1 Monthly Regional Webpage Update MONTH: SEPTEMBER 2019 PECIS Activities 1. That on September 1, 2019, on or about 0630H, joint elements of PDEA RO8 AIU/SIU and RO8-K9 Units led by SO2 Reymar Pinangay conducted K9 Sweeping at DZR Airport, Tacloban City. During the program the symbolic blowing of whistle was simultaneously conducted by all the participating agencies and stakeholders. After which, signing of the Pledge of Commitment was spearheaded by the Guest of Honor Hon. Alfred S Romualdez, City Mayor of Tacloban City. Meanwhile, Dir. Edgar T Jubay gave the Closing Remarks to end the program. 3. That on September 01, 2019 during the Kick- Off Ceremony of the week- long celebration of the National Crime Prevention Week held at Robinsons North, Brgy. Abucay, Tacloban City the symbolic “Pito Laban sa Krimen” was conducted. 4. That on September 01, 2019 during the Kick- Off Ceremony of the week- long celebration of the National Crime Prevention Week held at Robinsons North, Brgy. Abucay, Tacloban City Dir. PECIS Activities

1. That on September 1, 2019, on or about 0630H, joint elements of PDEA RO8 AIU/SIU and RO8-K9 Units led by SO2 Reymar Pinangay conducted K9 Sweeping at DZR Airport, Tacloban City. No dangerous drug and drug paraphernalia were found during the comprehensive and thorough search of the area.

2. That OOA 9:00AM of September 01, 2019 Kick- Off Ceremony of the week-long celebration of the National Crime Prevention Week held at Robinsons North, Brgy. Abucay, Tacloban City was conducted. PECIS spearheaded the Distribution of Balay Silangan Pamphlets, PDEA Comics/ IEC Materials. The PDEA Comics given in English language were The Jeepney Driver; An OFW Struggle; Doors of Change; A Lost Hope; Run Totoy; That’s Enough Brother; and Phed and Eyah to the Rescue. On the other hand another set of PDEA comics were distributed in Filipino languages to name: Ang Jeepney Driver; Pintuan ng Pagbabago; Ang Nawawalang Pag-asa; Takbo Totoy; Tama na Pare; and Phed and Eyah to the Rescue.

8. That on September 01, 2019 during the Kick- Off Ceremony of the week-long celebration of the National Crime Prevention Week Dir. Edgar T Jubay, spearheaded the posting of tarpaulin depicting awareness on the observance of the celebration.

9. That the IAV Eduardo A Makabenta IV spearheaded the conduct of

Regular Monday Flag Raising Ceremony held on September 2, 2019, Monday, 08:00 AM at PDEA RO8 Lobby, Brgy. Candahug Palo Leyte. The ceremony was hosted by the Laboratory Section (LS) staff and were likewise attended by personnel of this Office.

10. In connection with the above reference, please be informed that the IAV Eduardo A Makabenta IV presided the Staff Conference on September 2, 2019, Monday, 9:00 AM until 10:30 AM at PDEA RO8-Conference Room, Brgy. Candahug, Palo, Leyte. The meeting was attended by the Division Chiefs, Section Chiefs and other key officers of this Office. Discussed during the said meeting were: a. On-going Activities in line with the National Crime Prevention Week

(NCPW) Celebration; b. Administrative Matters; c. Operation Matters; d. Announcements; and e. Issues and Concerns.

11. That Ms. Marelie Honor de Leon, Chief Administrative Officer of this Office spearheaded the conduct of Zumba Fitness Exercise on September 3, 2019, Tuesday at around 3:00 PM at PDEA RO8 Lobby, Brgy. Candahug Palo Leyte. The said activity was attended by personnel of this Office.

12. That IA1 Gretchen A Buhay-Aurelia, Chief PECIS attended as one of the

Resource Speakers on the 2nd Day SK Federation Crime Prevention Seminar held at Tingog Partylist Community Center, Real St. Tacloban, City on September 5, 2019, Thursday at 10:00 AM until 6:00 PM. Various speakers were invited to impart knowledge on Crime Prevention to include from PNP, PPA, BFP, PDEA and NAPOLCOM. The said activity were participated by SK Chairmen from Area 7 to Area 9 of Tacloban City with a total of seventy (70) participants, forty seven (47) male and twenty three (23) female .

The following topics were discussed: a. History of PDEA;

b. ILL-effects of Drug Abuse; c. Drug Identification; d. Other Drug of Abuse; e. Reasons why People turn to Drugs; f. Signs and symptoms of Drug Abuse; g. Salient Features of RA 9165 h. Tips to win the fight against Drug abuse: i. Personal Commitment to stay away from drugs; and j. Reporting of suspected Drug Personalities

Right after the lecture the participants were given the chance to ask questions and were answered appropriately.

Meanwhile, workshop on crafting the barangay Crime Prevention and Safety Plan was conducted wherein these participants were divided into groups and were given problem areas to be provided with a Crime Prevention & Safety Plan. Outputs of this workshop were drafts of the plan which is expected to contain inputs from the lectures delivered to the workshop.

This was followed by the presentation from each group of the workshop and critiquing by a panel composed of Atty. Haidee O. Borja, OIC, ARD of NAPOLCOM RO8; Ms. Marielyn Abarca, Chief of the Planning and Research of NAPOLCOM RO8 and IA1 Buhay-Aurelia. 13. That IA1 Gretchen A Buhay-Aurelia, Chief PECIS distributed IEC

materials in the form of PDEA comics in English and Filipino languages to the participants of the SK Federation Crime Prevention Seminar on September 5, 2019.

