Title II Design Completion
• Ring Building• Completed 30, 50, 80 & 100 % Reviews• Significant scope change (widen Ring Bldg) @30%
– Maintained schedule but compressed design activities– Comment resolution/incorporation process shortened
• Broke out LOB’s to be designed later in FY 10-11• Design satisfactorily completed in September for CRDR & IPR review
and release of RFP on 10/1/08.• Some “loose ends” resolved during bid cycle as addendums• Additional clarifications issued post bid (awaiting proposal) in a
“conformed” dwg/spec set• Also completed Site Prep, CHW Expansion, Piping, & Electrical
Substation designs

Construction Readiness Design Review (CRDR)
• CRDR (Sept 3-5, 08) provided independent technical review of design readiness to proceed to construction• Review team consisted of US and international technical
experts in similar design and construction• Members from APS, LBNL, ESRF, Diamond
• Numerous findings and comments were provided and where feasible have been incorporated
• The Two Recommendations have been incorporated:• Complete 100% review and incorporate comments• Document resolution of comments from prior 80% review

DOE – SC IPR
• IPR held Sept 29 – Oct 2nd 2008• Design review comments had been incorporated since
previous CRDR• CM team demonstrated readiness for construction• Ring Building Procurement process had matured and was
ready for issuance of RFP• Review results supported recommendation for CD-3
approval

DOE –OECM EIR
• EIR held Oct 20th – 24th, 2008• Review results supported recommendation for CD-3
approval• Major Corrective Actions identified for CF
• Resolution of errors in redistribution of baseline budgets when CF WBS structure was revised as part of a PCR
• Resolve scheduling errors in CCWF schedule• These were corrected in 11/08
• CD-3 Formally Received 1/09

Ring Building Procurement
• Ring Bldg Procurement Successful • Issued RFP Oct 1, allowed 7 weeks for bids (to 11/21)• Substantial interest and participation from contractor community• Issued 8 addenda responding to ~300 RFI’s
• Addendum #3 involved clarifications to over 400 drawings• Required extension of bid date to 12/05
• Received proposals from 5 firms on 12/5• Completed technical evaluation and best value evaluation by 12/23• Held a scope confirmation meeting 1/06/09 with leading firm to
confirm validity of proposal• Submitted recommendation for award to DOE early January and
received DOE approval in early February

• Ring Bldg Procurement Success cont’d • Political sensitivity of out of state firm winning major contract in
current economic climate required added notifications and development of announcement prior to award
• Awarded contract to Torcon Inc. Feb 18th – 2 days ahead of schedule
• Results• Well qualified firm• Cost close to baseline

Procurement Lessons Learned
• Do involve DOE early and seek early approval of procurement methodology – especially evaluation process• Try to be as detailed as possible as early as possible so the details
don’t hang you up later• Do reach out to contractors early, hold regular meetings to
maintain awareness, interest and solicit feedback• Hold one on ones with contractors (witnessed by procurement) to
promote open discussion not constrained by “group”• You can get competitive pricing from contractors that
emphasize safety performance• Time your procurements to be at an historic economic
downturn

Site Preparation
• Conducted early procurement of Site Preparation• Mike Bromfield to discuss later but summary level results are:
• Site prep performed on schedule & on budget 10/08-2/09• Completed basic clearing and construction utility set-up• Reduces risks of early delay to Ring Bldg GC• Provided valuable learning/training opportunity for CF

Construction Management Preparation
• Steve Sawch will discuss in detail but summary level status• CM Management Plan in place• Construction ESH Plan in place• CF Staff hires on schedule• Construction safety staff in place• CM software implemented and staff trained• Field Office ordered and delivery set for 3/23• Procedures manual development mature• Contract for CM independent assessment and staff augmentation in
place• Standing work orders for PE support are in place
• Ready for Construction !

• Held kick-off mtg on day of award 2-18-09• Received bonds and insurance – approved• Received ESH plan – under review• Expect ESH plan approval by 3/16 enabling NTP (2 wks early)• Received 90 day schedule – under review• Iterating on long term schedule development, schedule of values and
EVMS implementation• Torcon assessing Conformed dwg/spec set and possible early schedule
completion with revised BOD dates • Received 1st RFI for foundation detail – under review
• Has implications in work sequencing/schedule development• Received logistics plan – under review• Expect mobilization early April and construction start early

FY09 Work Plan/EVMS status
• FY 09 is second year that we have had to develop annual work plans to initiate detailed EVMS - significantly improved from /FY08
• Current status CPI & SPI at 1.0, on budget and schedule• Some minor positive and negative variances that offset • Carrying neg variance for A/E change order that should
have been included in scope change PCR (now in process) this is offset by underruns in management costs
• Have revised WBS structure to align with construction packages and directly monitor EV using contractor progress payments, schedule of values and cost loaded schedule
