Brooklands Community Sports Pavilion• Due to open September 2015

Context
• Unprecedented LA budget challenges
• £40m savings to be found over four years
• Strategy: to generate income or potentially stop services
• Core Council services: Adult & Children’s Social Care
• Target is zero subsidy with a preference for an income to MKC
• Investment into existing and new leisure provision
• Additional/improved facilities
• Ideas: fitness, soft play, etc

Woughton on the Green Pavilion
• Woughton on the Green Playing Fields and Pavilion returned to MKC management in October 2010
• Original timetable to externalise management of the facility within 3 years
• Administration wished to see the facility go through the Community Asset Transfer (CAT) Programme
• Removed from CAT due to local objections
• Applied for Fields in Trust status – to dedicate as a public playing field

Investment
Investment of £454,000
•Refurbishment of the pavilion: changing rooms, meeting room and bar area
• Installation of new sand filled Astroturf with a new shock pad
• Installation of new floodlights on Astroturf
• Installation of dividing fence on Astroturf
• Refurbishment of car park next to the MK DONS SET Dome
• Refurbishment of tennis hard courts
• Cricket wicket installation
• Creation of additional two changing rooms
• Installation of CCTV
Development of Sporting Programmes
• Hire agreements with sports clubs: MK Hockey Club, MKC Cricket Club, MK Tennis Club, Baseball/Softball, MKDons, MKDons SET.
• Delivery of sports programmes, e.g. Last Man Stands Cricket, Return to Hockey, O2 Touch Rugby, Schools Cricket Festival
• Greater usage from National Governing Bodies of Sport e.g. national training centre for baseball; county training venue for Bucks cricket and hockey
• More bookings and general usage of the facility from community groups and corporate business. 2010 – 67,860 participants 2015 – 95,796 participants

Contract with Community Protections: Highlights
• The contract will be a lease with detailed service specification and community protections on price and usage
• 10 year contract with a 5 year extension option (subject to performance)
• Charities, leisure trusts and community/voluntary sector organisations bidding must have good experience, credit rating and track record
• Fully repairing and maintenance/risk transfer
• Investment programme across the portfolio: better facilities/programmes and income generation
• Transfer of staff, TUPE/LA Pensions and terms & conditions

Community Protections: The Assets
• Council retains freehold, charitable operator has lease
• Lease obligations: fully maintain, insure and invest in existing and new facilities
• No ability to sub contract
• Open pitch areas: not to exclude public access when not booked
• No fences/gates to restrict public access to open pitches
• No residential development
• Grounds maintenance standards (with buffer zone)
Community Protections: Prices and Usage
• Protected prices for facility hire and use
• No more than annual inflationary increases to prices
• Priority bookings to local groups
• Protections for existing clubs and regular hirers
• Balanced usage programme: variety of activities
• Maximise usage for local and wider community

Community Protections: Bookings and Parking Management
• Positive and proactive management of larger bookings to minimise disruption
• Parking management and coordination
• Marshalling and user engagement
• Litter collection and other event management

Management Steering Groups
To steer the management and use of the facility

Meetings: as required but not less than twice a year

The Contract Process
The facilities will be divided into two lots
Lot 1• Windmill Hill Golf Centre; Woughton Leisure
Centre; Woughton on the Green Pavilion
Lot 2• Broughton Pavilion; Brooklands Pavilion
A potential tenderer may:
• Bid for Lot 1, or Lot 2
• If bidding for Lot 1 must also include a bid for Lot 2

Contract Timetable
