    The project would be financed out of the shareof Federal Agencies (Rs. 2053 million which is20 per cent of the total amount) in ASPL-IILoan for which an amount of Rs. 10.266Billion has been allocated in the Ten YearPerspective Plan (2001 -1 1).

    The project as such is not included in the TenYear Perspective Plan (2001-l l). The impactof WTO on the whole economy in general andon agriculture in particular, is the burning issueof the time.The project will help in increasing productionof agriculture production, which will lead toincrease in the income of the farmers. Hencethe project help in the poverty reduction in thecountry. Increase in agriculture production willincrease growth of agriculture sector and thewhole economy. Thus economic prosperity ofthe country will improve. Due to increase inincome the farmers will try their level best toincrease their production. The production andproductivity of agriculture will increase thusenhancing the income and prosperity of thefarmers in the country. Hence whole of theagriculture sector will get revolutionized.The present project is in line with the mainobjectives of ASPL-II loan and the overallobjectives of the agriculture sector. Pakistan isone of the major players in the world trade inagriculture. Under WTO regime, the field ofworld trade is open and free for all under theRules and Regulations framed under WTO.

    5. Relationship ofthe Project with theobjectives of the sector.     There are challenges as well as opportunitiesavailable to all member countries without anydiscrimination. To reap the full benefits of thisscenario, Pakistan must be ready to act andreact as and when required. For this, the basicrequisites are the, availability of trainedmanpower and supportive institutions in thecountry. As the Ministry of Food, Agricultureand Livestock (MINFAL) is the guardian ofthe interest ofthe agriculture sector, suchfacilities should be there in this Ministry.Presently these are lacking. There is an urgentneed to build necessary human and technicalcapabilities in the country. Hence our countrycan no longer afford to delay theimplementation of such a project of nationalimportance. The Institutional development inMINFAL, to combat the challenges of WTO,will help in effective and meaningfulparticipation of Pakistan in WTO negotiationsto achieve substantial market accessopportunities for its agricultural exports and tocontribute to the establishment of fair andequitable rules for agricultural production andtrade.

    The main issue in agriculture sector is lowproductivity of crop and livestock due toinadequate use of improved inputs. The mainreason for this is low purchasing power of thefarmers. Majority of the farmers in the count4rare poor and cannot afford to buy costlyimproved inputs. Pakistan basically plays animportant, positive and effective role in WTO.The project, in hand, will enable the country'sagriculture sector to face the challenges ofWTO and to transfer the benefits ofinternational marketing to the farmingcommunity. In this way the income of thefarmers will increase. Consequently they willtry their level best to increase their productionby applying adequate improved inputs to theircrops and livestock. They will also adoptimproved technologies. Consequently theproduction and productivity of agriculture will

    PART.BPROJECT DESCRIPTION AND FINANCING

    The project activities will be carried throughoutPakistan. All the relevant stalk-holders, i.e, farmers,traders, business community and researchers ofagriculture sectors will be involved. Theadministrative headquarter will be at Islamabad.10 Existing facilities. Size and economiccharacteristics of areas to be servedby project. Present facilities inproject area and availability of inputs(Water, seed, fertilizers, credit,

    Ministry of Food, agriculture and livestock badlylacks the technical expertise and institution to dealwith the WTO issues affecting the agriculturesector. Only one person having the technical know-how about WTO in the Agricultural PricesCommission is working voluntarily in MINFAL onWTO related issues. There is no institutionalarrangement available in MINFAL. A single personwith enormous official assignments cannot fulfill allthe demands of WTO related issues.A WTO Wing exists in the Ministry of Commerce.It is a focal point for the Government of Pakistan. Itdeals, mostly, with WTO issues affecting thegeneral economy and trade. The challenges toagriculture sector are not dealt in depth. It has noconcem with the implementation of WTOAgreements for different sectors of the economy. Itis basically a coordinating unit of al implementingagencies of the Government of Pakistan. Theimplementation of WTO agreements is primarily aconcern of relevant Ministries. The implementationof agriculture related WTO Agreements is theresponsibity of MINFAL.Our country is basically an agricultural. The rawmaterials and inputs needed to industrial sector arederived from agriculture sector. Hence anythingaffecting agriculture sector will directly affectindustrial sector's performance in Pakistan. Thesafeguard and protection ofagriculture sector is pre-requisite for agricultural development in thecountry. Hence there is an urgent need ofinstitutional development and capacity building inMINFAL to reap the full benefits of WTO andachieve agricultural growth as well as prosperity ofthe countrv as a whole.

    ll Description of Project:a) Brief history: TechnicalFeatures and justification ofproject:

    The agriculture, livestock, fisheries and forestrysector continues to be the backbone of the Pakistanieconomy, accounting for about a quarter of GDPand nearly half of total employment.Pakistan has great potential for producing andexporting a variety ofprimary and processedagricultural products. The gains for the countryfrom further multilateral trade liberalisation areexpected to be substantial. However, gains wouldnot be automatic. To maximise its benefits frommultilateral trade liberalization, Pakistan wouldneed to:v) deal with the informational and analytical

    needs associated with the WTO negotiationson agriculture.vi) review, monitor and coordinate all WTOrelated activities in the country affectingagriculture sector.Trade capacity building needs of the Ministry toaddress these challenges can broadly be categorizedinto three major areas as follows:1. Effective participation in the ll/TO negotiationson agriculturePakistan is an experienced player in theGATT|WTO trade negotiating process. However,negotiations on agriculture is a new area that provedto be very complex and demanding in terms ofpreparation, background analysis and negotiatingtactics. Effective participation in the WTOnegotiations on agriculture requires considerableamount of groundwork and preparation.There is an urgent need for developing capacities inthe Ministry for analysing trade policy issues andassessing implications of WTO agreements andnegotiating proposals for kade, food security andrural development.2. Strengthening Capacity of the Ministry of Food,Agriculture and Livestock (MINFAL)This involves henins asricultural trade

    analytical capacity of the Ministry. At present theMinistry is faced with:l) lack of a permanent institutional arrangement todeal with the requirements of the agriculture-related WTO Agreements;2) shortage of qualified professional expertise onissues relating to WTO;3) lack of detailed analytical studies relating to thepreparation for negotiations, assessing impactof various agreements on agriculture, trade andfood security and the economy as a whole; and4) lack of action plans to implement and follow-upthe WTO Agreements and multilateral tradenegotiations.

    Necessary capacities need to be established andmaintained in the Ministry in a number of relatedareas: developing a statistical/reporting system formeeting WTO notification obligations on periodicbasis; monitoring policy changes and othermeasures of trading partners and defending ownpolicies; and undertaking analytical studies onagricultural and trade policy issues.3. Formulation of effective policies ad strategies totake effective part in the on-going negotiations.Pakistan is one of the major payers influencing theWTO negotiations to mould them in favour ofdeveloping countries and export of our ownagricultural production. Pakistan has to protect itsown agriculture sector and play an offensive roleagainst the policies and strategies of the developedworld to provide a level playing field in theintemational market- For this, the concernedMinistry, i.e., the Ministry of Food, Agriculture andLivestock must have capacity and institutionalarrangement to properly analyse the policies ofPakistan and other member countries, their impacton Pakistan's agriculture sector and on the economyof member countries. Formulate appropriatepolicies and strategies with respect to any newdevelopment in the WTO rules of the game. This isthe only solution for the prosperity and progress ofour agriculture sector in the present world ofcompetitiveness and effi ciency.

    Once the institutions have been developed andmanpower trained it would be easy to formulate theappropriate policies and strategies, to take the fulladvantage of the world trade. Even then it will bemore effective to implement these policies andstrategies. This aspect would be tackled in anotherproject "Enhancing Analytical Capability ofMINFAL in Agricultural Related WTO Agreementswith Specific Reference to TBT and SPSRequirernents".WORK PLAN AND IMPLEMENTATION

    The project will be implemented by MINFAL underthe overall guidance and supervision ofa steeringcommittee consisting of all relevant govemmentunits.The Project Director / Chief of the WTO Unit andthe International Trade Policy Advisor, inconsultation with the FAO Representative inPakistan and the FAO Commodities and TradeDivision, will prepare a detailed work plan for theproject. The Project Coordinator will develop andmaintain linkages with international donorsagencies and other allied Ministries for the first twoyears for the successful and effectiveimplementation of the project. After that it will behandled by the Project Director/Chief of WTO Unit.The following provides a general outline of theproject activities and their likely timing.Setting-up the IYTO Unit: AWTO Unit will beestablished in the Economic Wing of MINFAL.This includes recruiting the proposed professionaland supporting staff of the Unit, providingprerni ses, purchasing vehic I es, furniture andequipment. The additional staff recruited andequipments purchased will be placed in EconomicWing of MINFAL for the implementation of theproject.Support to the information and trade databaselibraryz the project will evaluate the existinginformation available in MINFAL on WTO issuesand identifu wavs to it to a central

