All govt schools in Delhi to get waterconnections by Oct 2NEW DELHI

All government schools in the national capital will gethigh quality water connections by October 2.

Delhi Jal Board (DJB) Chairman Kapil Mishra hasdirected officials to ensure quality water connections areprovided to at all government schools by October 2 as amark of respect to the the father of the nation, MahatmaGandhi.

According to senior officials, there are many schoolswhich lack basic facilities including water connection.

Officials claim that the Department of Education hasbeen asked to prepare and submit a list of the schoolswithout water connections.

"Education department will make an elaborate list ofrequirement and list of the schools will be shared withDelhi Jal Board and PWD by August 16 for execution ofwork. DJB will expedite the process after the list is sub-mitted," a senior official said.

Government claims this move is a step towards makinggovernment schools at par with private ones.

"We have to provide the fundamental right to water toall our school children along with the Right to Education.DJB will ensure that our children's lives are improved bythe government. I have asked a similar list from all MCDschools as well so that no child suffers on account ofwater scarcity or poor sanitation in Delhi," Mishra said.

Constable, DDA employee arrested forraping womanNEW DELHI

A Delhi Police constable and his friend have beenarrested for allegedly gang-raping a woman in Ranholaarea of West Delhi.

The accused identified as Constable Kailash and hisfriend Chhote, a DDA employee, have been arrestedafter a case of sexual assault was registered againstthem on a complaint by the 30-year-old victim, a sen-ior police officer said.

The accused were allegedly under the influence ofalcohol when they raped the woman, a resident of ShivVihar locality in Ranhola, on July 6 night. Her hus-band, a private sector employee, was out of the housewhen the incident took place, police said.

The victim called the police control room after theincident. Police probed the matter and sent the victimfor medical examination.

After medical reports confirmed sexual assault on thewoman, a case was registered under relevant sectionsof the IPC and the accused were arrested, police added.

Man murdered in DelhiNEW DELHI

A 30-year-old man was found murdered here, hisface smashed with a rock, Delhi Police said onSaturday.Police said Sunder, a resident of Mayur Viharin east Delhi and an employee of the New DelhiMunicipal Council, went out for an evening walk onThursday but did not return home.

"We found Sunder`s body from the Yamuna river onFriday evening. His face had been smashed with a rockto hide his identity," an officer said.

His family members identified him from his clothesand a tattoo mark on his hand. According to police,personal enmity seemed to be the reason behind themurder of Sunder, a fourth grade employee in NDMC.

Police have detained three suspects in Mayur Vihar.

Over 19,000 stray dogs sterilisedin last three years: NDMCNEW DELHI

Alarmed over "increasing" number of stray dogs in itsjurisdiction, North Delhi Municipal Corporation onFriday said over 19,000 canines were sterilised andimmunised in the last three years and all possible stepsare being taken to prevent dog bites or rabies cases.

North Delhi Mayor Ravinder Gupta today also claimedthat about 80 per cent of the stray dogs have been caughtby the corporation's staff and handed over to NGO's forsterilisation and anti-rabies immunisation. "The corpora-tion has from April 2012 to June 2013 sterilised andimmunised 19,128 dogs." "The figures are April 2012 toMarch 2013 -- 5069; April 2013 to March 2014 -- 5722;April 2014 to March 2015-- 6746; and April to June2015-- 1591," he said. The Mayor also said that NDMC,besides the existing five, has hired another NGO 'KrishnaAshram' to strengthen its sterilisation and anti-rabiesimmunisation programme of stray dogs.

The other five NGO are -- Friendicoes Seca, AnimalIndia Trust, Sanjay Gandhi Animal Care, SonadiCharitable Trust, and Neighbourhood Woof.

None of the three civic bodies - North, South and EastCorporations have sterilisation facilities and they partnerwith NGOs for the programme, following the norms ofthe Animal Birth Control (Dogs) Rules 2011 laid downby the Centre.

civic amenities' dues of MPs, politi-cians and political parties, the DelhiHigh Court on Friday said paymentsfor current use cannot spill overbeyond three months, after whichnon-payment can lead to snapping oftheir water, power and telephoneconnections.

The civic bodies were also directedto initiate proceedings for recoveryof arrears within six months.

Those contesting elections willhave to submit a no dues certificatefrom the civic agencies if they haveavailed of government accommoda-tion and related facilities.

