If no major concerns are raised by the officers by tomorrow, it will be assumed that they' have got the distances - as mentioned in the CD- checked and. are satisfied about the same. DOEs. They must gear .up their respective offices for this purpose. This is a Common Grievance Module for General and EWS Admissions. All Distt DOEsto depute a Nodal officer for coordination on this matter with HQs. Action:- All Distt DOEs 5. Uploading Data reg. 3 rd Round (2016-17) of Online EWSAdmissions: Districts which have, till date, not updated the data after the 3 rd Round (2016-17) of EWS admissions based on online draw of lots must update it, immediately . 1. Checking Distance of Localities from Private Schools:

Distt. DOEsto depute Zonal DOEs/CReesto check the distance ofvarious localities from different private schools as given in the data setcontained in the CDs supplied to them during this meeting. They shouldbring it to the notice of Addl.DE (PSB) if there are any major discrepancies.In view of urgency, they should get this done latest by tomorrow. If nomajor concerns are raised by the officers by tomorrow, it will be assumedthat they' have got the distances - as mentioned in the CD- checked and.are satisfied about the same.

2. Rechecking land Allotment Conditions in rIo 298 Private Schools:

As separate guidelines for those private schools (on Govt. Land)-whcse land allotment documents include the neighbourhood conditionas contractual obligation-- are going to be issued shortly, all Distt. DOEstore-check the documents of these schools from their recognition files andfrom the concerned on-line module and report back if there is anyinconsistency between the list of 298 schools and the neighbourhoodcondition given in their land documents.

3. SeN to Schools that Violated Admission Schedule:

Distt. DOEs to issue Show Cause Notices (in case of doubt mayconsult PSB) to those private schools which violate the admissionschedule/guidelines issued by the Directorate of Education or use any ofthe 51 criteria held to be unjustified by the High Court.

Action:- All RDEs/Distt. DOEs4. Decentralization of Grievances Redressal:

6. DE Nominees Not to Attend Managing Committee Meetings for Fee Hiketill Orders:

PSBto issue, immediately, a Circular barring all DE Nominees fromattending meetings of Private Schools on Govt. land (with condition ofapproval of Fee hike by DE)scheduled for the purpose of raising fees untildetailed orders/guidelines reg. fee hike for private schools (in the wake ofVII (PC) are issued by Directorate of Education.

Comprehensive hands on training will be given to DE Nomineesbefore they are allowed to attend such meetings.

7. Standardization of the Fee Hike Process wrt. 7tr.Pay Commission:

Private School Branch is in the process of preparing standardformats for things like Statement of Fees to be levied (u/s 17(3)), Agendafor M( meetings to be circulated 15 days in advance, Minutes of Memeeting, Dissent Note (if any), Report to be furnished to District DOE bythe DE Nominee, Model Speaking Order to be issued by ROEin case a feehike is not found justified.

DE advised all RDEs/Distt. DOEsand DE Nominees to carefully gothrough the Modern School Judgement, besides the guidelines & formats,so that they can appreciate the significance of the role envisaged for theDirectorate of Education wrt. the fee hike by Private Unaided Schools.

Action:- All RDEs/Distt. DOEs/DE Nominees

8. Issue Circular Naming Schools Not Given Extension of Recognition:

Private School Branch to issue a Circular for the awareness ofpublic at large, giving names of those schools whoserecognition/upgradation has not been granted/extended (especially incase of RTEschools) or has been rejected due to certain deficiencies. AllDistt. DOEs shall supply a list of schools falling in this category to thePrivate School Branch within 02 days so that the Circular can be issuedwith authentic information.

No children from such schools will be covered under the AdmissionPlan. The Admission Plan will, however, continue to cover those schoolswhich were granted lump sum extension of recognition till September,2016. As children joined the school, on the assumption that school hasrecognition, these children must be accommodated in admission plan.

9. Schools Not Meeting land Norms:

No file of a school -seeking recognition under RTE- shall be keptpending in Private School Branch/Distt. Office, if the application does noteven fulfill the minimum land norms fixed by the Deptt. under RTEAct.Such proposals should be rejected straight away.

