3) Executive Director Report - Allen Douglas a. Call Headquarters for anything that might be needed b. Conservation and Environmental Quality will be getting involved in MCORES c. Tuesday (January 14th) was the first day of legislative session, lots of bills we have interest in, but likely

nothing will make it through this year. Legislature focusing on teacher pay and criminal justice reform d. FDOT has a $800M proposed budget from the governor, but might go higher after legislature e. Economic forecast is trending lower, $91B FL Budget f. Current Legislation

• PE Sunset Bill- by 2024, bill comes around every 8 years or so, never passes, engineers always can prove their industry needs regulation, but ACEC is working with the bill

architect to take our PEs • CCNA is on a few bills, but it is more focused on utilities, will keep an eye to see if this

affects us • More deregulation bills, not super transportation focused, but will keep an eye on

g. Toll Issues- Miami-Dade has re-named MDX and has new board, constituents want to reduce tolls, the new bill is to have voters vote on any toll increase. This is bad because it will then be challenging to ever raise tolls

• Statewide

• Unanimous straw poll taken in favor of having 3D training at the District Office

• In search of 3D trainers, please email Nina Sickler if interested. This will include a multi-day training in Tallahassee to learn to train with a CTQP-like certification given at the end of the course. Trainers would then go on to train around the state. ACEC will negotiate a fee to cover costs, trainers will be paid

• Structures is Beta testing for new consultant grading. Finally happening after 3 years of development. The grades are only carrying over from the last 3 years right now- DOT got new computer software, but as time passes it will become 5 years again

(b) Design positions • Sunsetted for now, they are in the system officially, let ACEC know if you have any push

back (c) 3D plans

• Nothing new two report on 3D plans as they have now moved on to Next-Gen Plans. They are looking at what deliverables will look like, standards, scope language, staff hour estimation

• Looks at the last meeting notes, not much activity since • Working with Turnpike on General Toll Requirements, have a meeting at the end of January to discuss,

ACEC has given them their information and Turnpike has responded with what they accept and what they cannot

• Design-Build pushbutton task team- FTBA has provided members, but they have not met. Planning a meeting before April. There is one opening left on this task team, let Robert know if you are interested.

• Looking to have University Transportation days, like CCD but for Engineers

• Want to have Engineers teaching Engineering Math at the university level • M-Cores: how to increase Consultant participation

• Possibility to make the 2.0 requirement for a sub, not the prime • Secretary’s “Vital Few”: Workforce, Safety, Mobility, Innovation

• Innovation- Shark Tank at ACEC Transpiration Conference • How can ACEC partner to develop the next generation of engineers • ACEC assistance with STIC (State Transportation Innovation Council). Share safety best practices / FDOT

Resources with local agencies • DBE Utilization Grades – check for correct company contact info; some top firms with low grades. • 3D – Consultant Industry concerns / obstacles

1. Streamline project delivery follow-up

o Procurement is charting an average of 4.6 months from advertisement to signed Contract

o Not adopting D3 spreadsheet staff hour negotiations

o Developing a spreadsheet to address streamlining of all processes within FDOT

• Practical Design

• Advanced Clearing and Grubbing plans to allow utilities to get work done

2. Project Management training update

o Draft of the training modules are due mid-April

3. Audit package preparation and review follow-up

o Mutual gains training – FDOT will engage a vendor to conduct training in the future as budget allows

o Google Earth use during Interviews – D1 likes the idea and will provide the resources for using google earth (laptop, screen, etc.)

o Staff Hour spreadsheet from D5 – D1 obtained the spreadsheet and will likely start using it to help with streamlining the negotiations process.

5. ACEC Transportation Committee meeting update

o Standardized resume format

• D1 prepared a standardized Audit Package review

• Innovative idea for the resume review

• Three other Districts adopting the procedure

• FDOT working on identifying a resume standard

o Subconsultant payment certification when submitting invoices

• D1 had no complaints or issues with subs not being paid

o Avoid Monday after holiday for interviews/presentations

• D1 avoids the Monday after holidays.

6. Residual contract amounts considered for shortlist

o Shortlisting is not based on residual contract amounts

o Shortlisting is based on the TRC selecting the best letter and is instructed to review the availability of the firm’s key staff.

o If a firm has a high number of shortlisting opportunities in the past 18 months, the firm can be pulled from the shortlist by the Executive Committee.

o The number of shortlists, number of contracts, type of contracts, and availability are all considered.