A bench of Chief Justice G Rohiniand Justice Rajiv Sahai Endlawobserved there was "total lack ofwill" and "inertia" on the part of gov-ernment agencies to recover duesfrom MPs, politicians and politicalparties over last 18 years.

Noting that public bodies do notshow the same zeal with which theyrecover dues from ordinary citizenswhere people with power are con-cerned, the bench directed the agen-cies to ensure that arrears do notaccumulate for more than threemonths.

After three months, the agencies,

including New Delhi MunicipalCouncil, MTNL, BSNL and theEstate Office, have been directed todisconnect the amenities/facilitiesand to initiate recovery proceedingswithin six months.

The bench decided to issue thedirections as "neither the cajoling bythis court of the governmental agen-cies, to whom dues are owed, couldspur them into action for recoverynor the different avenues explored bythe court to effect recovery of duesfrom the defaulter politicians andpolitical parties have had any sub-stantial success."

The court while issuing directionsalso noted that the "defaulter politi-cians and political parties are foundto have misused their position ofpower for their own benefit andgain".

The court also said,"All have in theprocess forgotten the social philoso-phy and philosophy of law in thisarea which emphatically requires thatoffices of public power shall not bethe workshops of personal gain.

"Those wielding power, have madeit an instrument of self seeking, for-getting that power is like a trust andthat abuse of authority by those inpower inevitably causes mass disillu-sionment and results in public frus-

tration."The 15-page judgement penned by

Justice Endlaw came on a PIL byNGO Krishak Bharat alleging thatsome former MPs vacated their offi-cial residences after their tenuresended without paying electricity,water and telephone dues.As part ofits directions, the court orderedElection

Commission (ECI) to make itmandatory for candidates contestingParliament and Assembly electionswho have been using governmentaccommodation to furnish No DuesCertificate from the agency provid-ing electricity, water and telephone tothe said accommodation.

"The ECI to, within six monthshereof, also consider the possibilityof requiring political parties fieldingcandidates in any election to also fur-nish an affidavit that they are not inarrears of any electricity, water, tele-phone or other public dues, as a pre-condition to their fielding candidatesin any election," the court said.

"The ECI to also within six monthsconsider the possibility if any of put-ting any impediment to a defaulter ofpublic dues contesting election, toensure quick recovery of the saiddues," it said.

Bharat rankings among 476 citiesin the country with three moreplaces from Karnataka figuringin the top 10.

Among urban local bodies inthe national capital, DelhiCantonment was ranked 15th inthe list and New Delhi MunicipalCorporation (NDMC) 16th,while Municipal Corporation ofDelhi was at 398th position.

West Bengal has done well inthe rankings with 25 cities/townsfinding a place in the top 100.

These rankings are based onthe extent of open defecation andsolid waste management prac-tices, according to a governmentrelease. The city of Mysore leadsthe cities with minimal opendefecation and extensive adop-tion of solid waste management

practices.Thirty-nine cities from the

southern states were among thetop 100, followed by 27 fromEast, 15 from West, 12 fromNorth and seven from the North-Eastern states.

Fifteen of the 27 capital citiessurveyed figured among the top100 performers while five wereranked beyond 300.

Bengaluru leads the list of cap-itals at 7th rank while Patna cameat the bottom at 429th.

Among the bottom 100 cities,74 are from North, 21 from East,three from West and two fromSouth.

The top 10 ranked cities areMysore, Thiruchirapalli (TamilNadu), Navi Mumbai, Kochi(Kerala), Hassan, Mandya andBengaluru from Karnataka,Thiruvananthapuram, Halisahar

(West Bengal), and Gangtok(Sikkim).

Damoh (Madhya Pradesh)came at the bottom at 476th, pre-ceded by Bhind (MP), Palwal andBhiwani -- both in Haryana,Chittaurgarh (Rajasthan),Bulandshahr (UP), Neemuch(MP), Rewari (Haryana),Hindaun (Rajasthan) andSambalpur in Odisha at 467thrank.

All the 476 Class-1 cities in 31States and Union Territories,each with a population of aboveone lakh were surveyed forassessing total sanitation prac-tices covering a set of parametersincluding the extent of open defe-cation, solid waste management,septage management, wastewater treatment, drinking waterquality, surface water quality ofwater bodies and mortality due to

water born diseases.The survey, conducted during

2014-15, was commissioned bythe Ministry of UrbanDevelopment as required underthe National Sanitation Policy of2008.

