Every year a family of herders do what their ancestors have done for centuries, bring their flocks to pasture in the valley every spring (Layer A in the Figure). In that same valley there are farmers practicing their ancestral livelihood (Layer B), who, honoring a longstanding verbal agreement, to allow the herders water rights every spring. Recently, a major drought forced a related ethnic group from a neighboring country to settle in the valley. The government does not enjoy friendly relations with the neighboring country and considers these new arrivals as illegal squatters. Decades ago, unbeknownst to either the herders or the farmers, the newly emergent government laid claim to the entire valley as State domain (Layer D). The government never attempted to develop the land until now, when a foreign company notified the government of a valuable resource in part of the valley, and negotiated a lease (Layer C). For each of these four parties a different land right is at work---AND THE LADM can register even competing claims!

LADM is now ISO 19152!Approved for Public Release 09-399#6In the developing world, less than 30% of cadastral coverage actually conforms to the situation on the ground. Modeling the relationships between people and land is complex. I came across the LADM. Still under development, the LADM, is a NWI for ISO and thus is shapeable for the needs of policymakers in the US State, Defense Departments, and the USAID. To reflect as much reality on the ground as possible, the LADMs strength is in capturing RRR, or in non-Western societies a social-tenure relationship, the link between persons and geographic places.