The participants were very receptive to the materials distributed as they

appreciated the value of stories to winning the war against illegal drugs. The PDEA Comics given in English language were The Jeepney Driver; An OFW Struggle; Doors of Change; A Lost Hope; Run Totoy; That’s Enough Brother; and Phed and Eyah to the Rescue. On the other hand another set of PDEA comics were distributed in Filipino languages to name: Ang Jeepney Driver; Pintuan ng Pagbabago; Ang Nawawalang Pag-asa; Takbo Totoy; Tama na Pare; and Phed and Eyah to the Rescue.

RA 9165 books and Balay Silangan pamphlets were also turned-over to the

SK Federation President Hon. Charles Mathew Cadiz to serve as their reference whenever needed.

14. That IA1 Gretchen A Buhay-Aurelia, Chief PECIS and Ms. Liza F Baoy,

Supervising Administrative Officer and Balay Silangan Focal Person of this Office attended the Drug Abuse Prevention and Treatment Program (DDAPTP) Technical Working Group (TWG) meeting held at the Green Room of DOH-EV CHD, Palo, Leyte on September 6, 2019, Friday, 9:00 AM until 5:00 PM. The said meeting were attended by twenty (20) heads and representatives from national government agencies and various stakeholders. During the

meeting, each agency and stakeholders were given a period to present their accomplishments and updates relating to Drug Abuse Program. Updates on the projected Provincial Dialogue on October 2-6, 2019 with the governors and local chief executives for the purpose of establishing a certified Community Based Rehabilitation (CBRP) per municipality following the functionality that was identified by the TWG was likewise tackled. In addition, PDEA representatives IA1 Buhay-Aurelia and Ms. Baoy likewise discussed that establishing Balay Silangan should be included in the said dialogue. Meanwhile, initial program of actions for the Drug Abuse Prevention and Control Week (DAPCW) celebration on November 18, 2019 was likewise discussed. The TWG agreed, to invite the academe sector as the main target participants in the said celebration. A contest for substance abuse prevention through film making and dance revolution were among the identified activities. On the other hand, IA1 Buhay-Aurelia and Ms. Baoy took the opportunity to inform the TWG of the upcoming launching of the OPLAN Kalasag in Tacloban City tentatively this September 20, 2019. The DOH were invited to take part and integrate their HIV awareness in the said endeavor since the identified audience are in the hotel business. Also the DOT and DOLE were likewise chosen to participate in the said activity.

15. That Dir. Edgar T Jubay, Acting Regional Director of this Office

spearheaded the conduct of Regular Monday Flag Raising Ceremony held on September 9, 2019, Monday, 08:00 AM at PDEA RO8 Grounds, Gov’t Center, Brgy. Candahug Palo Leyte. The ceremony were jointly hosted by the Compliance Section (CS), Logistics Management Section (LMS) and the Public Information Officer. Also, the said activity was likewise attended by personnel of this Office.

16. That Dir. Edgar T Jubay, Acting Regional Director of this Office presided the monthly General Meeting on September 9, 2019, Monday, 9:00 AM until 10:30 AM at PDEA RO8-Lobby, Gov’t Center, Brgy. Candahug, Palo, Leyte. The meeting was attended by the Division Chiefs, Section Chiefs, Provincial Officers, City Officers and other personnel of this Office. Discussed during the said meeting were:

a. Latest Accomplishments; b. Administrative Matters;

c. Operational Matters; d. Announcements; e. Issues and Concerns; and f. Directive and Guidance from the Acting Asst. Regional Director and

the above-signed.

17. That Dir. Edgar T Jubay, Acting Regional Director of this Office presided the Command Conference on September 9, 2019, Monday, 10:30 AM until 12:30 PM at PDEA RO8-Conference Room, Gov’t Center, Brgy. Candahug,

Palo, Leyte. The meeting was attended by the Division Chiefs, Section Chiefs, Provincial Officers, City Officers and other key officers of this Office.Discussed during the said meeting were: a. Presentation of Accomplishment of the Provincial Officers; b. Announcements from Admin and Operations Division;

c. Remaining Targets to be accomplished; d. Issues and Concerns; and e. Guidelines and Guidance from Acting ARD and the above-signed.

18. That Dir. Edgar T Jubay, Acting Regional Director of this Office invited key officials from National Intelligence Cooperating Agency (NICA) as guest lecturers on September 9, 2019, Monday at 1:30 PM until 5:00 PM. The seminar focused its discussion on the Executive Order No. 70 Institutionalizing the Whole-of-Nation Approach in attaining an inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.

Topics included the following: Salient Features of EO No. 70, Orientation on the NTF-ELCACA and Extent of Infiltration of Government by the CPP-NDF. Lectures included Dir. Eustacio Bacabac (Deputy Regional Director), Dir. Roselyn Segura (Asst. Regional Director) and Mr. Jake Dizor (Research Analyst).

19. That AARD, IAV Eduardo A Makabenta IV spearheaded the conduct of Physical Fitness activities such as, Zumba and Basketball on September 10, 2019, 3:00 PM. The zumba fitness exercise was conducted at PDEA ROVIII Lobby, Gov’t Center, Brgy. Candahug, Palo, Leyte while the basketball was held at the covered court of Brgy. Baras, Palo, Leyte. These activities are part of this Office’s health and wellness program held every Tuesday and Thursday.

20. The Agency, represented by Atty. Jason T. Matoza and Atty. Sharon R.

Villones, attended the above-mentioned IOBC as Resource Speakers. The

following subject were discussed, to wit:

After each subject, all participants were encouraged to raise questions for

clarifications. A brief open forum was conducted.

