relative reduction of to-bacco use by 2025, it is para-mount that India's response tomitigate the tobacco problemis strengthened," said DrMonika Arora, DirectorHealth Promotion PHFI. Thestudy used data from the Glo-bal Adult Tobacco Survey(GATS) India, 2009-10 tostudy tobacco consumptionpatterns. Household con-sumption expenditure data ontobacco were obtained fromthe National Sample SurveyOrganisation (NSSO) andConsumer Expenditure Sur-veys (CES) from 1999-00 to2011-12.

The WHO's themefor this year's 'World No To-bacco Day' is 'Raise TobaccoTaxes'. Union Health Minis-ter Harsh Vardhan also advo-cated raising taxes on tobaccoproducts during an eventorganised by PHFI in collabo-ration with Ministry of Healthand Family Welfare andWHO to commemorate'World No Tobacco Day2014' last week.

Spiders communicate with own kind and identify prey by plucking at their websSpiders are well-known for theirability to build intricate webs to trapsmall prey. Now, new research sug-gests that insects pluck at the stringsof their webs, to identify other spi-ders, potential meals and more.

When plucked, thestrands of spider silk in a web willvibrate, much like a string of a gui-tar. These vibrations reveal signifi-cant information to the spider, in-cluding the structural integrity of thetrap and whether potential matesmay be approaching.

Scientists from the Uni-versities of Oxford, Sheffield, andStrathclyde in England took part inthis new study. The team fired laserbeams and particles at spider webs,recording the way vibrations trav-eled along the strings. The laserswere used to detect even the tiniestvibrations in the fibers, and high-speed cameras recorded the move-ments.

Spider silk can be tuned

to a wide range of harmonic frequen-cies, the investigators found. Thiscould assist the tiny animals, whohave notoriously poor eyesight, andmay depend on these vibrations toguide their behavior.

"'The sound of silk cantell them what type of meal is en-tangled in their net and about theintentions and quality of a prospec-tive mate. By plucking the silk likea guitar string and listening to the'echoes' the spider can also assessthe condition of its web," BethMortimer, from the Oxford SilkGroup at Oxford University, said.

Spiders constantly adjustthe properties and connections ofthe individual strings of their webs,in order to produce different vibra-tional qualities where needed.

Spiders could even usevibrations while constructing thewebs. By plucking at the strings,they could test the fibers, makingsure they will help provide a "sen-

sor array" in for the arachnid."Spider silks are well

known for their impressive me-chanical properties, but the vibra-tional properties have been rela-tively overlooked and now we findthat they are also an awesome com-munication tool.

Yet again spiders con-tinue to impress us in more waysthan we can imagine," Chris Hol-land, one of the investigators whoparticipated in the study, said in apress release.

Benefits of studying theability of spiders to detect fine vi-brations in their web could extendbeyond biology.

"These are traits thatwould be very useful in light-weightengineering and might lead to novel,built-in 'intelligent' sensors and ac-tuators," Fritz Vollrath, of the Ox-ford Silk Group at Oxford Univer-sity, and co-author of the article an-nouncing the findings, said.

No decision yet on leader ofopposition: Speaker Sumitra Mahajan

NEW DELHI: The decisionon appointment of leader ofopposition in the Lok Sabhawould be taken after takinginto consideration precedentsin the case, Speaker SumitraMahajan said on Friday.

The Congress, themain opposition party, hasbeen truncated to just 44seats in the house of 545 thistime.

Whether the Con-gress is eligible for gettingleader of opposition status isnot clear yet.

To be recognized asthe main opposition party inthe Lok Sabha, a par tyneeds to have won 10 percent of the total 543 electedseats, which means a partywith 54 seats will get therecognition.

Congress presidentSonia Gandhi, earlier thisweek, nominatedMallikar jun Kharge asleader of the Congress in theLok Sabha since RahulGandhi was reluctant tolead. "We will take a de-cision. It will be decided af-

ter taking into considerationprecedents in the case,"Mahajan said at a pressconference shortly afterbeing elected unopposed theSpeaker of the 16th LokSabha. Thanking membersof the Lok Sabha for elect-ing her unopposed, Mahajansaid: "I consider it a greatresponsibility." "On the onehand, the ruling party hasabsolute majority and on the

SP, policeman killed bymilitants in Assam's Karbi Anglong

DIPHU/GUWAHATI: A su-perintendent of police andanother police man werekilled in an encounter withmilitants of Karbi Peoples'Liberation Tigers (KPLT) inKarbi Anglong district of cen-tral Assam. SP Nitya NandaGoswami of Hamren policedistrict was leading an opera-tion again the insurgent outfitin remote Rongthang forestarea where they came faceto face with a large group ofthe ultras who opened fire on

them last night, IGP law andorder A P Rout said on Fri-day.