7. Lump sum CEI contracts

District 5 Liaison Committee Report

The following summarizes the activities of this committee since the last ACEC-FL Transportation Meeting in October of 2019 and highlights items discussed:

• Meetings – One meeting was held on February 5th, 2020. Topics discussed are below.

• Project Estimates TRNSPORT/LRE (follow-up) o FDOT has reviewed the survey information conducted last year and wants to organize a

workshop with the liaison committee regarding the LRE and establish best practices/action items to be implemented.

• Procurement o Electronic Staff-Hour Form

No major update. Loreen to follow up with Kathy Alexander. They also mentioned that Dana Griffin and Rich Nerthercotte were coordinating.

o Use of Google Earth instead of aerial exhibits There has been no use of Google KMZ’s in the procurement process. FDOT would

look into if that is something requested, however, not within their Q&A guidelines. o Streamlining

The goal is for FDOT to meet a 4 to 5 month procurement process. This would be addressed by reducing time from shortlist to selection or reduce shortlist timeframe. FDOT wants to ensure that the Prime Consultant has the awareness to turnaround necessary documents for the shortlist and following award in a timely manner.

Discussed streamlining the resume format (attached). They will be looking for feedback. Currently the format has been developed from Central office for use by the Districts. This resume format may become a requirement to submit along with audit package for key personnel proposed for the contract.

o Interviews Procurement is looking at additional time after the Q&A.

ACEC-FL D-5 Liaison Report (0/13/20)

• Other Items

o FDOT is struggling with the Geotech negotiations. Errors in average rate tables was a recent delay. We need to make sure these are kept accurate. Errors are noticed when data is submitted during the AFP process and consultants need to pay more attention to this. Geotech firms are submitting average rate in their AFP in place of actual rates that can be negotiated.

o Director of Transportation Operations. Alan Hyman, last meeting. He retires 05/14/20. o Secretary Perdue appointed D5 Secretary (05/19/2020)

1. General Discussion on Covid-19 For District 7, staff has been directed to not come into the office if travelling internationally

or on a cruise. Florida considered high risk. Upcoming teleconference with central office to

discuss any changes to procurement (go more to technical proposals rather than interviews

or presentations).

• Eliminate the no-notice inspection of QC documents by FDOT Staff and request consultants to

submit QC documents with the submittal.

• Some concern around firms that have been shortlisted but not selected, do you go to the back of

the line? Answer is maybe.

• No updates to the process; letter content is reviewed to meet ACEC guidelines.

4. What is the process for questions selected for question/answer interviews?

• Want to have questions ready between 2 months and 2 weeks of the ad, so people know what to

discuss during the marketing meetings

• Questions are developed prior to advertisement but looking to see if this can change up to the

interview date.

• D7 tries to have questions related to each of the scoring criteria and will review that more

carefully

• FTBA wants to reduce QC testing

• Suggestion to move QC to the contractor’s workforce; CEI would be in favor to give

more confidence that quality is met

than 5 people). D7 working on guidelines on what type of meeting should be conducted

remotely or in person.

• b). D5 received only 1 letter for their GEC so concern of lack of interest on GEC contracts. The D7

procurement is delayed 6 months due to covid-19. Sec. Gwynn wants to know how to encourage

competition? Maybe have smaller GEC (starter) contracts so not going up against incumbents.

This will be reviewed further by D7.

• c). Use of abbreviated technical proposals (ATB) in lieu of virtual interviews, however D7

received complaints to central office. There is a concern that larger firms have marketing teams

available to help with written proposals format. Smaller firms may not have the same resources.

• d). Newer firms to D7 may prefer face-to-face meetings at first to meet with D7 staff. Prefer to

continue virtual meetings in the short term.

2. Covid-19 impacts to workforce in office- would want to know how they are

approaching telecommuting and social distancing now and what they will do to

get people back in the office in the future. • Liaison committee reiterated to Sec. Gwynn that our industry able to continue working through

telecommuting. Our offices are open to essential staff and we are reviewing the latest with

Covid-19 before re-opening offices for all to return.

• D7 following similar plan.

3. Any potential reduction in projects in upcoming D7 CAPs due to gas tax/toll

revenue reduction?

• Toll revenue is down about 50%; Not planning to reduce projects due to gas tax revenue

reduction. There is talk about a stimulus bill for infrastructure that could provide some relief.

Goal is to have projects ready for construction.

4. Will the use of meetings using virtual platforms continue in the future?

• Discussed earlier. The virtual platform may continue but just need to consider the number of

people attending the meeting to figure out the best platform to use.

