    • Mr. Schniepp informed the committee of the selection of the eigth (8) CIF Lifetime Pass recipients (Mr. Steve Boyle,Mr. Ed Burke, Dr. Dianne Carberry, Ms. Trish Dolan, Mr. Hector Espinoza, Ms. Emily Ortiz-Wichmann, Mr. Dale Ramey,and Mr. Mike Stephenson). The awarded honorees will be recognized at the annual CIF Appreciation luncheon of May10 at the SDCCU (Qualcomm) Stadium lounge with the exception of Mr. Steve Boyle. Mr. Boyle will be recognized atthe Board meeting of May 23, 2019.

    • Mr. Schniepp informed the committee of a possible legal matter concerning a hardship request School and the eligibilityof a player to play and participate in the section’s championships.

CIF Yearly Forms, Commissioner, Jerry Schniepp Ms. Candia informed the Board of the CIFSDS yearly forms and of the submittal deadline date of June 30, 2019 of the yearly forms (CIF State Representatives to League, CIFSDS Agreement, and Conflict of Interest). The information of the yearly forms were shared with the Board as seen in the attached agenda Item 20. *At the recommendation of the CIF Commissioner, Mr. Jerry Schniepp, this portion of the agenda was modified to include additional information for the board which is listed below. No further action was taken on these Items.

    • Mr. Schniepp thanked the Board for their attendance at the governance meetings of the section. Mr. Schniepp shared with the Board that the CIFSDS Board of Managers is the only governing body within the state that is made-up of a majority

    The Board of Managers is asked to approve the proposal of the CIFSDS to Revise the language of Wrestling, Article 320.,5 (e)., Special Rules as shown in the attached supplement(s) and in the Executive Summary below:

    Girls wrestling has grown in numbers and opportunities for girls to compete against other girls throughout the section over the last few years. There are tournaments locally every weekend through the season and has been an increase in the number of girl’s team dual meets. The CIFSDS believes that the section has reached a point where mixed gender competition is no longer necessary for female wrestlers to have matches or competition. The CIF-San Diego Section would like to propose that in future competitions in the section, beginning in the 2019-2020 school year, in both dual meets and tournaments, males compete only against males and females compete only against females. This would apply only to competitions as to not limit training opportunities for female wrestlers.

    The Board of Managers is asked to approve the proposal of the CIFSDS to Revise the language of Wrestling, Article 320.,5 (e)., Special Rules.

    3200. DAYS OF PRACTICE

    A. Each individual student not a member and participant of a fall sports team shall have at least 10days of practice before the student can compete in a match or tournament.

    B. Each individual who completes the regular season in a fall sport shall have at least five (5) days ofpractice before the student can compete in a meet or tournament.

    3201. 40-MATCH RULE A wrestler will be allowed a maximum of 40 matches during the wrestling season prior to the first qualifying tournament for the CIF State Wrestling Championships (in most situations this would be the league wrestling tournament). Forfeits do not count towards the 40-match maximum. Matches wrestled in any tournaments or competitions held prior to the first qualifying tournament will count towards the 40- match maximum.EXCEPTION: Any matches wrestled in a Section Team Dual Championship tournament will not count aspart of the 40-match maximum.PENALTY: Violation of Article 3201 will result in the following sanctions:A. If an athlete goes over the prescribed 40 match limit, the athlete shall be ineligible for any further

    competition for the season. In addition, the Section may impose the following additionalsanctions:(1) The final season record will be reduced by at least one (1) win at the conclusion of the season;(2) The school will be placed on probation;(3) The team/individual will be ineligible to advance to or in Section, Regional or StateChampionships; (4) Reduction of maximum number of matches allowed for the following year inthat sport;(5) Repeated violation may result in suspension of membership in the CIF.

    3202. WEIGH-INS

    A. All CIF member schools must follow all National Federation rules and procedures concerning weigh-ins.(1) Violation of NFHS rule 4-5-5 will result in the following sanction; the host school will not

    be allowed to host any tournament or the following year and cannot financially benefitfrom any other tournament for that year. In addition, the Section may impose thefollowing additional sanctions:a. The hosting school is placed on probation.b. Reduction of maximum number of matches.

    B. California provides 14 weight classes per NFHS rules and the two (2) pound growth allowance to eachweight class on January 15.C. Each coach is required to bring his/her team’s Pre-Match Weigh-In Form to all competitions includingthe CIF State Wrestling Championships.PENALTY: Failure to comply will result in the entire team being ineligible to compete and charged withforfeiture.D. Each wrestler is required to weigh in with his/her Pre-Match Weigh-In Form at all competitions up to

    and including the competition that begins the CIF State Championship qualifying series.

  • PENALTY: Failure to comply will result in the wrestler being ineligible for that competition.