Before the Training ended, Atty. Villones gave the participants an Activity

wherein the Class was divided into four (4) groups. Each group was

designated a particular topic (Jurisprudence). They were asked to dissect

the jurisprudence and look for the lapses committed by the police officers in

relation to RA 9165 as amended by RA 10640 which resulted to the

dismissal of drug cases. Upon identifying the lapses/problem areas, the

group was asked to recommend corrective measures in order to avoid the

recurrence of the said lapses. Thereafter, each group chose a Team Leader

who will present their recommended corrective measures before the Class.

All participants took part or became involved in the said group activity.

21. That IA1 Gretchen A Buhay-Aurelia, Chief PECIS with IO1 Elvis Amata attended as one of the Resource Speakers on the scheduled Seminar on Teenage Pregnancy, HIV & AIDS, Anti-Illegal Drug Abuse and Talk on Mental Health held at WFS Bldg., GMA Kapuso Village. Brgy. 106 Sto. Niño, Tacloban, City on September 14, 2019, Saturday at around 1:00 PM until 3:00 PM. Wherein various speakers were invited to impart knowledge on the identified topics coming from different agencies. The said activity is conducted in line of the celebration of International Youth Day with the theme: “Transforming Education”. A total of fifty (50) youth of the said barangay, wherein twenty three (23) are male and twenty seven (27) are female who participated in the seminar. The following topics were discussed: a. History of PDEA; b. ILL-effects of Drug Abuse; c. Drug Identification; d. How are Drug Taken; e. Other Drug of Abuse; f. Drug Concealment; g. Reasons why People turn to Drugs; h. Signs and symptoms of Drug Abuse; i. Salient Features of RA 9165 j. Tips to win the fight against Drug abuse: k. Personal Commitment to stay away from drugs; and l. Reporting of suspected Drug Personalities.

Right after the lecture the participants were given the chance to ask questions and were answered appropriately.

22. That IA1 Gretchen A Buhay-Aurelia, Chief PECIS distributed IEC

materials in the form of PDEA comics in English and Filipino languagesto the participants of the Seminar on Teenage Pregnancy, HIV & AIDS, Anti-Illegal Drug Abuse and Talk on Mental Health on September 14, 2019. Also flyers on PDEA recruitment, Drug Abuse, Inhalant Abuse, Marijuana and Shabu were likewise distributed. The participants were very receptive to the materials distributed as they appreciated the value of stories to winning the war against illegal drugs. 23. That Dir. Edgar T Jubay, Acting Regional Director of this Office

spearheaded the conduct of Regular Monday Flag Raising Ceremony held on September 16, 2019, Monday, 08:00 AM at PDEA RO8 Grounds, Gov’t Center, Brgy. Candahug Palo Leyte. The ceremony were jointly hosted by the K9 Interdiction Unit Team and Custodial Section. Also, the said activity was likewise attended by personnel of this Office.

24. That the Dir. Edgar T Jubay, Acting Regional Director of this Office presided the Staff Conference on September 16, 2019, Monday, 9:00 AM until 10:30 AM at PDEA RO8-Conference Room, Brgy. spearheaded the conduct of Zumba Fitness Exercise on September 17, 2019, Tuesday at around 3:00 PM at PDEA RO8 Lobby, Brgy. Candahug Palo Leyte. The said activity was attended by personnel of this Office.

26. That IAV Christine Ann C Dumapias, Chief Operations Division and concurrent Tacloban City Officer with IA1 Gretchen A Buhay-Aurelia, Chief PECIS had a meeting with the OIC-City Administrator of Tacloban City, Ms. Marivic U. Adornado on September 18, 2019, Wednesday at around 3:00 PM held at City Mayor’s Office, Tacloban City Hall, Kanhuraw Hill, Tacloban City. The meeting was conducted to discuss and finalize the details on the upcoming launching of the Oplan: KALASAG- the Advocacy Promoting Drug-Free Workplace in Hotels, Restaurants, Bars, Subdivisions, Condominiums and Warehouses in the city on September 20, 2019.

27. That IAV Christine Ann C Dumapias, Chief Operations Division and concurrent Tacloban City Officer with IA1 Gretchen A Buhay-Aurelia, Chief PECIS initiated a meeting with Ms. Lorena Goviola, Surveillance Med. Tech of DOH-EV CHD on September 18, 2019, Wednesday at around 4:00 PM held at DOH-Eastern Visayas Gov’t Center, Brgy. Candahug, Palo, Leyte. The meeting was conducted to invite the Regional HIV Coordinator or any of their representative to discuss HIV & AIDS Awareness on the upcoming launching of the Oplan: KALASAG- the Advocacy Promoting Drug-Free Workplace in Hotels, Restaurants, Bars, Subdivisions, Condominiums and Warehouses in the city on September 20, 2019.

28. That Dir. Edgar T Jubay, Acting Regional Director of this Office spearheaded

the Launching of the Advocacy Promoting Drug-Free Workplace in Hotels, Restaurants, Bars, Subdivisions and Warehouses in Tacloban City otherwise known as “OPLAN KALASAG” on September 20, 2019, Friday from 10:00 AM until 5:00 PM held at Patio Victoria, San Jose, Tacloban City.