    information unit. In addition, staff of the Unit willbe trained on access and uses ofdifferent trade-related databases (FAOSTAT, AMAD, WITS) andinternational sources of information on trade issues(WTO, FAO, etc.). Given the need for database andinformation for all the analytical studies required inthe project, the work on basic database will takeplace duringthe2"d and 3'd months of the project.Setting-up the network of experts (think tank) onagriculture-related IVTO issues: the WTO Unitwill establish the network by, first, identiffingavailable experts within the country andestablishing contacts with them. A programme ofwork will then be prepared for the network ontopics to be debated and modalities of organisingdiscussions and debates.Trainingz shortly after the setting up of the WTOUnit, the project will organise the first trainingcourse in Islamabad. Two more workshops will beorganized in Islamabad, one by mid 2005 on post-Framework negotiations and the other after thecompletion of the current round of WTOnegotiations, which is expected to continue untilend of 2005. The 4 provincial workshops will all beorganised in2006.A specialised workshop will be organised for thestaff of the WTO Unit and other selectedparticipants on trade data management andmodelling. In addition, 4 briefing and generalsensitisation seminars will be organised for non-speciali sed government offi cial s, farmers, traders,NGOs and other stakeholders.According to the need and convenience, extemal 6study tours will be arranged for the staff of theWTO Unit for a period of 2 weeks each.PROJECT ACTIVITIESAll the project activities will be implemented in fullco-ordination and collaboration with the Ministry ofCommerce and other relevant ministries andt units.

    To strengthen the operational and technicalcapacities of MINFAL in dealing with theagriculture-related WTO Agreements andmultilateral trade negotiations, the project will carryout three major activities as follows:1. Establishing a WTO unit in MINFALIn accordance with the arrangements andrequirements of the Central WTO Unit, a WTO unitwill be set up within MINFAL. The Unit will beresponsible for the follow-up and monitorimplementation of the agriculture-related WTOAgreements (AoA, SPS, TBT, TRIPS, andMarrakesh Decision on LDCs and NFIDCs) and toprepare for multilateral trade negotiations onagriculture-relate matters.The WTO Unit will comprise 6 core permanentnational professional experts: chief of the unit, twoeconomists on AoA issues; a specialist on SPSissues; a specialist on agriculture-related aspects ofTRIPS; and a statistician, in addition to a supportingstaff. All the staff, officers and officials will berecruited on contract basis on lump sum salary.Responsibilities of the WTO Unit will cover all theagriculture-related WTO Agreements.Sustainability of the WTO Unit - To ensuresustainability of the project activities newlyestablished WTO Unit will be given a permanentstatus. In addition, all staff to be recruited in theUnit, from within or outside MINFAL, will have theobligation to continue to work with the new unitafter the completion of the project for a minimumperiod of 2 years or the staff of the WTO Unit willbe offered regular Government' Pay Scale prevalentatthat time, if they intend to continue their duties inthe WTO Unit.2. TrainingThe staff of the WTO Unit and other relevant stafffrom MINFAL and allied federal as well asincial aericulture-related will be

    Seven-day training course for 25-30 participantson the basics of WTO Agreements (AoA, SPS,TBT and TRIPS) and the recent developmentsin the WTO negotiations on agriculture, inIslamabad:Five-day training workshop for 25-30participants on the post-Framework negotiationson agriculture, in Islamabad, in mid 2005;Three-day workshop on the outcome of theDoha negotiations on agriculture and itsimplications for agriculture, trade and foodsecurity in Pakistan, in early 2006.Three-day workshop on trade data managementand modelling.

    In agriculture sector, this is first project of itsnature. However, Ministry of Commerce sponsoredsome projects relating to WTO. Some of them havebeen completed and some are underimplementation. All of these, mostly, relate toawareness creating and disseminatine general

    information on WTO issues to their stalk-holders.They deal mostly with other sectors of economy.Agriculture sector is dealt with superficially. So itwas imperative to have a specialized institution todeal with WTO related issues affecting agriculture.This fact necessitated the designing and executionof this project.MINFAL shall execute the project through UnitedNation-Food and Agriculture Organization(tlN-FAO). A Steering Committee chaired by SecretaryMINFAL shall be established to steer the project.Project funds shall be placed in Government ofPakistan's Unilateral Trust Fund (UTF) with theFood and Agriculture Organization (FAO) of theUnited Nation. A formal agreement shall be signedwith IIN-FAO for UTF operation. A core unit, i.e.Project Management Unit (PMU) shall beestablished in the Economic Wing of MNFAL. Acomplementary PC-l is being processed to facilitatethis core unit. The PMU shall operate this projectthrough FAO under the overall guidance of theSteering Committee and guidance of the SecretaryMINFAL.The following arrangements/responsibilities shallprevail:1. FAO will be responsible for the recruitmentof all staff including professional and supporting,National and International Consultants. All fundingwill be met from the project funds.2. To facilitate the smooth implementation ofthe project, the Government will:. Establish a Project Steering Committeeconsisting of key Government officials,

    representatives of Ministries/Departments andFAO. The Committee will oversee and provideoverall guidance to the WTO Unit and Projectteams as the work progresses;. Nominate one qualified professional member ofthe staff as a full-time Project Director and giveassurance of his/her involvement, as required,throughout the implementation of the project. Itis advisable that the Chief of the WTO shouldassume the responsibility of the ProjectDirector:

    ,1.\ ' s>t4Identifu and release the staff to be involved inall stages of project, including training as wellas involvement in the technical working teamsfor the preparation of the analytical researchstudies;Provide maintenance and operating costs for the2 vehicles and a motorbike propose to beprocured under the project;Assist in the organisation of the trainingcourses; provision ofvenue and part oftheaudio-visual equipment (this will becomplemented by the project);Facilitate the issuing of entry visas to Pakistan forthe intemational experts and FAO staff involvedin the project activities.

