Introduction
The South African Human Rights Commission is the national institution established to entrench constitutional democracy.
The aims of the Commission are to promote
- respect for;
- observance of; and
- the protection of human rights
Mission of SAHRC
Mandate of the SAHRC
The Human Rights Commission must –a) Promote respect for human rights and a culture of human
rights;b) Promote the protection, development and attainment of
human rights; andc) Monitor and assess the observance of human rights in the
Republic.

Meetings with members of Cabinet and the Presidency; roundtables with stakeholders such as traditional leaders and human rights NGOs; regular interaction and support to other Chapter 9 Institutions, including the IEC, PP, CGE and Commission for the Promotion and Protection of Cultural, Religious and Linguistic Communities.

The final draft of the 5th ESR report was completed by 31 March 2004 for adoption by the Commission, printing and distribution in 2004/05.Substantial refinements were made to the economic and social rights monitoring process to improve the quality of monitoring and to raise awareness of economic and social rights. 2 economic and social rights seminars were held, in addition to 20 other presentations and briefings for government and civil society.

Key Objectives 2004/05To be an effective institution for the promotion and protection of human rights the Commission will pursue the following primary objectives:
To advance the public and parliamentary accountability of the Commission’s work and maximise the utilisation of public resources through sound strategic management and efficient financial and administrative systems and procedures;
To entrench the Commission as the major resource and primary focal point for human rights promotion, protection and monitoring in the country;
To publicise and convey the role and work of the Commission to the general public via an integrated internal and external communications strategy;
