91/1996 ዓ.ም መሠረት እንዲደራጁ ለማስቻል

የከተሞች አደረጃጀት ፈርጅ መወሰኛና ማቋቋሚያ

ደንብ ቁጥር 17/1996 ዓ.ም ጽድቆ ከተሞች በተለያዩ

አመቺ በሆነ አደረጃጀቶች እንዲቋቋሙ ዕውቅና

የሰጣቸው በመሆኑ፣

Whereas, with the view to enabling under centers of the

Regional State to be organized pursuant to the Revised

Amhara National Regional State Cities’ Establishment,

organization and determination of powers and

responsibilities proclamation No. 91/2003, Cities’

Organizational category determination and establishment

Regulation No. 17/2003 has been approved and granted

recognition to cities in such a way that they could be

established in various favorable organizations;

ቀደም ሲል በማዘጋጃ ቤትነት ዕውቅና ከተሰጣቸው

ከተሞች በተጨማሪ ሌሎች ማዘጋጃ ቤቶች ህጋዊ

ሰውነት አግኝተው እንዲደራጁ በመደረጉ ተግባርና

ኃላፊነታቸውን በብቃት ለመወጣት የሚያስችላቸው

የገቢ ምንጭ እንዲፈጥሩ ማስቻል አስፈላጊ ሆኖ

በመገኘቱ፣

Whereas, in addition to those cities that have been

previously bestowed up on municipal status, other

municipalities have been organized having acquired

legal personality, and henceforth, it is found imperative

to enable such cities create their own source of revenue

in order to effectively discharge their duties and

responsibilities thereof;

ስለ ከተሞች አገልግሎት ታክስና ግብር አጣጣል

የክልሉ መስተዳድር ምክር ቤት ደንብ ሊያወጣ

እንደሚችል በማቋቋሚያ አዋጁ አንቀጽ 49 ንዑስ

አንቀጽ 2 ሥር አስቀድሞ የተደነገገ በመሆኑ፣

Whereas, it has been stipulated here before under art. 49,

sub art. 2 of the Establishment proclamation that the

Council of the Regional Government may issue a

regulation with regard to levying urban service charges

and taxes;

በ1992 ዓ.ም የወጣውና እስካሁን ድረስ ፀንቶ

የሚሠራበት የማዘጋጃ ቤቶች የገቢ ታሪፍ ማሻሻያ

ክልል ሥራ አስፈፃሚ ኮሚቴ ደንብ ቁጥር 12/1992

ዓ.ም የተፈፃሚነት ወሰን በክልሉ ውስጥ ማዘጋጃ ቤት

በተቋቀመባቸው ከተሞች ብቻ እንዲሆን ሲደነግግ

በወቅቱ የነበሩት ማዘጋጃቤቶች ዝርዝርና የሚሰበስቡት

የታሪፍ መጠን በደንቡ ውስጥ ተካትቶ የወጣ ከመሆኑ

የተነሣ በአዲስ መልክ ዘግይተው እውቅና ያገኙትን

ማዘጋጃ ቤቶች የሚሰበሰቡትን የታሪፍ መጠን መወሰን

ተገቢ ሆኖ በመገኘቱ፣

Whereas, despite the fact that the regional executive

committee regulation No. 12/1999 issued to provide for

the revenue tariff revision of municipalities is still in

force, its scope of application is restricted only to those

formerly organized municipalities annexed herewith; and

hence, it is found appropriate to hereby determine the

tariff rates that the newly incorporated municipalities

may collect;

Now, therefore, the Council of the Amhara National

Regional Government, by virtue of the powers vested it

under art. 58 sub art.7 of the Revised Regional

Constitution, hereby issues this regulation:

ክፍል አንድ PART ONE

ጠቅላላ GENERAL

1. አጭር ርዕስ 1. Short Title

ይህ ደንብ “በአዲስ መልክ የማዘጋጃ ቤትነት አቋም

ተሰጥቷቸው የተደራጁ ከተሞች የገቢ ታሪፍ መወሰኛ

ክልል መስተዳድር ምክር ቤት ደንብ ቁጥር 20/1996

ዓ/ም” ተብሎ ሊጠቀስ ይችላል፡፡

This regulation may cited as “The Newly Organized

urban centers with the municipal status revenue tariff

determination, Council of Regional Government

Regulation No.20/2004”

2. የተፈፃሚነት ወሰን 2. Scope of Application

1. ይህ ደንብ በከተሞች አደረጃጀት ፈርጅ መወሰኛና

ማቋቋሚያ ደንብ ቁጥር 17/1996 ዓ/ም መሠረት

በመሪና በንዑስ ማዘጋጃ ቤትነት አዲስ ዕውቅና

በተጠጣቸውና ዝርዝራቸው ከዚህ ደንብ ጋር አባሪ

በተደረገው ከተሞች ላይ ተፈፃሚነት ይኖረዋል፣

1. This regulation shall, in accordance with cities’

organizational category determination and

establishment regulation No. 17/2003, apply to

cities that have been acquired with the new

recognition as lead and sub-municipal cities and

whose list is annexed herewith;

2. አዲስ የተደራጁ እነዚሁ ማዘጋጃ ቤቶች በዚህ ደንብ

በተመለከተው የገቢ ርዕስና ታሪፍ መጠን የተለያዩ

ግብሮች ፣ ቀረጦችንና የአገልግሎት ክፍያዎችን

እንዲሰበሰቡ ተፈቅዶላቸዋል፡፡

2. Those newly organized municipalities shall be

entitled to collect various taxes, dues and service

charges pursuant to the revenue sources and

tariff rates indicated under this regulation.

3. በተዛማጅ ሕጐች ስለመስራት 3. Compatibility and Use of Other Related

Laws

አዲስ የተቋቋሙ ማዘጋጃ ቤቶች ገቢያቸውን

በተፈቀደው ታሪፍ መሠረት በሚሰበሰቡት ወቅት

አግባብነት ያላቸውን የገቢ ታሪፍ ማሻሻያ ደንብ

ቁጥር 12/1992 እና የተጠቀሰውን ደንብ

ለማስፈፀም የወጡ መመሪያዎችን በተመሳሳይ

ሊጠቀሙ ይችላሉ፡፡

The newly organized municipalities may, while

collecting their revenue as per the tariff specified hereof,

in a similar way use the appropriate Revenue Tariff

Improvement Regulation No. 12/1999 as well as the

directives issued to execute this regulation.

4. በደንቡ ስለሚፀናበት ጊዜ 4. Effective Date
