Deliberate and Crisis Action Planning
Analysis and Decision Support Functions
Near Real Time Consequence Management
7
Analytical Simulation Tools
• Five Overarching Model Types– APOD– SPOD– Mobile Forces– TacAir– Shipborne Operations
• Task Level Simulations determine Operational Effects– JEM determines hazard prediction– JOEF simulates the performance of
operational activities and performance degradation from CBRN
– JOEF calculates operational impact
8
Analytical Simulation Tools
9
Example: Fixed Site TacAir Operations
Determine Casualties and Effects on Sortie Generation • Identify Critical Resources and Choke Points• Single Computer interface (Federation w/ Medical Data,
Intelligence Data, Critical Resources…)
Does Not Determine Combat Effects (consequences of reduced sorties or causalities on war effort)

Deliberate and Crisis Action Planning Support
Workflow Management• Workflow Manager (WFM) module semi-
automates and manages the multi-step processes used to produce various planning products such as Plans, Reports, and Assessments
Activity Automation• Activity Automation (AA) Module semi-automates
the creation of individual work products for tasks defined in a JOEF Workflow Manager process model
13
Workflow Manager Description
• Implementation of a workflow process creates work products by accessing data from external applications (e.g., JEM) and/or the CBRN database and processing the data consistent with procedures in relevant TTPs and SOPs
• Users graphically create, tailor, and save business process models and assign various tasks in the model to users acting in different roles
• Users follow the progress of process execution once a model instance is created and the workflow commences
14
Sample Workflow Model
Role-specific assigned tasks
Graphical display of tasks, task
relationships, and (during execution)
task status
15
• The Activity Automation Module provides web-based worksheets and forms
• Existing data in the JOEF database pre-populates fields in the worksheets and forms
• User fills out worksheets and forms online and saves
• Once the worksheets and forms completed, AA Module notifies the Work Flow Manager module that the task is completed
• Other tasks that require this work product as a predecessor can now be performed
Activity Automation Description