    E. The use of laxatives, emetics, excessive food and liquid restriction, self-induced vomiting, hot rooms, hot boxes, saunas and steam rooms is prohibited for any purpose. The use of diuretics at any time is prohibited. Regardless of the purpose, the use of vapor-impermeable suits (e.g. rubber or rubberized nylon) or any similar devices used solely for dehydration is prohibited. Artificial means of rehydration (i.e. intravenous hydration) are also prohibited. Violators of these rules shall be suspended for the competition(s) for which the weigh-in is intended. A second violation would result in suspension for the remainder of the season. (Revised May 2010 Federated Council) 3203.1 WRESTLING – SAN DIEGO SECTION SPORT REGULATIONS

    1. RULES: All wrestling competition in the CIF-San Diego Section will be conducted under National

    Federation rules unless otherwise provided herein or determined by the CIFSDS.

    2. STARTING DATE FOR INTERSCHOLASTIC MEETS: Individual wrestlers must have met the minimum

    days of practice requirement in State CIF Rule 3000 A and B and CIFSDS Article XI.

    3. MAXIMUM COMPETITION: San Diego Section wrestler in violation of the maximum 40 matches will

    be ineligible from further competition during that wrestling season (as approved by the Federated

    Council, November 1999).

    4. PLAYOFFS a. Divisional Tournaments (1) Schools with wrestling teams will be divided into Division I, Division II, Division III, and Division IV. (2) Each divisional tournament will be planned for 16-person draws for each weight class. (3) Sites and management will be selected by the Commissioner’s office. (4) All divisional tournaments will have the same admission charges. (5) Advancement to CIFSDS Masters Tournament will be set forth in the preseason meeting minutes and playoff bulletin. (6) Awards

    (a) Medals to top qualifying wrestlers/weight division. (b) Trophies to Championship and Runners-up teams.

    b. CIF-SDS Masters Tournament (1) 16 wrestlers in each weight division from Division Tournaments. (2) Top three wrestlers in each weight division advance to State Tournament. (3) Management will be determined by the Commissioner’s office.

    d. Injured or ill wrestlers who were unable to qualify through divisional championships may enter the Masters Tournament through an out-bracket, with a 2/3 majority vote, by coaches in attendance at the seeding meeting. Wrestlers who participated in the divisional and lost will not be eligible for this accommodation. (Approved February 22, 2002, Board of Managers) e. A wrestler must have participated for his/her school of enrollment in more than one-half (1/2) of the CIFSDS permissible maximum individual points of the sport in order to participate in the CIFSDS championship tournament. 5. SPECIAL RULES: a. Wrestling officials are authorized to use red and green armbands for scoring indicators.

  • b. The first interscholastic competition for a wrestler may not be on the wrestler's last day of the minimum number of practice days required. c. Wrestlers who qualify for the Masters and State CIF Tournaments are permitted to practice against similarly qualified wrestlers from other San Diego Section, or any other CIF Section, schools with the written permission of the administration of all schools concerned. (Approved January 30, 2007, Board of Managers) d. Weight and Weigh-in The official weight of all wrestlers and the weigh-in of all wrestlers in a school shall be conducted in accordance with the NFHS and State CIF Wrestling weight certification program and during the period designated. Strict compliance with the certification program is required. No official, coach or administrator will permit a match to begin unless all requirements are strictly satisfied. e. Mixed gender competition In wrestling competitions within the San Diego Section, both in dual meets and tournaments, males only compete against males and females only compete against females. This applies only to competitions as to not limit training opportunities for female wrestlers.

    CIFSDS MEMBERSHIP

    The CIFSDS is a voluntary association of public, private and parochial schools. The Board of Managers is the governing body. Members of the board are public high school superintendents and private school representatives of 29 school districts and 125 high schools.

    Pursuing “Victory with Honor” is an ideal that CIF is based on and through participation, CIF encourages and assists schools and students in developing and strengthening values, attitudes and skills that promote personal growth as an individual and members of a diverse society. The CIFSDS is committed to preparing student-athletes for a better tomorrow and to working with students, educators, parents and communities to establish and maintain excellent high school athletic programs that teach values, character and citizenship.

    The San Diego Section welcomes new members who agree to abide by all rules and regulations adopted by CIFSDS member schools, and who value and promote pursuing victory with honor.

    The CIFSDS offers two types of membership:

    1. Full Membership

    Full membership in the CIFSDS allows schools to participate at all levels in the regular season of each sport that CIFSDS offers and permits teams and individuals to qualify for post-season competition. Full members agree to abide by and adhere to all CIFSDS policies and bylaws and pay all dues by prescribed deadlines associated with full membership. Only schools that currently have a minimum of 100 students (50 if single-sex school) will be considered for full membership.

    2. Affiliate Membership

    Affiliate membership in the CIFSDS allows schools to participate below the varsity level in the regular season of each sport that CIFSDS offers (teams and individuals may not qualify for post-season competition). Affiliate members agree to abide by and adhere to all CIFSDS policies and bylaws and pay all dues associated with affiliate membership. There is no minimum number of students for schools to qualify as an affiliate member of CIFSDS.