Since the Swachh BharatMission is being implemented inurban areas with focus on con-struction of individual house-hold, community and public toi-lets to eradicate open defecationand ensure door-to-door collec-tion and disposal of municipalsolid waste, all the 476 Class-1cities have been ranked based onthe data pertaining to these ele-ments.

This helps in assessing thepresent situation in these cities sothat they can undertake necessaryinterventions to meet SwachhBharat Mission targets in urban

areas.Overall sanitation rankings of

these cities based on a total of100 marks assigned to differentparameters covering all aspectswould be announced later.

The Swachh Bharat rankingsare based on a total of 42 marksincluding 20 for open defecationindicators and 22 for solid wastemanagement indicators.

Number of cities surveyed inmajor states include : UP (61),West Bengal (60), Maharashtra(43), Madhya Pradesh (32),Gujarat (30), Andhra Pradesh(30), Tamil Nadu (29), Rajasthan(28), Bihar (27), Karnataka (26),Haryana (20), Punjab (16),Telangana (11), Odisha (10),Jharkhand (10), Chhattisgarh (9)and six each from Kerala,Uttarakhand and North-Easternstates.

Justice VP Vaish wasinformed by the women`s panel that proceedings againstthe Aam Aadmi Party leader have been closed after hefailed to appear before it as it heard Vishwas` plea chal-lenging the summons issued to him by the DCW on thecomplaint of the volunteer who had alleged that her lifehad been ruined because he refused to deny "rumours"over their alleged affair. The court now fixed the matterfor December 14 and asked Vishwas to file response onthe arguments of the DCW.

In the plea, Vishwas had said that the DCW chairper-son had issued the summons due to "political vendetta".AAP has termed the allegations levelled by th e womanas "baseless".

The woman, who had taken part in Vishwas` campaignin the Amethi Lok Sabha constituency in the 2014 gen-eral election, went public here asking him to deny"rumours" of their alleged affair. She later approachedthe DCW which summoned Vishwas.

judge Dipak Misra, who dismissedthe petition and delivered the finalorder on 1993 Mumbai serial blastsconvict Yakub Memon's death, wasincreased after he received an anony-mous threat letter, as per newsreports on Saturday.

While commandos and paramili-tary forces have been reportedlydeployed at his residence, JusticeMisra was provided with a bulletproof car.

A case against unknown personshas been registered at Tughlaq RoadPolice Station after the threat letter.

Justice Misra headed the three-judge bench, which had upheld thedeath warrant against the 1993Mumbai blasts convict.

The unprecedented hearing held atthe apex court at 3 am on July 30, inwhich the 1993 Mumbai blasts con-vict's last ditch attempt to avert hisexecution was rejected, was the firstof its kind in the SC's history and hasbeen generally appreciated by the

legal fraternity.The execution of Yakub, whom the

Supreme Court had described as the"driving spirit" behind the 12 coordi-nated blasts on March 12, 1993, thatleft 257 dead and 713 wounded, waspreceded by a vigorous last-gaspattempt by his lawyers to prevent thehanging that continued through July29 and spilled over to the early hoursof July 30. Memon was hanged atNagpur Central Prison on July 30 at7 am, the hour set by the TADA courtfor execution of his death warrant.

It also shows thedetermination of the handlers inPakistan to disrupt and derail the68th Independence Day celebra-tions and the proposed NSA-level talks and test the new gov-ernment's tolerance threshold.

In a significant policy shift thegovernment has not called offthe NSA talks as it is determinedto confront Pakistan with the liveevidence of a Qasab II.However, the element that hasbeen missing from India's policyof combating cross-border ter-rorism for decades is retribution.

While deeply analytical, themention of an Indian deterrent tofend off such terror attacks fromPakistan is conspicuous by itsabsence in recent articles on theGurdaspur attack. It is this miss-ing ingredient of India’s internalsecurity policy that has encour-aged Islamabad to expand thegeography and frequency ofcross-border terrorism beyondJ&K to Punjab, for the first timeafter the 26/11 strikes onMumbai in 2008.

No deterrence

Speaking in Mumbai this weekon the use of hard power,National Security Advisor(NSA) Ajit Doval emphasisedthe need for India to have a“deterrence against attacks on itssoil”. This rephrasing of similarcomments made earlier suggeststhat an appropriate but belatedresponse is in the making.