Action: Addl. DE (PSBJ/AII RDEs/Distt. DOEs.10. (a) Starting Nursery in Govt. Schools:

It has been planned to start Nursery in some 150 Govt. schools in"<- th"e academic session 2017-18. Besides, there are some 20-30 Sarvodaya

Vidvalavas that do not. have a KG. So, KG Class will be started in theseschools 015 well. And in 2018·19, all the 447 Sarvodave Vidyalayas will haveboth Nursery and KG. Heads of those 150 schools where Nursery is beingstarted w.e.f. 2017-18 will have to spare two class rooms initially, for this

purpose. In one classroom, the newly and admitted Nursery students willactually be accommodated. The other room will have to be handed overto .pWD for refurbishing and decorating it. The process of refurbishing ofthis room is proposed to be completed during summer vacation. Once thissecond room is ready, the nursery students will be shifted to this newlyrefurbished room, especially prepared for them. Same holds true in caseof those schools where a new KGsection is being started in 2017-18. Distt.DOEsto apprise the HOSswith this concept.

lO.(b) Sanctioning Extra Money for Nursery/KG:'

Planning Branch to move file (for FD) for sanctioning of amountRs.1,OO,000/-during this session itself for the schools where Nursery/KG isgoing to be started in 2017-18. Distt. DDEs to give their suggestions onWhatsApp group 'Ode' in writing as to how this money can best be utilizedby HOSsfor the education of the kids.

RDE West (Nodal Officer) to prepare another Note for PlanningBranch for raising the aforesaid amount of Rs.1,00,000/- to a suitablyhigher amount w.e.f the next session 2017-18 so that the small childrencan be provided the best of study material/play things etc. The Nodalofficer to give full details of things proposed to be provided to children,along with their colour pictures and prices quoted by different vendors,thus also projecting the average price.

lO.(c) Approval of Design of Nursery/KG Classrooms:

The Nodal Officer (RDEWest) to move one more file for approvalof the design of Nur/KG classrooms from Hon'ble MOE. The Classroomsmust be designed in such a way that they induce creativity & curiosityamong the kids.

Action:-Nodal Officer (RDE,West)lO.(d) Creating Posts of Aayas/MTS:

SpI.DE, Admn. to move files (within one week) for creating ofregular posts of Assistant Teachers, Aayas and Multi Tasking Staff for allthe 450 Sarvodaya Vidyalayas in which Nur/KG is going to be startedafresh in 2017·'18 and 2018-19.

Admn. Branch to move another file for outsourcing Aayas & MTStill the regular staff are recruited.

11. Starting Commerce Stream for 130 Schools:

planning Branch to examine the file moved for creation of postsfor 130 schools in which Commerce stream is going to be started by 2017-18. The file will then be moved to the Post Fixation Cell.

12. Directorate of Education Teachers to Invite MCD Students:

As a welcome gesture, Directorate of Education teachers will visitthe attached MCD schools giving orientation and invites to class V MCDstudents about the admission procedure/documents required foradmission to class VI.

13. Seeding of Adhaar Numbers with Bank Accounts Compulsory:

After a meeting between Han'ble MOE and MCD Commissioners, ithas been decided that seeding of Adhaar numbers of (MCD Class V)students with their bank accounts has been made compulsory foradmission to class VI in the Directorate of Education schools. Conditionaladmissions will, however, be allowed stipulating two week time limit foropening bank accounts in case of those who don't have any bank accountsat the time of admission.

Another new for class VI admissions this year is that MCD schoolswill fill preliminary data in rio all their class V students, rather than simplysending CDs. Names/Contact Numbers of Nodal Officers deputed by theMCDsfor this purpose have already been shared with Distt. DOEs.

