Art 1: Areas of co-operation : sustainable development,utilization, management and conservation of water and related resources
Art 2: Projects, Programs and Planning:development of full potential of sustainable benefits to all Riparian states;prevention wasteful use of water;preference on joint and/or basin-wide projects/programs
BDP would be used to identify, categorize and prioritize projects and programs to seek assistance for and to implement at the basin level