5. How can the consultant industry support or assist D7 with the overall impact

due to Covid-19? • Coordinate with utilities more frequently since utility work schedules are coming in late in the

schedule.

• Talk with your FDOT PM early if the utility work schedules will be late so a plan can be

developed.

• Develop alternatives to avoid utility impacts/conflicts and discuss with D7. D7 seeing more

requests from locals due to tax revenue reduction.

6. Will all 2020 design or CEI procurements be selected using abbreviated

technical proposal method?

• For April, ATP’s were utilized due to Covid-19.

• Going forward, both ATP’s and virtual interviews will be used depending on project.

• Moving forward, possibly reducing number of participants to 3 instead of 6 for interviews that

may be held at the Department.

7. Is D7 moving forward with accelerating projects currently in design and

requesting new projects that are currently selected or in procurement to be

accelerated? • Acceleration of projects is not anticipated.

8. If a firm is on a design-build shortlist, which has long procurement times, will

that count against that firm in pursuing a conventional design contract? • Tracy Hood mentioned that design-build shortlisting is not a part of the designee evaluation for

shortlisting/longlisting on conventional projects.

• If your firm wins a design-build project and proposing same personnel for conventional projects,

then this will be considered.

• Spreading the work is still the goal

9. Any guidance from D7 on what level of temporary drainage should be

included in plans since FDM is somewhat vague. • Cutting critical cross sections should be in the project scope so needs to be reviewed by the

consultants

• Review TCP phasing with FDOT construction on more complex projects to identify concerns

10. CEI Open Discussion • Use of inspector aids on projects as a training ground to build industry resources. D7 suggested

that the cost of this could be possibly shared.

1. CEI Scope Update a. 3 ACEC CEI sub-committee members will be participating with the State Construction Office and 2

District representatives to update the CEI scope to include technology changes, training, and position requirements)

2. CEI Contract Efficiencies

a. Some of the DCE’s are requesting from CEI’s for CEI contract efficiencies, some items discussed: i. Using combination positions: SPE/PA, Associate PA, CSS, LS projects, more inspector

aides, ii. Grouping projects, ability to add projects to those contracts, reducing contract time iii. CEI processes, streamlined contracts, procedure requirements- final estimates, CPAM,

MAC, specification driven, testing frequency, streamlined change order management, EDMS, daily reports

iv. Separate field staff and office staff- freeing up field staff to focus on contract issues and project impact avoidance

3. Changes to Professional Services Commitment Form (FDOT form 375-030-83) 02/20

4. SmartPile reimbursement

a. New requirement in the July 2020 specifications require the CEI to provide pile inspection sensor

(previously it was the contractor’s responsibility) b. Project direct cost- follow up, discuss with FDOT about reimbursement

5. Cell phone expenses- Project Direct Expense (new) vs. Field Direct Expense (old)

a. Based on 2020 audit interpretation by FDOT, cell phones are considered a direct project expense (not covered under the field expense rate).

b. What will the back-up required to receive payment? Sub-consultant billing challenges (they don’t get project specific reimbursement)

c. This is an approximate 2% reduction in the FDOT Field Direct Expense rate on the FDOT audit. No direction yet if the prime and sub-consultant will get a Project Direct Expense line item for all personnel on the project nor what the invoice back-up requirement is. Request that this get elevated to a discussion with the Central Office.

6. Lump Sum CEI contract update

a. Overall contract management is good from FDOT (normal contract challenges) b. One district is asking for invoices to show hours and loaded rates c. Other Districts are allowing the CEI to bill based on the contract cost/contract duration (same

amount every month). One district is requesting the submittal of timesheets but not in the other

The material was being distributed to the Transportation Committee Membership with a few exceptions within one week of it being posted. See attached spreadsheet for complete list since last meeting. Those highlighted in red were significant revisions.

The current specification requires either Type B-12.5 or SP-12.5 mixtures for asphalt base construction. These mixtures are limited to a layer thickness of 3 inches with one pass of the paving equipment. A 4-inch thick asphalt base is commonly specified under concrete pavements. By adding SP-19.0 mixtures which can be placed up to 4 inches thick, asphalt base under concrete pavements can be constructed with one pass of the paving equipment. Also, Base Groups higher than Category 9 require a minimum thickness of 6½”. The current base specification requiring B-12.5 or SP-12.5 mixtures limits the layer thickness to 3 inches with one pass of the paving equipment. By increasing the layer thickness to 3½” per pass, these Base Groups can be constructed with two rather than three passes of the paving equipment.234-10. Eliminates reference to asphalt recycling agents, which are no longer used.