In his very erudite article, M.K. Narayanan, a former NSA,writes at length about the chal-

lenges posed by terrorism ema-nating from Pakistan. He pro-poses that as cross-border terror-ism intensified in J&K, itdeclined in Punjab. Now, hesays, as terrorism has declined inJ&K, it may return in Punjab,where conditions are ripe for anescalation . He is right. The link-age between Kashmir andKhalistan was made by the ISI inits famous “K2 Project” attempt-ed in early 1990s but the idea ofKhalistan was nipped in the budby the Punjab police.

However, while Mr Narayananmakes an inventory of defensivemeasures, there is not a whiff ofhow to punish Pakistan. Thesteadfast pursuit of “not losingan inch of land” has, sadly, breda passive and defensive mindsetamong Indian security forces.

In the run-up to the hanging ofYakub Memon, the word 'deter-rent' was dropped by politicalleaders and intellectuals likeconfetti at a wedding.Retribution has a sobering effecton sponsors of terror andPakistan's indefatigable pursuitof it has been whetted by theabsence of a response. Theattacks in Gurdaspur andUdhampur are stark reminders ofthis.

Policy dead end

Despite a strenuous spin to itsPakistan policy, portrayed asmore muscular than that of theUPA , it is becoming clear thatthe new government has hit a culde sac. After raising the bar forresuming the dialogue process, ithas had to make a dramaticclimbdown. As the internationalborder and LoC resonate withartillery, there is no sign ofrestoration of calm.Terror andtalks will go hand-in-hand whenthe two NSAs, armed with theirrespective dossiers on Gurdaspurand Udhampur, and R&AWmeet on August 23 and 24 at

New Delhi.

What has changed is the lan-guage of warnings to Pakistan.Home Minister Rajnath Singhhas threatened to give a 'befittingreply'. In a chaotic Rajya Sabha,over the din, he vowed “an effec-tive and forceful response” to theDinanagar assault by thePakistani fidayeen whom hereferred to as “enemies of India”.Earlier, Foreign Secretary S.Jaishankar had made a genericremark that the response to terrorwill be “disproportionate andunpredictable and at a time andplace of our choosing”. Be itDinanagar or Udhampur, thecharade of a “befitting reply” isrepeated ad nauseum on IndianTV channels, where super-charged anchors, accompaniedby their over-enthusiastic pan-elists, pay back their Pakistanicounterparts in high decibelswith choice invectives, recount-ing the history of treachery infouled battles and clandestinecampaigns. Calling Pakistanis'cowards' appears to be the acmeof retribution.

We are told that new fencesand walls are to be put up to pre-vent terrorists from swimmingacross the Ravi river that thefidayeen crossed last month tosurprise the Dinanagar policestation. In the past we have builtcanals and ditch-cum-bunds,erected minefields and smartfencing on the IB and LoC andadopted anti-and counter-infil-tration and counter-insurgencygrids by thickening troop densi-ty. These measures have con-tained insurgency in J&K, butnot brought an end to it. Thefocus now, as in the past, isstrengthening defensive meas-ures.

Forceful language

Is India being self-deterredfrom delivering a befittingreply? Over the last several

months, signals emanatingfrom NSA Ajit Doval andDefence Minister ManoharParrikar were very encourag-ing. Mr Parrikar spoke aboutusing terrorists to remove ter-rorists and re-creating deepassets dismantled by defaultearlier. Mr Doval has been urg-ing Pakistan to end terrorismand at least once warned: “youdo another Mumbai, you loseBalochistan”.

One must assume that thebefitting reply — effective,forceful, disproportionate andunpredictable — is in the mak-ing, to be delivered at a timeand place of India's choosing.Translating words into anactionable deterrent is the chal-lenge for policymakers.

Two other aspects requireattention: prevention of and aquicker response to the fiday-een assaults. The guru of count-er-terrorism K .P.S. Gill, underwhose charge Khalistan terror-ism was ended in Punjab, statedafter the Dinanagar attack:“You don't prepare for terror-ism after it has happened.”Fidayeen infiltrate across theLoC/IB, strike targets in Jammuand some even get away. Overthe years, the Indian securityforces have frequently dealtwith terrorists holed up in vil-lages and hideouts in theSrinagar vallley and elsewhere.All the operational experienceto end a crisis situation hasbeen assimilated but not institu-tionalised for re-use. That iswhy units take inordinatelylong to finish the operation.