The police team re-taliated and in the ensuingencounter, Goswami and hispersonal security guard werekilled, Rout said. The SP, hisadditional SP and other policepersonnel had split into threegroups to launch the opera-tion against the ultras withGoswami heading a team offive policemen, he said.

The bodies of

Goswami and his PSO wererecovered on Friday morning,he said. The IGP describedthe SP's operation as a "gal-lant action". The KPLT,formed in 2010, has been de-manding creation of aHemprek Kanthim (self-ruled homeland) for the Karbipeople.

“That on January 30,2014, you made and publishedimputations/statements againstthe complainant Nitin Gadkariin the media stating that he is acorrupt politician and thatpeople should see whether theyshould vote....,” the magistratesaid in the order.

The court, however,allowed the plea of Kejriwalseeking exemption from per-sonal appearance.

After the courtframed the notice, Kejriwalpleaded not guilty of the of-fence and claimed trial.

The court, in themorning session on Friday, hadadvised Kejriwal to bury thehatchet and amicably settle theissue with Gadkari.

“Why don’t you bothshake hands before the courtand finish the matter on anamicable note? Why don’t youbury your hatchet and utilize

time in a more productivemanner?” the court said.

“You both are re-nowned politicians, people lookup to you,” the court added.

Gadkari, who ap-peared before the court in thecase, told the court that hon-esty is his political strength andhis reputation is his capital.

“I am an honest poli-tician and damage has beencaused to my reputation by thedefamatory allegation levelledagaisnt me by Kejriwal. I don’thave any personal enmityagainst Kejriwal,” Gadkarisaid.

Gadkari also told thecourt that he was ready to re-solve the issue if Kejriwalwithdraws his statement.

“I am ready to fightthe legal battle. Let the inquiryagainst me proceed andcharges be proved against mein public,” he said.Kejriwal, however, refused towithdraw his statement andallegations which he had lev-elled against Gadkari.

“I can’t withdraw mystatement and allegation. Ihave documentry proof for allthe allegations,” Kejriwal said.

On May 27, Kejriwalhad obtained bail from the trialcourt by furnishing a personalbond.

Kejriwal was earliersummoned as an accused bythe court in the defamationcomplaint in which Gadkarihad alleged that he was de-famed by the AAP leader whohad included his name in theparty’s list of “India’s mostcorrupt”.

PM Narendra Modi to BJP MPs: Stoptouching feet, be regular in Parliament

NEW DELHI: Sounding aword of caution to ruling BJPMPs, Prime MinisterNarendra Modi on Fridayasked them to remain con-nected to the ground and notlet any complacency eclipsethe party that was catapultedto power.In a clear message to hisparty’s newly-elected law-makers, Modi said as BJPwas no longer in the opposi-tion, its MPs had a far big-ger responsibility in taking themessage of the governmentto the grassroots level andhighlight its programmes.

In his 20-minutespeech in the Central Hall ofParliament, Modi exhortedthe MPs to remain in touchwith the people a t thegrassroots and not lowertheir guard.Hitting out at the culture ofsycophancy, Narendra Modiasked BJP MPs to shun thepractice of touching his feetand that of other leaders.

Sources said Modiwas referring to new MPstouching his feet when theymet him and asked them towork hard as Parliamentar-ians.

“Don’t touch myfeet,” was Modi’s directiveto the new MPs, in an appar-

ent dig at the Congress,which the BJP has often tar-geted for the alleged “syco-phancy” surrounding theGandhi family, and some re-gional parties steered by po-litical families where suchpractices are prevalent.

The Prime Ministeralso asked MPs to help in thesmooth running of the Houseand attend the sessions ofParliament full-time whilemaintaining its dignity.

Sources said thePrime Minister also asked theMPs not to talk to the mediaas spokespersons of theparty but raise the issues oftheir own area and constitu-ency with them instead.Healso urged them to comearmed with knowledge anddo their homework properly

before participating in Parlia-ment debates.He said beingpresent during debates willbe a good learning ground forthem on various issues.

BJP patriarch L KAdvani, in his address, alsoasked BJP MPs to continueto work for the welfare ofthe common people and con-solidate on the gains as theparty had come a long wayfrom mere two MPs to the282-member strong forcewith a majority of its ownin the 2014 Lok Sabha elec-tion.

BJP president andhome minister Rajnath Singhalso welcomed the newparty MPs and asked themto work hard for fur thersuccess of the party anduplift of common people.

All ministers were intro-duced in the House, barring min-ister of state for power, coal andnew and renewable energy (inde-pendent charge) Piyush Goyal,who was absent.