Action: All ROEs/Distt. ODEs.14. Deadline for Admission to ClassVI:

last but not the least, Class VI admissions will commence w.e.f.is" March, 2017 and conclude on 15th April, 2017. If an MCD ClassV childdoes not come to take admission in the designated Directorate ofEducation school, he/she will lose right over the designated Plan schoolnearest to his/her house and will then, be treated under Non-PlanAdmission Category.

15. ROEsEmpowered to Shift Children Inter Distt:

DOE is empowered to shift a reasonable number of children fromone duster to another if they find that the proposed Plan has reachedbeyond saturation. ROE.is competent for inter district shifting of children.If, in a rare case inter-region shift of children is required, the approval ofAdditional DE,School shall be required. No such file shall be sent to DE.

16. Admissions (in Govt. Schools) to be Online for ClassesVI to IX :

As far as admissions to classes VI and IX -our major entry points-are concerned, the same shall be held on-line. Thus, there will be no roleof the Cluster System for admission to these classes. The cluster systemwill be applicable for classes VI & IX only if a child fails to procure on-lineadmission (in which the case, child will lose right over the Plan school).However, for classes VII and VIII, the Cluster System will continue, asusual.

17. Fix Responsibility for Failure to Supply Support Material:

DE recorded her displeasure for DBTB's failure to supply SupportMaterial for classes IX and X. MD DBTB to fix responsibility for the lapseand initiate strict action against the staff/vendor/both responsible for thisloss caused to children.

The Support Material is on the website of Directorate of Education.Relevant copies should be provided to the subject teachers so thatchildren can be-given practice from the same.

tenders so that in future, the students get books/material, well in time.

18. Deploy SSATeachers against Mentor Teachers:

Distt. DOEs should deploy SSA Teachers (additional TGTs) against206 Mentor Teachers. It was clarified that maladjustment does not matterin case of SSAteachers.

19. HO$s to Engage Resource Teachers Even Manually:

HOSs not to wait for the on-line module for allowing the Joining ofResource Teachers (Retired Teachers). They should allow manual joiningof those Resource Teachers who had applied online. The on-line modulewill be available shortly.

20. Newly promoted PGTs to be Stand Relieved:

ADE, E-II to issue Stand Relieved Orders for the newly promotedPGTsw.e.f. 16.01.2017 itself.

21. New Teachers to be Given Appointment only after Verification ofEligibility:

Posts for Urdu & Punjabi Teachers were created but distributedonly to those schools which have some enrolment in Urdu/Punjabi. PFCtogive, at least, one post to all schools so that Guest PunjabijUrdu Teacherscan join against them w.e.f. 01.04.2017.

In order to avoid litigation, the fresh appointees to be givenposting only after a thorough verification of documents and qualificationat the Establishment Branch V & district levels.

22. Under Posting lDCs/UDCs:

Through a recent orders of Services Deptt, a number of LDCs/UDCshave been transferred in/out of Directorate of Education. The incomingclerks, should first be posted in those schools where posts have fallenvacant due to out of Deptt. transfer of officials.

23. Uploading Seniority lists:

ADE, GOC to ensure that updated Seniority Lists of TGTs/PGTs/VicePrincipaIjPrincipals/EOs/DDEs are uploaded on the website of Directorateof Education within 15 days.

Spl.DE (Admn.) to create a new branch E-V to deal with postings &transfers of Guest Teachers. The 250 (approx.) spare Guest AssistantTeachers must first be transferred to those schools where Nur/KG aregoing to be started in 2017-18.

26. Disciplinary Action against HOS GBSSS,New Jafrabad:

Out of Rs.4,38,210/- allotted to the GB5S5, New Jafrabad (for TextBooks/Writing Material), not a single paisa has beensanctioned/utilized/disbursed to children. Same is the story in case ofUniform subsidy in this school. For this blatant violation, DOE, NE to movefile for disciplinary proceedings against of the HOS responsible for thedelay amounting to deprivation of children. ODE to issue SCN to the DDEZone concerned for negligence of duty and put up his/her reply within oneweek. Before initiating action, incumbency periods of various officers mustbe taken into account.

