3. Safety Promotion Projects 3.1 Injury Intervention Project for the Children between 0-14 Safety Education and Emergency Escape

1). Organize the children to go to visit the fire stations, watch the fire drills by the

firefighters and listen to the policemen to learn to protect themselves in face of gangsters.

2). Organize the children to take part in games of traffic safety and fire escape. 3). Organize on-campus students to participate in fire escape drills.

Schools include the education on mental health into the educational scheme and open psycho-consultant hotlines and confidential communications mailbox. Meanwhile, schools create personal records for the students that are in need of psychological interventions. (2). Establish a communication channel between the parents and schools to exchange on the states of the students and intervention measures. (3). Allow and encourage the students to take part in all kinds of wholesome activities and enhance their personalities. 3.3. Injury Interventions among the People between 25 to 64 3.3.1 Yachen Health Club Project

The aim of the establishment of the Yachen Health Club is to offer health services to employees in companies and to alleviate their sub-healthy conditions. Services include fitness examination, health consultation, psychological counseling, health management and popular health education and so on. On evaluating and analyzing the results of the constitutional examinations, the doctors will create encrypted individual health files for the clients and offer treatment guidance and health care services.

3.3.2 The “Slip and Fall Station” Project at the Marriot Hotel z Slip and fall stations are built on the service elevator halls on 6 floors as well as 1

staff passageway and the corridors of 2 floors in order to keep people from slipping and falling. Water on the floor can be immediately cleaned up by the mops put at the slip and fall stations.

z Make a list of the detectable hazards on the principle of “hazard cube” after discussions among the staff of various departments, and then distribute the list to various departments so that they can deal with the hazards at different levels.

z The security management department at the hotel conducts injury monitoring and analysis and guides the staff members to take precautionary measures against injuries.

3.4.3 Free Medical Care Services for the Elderly in Extreme Poverty The Community Health Service Center offers the elderly in extreme poverty with medical care services and house calls to those that have trouble at movement and a yearly free physical checkup for those over 70 and are in poverty.

4. The Injury Kinds, Environment and Situations that the Safety Promotion Projects are Involved in

4.1 Traffic Safety 4.2 Traffic Safety into the Households The project of “traffic safety into the households” includes special trainings, activities, putting up publicity posters and distributing publicity materials and so on with a view to conducting education on traffic safety among the residents, students, drivers, employees and workers that come into Shanghai to work. The “Bulletin on Traffic Safety” is handed for free to the residents that are driving license holders.

4.1.2 Traffic safety “five Enterings”

The “Five Enterings” project means the entering of traffic publicity into the community, into professional transportation units, units possessing vehicles, other common units and schools. Meanwhile, a team of volunteers on traffic safety has been established to help maintain the traffic order at major crossroads.

z Safety monitoring systems have been set up at the roads and communities z The transportation facilities in the community have been improved. Isolation

4.2 Interventions Project against Falls

4.2.1 Improvement Project of Accessible Facilities

z Install handrails in the staircases of the residential buildings, the homes of the elderly including the bathrooms and bathtubs and also place skid resistant rugs at the slippery places.

z Warning signs are pasted on the stairs to remind people to be careful.

z To remove any injury hazard leading to falls in the lanes and on the road sidewalks by smoothing out pavement irregularity and to help the elderly to gain an understanding of the commonsense of injury precautions.