1. Introduction—FDOT & Consultants

a. Maria introduced herself to the team and took attendance.

2. Intersection Control Evaluation (ICE) – Alan El-Urfali

o The 2020 PD&E Manual has been updated to reference the ICE Manual

o The ICE Manual, ICE Forms, ICE Tools, ICE scope and related staff hour guidelines are on

the FDOT website under the Traffic Engineering and Operations Office, Intersection

Operations and Safety page (https://www.fdot.gov/traffic/TrafficServices/Intersection-

Operations.shtm)

o Staff hour ranges provided for high and low for each Stage of ICE

o The greater the number of alternatives to be evaluated, the more time is required. The

staff hour guidelines break down the individual activities required in each Stage

including concept development and cost benefit analysis.

o ACEC requested the opportunity to review and discuss the staff hour ranges and scope

language developed.

o There was agreement on the need to integrate ICE into the PD&E staff hour forms.

o Coordination can begin with a crosswalk of what is currently in the PD&E staff hour

forms versus what is in ICE to ensure no duplication of effort

o District Design Engineer and District Traffic Operations Engineer must agree to and sign

off on ICE form. Many Districts getting this sign-off electronically through the use of

DocuSign.

o There was some discussion on possibility to include the net present value coming out of

ICE into the economic enhancement section of the environmental document. There was

agreement that this could be done but the discussion in the document would be limited

to intersections and not the corridor as a whole.

o FDOT is working on developing a tool to streamline the ICE process. The intent would be

for the tool to determine most appropriate intersection types for a corridor (can be a

combination of types).

o Computer Based Training (CBT) modules will be developed for each Stage of ICE

analysis.

o Avoid duplication or overlap of efforts and hours estimate.

o Action Item: Committee agreed to review ICE staff hour ranges and discuss at next

meeting

b. PD&E Activities – Maria Overton and Greg Garrett

o OEM has scoped a new Task Work Order geared to developing a tool that will help with

scope traffic and safety activities and provide statewide consistency.

o Tool will be tested statewide to ensure algorithms accurately reproduce staff hours

o Guidance document will be developed to support the tool.

o The tool will not change policy or approach to traffic or safety.

o Timeline for development of tool is 36 weeks after NTP.

o Action Item: ACEC PD&E subcommittee will participate in tool’s development by

providing input at key checkpoint’s in the tool’s development (e.g., input parameters,

identification of test projects and others). ACEC PD&E subcommittee firms should

request input from subject matter experts experienced in traffic and safety to

participate.

3. Task 4.15 Landscaping Analysis – Mark Easley

a. There is a discrepancy between the requirements for landscaping in the scope of services when

compared to the staff hour range of 4 to 16 hrs. Landscape architects have expressed frustration

with this discrepancy and some no longer want to conduct this activity during the PD&E phase.

b. District 7 only evaluates “landscaping opportunities” in the PD&E phase.

c. Suggestions included:

o Remove landscaping from PD&E phase

o Adjust language to reflect limited scope and ensure staff hour range is reflective of

effort anticipated

o Develop language for a minor scope (evaluate “landscaping opportunities”) as described

above and a more detailed scope that would include additional effort for landscaping.

Districts could determine which language is needed for each PD&E study. The scope of

services could default to the minor scope with the more detailed language as optional.

The District would select the appropriate scope language and include level of effort in

either case under Basic Services for the PD&E.

d. It was agreed to review the entire scope language and consider suggestions.

e. Any revisions should check against the Aesthetic Effects chapter of the PD&E Manual to ensure

intent of this chapter can still be addressed.

f. Action Item: Review scope and hours for landscaping activity and compare against requirements

of Aesthetic Effects chapter of PD&E Manual

4. SWEPT Users: Streamlining Opportunities

a. No update on statewide SWEPT users group creation. FDOT will follow up.

b. ACEC brought up need to address effort required for SWEPT in staffhour guidelines. This effort is

not discussed in scope or guidelines and there is no consistent approach on where the hours

should be included statewide.

c. Districts reported different approaches for SWEPT.

o District 3 and 4 reported that initial project set up is done by FDOT but uploads and

management/maintenance during the project is the responsibility of the consultant.

o District 7 includes hours in management.

o District 5 stated that SWEPT entry is dependent on the project.

o District 2 reported that most projects are entered into SWEPT by FDOT.

o District 6 distinguishes between approaches for re-evaluations and PD&E projects. Re-

evaluations are entered internally, and PD&E projects are entered by consultants.