27. Aadhar Seeding in rIo Students of Aided Schools:

Out of approx.l.SO Lakh students studying in the Aided schools,46325 (approx.) students have their bank accounts while some 37855students have Aadhar numbers too. It was decided that it is more useful toget the concerned information on the specific module of Directorate ofEducation, rather than UDISE. Therefore, DOE, ASB to coordinate with theJOE, IT and DOEs North and Central/NO, so that a joint meeting of allheads of all aided schools is convened and information in rio students ofaided schools gets uploaded on the MIS Module.

SCNs be issued to non-complying aided schools for withdrawal ofaid.

Action: All RDEs/Distt.DDEs/JDE (Plg.)/DDE (ASB)

28. ROEsto Report About Non-Coperating Banks:

ROEs & Distt. DOEs to be in touch with their HOSs and report toJOE, Pig. in writing if the HOSs report about some banks which are still notcooperating for seeding of Aadhar numbers,

There are hardly 80000 students eligible for benefits underCentrally Sponsored Schemes (CSS), Divided into 13 Distts, this numberwould be a few hundred per Distt. So, RDEs/Distt. DOEs can easily targetseeding of Aadhar numbers of such children with their bank accounts,ROEs to bring a detailed report in this regard during the two days HOSsworkshop to be held at Thyagraj Stadium on io" & i i" January, 2017.After the workshop is over, JOE, Pig. will sit with ROEsand discuss thesereports,

The ROEs will bring the further updated report during the nextCoord'ination Committee meeting to be held on is" Jan at Ludlow Castle.The report should indude facts like number of cases sent to differentbanks by different schools how many Aadhar numbers actually seeded(school-wise & bank-wise) names and other details of banks which did notrespond satisfactorily to the requests of schools for seeding,

Action: All RDEs/Distt.DDEs/JDE (Planning)29. Revision of VKS Norms:

Planning Branch is working towards a proposal to make VKS fundenrolment based, rather than a uniform lump sum amount. For thispurpose, schools have been divided into four categories:

i) 'With enrolment less than 500,ii) SODto 1000,iii) 1000 to 3000 andiv) 3000+.AddI.DE, VKS (in consultation with Distt. DOEs & HOSs) to suggest

new heads to be included in this scheme as also the obsolete heads whichneed to be deleted from the scope of the scheme.

30. Check List for Taking Over Buildings:DE directed Estate Branch to prepare a mutually agreed Checklist

on the basis of which newly constructed/refurbished buildings can betaken over from the construction agencies. This checklist will be filledduring/after a joint inspection of the building.

31. Suggestions/Amendments in Conditions of Tenders for Construction:

• RDES!Distt DDEs to go through the tender documents of buildingsto be constructed shortly, and on the basis of their vast experience, adviseif they want any changes in the plans/furniture/designs etc. These arecomprehensive plans which not only include construction of buildings butalso cover fittings and furniture to be used in classes, labs, staff rooms etc,

If, however, the officers do not come up with any written suggestionswithin 02 weeks, it will be assumed that they have gone through thetender documents and have no issues to flag.

Action: - Spl. DE, Land & Estate/All ROEs/DOEs32. Maintaining ICT Labs:

IT Branch has issued a Circular providing guidelines on how tomaintain leT labs in schools. A module has been developed by IT Branchwhich will provide real time information about the status of functionalityof these labs. Through this module, information reg. malfunctioningsoftware/hardware equipment will be provided directly to Tell. If they(TCll) fail to rectify the defect within 03 working days, they will be liable topenalty. This module will come into operation next week.

33. Science Branch to propagate all Science Competitions:

DOE, Science to ensure that advance information wrt. all Sciencebased competitions -KVPY, NTSEetc reaches all schools well in time. Notonly the HOSs should keep students abreast of the important dates butthey should also provide them all assistance & guidance in filling theforms. Science Branch should also arrange training for Science TGTs sothat they can, in turn, train our students effectively for participation andsuccess in these competitions. IT Branch assured that the concernedmodule is almost ready and will be operationalised before the nextCoordination Committee" Meeting.