This activity aims to educate front liners, security officers, administrators and business owners on the current drug situation as these are susceptible to exploitation by drug syndicates and also to make them as our force multipliers in our war against drugs. A total of fifty (50) various hotels, restaurants, bars, subdivisions, and warehouses who sent their representatives to participate in this activity. Also law enforcement agency, national government agencies, local government offices, media practitioners and other stakeholders likewise witnessed the said launching. Meanwhile, a total of one hundred fifty (150) participants from these various sectors were in attendance with sixty six (66) are male and eighty four (84) are female participants. The activity was divided into two parts, the first part was a program wherein invited guests from LGU-Tacloban City thru Hon. Leo Bahin-representative of Hon. Alfred Romualdez, City Mayor of Tacloban City, Tacloban City Police Office (TCPO) thru PltCol Lope M Macauba and City Health Officer-Dr. Gloria Enriquez-Fabrigas were among the significant guests who gave their messages in the importance of the said activity. Meanwhile, on the second part of the program several resource speakers discussed various topics which were deemed necessary in achieving a Drug-Free Workplace. Further, Boyd Cerro the HIV Regional Coordinator from DOH-Eastern Visayas were among the resource speaker as this Office believed that integration of this topic is of necessity for there are alarming prevalence of HIV and AIDS cases in Tacloban City.

29. That on September 21, 2019 PDEA ROVIII personnel led by Ms. Marelie H. De Leon, Chief Administrative Division participated on the Clean-Up Drive along Kankabato Bay Shoreline of Brgy. 75, Tacloban City. The said endeavor was facilitated by the Mother Earth Foundation-Eastern Visayas Chapter in observance with the Presidential Proclamation No. 470 which declares the 3rd Sunday International Coastal Clean-up (ICC) Day in observance of the Global Coastal Clean-up celebrations. The activity aims for community adoption of zero waste practices and institutionalization of environmentally sound technologies in waste disposal.

30. That OOA 4:00 in the afternoon on September 20, 2019. PDEA Regional Office VIII conducted refresher training for the narcotic detection dogs – K9 unit together with the Lockheed Global K9 Unit of Tacloban City led by Eugene Ramirez - CMO and PCPL REX V. MANDWATAO- PNP TCPO.

Edgar T Jubay, Acting Regional Director of this Office spearheaded the conduct of Regular Monday Flag Raising Ceremony held on September 23, 2019, Monday, 08:00 AM at PDEA RO8 Grounds, Gov’t Center, Brgy. Candahug Palo Leyte. The ceremony was hosted Intelligence and Investigation Section (IIS). Also, the said activity was likewise attended by personnel of this Office.

32. That Dir. Edgar T Jubay, Acting Regional Director presided the Staff Conference on September 23, 2019, Monday, 8:30 AM until 9:30 AM at PDEA RO8-Conference Room, Brgy. Candahug, Palo, Leyte. The meeting was attended by the Division Chiefs, Section Chiefs and other key officers of this Office. Discussed during the said meeting were:

a. Upcoming Activities for the Week its preparation and in-charge personnel;

b. Barangay Drug-Clearing Program and Harmonization of Data with the PNP;

c. Administrative Matters; d. Operation Matters;

e. Announcements; f. Issues and Concerns; and g. Guidance from the above-signed.

33. That PDEA Team composed of IAV David Mark D Maramba, IA1 Gretchen A Buhay-Aurelia, with IO1 Elvis Amata were invited as the Resource Speakers on the scheduled Drug-Free Workplace Seminar held at Multipurpose Hall of 546th Engineer Construction Battalion of the Philippine Army Kuta Kankabato, San Jose, Tacloban, City on September 23, 2019, Monday at around 1:30 PM until 4:00 PM.

In attendance during the activity were a total of fifty (50) members of the Armed Forces of the Philippines, forty one (41) are male and nine (9) are female. The following topics were discussed:

a. History of PDEA; b. ILL-effects of Drug Abuse; c. Drug Identification; d. How are Drug Taken; e. Other Drug of Abuse; f. Drug Concealment; g. Reasons why People turn to Drugs; h. Signs and symptoms of Drug Abuse; i. Salient Features of RA 9165; j. Drug-Free Workplace k. Tips to win the fight against Drug abuse; l. Personal Commitment to stay away from drugs; and m. Reporting of suspected Drug Personalities.

Right after the lecture the participants were given the chance to ask questions and were answered comprehensively by the lecturers.

34. That PDEA Team composed of IAV David Mark D Maramba, IA1 Gretchen

A Buhay-Aurelia, with IO1 Elvis Amata distributed IEC materials in the form of PDEA comics in English and Filipino languages to the participants of the Drug-Free Workplace Seminar on September 23, 2019.

The participants were very receptive to the materials distributed as they appreciated the value of stories to winning the war against illegal drugs. The PDEA Comics given in English language were The Jeepney Driver; An OFW Struggle; Doors of Change; A Lost Hope; Run Totoy; That’s Enough Brother; and Phed and Eyah to the Rescue. On the other hand another set of PDEA comics were distributed in Filipino languages to name: Ang Jeepney Driver; Pintuan ng Pagbabago; Ang Nawawalang Pag-asa; Takbo Totoy; Tama na Pare; and Phed and Eyah to the Rescue. Also RA 9165 books and Balay Silangan pamphlets were also turned-over to the LtCol Ricnon U. Carolasan, Commanding Officer of the Battalion to serve as their reference whenever needed.

35. That PDEA Team composed of IAV David Mark D Maramba, IA1 Gretchen

A Buhay-Aurelia, with IO1 Elvis Amata displayed Photo Exhibit at the Multipurpose Hall of 546th Engineer Construction Battalion of the Philippine Army Kuta Kankabato, San Jose, Tacloban, City suring the conduct of the Drug-Free Workplace Seminar on September 23, 2019.

