Fixed Service Usage of 7 and 13 GHz

The Good

7 & 13 GHz - 650 MHz of backhaul spectrum opened to Fixed Services usage – shared with existing Broadcast Users

The Bad

Only available for a Fixed Service link when a TV pickup market is not intersected

The Ugly

About 50% of the land mass and approximately 90% of the population cannot be served by this ruling

Details:

• 6875–7125 MHz (7 GHz)

• 25 MHz maximum channel bandwidth

• 6975–7025 MHz not available for Fixed Services

– This exclusion in the middle of the band allows for a clean high/low separation for the Fixed Service channel plans and preserves dedicated spectrum for Part 74/78 operators

• 12700–13200 MHz (13 GHz)

• 50 MHz maximum channel bandwidth

• 13150–13200 MHz not available for Fixed Services

– This exclusion at the top of the band preserves dedicated spectrum for Part 74/78 operators

Fixed Service Usage of 7 and 13 GHz

Additional Challenges:• Unconventional channel bandwidths for Fixed Service manufacturers

• Long term manufacturer support of these bands likely to be business model driven

• Lack of existing high/low infrastructure can present coordination challenges

• Some Part 74 and 78 incumbents requested more stringent requirements in the NPRM so Fixed Service operators may encounter coordination difficulties

Elimination of Final Link Rule

• Prior to this ruling Part 101 prohibited the final radiofrequency (RF) link in the chain of distribution of program material to broadcast stations (studio to transmitter link)

• Broadcasters were forced to use alternate spectrum for these links (950 MHz for radio & 2, 7, 13 or 23 GHz for TV BAS)

• The 950 MHz and 7 GHz bands became very congested and often links were too long to use 23 GHz as an alternative

• All “Final Links” can now use any of the Part 101 frequency bands without restriction

• Adaptive Modulation (ACM) changes the penalty to the user for deep fading situations• Without ACM link disconnection outage/unavailability• With ACM reduced capacity• Reduced capacity likely to be more acceptable

than outage

Details:• Meet 99.95% reliability in accordance with the minimum requirement defined in

101.141• This means that 4.38 hours (0.05%) of the year you can drop down one mode

below the required minimum as defined in 101.143(a)(3)• Radio manufacturers are not required to provide fail-safes to ensure that the radio

does not exceed the allowable yearly time restriction• There is some concern that some operators could take advantage of the

requirement and under-design systems

FCC Declined “Auxiliary” Fixed Stations

• Auxiliary Stations• Proposal would have allowed and encouraged:

– Use of minimally compliant antennas

– Unreasonably high Effective Isotropic Radiated Power (“EIRP”)

– Time Division Duplex (“TDD”) systems in bands with exclusively Frequency Division Duplex (“FDD”) characteristics

– The Part 101 bands would have effectively become point to multipoint