District 5 agrees that re-evaluations are entered internally by FDOT.

d. Action Item: FDOT to follow up on creation of statewide Users Group for SWEPT. FDOT to

review SWEPT entry issue and determine need to revisit hours, guidelines or both.

XWY Subcommittee Report - José (Joe) L. Gómez, PE

• CFX: Mid-Year Industry Forum scheduled for Thursday, July 9, 2020 via WebEx. • MDX: Last week, the First District Court of Appeal DENIED the State’s (FDOT) request for a Writ

of Prohibition. (Basically they were trying to undo the lower court’s decision by saying MDX had no standing to file a suit against the state and that FDOT was not a proper party.) The next step for MDX is to ask the lower court to lift the “stay” that has been in place since October. This will allow the MDX Board of Directors to meet and take actions. As far as the case, the State (FDOT) has 30 days to file their appellate brief on the lower court ruling from last year that stated that HB385 was unconstitutional. Once they file, MDX has 60 days to reply and then we wait for a hearing. As long as an appeal is pending, MDX will not be able to issue new debt so MDX will have to proceed on a “pay as you go”. This will limit MDX to only R&R projects. However, if State (FDOT) do not pursue appeal, then MDX can proceed as usual and issue new debt to finance the work program.

• JTA: JTA has had some management changes and there may be more in the works. The only noteworthy one thus far has been the hiring of Mrs. Greer Gillis, P.E., Vice President – Systems Planning, who replaced Carter Rohan who recently retired. They did have a ‘State of the Authority’ virtual symposium last week. They remain focused on securing Federal funding for Bus Rapid Transit improvements, completing their Mobility Works program, updating ADA compliance system wide and launching their U2C (Ultimate Urban Corridor) initiative in downtown Jacksonville. They also recently completed and moved into the new Jacksonville Regional Transportation Center, however they had to delay any ribbon cutting ceremonies due to COVID-19. • THEA: Due to COVID 19 and David May no longer with THEA, we did not hold our meeting scheduled for 5/14/20. Our last meeting held was on 2/13/20 and those meeting minutes are attached. Brian May’s replacement is Brian Pickard. The following is Mr. Pickard’s Bio: Brian Pickard is a Civil Engineering graduate from the University of Maine. He has 25 Years’ experience with the Maine Department of Transportation holding positions including Local Bridge Management Engineer, Senior Bridge Designer, State Materials Testing Engineer, and State Highway Maintenance Engineer. His Florida work experience consists of 12 Years as the FDOT Tampa Construction Resident Engineer, 1.5 Years as CEI Manager for Volkert, and the last 4 Years as FDOT Pinellas Operations Engineer. Brian has been involved with several award-winning projects including the Bayway C Bridge, Courtney Campbell Causeway, Upper Tampa Bay Trail Overpass, Causeway Blvd Widening, and Tri-County Trail.

practice structural engineering as of March 1st 2022. FDOT currently does not

see a need for this legislation to affect the FDOT approach for structural design.

2. Purpose and goal for today’s meeting – General discussion Recommendations to bring back to SDO for solutions to successfully implement new Independent Peer Review (IPR)  requirements. We want  to  engage  FTBA  to  help  improve  the  IPR  process  through  efficiencies  and innovation.   

 3. IPR Background – General discussion 

i. FDOT response to NTSB ‐ Recommendation H‐19‐25: revise Florida Design Manual (FDM)  ii. SDO’s reason for IPR on DB and CSI: the compressed schedules and increasing complexity should not 

sacrifice quality.  SDO wants to ensure safety through consensus of the EOR and IPR analysis. iii. Review the FDM 121.12 and DB Standard Specifications ‐ Section 5 changes  

a. 100% IPR calcs and comments submitted for 90% plans  b. IPR to include all stages of construction c. IPR of temporary works affecting public safety d. IPR of LAP and permit projects (Category 1 and 2) 

iv. Timeline for changes a. FDM 2020 effective since last November b. Section 5 will be out for industry review this year

ii. Manage Scope a. Eliminate  FDM 121.12 non‐structural  requirements  (i.e. utility  conflicts, TCP  coordination, 

geometry and clearance reviews) 1. FTBA and ACEC‐FL agree that these details should be the responsibility of the EOR.