The participants were interested to the exhibits as the three-pronged approached of PDEA in combating the drug menace in our society is presented thru the photos depicted in the said display.

36. That on September 26, 2019, on or about 0815H, joint elements of PDEA RO8 AIU/SIU and RO8-K9 Units led by IO1 Bienvenido N. Felipe Jr. and BJMP Burauen District Jail Personnel conducted Search & Seizure Operation in the BJMP Burauen District Jail Facility.

No dangerous drug and drug paraphernalia were found during the comprehensive and thorough search of the facility.

37. That on September 27, 2019, on or about 0915H, joint elements of PDEA RO8 AIU/SIU and RO8-K9 Units led by SO2 Reymar A. Pinangay and

BJMP Carigara District Jail Personnel conducted Search & Seizure

Operation in the BJMP Carigara District Jail Facility.

No dangerous drug and drug paraphernalia were found during the comprehensive and thorough search of the facility.

38. That on September 28, 2019 at Can-adieng Covered Court, Ormoc City,

Atty. Jason T. Matoza, Chief, Legal and Prosecution Section PDEA RO8 conducted lecture regarding R.A. 9165.

The lecture started at about 1:00 P.M., where Atty. Matoza discussed his topic attended by drug surrenderers in Ormoc City. More or less, after an hour and twenty minutes, the speaker finished his lecture and asked for questions from the participants where few raised their queries and were responded accordingly, thereafter, certificates were awarded to the speaker and to Acting Regional Director, PDEA RO8, Edgar T. Jubay.

39. That the above-signed spearheaded the conduct of Regular Monday Flag Raising Ceremony held on September 30, 2019, Monday, 08:00 AM at PDEA RO8 Grounds, Gov’t Center, Brgy. Candahug Palo Leyte. The ceremony was hosted by the Regional Tactical Operation Center (RTOC). Also, the said activity was likewise attended by personnel of this Office.

Brgy. 8 T. Claudio St. Tacloban City, IO1 Elvis r. Amata, a member of

PDEA8- Tacloban City Office, was one of the resource speakers during the

Drug Awareness Campaign held in said Barangay. IO1 Elvis R. Amata wad

accompanied by IO1 Michael R. Cadiente, a member of the PDEA8-TCO

(Tacloban City Office).

IO1 Amata discussed the following topics, as follows:

Provincial Officer, PDEA Leyte Provincial Office together with IO3 Rosalie L Farrofo, Assistant Provincial Officer, PDEA LPO attended the 3rd Quarter Joint Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC) and Provincial Development Council (PDC) Meeting held at Hotel Alejandro, Tacloban City.

3. That OOA 11:00 AM of September 11, 2019 Edgar T. Jubay, Acting

Regional Director together with PDEA Leyte Provincial Office (LPO) team led by IA1 Cleveland S Villamor, Leyte Provincial Officer made a courtesy Call to Honorable Jose Carlos L. Cari, Baybay City Mayor at Mayor’s Office, Baybay City Hall, Baybay City. The signing of the Site Development Plan of the Proposed Leyte Provincial Office Building and the immediate posting of the bidding of the project by Engr. Postrero of the City Planning and Development. Site visitation of the proposed Balay Silangan in the Baybay City and the development of the said facility. Topics are also discussed Drug Situation, Sustainability of Baybay City as Drug-Cleared City, and the K9 unit temporary office at the Leyte Provincial Office.

4. That on or about 4:30PM on September 19, 2019 in the City health office of

Tacloban City, IO1 Elvis R. Amata and IAV Christine Ann C. Dumapias

of PDEA8 TCO attended a meeting. Present during the meeting are the

Technical Working Group of City health of Tacloban City.

Discussed during the meeting the opening of Balay Silangan on October 7,

2019.

5. That OOA 9:00 AM of September 19, 2019, IA1 Cleveland S. Villamor, Provincial Officer, PDEA Leyte Provincial Office together with his team attended the Municipal Anti-Drug Abuse Council (MADAC), Municipal Development Council (MDC) and Municipal Peace and Order Council (MPOC) Meeting held at Liga ng mga Barangay Office, Barangay Bagongbayan, Bato, Leyte. The said meeting was presided by Honorable Nathaniel B. Gertos, Municipal Mayor and MADAC Chairman. Also present on the said meeting are other members of the different councils and Barangay Chairmen of different barangay’s in Bato, Leyte. IAI Cleveland Villamor and IOI Sheila Jervoso discussed parameters for Barangay Drug Clearing Program, Balay Silangan and Drug Situation in Bato, Leyte.

6. That OOA 9:00 AM of September 26, 2019, IAV Christine Ann C Dumapias, Chief of Operation Division, PDEA RO VIII together with IAI Cleveland S. Villamor, Provincial Officer, PDEA Leyte Provincial Office and IOI Sheila C Jervoso attended the regular Meeting of the PRO8 Regional Oversight Committee on Illegal Drugs held at Leyte Police

Topics discussed during the said meeting was Updates on Barangay Drug Clearing Program, anti-illegal drug accomplishment in Leyte and other pertinent matters.

7. That OOA 0600H of September 27, 2019, team led by IO1 Steve Mardene

Alvero of PDEA Leyte Provincial Office (PDEA LPO) together with AKA

Marvin Daban and AKA Beff Jade Aranas, PDEA RO8- K9 Unit and BJMP

Ormoc City Jail conducted Search & Seizure Operation in the Facility of

Ormoc City Jail Male Dorm located at Brgy. Alta Vista, Ormoc City.

Despite comprehensive and thorough search in the whole facility, it remains to be NEGATIVE from any presence of dangerous drugs and drug paraphernalia.