The lackadaisical deportmentof personnel at the Dinanagarpolice station showed theabsence of operational readi-ness and preparedness despitethe general alert. Counter-ter-rorism skills, acquired by thePunjab police in early 1990s,were obviously not passed

down; else the response wouldhave been more professionaland the police post would nothave caved in. It took all of 12hours for Punjab police's SWATteam, trained in Israel, to over-come three fidayeen. As onewatched on TV the melee oftroops, police and onlookers, itwas obvious that the lessons ofMumbai had not been heeded:of no live coverage of counter-terrorism operations. Closurewas brought half a day after theattack, with the fidayeen givenlive coverage and the ultimateoxygen of publicity. AnAmerican woman trapped inTaj Mumbai during 26/11 onher rescue at the end of theoperation while exiting thehotel angrily told a police offi-cer: “there were six terrorists.And you took three days.”

In Dinanagar and Udhampur,Pakistan was testing India'sresponse to a terror attack, thefirst outside J&K afterMumbai. Some governmentsources are claiming that thecivilian government in Pakistanwas unaware of these attacks.That is possible, even probable.However, the autonomy of thePunjab-based terrorist groupslike the Lashkar-e-Taiba orJaish-e-Mohammad actingindependently of the ISI isunlikely. Either way, it duckstwo questions: how will Indiarespond to the next big attacksourced in Pakistan; and why isthe deterrent overt or covert orboth, taking so long to materi-alise? Is it the lack of politicalwill? Because the man on thestreet is asking “iska kuchhhoga” (will something be doneof this) to end cross-border ter-rorism. The government mustgive a befitting reply.

The meaning of cheaper oil

Hope, tempered by realism

It is fairly well established that thepast three decades have witnesseda worldwide growth in inequality.

This phenomenon is often evoked inthe same breath as the extraordinarysalaries and bonuses that financiers— investment bankers and fund man-agers — pay themselves.

Clearly, financial institutions suchas hedge funds and investment banksare able to generate huge profits,which is why they can afford humon-gous compensation packages. Butwhat exactly is the source of financialprofit? And, what is the link betweenrising financial profits and growinginequality of wealth/income?

Before we can answer these ques-tions, it is necessary to contextualisethis phenomenon.

First, rising inequality and sky-rocketing financial profits have paral-leled the rise of neo-liberalism — aterm used to refer to a cluster of eco-nomic policies that includes privati-sation, cuts in welfare spending, loos-ening of labour laws, and deregula-tion of finance. If there is one com-mon factor that undergirds all theseeconomic policies — it is the rise ofglobal finance, or “financialization”,which also denotes the growing pen-etration of real economic activity (todo with generating surplus value) byfinance capital.

In his book, The Everyday Life ofGlobal Finance, the economic geog-rapher, Paul Langley, explains howthe common view of global financeas something “out there somewhere”— timeless, spaceless, identifiedwith 24X7 global markets — is falla-cious. It is simply not true thatfinance operates primarily in a rar-efied realm of super-specialists farremoved from the world of everydayeconomic activity such as earning,saving and borrowing.

On the contrary, Langley argues,global finance has fundamentallyreengineered the ordinary ways wethink about and manage money.

Where risk enjoys a good press

Till the generation say right up tothe 1980s, the future was conceivedas a realm of uncertainty, one thatheld possible harm, for which oneprovisioned through thrift — specifi-cally, savings and insurance.Financialisation is born when uncer-tainty is quantified into risk. How weframe risk, calculate it, and manageit, decides what we do with ourmoney.

In Langley’s formulation, if risk iscalculated and managed as a futureharm that requires prudence in thepresent, it makes for an approach ofthrift and savings. But if it is framedas an opportunity that holds the pos-sibility of immense rewards, it man-dates an approach where the mostrational form of saving becomesinvestment.

Therefore, at the ideological level,financialisation entails two basicmanoeuvres: one, the transformationof nebulous uncertainty into quantifi-able risk, which is then managedthrough an array of calculative tech-nologies; two, a shift in the commonsense understanding of risk as some-thing potentially harmful, to some-thing potentially rewarding.

Given that risk is essentially afinancial category, the current civili-sational obsession with data is anoth-er testament to the growing suprema-cy of finance capital (in alliance withtechnology), which wants everypiece of the world’s data on anythingand everything in order to be able tomanage risk optimally for maximumreturns.

Your PF is not a saving anymore

To be sure, you won’t find the aver-age salary-earner poring over price-to-earnings ratios on a daily basis.Yet, we are all financial investorstoday — either directly or via mutualfunds or through insurance or pen-sion funds that have exposure to cap-ital markets.

