development control; land development control matters are handled as additional and not core function.

Competence of lead staff Director of Environment is a PhD holder on

Environment. Head of section for CC is on further training (UDSM-

IRA). Bureaucrats including planners, engineers, land

managers, senior politicians (councilors and mayors), municipal directors hardly informed.

CC units and funding are centralized in sector ministries.

In MLHHSD, most funds spent on workshop and travels- little goes to the grassroots.