8. That OOA 0930H of September 27, 2019, team led by IO1 Steve Mardene

Alvero of PDEA Leyte Provincial Office (PDEA LPO) together with AKA

Marvin Daban and AKA Beff Jade Aranas, PDEA RO8- K9 Unit and BJMP

Ormoc City Jail conducted Search & Seizure Operation in the Facility of

Isabel District Jail located at Isabel, Leyte.

Despite comprehensive and thorough search in the whole facility, it remains to be NEGATIVE from any presence of dangerous drugs and drug paraphernalia.

9. That on or about 2:00PM on September 27, 2019 in the Northern Tacloban

National High School, IO1 Elvis r. Amata, a member of PDEA8- Tacloban

City Office, was one of the resource speakers during the Drug Awareness

Campaign held in said School. IO1 Elvis R. Amata was accompanied by

IO1 Michael R. Cadiente, a member of the PDEA8-TCO (Tacloban City

Office).

Topics discussed during the said meeting was drug situation, consolidation of list of drug personalities in Ormoc City, anti-illegal drug accomplishment and other pertinent matters.

11. That OOA 8:30 AM of September 30, 2019, IAI Cleveland S. Villamor, Provincial Officer, PDEA Leyte Provincial Office together with his team attended a joint meeting with Office of the City Mayor, PNP and AFP held at City Mayor’s Office Conference Room, Ormoc City Hall..

The said meeting was presided by Honorable Richard Gomez, City Mayor of Ormoc City. Also in attendance are Vice Mayor Honorable Leo Carmelo Locsin Jr., PCol. Armel S. OFFICE

1. That IA1 Josefat S. Macawile, Provincial Officer of Biliran attended the

Joint PPOC, PADAC and PDC meeting and the Provincial Orientation on E.O. 70 and POPS Plan Formulation held A.R. Hotel Naval, Biliran on September 11, 2019, at 8:30 AM until 5:30 PM. Orientation on the Formulation of POPS Plan was conducted during the morning and Orientation on the E.O. 70 was done in the afternoon.

3. That IA1 Josefat S. Macawile, PDEA-BPO Provincial officer of Biliran,

attended the Drug Symposium as the resource speaker accompanied by PDEA BPO Personnel IO1 Maria Fely B. Rona and IO1 Sheldon Lesigues. Said activity were attended by a total of, more or less, One Thousand (1,000) first year college students. Half of them, or more are male and the other half are female. The following topics were discussed:

a. ILL-effects of Drug Abuse; b. Drug Identification; c. Other Drugs of Abuse; d. Reasons why People turn to Drugs; e. Signs and symptoms of Drug Abuse; f. Salient Features of RA 9165 g. 4. That OOA 9:00 AM September 16, 2019, Monday, IO1 Maria Fely B. Rona member of PDEA-BPO under the guidance of IA1 Josefat S. Macawile, Provincial Officer of Biliran visited the Office of the Hon. Mayor Humphrey B. Olimba at the Municipal Hall of Culaba, Biliran. Discussed during the meeting was the possibility of the “Balay Silangan” program. The Hon. Mayor Olimba is interested of the program citing one of the spaces of the Municipal Evacuation building as a prospect for “Balay Silangan”. The Hon. Mayor promised to bring this matter to the Municipal Council of Culaba as its implementation needs approval from the council due to a substantial fund required by the Program.

5. That IO1 Maria Fely B. Rona member of PDEA-BPO under the guidance and in behalf of IA1 Josefat S. Macawile, Provincial Officer of Biliran rendered Courtesy call to the Hon. Mayor Rhodess D. Revita, Caibiran Municipal Mayor, at the Municipal Hall of Caibiran, Biliran on September 16, 2019, Monday at 11:30 AM. Discussed during the Meeting was “Balay Silangan” program. The Hon. Mayor Revita was interested and assured us that she would endorse this matter to the Municipal Council of Caibiran and recommend for its approval.

Joseph L Padual, Assistant Provincial Officer were conducted a meeting with Calbayog City Mayor Hon. Ronaldo P Aquino held at Convention Center, Brgy. Capoocan, Calbayog City, Samar on September 26, 2019.

The said meeting was discussed about the 3rd quarter accomplishment

reports of PDEA-Samar Provincial Office and other businesses concerned.

3. That IAV Ma. Rhea D Caminong, PDEA-Samar Provincial Officer and IA1 Joseph L Padual, Assistant Provincial Officer were attended a Joint meeting with City Peace and Order Council (CPOC) member; City Development Council (CDC); City Disaster risk reduction Management Council (CDRRMC); City Anti-Drug Abuse Council (CADAC) members and Barangay Officials of Calbayog City, Samar held at Convention Center, Brgy. Capoocan, Calbayog City, Samar on September 26, 2019.

The said meeting was discussed about the orientation on the Omnibus guidelines for Peace and Order Council; reorganization of CPOC Council and creation of Special Action Committees and presentation of the 3rd quarter accomplishment reports and other businesses.

4. That IO2 Quinne Hazel S. Almendral and IA1 Joseph L Padual, Assistant Provincial Officer, PDEA-Samar Province conducted a lectures to Samar College ROTC Army Officers held at Samar College Campus, Catbalogan City on September 29, 2019 at 9:30 am. The said activity was participated by a total of Seven hundred (700) male and female ROTC Cadets and Army Officers.

Provincial Office personnel led by IO2 Rudyard Ruben A. Capito, under the supervision of IA1 Frederick J. Ocaña, Provincial Officer, attended the Inter-Agency Night held at the City Public Plaza, Borongan City.