The recent government move toallow the investment of EmployeesProvident Fund Organisation (EPFO)money in the stock market basicallytakes the matter out of the individ-ual’s hands. So, it is not just the richand the middle classes, but the poortoo who must become investors,which is why it has become vital tosubstitute the provision of essentialsurvival goods with cash transfers. Itis the logic behind the neo-liberalstate’s enthusiasm for so-calledfinancial inclusion through schemessuch as the Jan Dhan Yojana, whosebank accounts would presumablychannel portions of personal income(either wages or cash transfers) tofinancial markets via schemes suchas the Pradhan Mantri Suraksha BimaYojana and Atal Pension Yojana.

The objective of these so-calledsocial insurance schemes is less toserve as savings to be drawn uponwhen needed, than as another sourceof liquidity for the financial markets.Why else would one want to cap pre-mature withdrawals of PF — all toooften the only savings for many — at75 per cent, with proposals to lowerthe cap further to 50 per cent? But itmakes perfect sense in the context ofthe move to invest PF savings in thecapital market.

The flipside of ensuring that onecannot save without investing is thatone cannot spend without borrowing.

As one of the largest corpuses ofworkers’ savings, the EPFO is again agood case study: another governmentproposal — to use the future streamof EPFO contributions for housingloan interest payments — heralds thearrival of the already indebted Indianworker as a tradable ‘security’ in theglobal financial market.

The engine of financialisation

It is a basic of Economics 101 thatsaving is not the same as investing.Savings are income that is not con-sumed. Investment is savings con-verted into capital with the objective

of producing profit.

When the aam aadmi’s savedincome, say, in the EPFO, is investedin equity, or when your bank manag-er asks you to put your savings in amutual fund rather than in a fixeddeposit, or when you take a homeloan not because you need shelter butas an investment, you are willy-nillyparticipating in the logic of globalfinance — profiting without produc-ing, purely by managing risk.

In plain terms, what financialisa-tion does is to transfer (or spread) theburden of risk from institutions suchas banks, or the state, onto the indi-vidual worker or household. Even so,when big banks — whose job is riskassessment — mess up, prevailingwisdom mandates that they be bailedout. It is no such luck, however, forthe common man who, in a finan-cialised state, will typically have topay for the mistakes of private finan-cial institutions through higher taxesand less of public goods and ameni-ties.

The extraction of financial profit

In his book, Profiting WithoutProducing: How Finance Exploits UsAll, the Greek economist, CostasLapavitsas, lists three defining fea-tures of a financialising economy:one, a growing distance betweennon-financial enterprises and banks;two, banks seeking revenue morefrom financial markets and lending tohouseholds than from lending toindustry; and three, an increasinginterpenetration between streams ofpersonal income and networks ofglobal finance.

All three phenomenon are evidentin India. The business journalist,Vivek Kaul, has pointed out in aseries of articles how, even as overalllending by banks in India has sloweddown, home loans have continued togrow at the same pace. Home loansformed 11 per cent of total bankloans given out during the period ofone year ending May 2013. Thisjumped to 12.5 per cent by May

2014. For the period ending May2015, home loans accounted for 19.6per cent of the overall portfolio.

This single phenomenon confirmsall of Lapavitsas’s three criteria. Anexpanding home loan portfoliomeans that banks in India areincreasingly looking to futurestreams of personal income for prof-its. It also means companies are turn-ing less and less to bank loans forraising capital, and preferring to relymore on capital markets. In fact, inthe April-June quarter of the currentfinancial year, fund-raising from themarkets by Indian companies stoodat Rs.1.73 lakh crore — more thandouble the corresponding figure lastyear. Finally, given that banks raiseloanable capital from money mar-kets, there is a growing inter-connec-tion between financial profit andfuture earnings of individuals.

Given that financialisation is not aneutral economic phenomenon buthas real social consequences, thenext question is the one we beganwith: what is the source of financialprofit?

We know that the returns on finan-cial (also termed “speculative”) cap-ital have consistently outstrippedthose on productive capital(deployed in manufacturing or serv-ices to generate output).

We also know that the source ofprofit for productive capital is thesurplus value created. The source ofprofit for banking capital is interest,based on the time value of money.But financial profit, such as the mil-lions earned instantly by foundersfrom an initial public offering, orcapital gains earned from trading insecurities, have nothing to do withvalue creation. So, where does theprofit come from?