1. FTBA and ACEC‐FL agree that this solution addresses the quality,  fee and budget challenges. Would require FDOT to hold the contract and steps can be implemented in the process to encourage coordination and communication.   

2. Better  for safety and client satisfaction, can  implement checks and balances and help them FDOT manage that task as a team (EOR, Contractor and IPR) 

3. Expand the CO review time, place time requirements in RFP 4. Will help eliminate preferential IPR comments  5. Consider requiring a 60% submittal and planning meeting where approach to Cat 2 

bridges can be discussed and the preliminary IPR modelling and analysis can begin.

INTRODUCTION: The intent of this memo is to discuss the challenges and present a solution, that was of majority consensus of both ACEC-FL and FTBA, to successfully implement the revised IPR process.

As suggested by FDOT State Structures Design Office, ACEC-FL Structures Sub-Committee met with FTBA to discuss and brainstorm ways to successfully implement the revised IPR process. Increasing structural complexity can cause bridge designs to be pressed to the limits of the Codes. While compressed schedules, inherent in the Design-Build process, limit the amount of time available for all reviewers. To ensure these pressures do not sacrifice quality, FDOT is planning to further strengthen the Independent Peer Review (IPR) process, requiring independent verification using different programs and independent processes to validate the design of these bridges. The IPR is also to include analysis of construction staging of permanent structure, temporary construction impacting public safety, Category 1 LAP/Permit projects.

CHALLENGE: A compliant IPR will require adequate budget and schedule. Under the revised requirements, IPR process will require increased time to develop rigorous independent analysis and the fee needs to be commensurate with the required effort and assumed risk.

SOLUTION: FDOT Central Office (CO) manage IPR contract. Suggestions for implementation to improve coordination and communication include:

Establish IPR Contract: o After shortlisting or award, FDOT separately procures IPR Firm or identifies a

Statewide or Districtwide contract to perform IPR function.

During Procurement: o Specify time necessary for IPR function in RFP. Align schedules with RFP, on a

project by project basis, to eliminate time delay. o Implement a staggered NTP (design then construction) on a project-specific basis

to provide more time to work out complex bridge design issues.

After NTP: o Implement a 60% Phase planning meeting to present concept on Category 2

bridges. 60% plans set would be presented so IPR modelling and analysis can begin.

o Implement a Post Design coordination meeting for IPR during post design (review of shop drawings, RFIs, RFMs, erection plans, etc.).

BENEFITS: Having CO manage the contract with the IPR provides a true independent review that can focus on safety and design complexity. It allows FDOT full control of the peer reviewer qualifications and negotiations of the appropriate scope and fee based on the design build firm’s technical proposal. Schedule can be coordinated and enforced using the RFP-set requirements and a staggered NTP approach. Further, IPR managed by CO would have more control to limit preferential ERC comments.

Overview of ACEC-FL Transportation Committee

ACEC-FL represents 333 firms, approx. 181 are members who provide transportation services. The Transportation Committee meets quarterly at locations around the state (typically Orlando, Tampa, and Ft. Lauderdale). At these meetings, the Transportation Committee discusses topics of interest, many of which are FDOT based. The Transportation Committee which was established back in mid-1980’s has grown from a select group of 15 or so members to approx. 200 members. Typically, between 90-120 attend the quarterly meetings. They represent all geographies, sizes, DBE, SBE, Prime, Sub, etc. There are several standing subcommittees including:

1. Relations Committee – This group is the Leadership interface with FDOT. Meets 2-3 times a year. Each of the Major Subcommittee Chairs is a part, along with one or two at large members (typically the former TC Chair, etc.). The current ACEC-FL representatives are Doug Geiger, Andy Lauzier, Ryan Forrestel, Nina Sickler, Robert Carballo, Gus Quesada, Aniruddha Gotmare and Paul Foley. Also, Allen Douglas (ACEC-FL Executive Director) attends these meetings.

2. Production Subcommittee – Chair is Paul Foley. Production Committee is the first stop for many of the items ACEC-FL works on with FDOT. Examples include: Consultant Selection Procedures, Consultant Grading Task Force, 3D Task Force

3. District Liaison Committees –Nina Sickler - This was started in District 7 several years ago and is now in every District. These committees typically involve 4 or so ACEC-FL Members and the District Secretary, Directors, Procurement Lead. The ACEC-FL members are vetted with District leadership. The objective is to provide a two-way conduit as to how we can improve the delivery of the program. ACEC-FL members are rotated every two (2) years