The said activity is one among those held before the commemoration of the

September 8 annual fiesta celebration of Borongan City, in honor of the city’s patron saint, the Blessed Virgin Mary.

2. That OOA 9:00 AM of September 2, 2019, IO2 Rudyard Ruben A. Capito

of PDEA RO8-Eastern Samar Provincial Office, under the supervision of

IA1 Frederick J. Ocaña, Provincial Officer, participated in the Oversight

Committee Meeting on Anti-Illegal Drugs held at ESPPO Conference Hall,

Camp Asidillo, Borongan City.

During the said meeting, IO2 Capito presented the provincial drug situation

including update on barangay drug-clearing program, and answered queries

raised by several participants regarding anti-drug and barangay drug-

clearing operations.

Also in attendance were Police Liutenant Colonels Dionesio A. Maestre,

Jr. and Davin Brilliantes, DPDA and DPDO, respectively.

4. That OOA 9:00AM of September 25, 2019, IO2 Rudyard Ruben A. Capito,

Provincial Intelligence & Investigation Officer, PDEA RO8-Eastern Samar Provincial Office, under the guidance of IA1 Frederick J. Ocaña, Provincial Officer, attended the Emergency Conference held at the ESPPO Conference Hall, Camp Asidillo, Borongan City.

During the said meeting, IO2 Capito and P/Corporal Balbuena of the ESPPO-PIB presented to the attendees the respective remaining HVTs in the provincial AOR. P/Colonel Carlito Duque Abriz, PD, ESPPO, presided the meeting, which was also attended by P/Liutenant Colonels Brillantes and Eloja, Acting DPDA, ESPPO and COP, Borongan CPS, respectively, and COPs and Intel Officers of MPSs in Eastern Samar.

Regional Director of this Office participated in the Formal Declaration of Llorente, Eastern Samar, as a Drug-Cleared Municipality held at the said town’s Evacuation Center.

Attached in the said resolution is the update and consolidation on the number of declared drug affected barangays and municipalities of the province of Northern Samar and the remaining drug affected barangays and municipalities.

2. That at around 09:00 AM of September 6, 2019, The Assistant Provincial Officer of PDEA VIII NSPO IA1 Neil T. Waniwan together with IA1 Leo Francis Almasco declared and awarded “Drug-Cleared Barangay” to Barangay of Ipil- Ipil, Catarman, Northern Samar. The Barangay was declared as Drug-Cleared Barangay after meeting with all the requirements in full compliance to the parameters set forth in Section 8 of DDB Regulation Series of 2017. Also present on the said activity were PSMsgt Leo Magpayo of Catarman MPS and Barangay Officials of Barangay of Ipil- Ipil, Catarman, Northern Samar.

3. That at around 10:50 AM of September 6, 2019, The Assistant Provincial Officer of PDEA VIII NSPO IA1 Neil T. Captain Al- Shamir L Hamin at San Isidro Municipal Police Station, Northern

Samar, before the conduct of monitoring/follow up operation to return the

Person Deprived of Liberty (PDL), for violation of RA 6425, who have been

released in relation to good conduct time allowance (GCTA).

Discussed during the meeting were the intensified and sustained anti-drug campaign, to remain steadfast in the commitment to ensure that our drug cleared barangays and communities remain as such.

7. That at around 03:42 PM of September 12, 2019, the Provincial Officer of PDEA VIII Northern Samar Provincial Office, IA1 Silas S Aurelia together with IA1 Neil T. Waniwan and IO1 Dolores B. Largo had coordination with San Isidro MPS, to update the return to NBP of released PDL, for violation of RA 6425, who have been released in relation to Good Conduct Time Allowance (GCTA).

Also, On September 11, 2019 at about 02:15PM, Justiniano Gregorio Y

Amante (Inmate) 68 years old, and resident of Barangay Poblacion Norte San Isidro, Northern Samar. He voluntary surrendered before San Isidro MPS. Allegedly he was detained on September 30, 1991 at Iwahig Puerto Princesa, Palawan for violation of Sec 4 of 6425 and Illegal possession of Firearms and was convicted April 8, 1996 and was sentenced for an imprisonment of 20 years to lifetime imprisonment (maximum). However, he was released on February 20, 2019 after he availed the GCTA based on the order of released signed by CSSupt Arturo N Sabadisto. Subject inmate is now under the custody of San Isidro MPS, Northern Samar while the documentation is still in progress.

Furthermore, On September 11, 2019 at about 10:30PM, Diosdado Catamora Y Eulin, 69 years old, and resident of Barangay Poblacion Sur San Isidro, Northern Samar. He voluntary surrendered before San Isidro MPS. Allegedly he was detained on October 14, 1991 at New Bilibid Prison, Muntinlupa City for violation of Sec 4 of 6425 and Illegal possession of Firearms and was convicted April 8, 1996 and was sentenced for an imprisonment of 17 years to 20 years (maximum). However, he was released on February 9, 2019 after he availed the GCTA based on the order of released signed by CSSupt Gerardo F Padilla. Subject inmate is now under the custody of San Isidro MPS, Northern Samar while the documentation is still in progress.