While the technical details arebeyond the scope of this piece,Lapavitsas’s answer is that financialprofit is ultimately derived from twochannels: expropriation of a portionof surplus value generated by pro-

ductive capital, and expropriation ofa portion of personal income earnedby workers (as they turn investors,borrowers, and with rising indirecttaxes, even as tax payers).

What does this mean exactly forthe aam aadmi? To begin with, afuture of rising indebtedness. Facedwith an expropriation of profit byfinance capital, productive capitalcan be quite choosy about invest-ment. But labour does not have theoption of desisting indefinitely fromemployment, which is why in a cap-italist society, financial expropria-tion will ultimately be at the cost ofthe wage-earning classes, leading toindebtedness.

The debt could take the form ofdirect, household debt. Figures fromthe National Sample Survey Officereveal that in the decade (2002-2012) when India grew the fastest,which was also a period of rapidfinancialisation, household debtgrew by seven times in urban Indiaand by four times in rural India —the bulk of this debt being incurredfor essentials such as housing andeducation.

The debt burden could also be indi-rect. Here, servicing sovereign debtwill take precedence over publicinvestment for development, as ishappening with Greece and Spain.These debt payments will come fromfuture streams of tax revenueextracted from the working popula-tion through a multitude of income-indifferent, evasion-proof indirecttaxes such as Value Added Tax andGoods and Service Tax.

So, is it at all possible for a lifelongwage-earner to secure, or feel secureabout, her post-employment future ina financialised world where savingslose value unless they becomefinance capital?

And which in turn, holds the ever-present threat of losses on account ofthe risks inherent in investment?Perhaps not. This may explain whyour age has been described as “therisk society”.

World oil prices, already lower than they havebeen in six months, are not likely to recoveranytime soon, going by market conditions. A

further increase in supply, compounding the current glut,and a parallel contraction in demand in the major consum-ing nations, are likely to keep prices low. The ongoing fallin prices stems largely from simple demand-supplymechanics. The shale revolution in the United States hasdrastically increased the supply of oil. And several interna-tional events are likely to further boost supply to levels farexceeding demand. Notably, the nuclear deal between Iranand the West has further depressed prices owing to theexpectation that sanctions on Iran would soon be lifted,allowing it to again supply oil to the world. In addition,Saudi Arabia is moving strongly to increase refinerycapacity, which will further add to global supplies. Thiscomes on top of OPEC output in July hitting its highestlevels in recent history. On the demand side, the increasedsupply has been met by recessionary or slow-growth con-ditions in most industrialised countries, which have great-ly moderated their consumption since the economic crisis.Now, however, this contracting demand has been com-pounded by slowing economic growth in China, one of thebiggest consumers of oil. Falling oil prices serve as goodnews for some, but pretty bad news for others. Russia, forexample, has 70 per cent of its export income coming fromoil and gas. Falling oil prices, thus, have hit the Russianeconomy hard — the country, it is reported, loses about $2billion in revenues for the fall of every dollar in oil prices.The World Bank has warned that the Russian economywould shrink by at least 0.7 per cent this year if oil pricesdo not rebound. On the flip side, European economies arelikely to welcome falling oil prices, beset by poor growthand low inflation as they currently are. Some estimatespredict that a 10 per cent fall in oil prices could lead to a0.1 per cent increase in output for them. India is one ofthose countries that stand to benefit significantly fromfalling prices. The country imports about 75 per cent of itsoil needs, so cheaper oil benefits it directly by easing thecurrent account deficit while simultaneously lowering thegovernment’s petroleum subsidy burden. However, the lat-ter point is now somewhat mitigated by the fact that petroland diesel prices have been decontrolled. The month ofJuly saw two separate cuts in the prices of petrol and diesel— although the question that really needs to be asked iswhy petrol and diesel prices are not being cut commensu-rate to the fall in global prices. Will that question beaddressed anytime soon?

The government hasimposed penalty ofRs. 10.80 crores on

telecom operators till May31, 2015 for exceeding theprescribed limit for radia-tion from mobile towers,Parliament was informedon Friday.

The government hasimposed total penalty ofRs. 10.80 crores on tele-com operators for exceed-ing prescribed electronicfrequency (EMF) limits,Telecom Minister RaviShankar Prasad said in awritten reply to RajyaSabha on Friday.

