Background The UN Secretary-General Antonio Gutteres is calling on world leaders to take part in a Summit that will help to establish the future direction for food systems and accelerate collective action at various societal levels - local, national, regional, and global - to radically change the way we produce, process, and consume food. This will launch new actions to transform food systems, making food healthier, sustainable, more affordable, more resilient, less wasted, and better-distributed. Ahead of this UN Summit to be convened by the UN Secretary-General, the Philippine Government is set to roll out preparatory activities and actions leading to the National Food System Dialogue, guided by and in support of the five-point action tracks contemplated under the UNFSS. This National Dialogue will serve as the convergence activity that will guide the crafting and development of the proposals, programs, partnerships and activities for the various key players in agriculture, policymaking, business, food aid, and indigenous communities. The objective of this dialogue is to shape national pathways to sustainable food systems, building on efforts already underway, as well as expressions of intention to support these pathways by a broad range of stakeholders. Upon invitation conveyed through the UN Resident Coordinator, Mr. Gustavo Gonzales, DA Secretary William D. Dar accepted his designation as the country’s National Convenor for the UNFSS to be held in September 2021 in New York, USA. Mr. Rodolfo Vicerra, was designated as Curator, to assist the National Convenor on the necessary preparations for the Summit and coordinate with the country offices of the relevant UN agencies, including the Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), and the World Food Programme (WFP).The creation of the Philippine UNFSS Steering Committee (UNFSS-SC) to be chaired by the Curator, and co-chaired by the UN Resident Coordinator, with the Country Officers of the FAO, IFAD and WFP as members, has been agreed upon. The Steering Committee will help mobilize support, funding resources and technical assistance that may be required for the successful conduct of the preparatory actions and activities towards the National Food System Dialogue and the country’s participation in the UNFSS.II. Creation of the Department of Agriculture Coordinating Committee and Sub­

committees for the United Nations Food Systems Summit (UNFSS) National Dialogue in May 2021To ensure efficient preparations and effective execution of the activities related to the UN-FSS National Dialogue, the DA Coordinating Committee and Subcommittees are hereby created:A. DA Coordinating CommitteeThe DA Coordinating Committee (DA-CC) shall provide over-all guidance to the Department and its agencies and oversee the organization and management of all preparations and support activities to ensure the successful hosting of the UNFSS National Dialogue and related actions. The Committee Secretariat shall organize the DA-CC meetings and prepare meeting highlights particularly decisions and action points, keep track of the activities and timelines of the Coordinating Committee and Sub-Committees, and provide other administrative support as may be necessary, in coordination with the appropriate sub-committees. Annex 1Action Plan for the National Food Systems Dialogue

Background:

2021 United Nation Food System Summit fUNFSSlThe UN Secretary-General Antonio Guterres, is calling on world leaders to take part in a Summit that will help to establish the future direction for food systems and accelerate collective action to that end. This reflects the increasing recognition that transforming food systems must be central in efforts to achieve all the 17 Sustainable Development Goals (SDGs) by 2030. It will launch new actions to transform food systems, making food healthier, sustainable, more affordable, more resilient, less wasted, and better-distributed. It will also look to intentionally build synergies with the many existing efforts, initiatives, and alliances in place or underway. The summit will help UN Member States and key partners meet the challenges of malnutrition, poverty, use of biodiversity and ecosystems services and climate change. Likewise, it will offer an inclusive and unique approach to ensuring this is both "a People’s Summit” and "a Solutions Summit, letting countries tackle what’s working and not working, what is a priority to improve, and identifying priority actions necessary to improve their food systems. Ahead of the UNFSS convened by the UN Secretary-General and scheduled to hold in September 2021, the Philippine Government is set to roll out the National Food System Dialogue which will be guided by the five action track of the UNFSS across the country.• Action Track 1: Ensure access to safe and nutritious food for all• Action Track 2: Shift to sustainable consumption patterns• Action Track 3: Boost nature-positive production• Action Track 4: Advance equitable livelihoods• Action Track 5: Build resilience to vulnerabilities, shocks and stress

Summit OutcomesIn this context, it is envisioned that the Summit will result in at least the following outcomes:• Dramatically elevated public discourse about the importance of food systems leading to the achievement of the SDGs and what to do to get the public working for people and planet.• Significant action, with measurable outcomes that enable achievement of the 2030 goals. This will include highlighting existing solutions and celebrating leaders in food systems transformation, as well as calling for new actions worldwide by different actors, including countries, cities, companies, civil society, citizens, and food producers.

• A high-level summary and call to action developed through the process that will support Member States and other stakeholders to leverage their food systems capacity to reach the SDGs. Distilled through all elements of the preparatory process, these will summarize the optimistic and encouraging vision in which food systems play a central role in delivering on the vision of the 2030 Agenda.• A system of follow-up and review that will drive new actions and results, allow for sharing of experiences, lessons and knowledge, and incorporate new metrics for impact analysis.DA's Plan after the Summit• Formulate short term and long term plans and recommendations in relation to the objectives discussed during the summit to attain the DA overall vision.• Strengthened collaboration and partnerships between and among key public and private stakeholders; and• Policy resolutions for immediate implementation derived from the discussions on the specific concerns during the discussions conducted in the summit.Activities Leading to the UNFSS;— /----------- (----------- \ —

National Food System Dialogue• The conduct of the National Dialogue which will be held in May 2021 is in preparation for the Food System Pre-Summit in Rome in July.• Given the impact of COVID-19 on gatherings, arrangements are being made for this event will be run virtually.