4.3. Safety at Work Places

4.3.1 Safety Education for the Employees

z All the new employees are required to attend specialized trainings on safety z The owners of enterprises, the personnel in charge of safety operation and all

the employees must receive safety trainings each year. Meanwhile, the employees that had had work-related injuries before must receive retraining on returning to work after they have healed.

z In light of “bringing education to the doorsteps of those who are in need”, the community organizes the rural migrant workers in the production and business entities to receive trainings on safe production.

z Three multi-media teaching materials have been compiled so far. They are: “Cherish Life, Protect Property” on violence precautions; “Support life” on safe operation and “Fires can cost you your job and life” on fire safety.

z Posters on safety knowledge are put up at work places; films on safety and posters on safety are shown at the staff canteens; contests on safety knowledge are held.

z Establish the Safety Committee System

To popularize the Safety Committee System among the production and business operation entities in the community and hold meetings within the Committee regularly with such major themes as bulletins on work-related injury accidents, analysis of the causes of the work-related injury accidents, comparison between the work-related injury accidents of the year and those of the previous years, reports on unsafe conditions, the situation of safety rectifying and improving, case study and introduction to safety policies.

4.4. Safety at School

4.4.1 The Protection of a Safe Environment

z The sharp corners at the turns of the staircases, outside the fire extinguisher boxes, basketball stands and of the blackboards and so have all been covered with protections to protect the students from getting hurt.

z The sockets have all been placed in a higher position and put under safe coverings to avoid any touching from the children. The outer covers to the hot water containers are specially designed to protect the children from being burnt.

z Synthetic rubber tracks have been laid on the outdoor playground. z Ship-and-galley tiles are used in the bathrooms and equipment of toilets,

squatting closets, handles and so on are set up in the bathrooms to meet the different needs of the children.

4.4.2 Strengthen Safety Management

z All the schools in the community have improved and completed their safety management systems. Funds have been put in the installation of monitoring equipment networked with the police department in the security rooms of the schools. 18 closed-circuit cameras have also been assembled at schools

z An overall renovation of the surrounding areas of the schools to ensure that no places of amusement such as game centers, dancing clubs, Internet cafes and etc would operate or any operation of small peddlers within 200 meters of the schools.

z Put up signs at the schools gates and classroom doors to warn about the slippery ground on rainy days. Meanwhile, the loaning of such sports equipment needing to be used on the outdoor playground as basketball and etc is not permitted.

4.5. Safety at Sport

Jiuzi Park in the community is the usual place for the residents to exercise thus the park has become the demonstration site for the safety promotion project at sport.

z The plates of user notice and safety warning are required to be hung on all the sports apparatus in the community. Exercise daily patrol and monthly overall maintenance so as to put an end to possible injury accidents due to sports apparatus problems.

z Personnel are arranged to carry out field supervision at and around the sports

facilities, to keep the residents from engaging in any possible unsafe activity and to educate the concerned residents about the potential hazard. In light of the tactic of “Safety Management by the Residents”, a volunteer team of 158 people, keen on the physical exercise safety has also been organized to help with the management.

Handrails with a height of 60 centimeters have been installed in and out of the public restrooms to prevent possible falling or slipping; the cement pavement has been changed into wooden floor to reduce possible injuries caused by falling or tumbling; protective nets have been fixed at the roots of the tall trees to protect the pedestrians from stumbling over as well as to prevent the scattering of the stones at the roots; synthetic glass has been used to fill the empty spaces in the artistic-model sculptures which are made of iron pipes and has rooted out injury accidents to the children who might be climbing the sculptures.

4.6.1 Improve Fire Control Facilities

Fire sprinkler systems and protection equipment of leakage current have been installed in the public passageways and communal kitchens in the residential buildings. All the aged fire cords in the buildings have been replaced and the miscellaneous accumulations of objects have been removed. Simplified fire extinguishers have been added along with the installation of automatic alarm and TV monitoring and other systems. Fire control schemas have been put up at the gateways of major lanes too.