That at around 04:00 PM of September 12, 2019, The PDEA VIII Northern Samar Provincial Office Team led by Provincial Officer, IA1 Silas S Aurelia together with IA1 Neil T Waniwan and IO1 Dolores B Largo distributed RA 9165 books, Balay Silangan Pamphlets, PDEA Comics/ IEC Materials to the Chief of Police of San Isidro Municipal Police Station, Northern Samar, Police Captain Al- Shamir L Hamin, during the conduct of monitoring/follow up operation to return the Person Deprived of Liberty (PDL), for violation of RA 6425, who have been released in relation to good conduct time allowance (GCTA). Catarman, Northern Samar;

During the said activity, the ADAC Provincial Audit Team composed of members from PDEA, PNP, CSO and presided by DILG verified and validated the Means of Validation (MOVs) submitted by (24) twenty-four LGUs of Northern Samar. Each LGU was rated based on the performance of their MADAC and their compliance to the regulation set by DDB and DILG.

12. That at around 09:00 AM of September 17, 2019, the Assistant Provincial Officer of PDEA VIII NSPO IA1 Neil T. Waniwan together with IA1 Leo Francis Almasco declared and awarded “Drug-Cleared Barangay” to Barangay Buenavista, Rosario, Northern Samar. The Barangay was classified as Slightly Affected Barangay.

Balay Silangan had a meeting with the Drug Reformation Committee/ Balay

Silangan Oversight Committee of Laoang, Northern Samar held at the

Discussed in the said meeting were the Action Plan and Program of Instruction of the soon to be operational Laoang Balay Silangan by October 2019.

That PDEA Northern Samar Provincial Office (NSPO) Team led by IA1 Silas S Aurelia-Provincial Officer distributed IEC materials in the form of PDEA comics in English and Filipino languages to the participants of the Anti-Drug Summit of Laoang, Northern Samar held at Brgy. Little Venice, Laoang, Northern Samar on September 27, 2019. The participants were very receptive to the materials distributed as they appreciated the value of stories to winning the war against illegal drugs. Jubay declared and awarded “Drug-Cleared Barangay” to Barangay of Bongliw, Laoang Northern Samar with a slightly drug affectation. The Barangay was declared as Drug-Cleared Barangay after meeting with all the requirements in full compliance to the parameters set forth in Section 8 of DDB Regulation Series of 2017. 26. That IO2 Dolores B. Largo together with IO1 Ma. Cristina Karla L. Mabelin conducted lecture to the National Service Training Program (NSTP) students of University of Eastern Philippines (Main Campus) of more than Four Thousand participants which was composed of Civic Welfare Training Service (CWTS), Literacy Training Service (LTS) and Reserve Officer Training Course (ROTC) students from 08:30 AM- 10:10 AM at UEP Gymnatorium Zone 1, Catarman Northern Samar on 28th of September 2019. The following topics were thoroughly discussed:

a. History of PDEA; b. Ill-effects of Drug Abuse; c. Drug Identification; d. Other Drug of Abuse; e. Reasons Why People turn to Drugs; f. Signs and Symptoms of Drug Abuse; g. Salient Features of RA 9165; h. Tips to Win the fight Against Drug Abuse; i. Personal Commitment to stay away from Illegal Drugs; j. Reporting of suspected Drug Personalities: k. Ill-effects of Drug Abuse.

Right after the lecture, the participants were given the chance to ask questions and were answered briefly by the lecturer.

27. That on September 30, 2019, on or about 09:00 AM elements of PDEA RO8-NSPO led by Agent Neil T. Waniwan together with PDEA K9 Unit under the supervision of IA1 Silas S Aurelia- Provincial Officer and personnel of BJMP Catarman District Jail conduct Greyhound Operation in the Facility of Catarman District Jail located at Brgy. Acacia, Catarman, Northern Samar.

The said facility consists of Two (2) Male Dorm and one (1) Female Dorm which were simultaneously searched by the team. The said operation yielded negative result of seizure of dangerous drugs or drug paraphernalia.

F. PECIS ACTIVITIES CONDUCTED BY PDEA RO8-SOUTHERN LEYTE

PROVINCIAL OFFICE

1. That OOA 0800H of September 2, 2019, Team PDEA8-SLPO with direct Supervision from IA 1 Jordan C. Lunesa Provincial Officer PDEA-SLPO, participated the Celebration of the 25th National Crime Prevention Week Celebration of Maasin, Province of Southern Leyte that started with a Holy Mass followed by a Motorcade around Maasin City and continued with a Short Opening Program at Maasin City Gym. This Celebration Also Carries a Theme: “Buhay Pahalagahan, Kumunidad Magtulungan, Krimen Hadlangan”, which focuses on Crime Prevention Strategies and measures that promote community safety, contributing to sustainable development, and enhancing the quality of life of all citizens. The activity was also participated by the different Lead Agencies, National Government Agencies Officials and Employees and GOCCs Officials and Employees.

2. That OOA 0930H of September 10, 2019, IA 1 Jordan C. Lunesa

Provincial Officer PDEA-SLPO, attended a meeting which is composed of Anti-Drug Abuse Council (ADAC) members at DILG Southern Leyte Provincial Office, Asuncion Maasin City Province of Southern Leyte. Wherein part of the Agenda on that said meeting will be the functions of the committee and the validation of results of all Municipal and Component City of ADACs. And the performance audit also ensures that ADACs efficiently perform their task and identify the most complaint ADACs.

3. That OOA 0800H of 26th September 2019, elements of PDEA8-Southern Leyte Spearheaded by IA 1 Jordan C. Lunesa and the rest of the team, witnessed the Random Drug Testing to Twenty (22) personnel of Maasin City Jail and Six (6) Persons Deprived of Liberty (PDL) at Maasin City Jail Maasin, City. The said Drug Testing was Conducted by Provincial PNP Crime Laboratory headed by PLTCOL Benjamin A. Cruto Jr. and with the presence of Department of Interior and Local Government of Maasin, City representative.