    Personnel:- Staffing of the WTO Unit:o A Project Director/Chief Of WTO Unit, 6professional national staff (chief, 2 AoA,lSPS/TBT, 1 TRIPs, I Statistician).o Supporting Staff(Stenographers:4,Dispatch Rider+1, Drivers:2, Peons:2 andContingency staff:Z persons).Qualification, duties/responsibilities/terms of referencesof all the national staff are at Annex-III to VIILCo-ordination - all activities will be implemented in fullco-ordination and collaboration with the Ministry ofCommerce and other relevant ministries and institutionsas necessary. A steering committee headed by MINFALwith an appropriate representation of the other ministriesand government units will oversee the implementation ofthe project. A project co-ordinator will be nominated byMINFAL to co-ordinate and follow-up theimplementation of the project, in liaison with the FAORepresentation in Islamabad.Other activities related to the proiect

    Training:4 training workshops of the staff of theWTO Unit and other relevant staff in Islamabad (onbasics of WTO, current issues of negotiations andtheir implications for Pakistan, negotiating skills andtrade data analysis); 4 provincial workshops; 4briefing and general sensitisation seminars; and 6external study tours.E, two vehicles, one motorbike, 8

    Under WTO Framework Agreement (July Package2004), the subsidies provided by EU and US to theirfarmers have been declared illegal. Under suchcircumstances Pakistan can capture enough worldmarket for its agricultural produce. It has been estimatedthat EU Governments provide US$ 9.0 Billion to theircotton growers and 45 per cent of the income of USfarmers is derived from govemmental subsidies. If, asper WTO Framework Agreement, the subsidies to EUand US farmers ceased to exist, Pakistani agriculturalproduce would out class US farmers from World Marketbeing comparatively cheaper. However, US SenatorCharles Grassly in Radio & TV broadcast to USfarmers, has said, that US govemment will shift a majorportion of their subsidies from Amber Box of tradedistorting supports to the Blue Box and Green Boxsubsidies. The Blue Box subsidies are justified on theground that they do not distort trade being in the form ofdirect payment to the farmers and not linked toproduction. The Green Box subsidies covers thoseprovided in the name of environmental protection andfor agricultural research/development. Under thesearrangements the negative impact on EU farmers andUS will be negated and there will be no change in theirincome.These prospect developments, if took place, may nothave any bad impact on the implementation of theproject because it will lead to increased agricultureproduction in the country. The production andavailability of agricultural produce will compete in themarkets of the neighboring countries. Hence there willbe increased demand for agricultural produce ofPakistan in regional markets.Regarding second assumption, trained manpower isavailable in the market both national and international.Consultants would be hired to develop domesticity.     I matters relating to the ongoing WTO negotiations in follow-up to the Agreement on Agriculture(AOA) and the multitude of actions involved in compliance with WTO. Iin response to a questionfiom the P&D Division it was explained that while this scheme and the scheme under AgendaItem No.l6 were inter-t'elated, their individual purpose and mode of operation were distinct. Thescheme under consideration envisaged developing a focal point within the Economic Wing ofMINFAL with the capabllity of dealing with complex and urgent matters relating to WTO asthey arise. The goal was to support the establishment of a focal point within the Economic Wingthrough essential suppler4entation of staff and facilities. The scheme shall be operated as anyother regular scheme of the Covemment. On the other hand, ths scheme at Agenda Item No.16was to avail FAO's services and technical expertise to develop country position on key issuesemerging in the ongoing negotiations on the AOA whioh have gained hemaodous pace as theintent is to have these concluded in a final summit at the end of 2005 in Hong Kong. Given thediversity of issues, the unpredictability of their incidence/occrurence, a general lack of expertisewithin the country to attend to these and the need for immediate/spontaneous decision making, ithas been proposed to operate the scheme under a Unilateral Trust Fund placed with the FAO.

The role andfunctions of the Chief WTO are very minute. It comes out to be Rs. 36.460 million and thus totalcost of the project comes out as Rs. 57.205 million and it is beyond theapproving competency of DDWP. The sponsors will have to bring it toCDWP after its approval from DDWP of MINFAL.The annual recurring expenditure after the completion of the projectcomes out to be Rs. 14.498 million instead of Rs. 8.242 million as stated