According to the state-ment, the maximum penal-ty of Rs. 2.15 crores wasimposed on Bharti Airtel

followed by Rs. 1.80crores on Vodafone, Rs.1.65 crores on Relianceand Rs. 1.45 crores onTata Teleservices.

A penalty of Rs.95,00,000 was imposed onIdea, Rs. 90,00,000 onAircel, Rs. 70,00,000 onBSNL, Rs. 55,00,000 onLoop, Rs. 15,00,000 onMTNL, Rs. 5,00,000 onSistema ShyamTeleservices, Rs.35,00,000 on Uninor andRs. 10,00,000 onVideocon.

He said that during2015-16 (up to May 31), 6base tower stations(BTSs) were foundexceeding the prescribedradiation limit on actual

testing. The number oftowers exceeding the limitstood at 103 in 2012-13and 77 in 2013-14, whilenone of the towers werefound to exceed the limit in2014-15.

"The penalty for viola-tion of actual EMF radia-

tion norms has increasedfrom Rs. 5,00,000 to Rs.10,00,000 per BTS perincidence. Instructions inthis regard were issued onJanuary 20, 2013," Prasadsaid.

The total number ofmobile BTSs setup at

mobile towers in the coun-try, as on May 31, 2015,stood at 9,08,353. The gov-ernment in 2012 had low-ered the EMF exposurelimit from base station ormobile tower emissions toone-tenth of then-existinglevels.

Australia captain Michael Clarkesaid Saturday he "hadn`t led from thefront" as he announced he wouldretire from international cricket afterthis month`s fifth Ashes Test againstEngland at The Oval.

The 34-year-old made hisannouncement after England com-pleted a crushing innings and 78 runvictory over Australia in the fourthTest at Trent Bridge to take anunbeatable 3-1 lead in the five-matchAshes series.

"I will have one more Test and thatis the end of my career," said Clarkeduring the post-match presentationceremony.

"I am retiring from internationalcricket. I don`t want to jump shipnow so I will have one more go atThe Oval," he added after reports inAustralian media earlier Saturdaythat he was about to end his Australiacareer.

The fifth Test starts at The Oval, insouth London, on August 20.

Clarke, one of the best batsmen ofhis generation but plagued by a long-standing back problem and morerecent hamstring trouble, is in a des-perate run of form, having reached 25just six times in his last 30 Testinnings.

"There`s no doubt I`ll always holdmyself accountable, my performanc-es haven`t been anywhere they needto be," said Clarke. "I don`t blameanyone in the changing room, but Ihaven`t led from the front.

Myth 1One should not eat seafood/fish during

monsoon.

that in monsoon, due to the rough seas andbad weather fishermen avoid going out tosea. Also, it is breeding season for thesebeings. So availability of fresh fish isscarce and a majority of the stock comesfrom frozen fish. Eating frozen fish orseafood that is not hygienically stored mayend up giving you a stomach infection oreven worse, food poisoning. But if youhave access to fresh fish, don't worry andindulge by all means.

Myth 2Eating curd in the rain makes you fall

sick.

Many believe, having curd in the mon-soon season could prove to be harmful forthe body because of the cool nature of thefood. It is believed that foods that arewarm in nature (for example: turmericmilk) work best for the immune system inthe monsoon months. But curd contains'good bacteria' which helps in improvingthe digestive system, absorbing nutrientsand improving the gut immunity. Curd

helps to soothe stomach infections whichmake it a popular home remedy for diar-rhea or food poisoning, a common com-plaint in the rains.

Myth 3Chicken soup will speed up recovery

from a cold.

Hot soup is the perfect comfort food inthe chilling rains. Hot soup also helpssoothe a sore throat. Reducing inflamma-tion with healthy food or liquids like soupwill quickly reduce your symptoms andthus speeds up your recovery process.

Myth 4Eating ice cream in the monsoon causes

cold and cough.

FactCough and cold are mainly caused by

viral or bacterial infection. Most icecreams undergo pasteurization, whichstops the formation of illness-causing bac-teria. Ice cream made or processed inunhygienic conditions may contain someinfection causing micro-organisms.Products like Paddle Pop manufactured inhygienic condition which involves lowtemperature storage under -18 degree cel-sius and pasteurization does not allow anymicrobial growth.

Consuming cold food products do notlead to such problems unless they containthe germs responsible for causing these.Ice creams in the rain may be fun; but ifyou are not cautious you could fall sick.Avoid ice creams sold at open stalls and gofor branded packaged ice cream. Makesure to check the expiry date.