4.6.2 Supervision and Treatment of Fire Safety Hazards z An annual examination of all the fire hydrants, fire extinguishers, fire sprinklers and

rubber pipes and so on is conducted and any damage or leakage of these facilities should be reported and repaired timely. To provide door-to-door service to help examine the safety of electricity and gas use at the residents’ homes especially the aged that are living alone and the residents that have trouble at movement.

z Strengthen the management of the outside tenants and inhibit the misuse of electrical appliances. Oblige the landlords with the responsibility of supervision to check and supervise the tenants.

z The ninth day of each month is set as the Fire Safety Inspection Day when personnel are organized to carry out patrol inspections of the fire control facilities.

z To put forward special regulations and checks on the fire safety in public gathering places, high-rise buildings and underground structures.

z Four Volunteer teams have been created – workers and employees patrol team, safe community patrol team, safety volunteer team of people that have come into Shanghai who are living in the community, and the partition working group on fire safety. They help to conduct safety patrols of the community. Attach great importance to the education on fire safety and carry out special trainings

on high-rise buildings fire safety and bring the project of fire safety into the community, school and business buildings. At the same time, organize the community fire safety

volunteers to take part in fire safety trainings and fire drills and hold fire safety summer camp for the middle and primary school students each year.

4.7 Safety Promotion Project at Public Places

4.7.1 Perfect Hardware Facilities

z The fire alarm system, the fire sprinkler system, the monitoring system and emergency alarm system and other equipment at the malls have all been improved.

z Gas leakage alarm systems have been installed at restaurants z Small iron boxes have been put over the electro-lightening switches in the business

premises along with the protection equipment of leakage current. Duplicate supply is applied to the electro-lightening switches to ensure automatic supply in case of loss of electricity.

z There are multiple long edging escalators in the courtyards of the malls, the length of which increases as the floors go up but with low glass railings which may lead to falling accidents. To solve this problem, rails of stainless steel have been heightened and reinforced along the two sides of the edging escalators to protect people from falling.

z Multiple protective measures have been taken to tackle the safety problems around the railings in the courtyards of the malls. Firstly, the spaces between the railings have been narrowed in case children would climb out between the banisters. Furthermore, concave curved railings have been added. Lastly, the space between the railings and the floor has been blocked by iron sheets to prevent objects from falling off from between the space and causing accidental injuries.

4.7.2 Provide Safety Services for the Customers z In time of rainfalls, umbrella cases are handed out to customers by the malls and

wet or slippery materials should be cleaned and removed by the cleaning personnel on time. In the meantime, skid resistant rugs are to be placed at the gates and the restrooms.

z Standard ramps for the handicapped have been mounted at the malls along with handrails on all three sides inside the elevators. Moreover, the signs for handicapped ramps and elevator directions have been put up in prominent positions inside and outside the building in public for the convenience of the handicapped.

z Terraces at the malls leading to the outside have been blocked completely to avoid any injury from falling over from high ground.

4.7.3 Safety Management at Public Places z Varied Safety emergency plans concerning safe production, fire protection, public

order, commercial sales promotions and so on have been formulated. And emergency drills are conducted on an irregular basis.

z Relevant departments are responsible in drawing up the emergency preplans to deal with the disputes between customers.

z The fire evacuation passageways at the malls are examined daily by the security personnel of the malls.

4.8 The Ivy Project In the East Nanjing Road community, among the elderly that are living alone,

40% of them have psychological problems and 90% of them are restricted in very narrow spheres of activity and have very little socialization. Thus the Ivy Project (The Ivy Club) has been initiated along with a self-management team among the elderly. The team members include the coordinators for the club, the administrators for the club and Health Ambassadors of the club and so on. Their organized activities and programs include the following: 4.8.1 Physical Exercise Safety Program To provide the elderly with specific education and trainings on physical exercise knowledge in order to keep the elderly from getting sport-related injuries and change the bad exercising habits and to eventually help them preserve their health by exercising physical fitness.

4.8.2 Workshop on Mental Health The “Ivy Manual on Mental Health Nursing” has been composed and the

community hires professional doctors to offer services on mental health. 4.8.3 Socializing Club for the Middle and Old Aged

The Association of Senior Citizen Volunteers, with the support of the Ivy Club have been organizing activities for the elderly to help them socialize or find life partners, which can help promote harmony in the elderly’s social relations and solve the problem of isolation and loneliness among them. 5.