    Full Membership Application:

    1. Application must be submitted by January 1 to be considered for membership in the subsequent school year.

    2. To be considered for full membership, school must meet the following minimum standards: a. Current enrollment of at least 100 students grades 9-12 or documentation of school district

    assignment of a minimum of 100 students for subsequent school year. b. Field and maintain 1 boys and 1 girls team each season of sport and 1 additional boys and 1

    additional girls team in any season (8 total sports); if school is a single sex school, a minimum of 4 total sports are required.

    c. Pay all fees upon application of membership

    Membership application fees for the 2020-2021 school year are below:

    • $200 application fee • .69 cents per student fee (all enrolled students) • $94 per team sport fee • $194 per individual sport fee (cross-country, gymnastics, golf, swim and dive, tennis,

    track and field and wrestling) *Membership fees are subject to change

    3. Approved full membership will begin with a 3-year probationary period. During the probationary period, each new school member will undergo an annual review to ensure that appropriate support is being provided and that established regulations, procedures and bylaws of the conference and the CIFSDS are being adhered to. Schools will be required to document sports offerings, attendance at conference meetings, participation numbers, enrollment and other data as requested. After the school completes the 3-year probationary period in “good standing” as determined by the CIFSDS, the probationary period will end. If a school is not determined to be in good standing at the completion of the probationary period or at any time during the probationary period, the probationary period may be extended by the CIFSDS, conditions to membership may be added, membership may be amended to “affiliate” status or membership may be terminated by the CIFSDS Board of Managers.

    4. Prior to August 1 each year, each public school district or governing board of each private school

    member must compete and file the “California Interscholastic Federation-San Diego Section Request for Continuing membership and Agreement to Conditions of Membership with the CIFSDS Board of Managers.

    5. Upon approval of application by the CIFSDS Board of Managers, full members of the CIFSDS may

    participate at all levels in the regular season of each sport that CIFSDS offers and teams and individuals may qualify for post-season competition.

Documentation of sports offerings, attendance at conference meetings, participation numbers, enrollment and other data will be requested.

    4. Affiliate member schools will not be part of a conference of schools, and teams and individuals will

    not be eligible for post-season competition.

    5. Prior to August 1 each year, each public school district or governing board of each private school member must compete and file the “California Interscholastic Federation-San Diego Section Request for Continuing Membership and Agreement to Conditions of Membership with the CIFSDS Board of Managers.

    Membership Application Procedure

    1. Letter of Application

    The principal, headmaster, or chief administrative officer of the applying school shall submit a letter of application that includes the following:

    a. Statement of intent to join CIFSDS, CIF, and, if applicable, an existing league within the CIFSDS.

    b. Description of athletic programs to be offered by applying school including sports and level to be conducted.

    c. Current and three-year projection of enrollment.

    d. Statement of intent to abide by all CIF, CIFSDS, and, if applicable, league rules and regulations.

    e. Statement of conformance with the following criteria for membership:

    ● School must be registered by the State Department of Education (Private school affidavit).

    ● School must plan to field one or more athletic teams. ● School must offer equal athletic opportunity for both boys and girls if a co-ed school. ● Resolution of governing authority; for charter schools, resolution from the chartering

    agency is also required.

    2. Completed Application Form

    3. Payment of Fees for the subsequent school year.

    The applying school shall pay the following fees at the time of application to the CIFSDS:

    a. Application Fee (non-refundable) $200.00

    b. Administrative Fees (refundable) .69 cents per student enrolled

    c. Sport Fees (refundable) $94 per sport offered

    4. CIFSDS Evaluation Process

    The CIFSDS will meet with the administration of the applying school, prior to forwarding the application for membership to the CIFSDS Board of Managers, to review basic rules of membership, evaluate facilities and to review general responsibilities for athletic participation. The principal, headmaster or chief administrative officer of the applying school shall appear before the CIFSDS Board of Managers at the appropriate meeting. The Board of Managers, at its discretion, may require additional information from the applying school prior to acceptance.

    As a condition of membership and continuing membership in the CIF, San Diego Section, our school agrees to:

    • Abide by all rules, regulations and bylaws (including the 16 principles of “Pursuing Victory with Honor”) of the state CIF and the San Diego Section as incorporated in the state CIF constitution and bylaws and the CIF, San Diego Section Green Book, as well as decisions by the CIFSDS Board of Managers and Commissioner, and require parents and students to comply also.

    • To have each coach, parent/guardian and student-athlete sign the “Ethics in Sports” policy, to keep it on file and to submit the compliance form to the CIFSDS office each season of sport.

    • To have sport offerings gender balanced and to offer at least one boys and one girls sport in

    each season (full membership applicants only).

    • To advise parents/guardians and student-athletes of the sports offered by the school and to inform them that the student-athlete may not participate at another school in a sport not offered by your school, once your school is admitted as a member of CIFSDS.

    • To advise parents/guardians of student-athletes who transfer to your school, after

    establishing eligibility at another school, may be limited in eligibility depending on the circumstances of the transfer.

    • T understand and adhere to the CIFSDS fee structure and playoff revenue policy.

    • To attend the CIFSDS training workshops (including mandatory attendance at the CIFSDS

    Symposium) and to comply with all CIF requirements for coaching education.

    • To attend all conference and league meetings.

    • To provide safe, playable athletic facilities appropriate for high school competition that accommodate student-athletes and spectators.
